<strong>Film</strong> in England<br />
5. Core values<br />
5.1 The following core values will underpin the strategy:<br />
■ The civilising potential of film culture and film education in contemporary society<br />
■ An entitlement for all citizens to participate in film culture and film education<br />
■ <strong>Film</strong> as a key component of the creative industries<br />
■ <strong>Film</strong> as a key component of the moving image industries<br />
■ Fostering excellence and promoting access<br />
■ Promoting equality of opportunity and tackling social inclusion<br />
■ Celebrating cultural diversity<br />
■ Respecting regional diversity and local distinctiveness.<br />
6. Consultation process<br />
6.1 A consultative seminar will be held in each English region organised with the<br />
assistance of the DCMS regional official.<br />
6.2 Meetings will also be held with sector-specific groups, eg the <strong>UK</strong> Screen<br />
Commission Network, Skillset’s Nations and Regions Committee, Federation of<br />
<strong>Film</strong> Funders, <strong>Film</strong> Archive Forum, Comex, National <strong>Film</strong> Agencies of Scotland,<br />
Wales and Northern Ireland.<br />
6.3 A number of one-to-one meetings or small group meetings may also be held<br />
with key trade organisations and others, eg BSAC, BECTU, CEA, FEU, <strong>Film</strong><br />
Education, PACT, NPA, ITC, WFTN, LGA, MLAC, other Lottery distributors.<br />
6.4 It may be desirable to liaise with other Government departments.<br />
6.5 Issues to be addressed during the consultative programme will include:<br />
■ Meeting the needs of end-users<br />
■ Joined-up strategies and initiatives for culture and industry<br />
■ Joined-up national and regional planning, cross-regional and intra-regional<br />
planning<br />
■ Geographic equity, centres of excellence and creative clusters<br />
■ Finance and funding: winning new resources<br />
■ Infrastructure efficiency and resource maximisation: facilities, skills and<br />
knowledge
