<strong>Adaptation</strong> Action <strong>Plan</strong><br />
Building on the framework provided by the adaptation aims,<br />
themes <strong>and</strong> objectives a separate adaptation action plan has<br />
been developed. This outlines the actions to be delivered<br />
within the first 5-year period.<br />
Actions are categorised as those that are ‘enabling by<br />
building adaptive capacity’ <strong>and</strong> those that ‘deliver planning &<br />
adaptation action’.<br />
An options analysis exercise ensured the identified actions<br />
are appropriate, proportionate <strong>and</strong> cost‐effective in the long<br />
term.<br />
This involved assessment of the options under the following<br />
criteria:<br />
• <strong>Adaptation</strong> impact<br />
• Reduction of risk<br />
• Costs<br />
• Complexity<br />
• Maladaptation potential<br />
• Barriers <strong>and</strong> dependencies<br />
• Flexibility in light of levels of uncertainty<br />
• Northern Irel<strong>and</strong> Outcome Objective Mapping<br />
(Identification of the relevant NICCAP Outcome<br />
Objective for each action)<br />
Different types of maladaptation should be avoided, including:<br />
• Actions that conflict with mitigation (e.g. installation of<br />
energy intensive air conditioner)<br />
• Actions that use resources unsustainably<br />
• Actions that distribute the benefits of adaptation<br />
unequally across society<br />
• Actions that achieve their objectives at higher costs<br />
than benefits.<br />
