“Have fun, do some good”<br />

Over the past year I<br />

have had the incredible<br />

opportunity to work and<br />

learn in a free clinic that<br />

serves our most vulnerable<br />

members of my community.<br />

This clinic is fueled on<br />

grants, donations and<br />

energized volunteers. I do<br />

not believe I have ever been<br />

a part of place that everyone<br />

involved is truly happy<br />

and grateful to be there. Kelly Bouthillet<br />

The patients are filled with<br />

gratitude and love, while the volunteers are humble<br />

and hard-working. Most of them are years retired,<br />

yet continue to work, serving medically underserved<br />

community members by providing various<br />

specialized care. (See Volunteers in Medicine)<br />

At the start of each day, there is a huddle with<br />

all of the volunteers. Each huddle ends with Dr.<br />

Raymond Cox, the Executive Director telling<br />

everyone to “Have fun, do some good.” This is the<br />

mantra of the clinic. It is contagious. I cannot help<br />

but know I am doing good, but am I having fun? After<br />

all, we are in the midst of a global pandemic which<br />

has basically wreaked havoc on every aspect of our<br />

daily lives. And for us as nursing professionals, it has<br />

literally changed how we practice; no matter our role<br />

or setting.<br />

I have begun a sort of silent social experiment. I<br />

have begun to watch the interactions among those<br />

in the clinic; both patients and volunteers. There is<br />

definitely good being done. There are lots of lives<br />

being improved through access and delivery of<br />

medical care. But fun. Where is this fun? Again…it is<br />

a pandemic after all?<br />

Fast forward to a day in the middle of summer,<br />

in the sweltering heat. I like many of you have been<br />

participating in drive through testing, wearing multiple<br />

layers of personal protective equipment (PPE). Four<br />

hours of swabbing people in need of free testing on<br />

a sunny hot and humid <strong>South</strong> <strong>Carolina</strong> morning. It<br />

hit me as we were dismantling the testing site that<br />

I was having fun. I realized I was having the same<br />

feeling when I was at the clinic! You may be thinking<br />

to yourself that I have been out in the heat too long…<br />

and there may be a bit of truth to that, but there is a<br />

point in this madness!<br />

Finding gratitude in unexpected places<br />

In the last issue of SC <strong>Nurse</strong> I discussed resilience<br />

and working through the difficulties. Interestingly,<br />

none of us knew and still do not know how long this<br />

pandemic will last. We all need to utilize strategies to<br />

help us conquer fear, uncertainly, fatigue and other<br />

emotions. But what about those moments of gratitude<br />

in unexpected places. Like in the drive through<br />

testing? I was overcome by the words of kindness<br />

and blessings we received for being there. This is the<br />

same for the days spent at the clinic. I am grateful<br />

for the ability to provide care for people in need as<br />

they are equally grateful. The gratitude I have felt is<br />

reaffirming to me. This is my why.<br />

Finding your why<br />

So what does this mean? Simply put, “The WHY<br />

is the purpose, cause or belief that drives every one<br />

of us (Sinek, 2013)” For me, my why is my motivation,<br />

doing meaningful work in my profession. Providing<br />

care to patients. Being part of SCNA. Advancing the<br />

profession. Having fun, doing some good. What is<br />

your why? What motivates you every day?<br />

For each of us our ‘why’ is unique as we are.<br />

And we will find gratitude in different places and at<br />

different times. I am continually grateful each day<br />

that my family is healthy. I am grateful for the fact<br />

that I continue to have a job. I am not going to tell<br />

you to look for the silver lining or the bright side. I<br />

will say that it may get harder before it gets better as<br />

we move into fall with the confluence of Coronavirus<br />

and Influenza. However, by knowing there are more<br />

challenging times ahead and being aware of your<br />

why and seeking out moments of gratitude, perhaps<br />

things might be just a touch brighter.<br />

Word has been received that Dora McNeil Sandu, former Executive Director of SCNA for 1963-<br />

1972, has died. Dora was the ED when 1821 Gadsden Street was opened as the headquarters<br />

building of SCNA. She resigned from SCNA in order to become a medical Missionary in Hong Kong.<br />

She was also a wonderful, generous historical fountain of information when it was requested.<br />

ANA's Membership Assembly Re-Elects<br />

Ernest Grant as National President<br />

SILVER SPRING, MD – Ernest J. Grant, PhD,<br />

RN, FAAN, has been re-elected to a second term as<br />

the American <strong>Nurse</strong>s Association’s (ANA) national<br />

President. The voting representatives of ANA's<br />

Membership Assembly also elected four members<br />

to the 9-member board of directors. Terms of service<br />

will begin January 1, 2021.<br />

“It is with great pride, duty and purpose that<br />

I serve nurses, represent nurses, and advocate<br />

on behalf of nurses nationwide,” said Dr. Grant.<br />

“Throughout history, nurses have responded to<br />

every public health crisis, marched for civil rights<br />

and provided patients and communities optimal<br />

care. As our nation grapples with the COVID-19<br />

pandemic, racism and health inequities, nurses are<br />

once again demonstrating the resolve, compassion<br />

and undisputed skill that defines our distinguished<br />

profession. Undoubtedly, the “Year of the <strong>Nurse</strong>”<br />

looks much different than we had expected. We have<br />

experienced tremendous loss, but we are resilient,<br />

and we will emerge even stronger. I am forever proud<br />

to be a nurse and to serve our profession in the<br />

company of other great leaders.”<br />

These ANA members were elected to serve on<br />

the board of directors: Director-At-Large Brienne<br />

Sandow, MSN, RN, NEA-BC, of the Idaho <strong>Nurse</strong>s<br />

Association; Director-At-Large, Staff <strong>Nurse</strong> Amanda<br />

Buechel, BSN, RN, CCRN, of ANA-Illinois.<br />

ANA's Membership Assembly Adopts<br />

Resolution on Racial Justice for<br />

Communities of Color<br />

The American <strong>Nurse</strong>s Association (ANA) <strong>2020</strong><br />

Membership Assembly condemns the brutal death of<br />

George Floyd and the many other Black, Indigenous,<br />

and People of Color who have been unjustly killed by<br />

individuals within law enforcement. Such cruelty and<br />

abject racism must not go unchallenged.<br />

Racism is a public health crisis that impacts<br />

the mental, spiritual, and physical health of all<br />

people. The Code of Ethics for <strong>Nurse</strong>s with<br />

Interpretive Statements obligates nurses to be allies<br />

and to advocate and speak up against racism,<br />

discrimination, and injustice. Consistent with this<br />

obligation, ANA has taken positions against racism,<br />

discrimination and health care disparities and<br />

advocating for human rights.<br />

ANA, along with nurses everywhere, are again<br />

called to action. Collectively, we must emerge from<br />

silence and speak with one strong voice as leaders<br />

and role models of compassion and empathy for our<br />

patients, families, communities and most importantly,<br />

towards one another. Our voice is our commitment<br />

to making a difference in all that we do for those we<br />

serve.<br />

Hall of Fame Award<br />

ANA established the nursing Hall of Fame Award<br />

to recognize individual nurses’ commitments to<br />

the nursing field and their impact on the health and<br />

social history of the United States.<br />

• ANA is honored to induct Jeri Milstead,<br />

PhD, NEA-BC, FAAN, RN, Ohio <strong>Nurse</strong>s<br />

Association, former member of SCNA and<br />

professor at Clemson. Congratulations to Jeri.<br />

Dr. Jeri Milstead is internationally recognized as<br />

a leader, educator and mentor, and her expertise<br />

is sought around the world. Dr. Milstead brought to<br />

the profession a focus on the impact that nurses<br />

can have through understanding and involvement<br />

in decision making in the policy process. Through<br />

her textbook and other writings, consultation,<br />

mentoring, role modeling, and personal experience,<br />

she has made a broad impact on individual nurses,<br />

organizations, and the broader profession.<br />

ANA, along with the Constituent/State <strong>Nurse</strong>s<br />

Associations and the ANA Individual Member<br />

Division, pledges to:<br />

• Oppose and address all forms of racism and<br />

discrimination.<br />

• Condemn brutality by law enforcement and all<br />

acts of violence.<br />

• Champion the Code of Ethics for <strong>Nurse</strong>s<br />

which calls on us to recognize human dignity<br />

regardless of race, culture, creed, sexual<br />

orientation, ethnicity, gender, age, experience,<br />

or any aspect of identity.<br />

• In partnership with nurses everywhere<br />

educate, advocate, and collaborate to end<br />

systemic racism, particularly within nursing.<br />

• Advance institutional and legislative policies<br />

that promote diversity, equity, inclusion, and<br />

social justice for all.<br />

• Advocate for the ending of health inequities<br />

within communities and health care systems<br />

that stem from systemic racism.<br />

• Promote deliberate and respectful dialogue,<br />

effective listening and commitment to change<br />

as a means to improve the health of all<br />

individuals and the communities where they<br />

live and work.<br />

So, SCNA is still working<br />

away on issues of interest<br />

to nurses. Rosie and I have<br />

been working from our<br />

homes during this time. We<br />

shall continue to do so until<br />

we believe that it is safe<br />

to return to the downtown<br />

office. Just because the<br />

office building is open does<br />

not mean that we are eager<br />

to go back to it. Part of my<br />

caution, is just that caution.<br />

I am a strong believer in<br />

germ/virus theory. So, we<br />

continue to do the work needed to be done and look<br />

forward to the time that we can resume our work<br />

together in the office.<br />

I hope that all members who are available will join<br />

us for the Annual Membership meeting on October<br />

time to let you know how to join the call. We hope<br />

to be able to do all of the actions that are required<br />

for our Annual Membership Meeting in as efficient a<br />

manner as possible.<br />

May all of you continue to stay safe and well.<br />

May you know just how valued you are, especially<br />

in a time such as we have been going through and<br />

Afterword<br />

I and the entire Board of Directors are immensely<br />

disappointed that the annual SCNA Conference and<br />

Convention had to be cancelled. Please know that<br />

we are actively exploring and working on new ways<br />

to stay connected and provide educational activities<br />

to our members. Though we will not meet face to<br />

face, we have much work to do as individuals and as<br />

a profession to advance healthcare and improve the<br />

health of our patients.<br />

Even in the middle of a pandemic there are heroes!<br />

Not being able to hold our Palmetto Gold celebration<br />

had the Foundation members feeling sad. We love<br />

to celebrate the top 100 nurses in <strong>South</strong> <strong>Carolina</strong> and<br />

see scholarship awardees. The initial thought was to<br />

move our celebration to fall but the pandemic would not<br />

cooperate. A phone call to Judy Thompson, CEO for the<br />

<strong>South</strong> <strong>Carolina</strong> <strong>Nurse</strong>s Association from Russell Koss<br />

led to an amazing gift for undergraduate and graduate<br />

nurses. He, and his company, Koss Creative Brands<br />

LLC, made an amazing donation to SCNF. Because<br />

of the pandemic he met me off Interstate 20 at Magnolia Mall and presented<br />

a check to me for SCNF! His donation will result in two graduate awards and<br />

four undergraduate awards. We are proud to announce the “Koss <strong>Nurse</strong>s<br />

Scholarship” awards. The names will be announced at the next SCNF meeting<br />

and we will have additional scholarship award notifications for the “<strong>Nurse</strong>s Care”<br />

and the ANF <strong>Nurse</strong>s scholarship awards.<br />

The Board of Trustees have all been busy in their various roles. Judy Zink<br />

and her committee have been reviewing scholarship applicants, Pi Johnson<br />

does the work of ten people in the financial committee. Dr. Felisha Bowen<br />

is the best secretary! Elaine Reimels has been a wealth of experience as we<br />

have attempted to conduct business during a pandemic! Dr. Jason Thrift from<br />

Clemson keeps our Facebook and Twitter information current. What an amazing<br />

group of people that volunteer their time for nurses. Dr. Deanna Cox from The<br />

University of <strong>South</strong> <strong>Carolina</strong> is an invaluable Vice-President. Meg Stanley,<br />

Josephine Mitchell, Phyllis Raynor, Lara Hewitt, and Dr. Elwood Owens work in<br />

committees. Without the continuing efforts of Judy Thompson, CEO of SCNA<br />

and Rosie Robinson the Foundation would not be able to continue their work.<br />

I thank you all for your service. You can see it takes a village to make the<br />

Foundation work!<br />

Dr. Stephanie Burgess is our “Friends of the Foundation” focus this year.<br />

Dr. Burgess’s contributions to nursing are enormous. This endeavor gives the<br />

Foundation money needed for daily operations.<br />

Despite the pandemic SCNF had almost 40 new individual donors for the<br />

“Midlands Gives” Day. Other companies have reached out wanting to help<br />

nurses achieve their dreams of being heroes! We celebrate everyone who<br />

CE Provider Committee Announcements<br />

The <strong>South</strong> <strong>Carolina</strong> <strong>Nurse</strong>s Association has<br />

been most fortunate in having volunteers who are<br />

both willing and most capable working in the area<br />

of Continuing Education. Last year saw a change in<br />

leadership for the Continuing Education Approver<br />

Committee, CEAC. Beginning in 2021 there will<br />

be a change in the leadership for the Continuing<br />

Education Provider Committee, CEPC. We have<br />

been most fortunate to have had Mary Wessinger as<br />

the Chair for the CEPC for many years. Next year we<br />

shall have a new Chair, Tushara Rhodes, who is also<br />

the current Chair of the CEAC. Mary Wessinger will<br />

continue as a member of the CEPC. This committee<br />

is made up of a leader and the Chairs, or their<br />

appointees, of each Chapter of SCNA.<br />

Retirement Q&A<br />

Investing for Major Financial Goals<br />

Go out into your yard and dig a big hole. Every<br />

month, throw $50 into it, but don't take any money<br />

out until you're ready to buy a house, send your child<br />

to college, or retire. It sounds a little crazy, doesn't<br />

it? But that's what investing without setting clear-cut<br />

goals is like. If you're lucky, you may end up with<br />

enough money to meet your needs, but you have no<br />

way to know for sure.<br />

How do you set goals?<br />

The first step in investing is defining your dreams<br />

for the future. If you are married or in a long-term<br />

relationship, spend some time together discussing<br />

your joint and individual goals. It's best to be as<br />

specific as possible. For instance, you may know<br />

you want to retire, but when? If you want to send<br />

your child to college, does that mean an Ivy League<br />

school or the community college down the street?<br />

You'll end up with a list of goals. Some of these goals<br />

will be long term (you have more than 15 years to plan),<br />

some will be short term (five years or less to plan), and<br />

some will be intermediate (between five and 15 years<br />

to plan). You can then decide how much money you'll<br />

need to accumulate and which investments can best<br />

help you meet your goals. Remember that there can<br />

be no guarantee that any investment strategy will be<br />

successful and that all investing involves risk, including<br />

the possible loss of principal.<br />

Looking forward to retirement<br />

After a hard day at the office, do you ask, "Is it time<br />

to retire yet?" Retirement may seem a long way off,<br />

but it's never too early to start planning — especially<br />

if you want your retirement to be a secure one. The<br />

sooner you start, the more ability you have to let time<br />

do some of the work of making your money grow.<br />

Let's say that your goal is to retire at age 65 with<br />

$500,000 in your retirement fund. At age 25 you<br />

decide to begin contributing $250 per month to your<br />

company's 401(k) plan. If your investment earns 6<br />

percent per year, compounded monthly, you would<br />

have more than $500,000 in your 401(k) account<br />

when you retire. (This is a hypothetical example, of<br />

course, and does not represent the results of any<br />

specific investment.)<br />

But what would happen if you left things to chance<br />

instead? Let's say you wait until you're 35 to begin<br />

investing. Assuming you contributed the same<br />

amount to your 401(k) and the rate of return on your<br />

investment dollars was the same, you would end up<br />

with only about half the amount in the first example.<br />

Though it's never too late to start working toward<br />

your goals, as you can see, early decisions can have<br />

enormous consequences later on.<br />

Some other points to keep in mind as you're<br />

planning your retirement saving and investing strategy:<br />

• Plan for a long life. Average life expectancies<br />

in this country have been increasing for years<br />

and many people live even longer than those<br />

averages.<br />

• Think about how much time you have until<br />

retirement, then invest accordingly. For<br />

instance, if retirement is a long way off and<br />

you can handle some risk, you might choose<br />

to put a larger percentage of your money in<br />

stock (equity) investments that, though more<br />

volatile, offer a higher potential for long-term<br />

return than do more conservative investments.<br />

Conversely, if you're nearing retirement, a<br />

greater portion of your nest egg might be<br />

devoted to investments focused on income and<br />

preservation of your capital.<br />

• Consider how inflation will affect your<br />

retirement savings. When determining how<br />

much you'll need to save for retirement,<br />

don't forget that the higher the cost of living,<br />

the lower your real rate of return on your<br />

investment dollars.<br />

Facing the truth about college savings<br />

Whether you're saving for a child's education or<br />

planning to return to school yourself, paying tuition<br />

costs definitely requires forethought — and the<br />

sooner the better. With college costs typically rising<br />

faster than the rate of inflation, getting an early start<br />

and understanding how to use tax advantages and<br />

investment strategy to make the most of your savings<br />

can make an enormous difference in reducing or<br />

eliminating any post-graduation debt burden. The<br />

more time you have before you need the money, the<br />

more you're able to take advantage of compounding<br />

to build a substantial college fund. With a longer<br />

investment time frame and a tolerance for some risk,<br />

you might also be willing to put some of your money<br />

into investments that offer the potential for growth.<br />

Consider these tips as well:<br />

• Estimate how much it will cost to send<br />

your child to college and plan accordingly.<br />

Estimates of the average future cost of<br />

tuition at two-year and four-year public and<br />

private colleges and<br />

universities are widely<br />

available.<br />

• Research financial<br />

aid packages that<br />

can help offset part<br />

of the cost of college.<br />

Although there's no Chip Stanley<br />

guarantee your child will receive financial<br />

aid, at least you'll know what kind of help is<br />

available should you need it.<br />

• Look into state-sponsored tuition plans that<br />

put your money into investments tailored to<br />

your financial needs and time frame. For<br />

instance, most of your dollars may be allocated<br />

to growth investments initially; later, as your<br />

child approaches college, more conservative<br />

investments can help conserve principal.<br />

Think about how you might resolve conflicts<br />

between goals. For instance, if you need to save for<br />

your child's education and your own retirement at the<br />

same time, how will you do it?<br />

Investing for something big<br />

At some point, you'll probably want to buy a home,<br />

a car, maybe even that boat that you've always<br />

wanted. Although they're hardly impulse items, large<br />

purchases often have a shorter time frame than other<br />

financial goals; one to five years is common.<br />

Because you don't have much time to invest,<br />

you'll have to budget your investment dollars wisely.<br />

Rather than choosing growth investments, you may<br />

want to put your money into less volatile, highly liquid<br />

investments that have some potential for growth, but<br />

that offer you quick and easy access to your money<br />

should you need it.<br />

A Statement Against Racism<br />

As you are all aware, the onset of COVID-19<br />

changed everything about “life as we know it” in<br />

March of <strong>2020</strong>. As a result, the <strong>South</strong> <strong>Carolina</strong><br />

General Assembly stood in recess in March, with<br />

brief returns to session in May and June to deal with<br />

COVID-related funding measures and the pending<br />

state budget for fiscal year 2021. As a result, the<br />

General Assembly passed three pieces of legislation<br />

upon their two-day returns.<br />

The first was the allocation of the<br />

recommendations from AccelerateSC for the first<br />

phase of federal CARES Act funding. Of the $1.9<br />

billion allocated to the state, almost $1.2 billion was<br />

allocated to state agencies, education, hospitals,<br />

institutions of higher learning, and expansion of rural<br />

broadband.<br />

The second was a continuing resolution to fund<br />

the operations of state government at the current<br />

levels beginning July 1, the start of the new fiscal<br />

year.<br />

And the third was the annual sine die resolution<br />

that set the terms for adjournment of session and<br />

the dates of their return. As a result, the General<br />

Assembly is currently standing adjourned, but will<br />

return to session on <strong>September</strong> 15 for no more<br />

than two weeks to focus on a few key issues. The<br />

first will be the allocation of the almost $800 million<br />

of remaining CARES relief funding. The second will<br />

be the passage of a state budget for <strong>2020</strong>-2021.<br />

That “new” appropriations bill will then replace the<br />

continuing resolution currently in place to pay for the<br />

operations of government until that time.<br />

Finally, according to the terms of the sine die<br />

resolution, they will have the ability, although not the<br />

requirement, to consider any and all bills that have<br />

crossed from one legislative body to the other. While<br />

that would leave numerous pieces of legislation<br />

eligible for consideration, the insight we are getting<br />

at this point is that it is extremely doubtful that any of<br />

those bills will be considered unless they are used as<br />

vehicles for any needed COVID “fixes” that may need<br />

to be addressed before January.<br />

As a result, we anticipate that all legislation<br />

pending before the General Assembly at the time of<br />

adjournment in the spring will be dead for the year<br />

and will need to be reintroduced for consideration<br />

in the 2021-2022 session, which begins the second<br />

Tuesday in January. Certainly that could change,<br />

but given the rate of COVID cases currently in the<br />

state, we do not anticipate the members being<br />

supportive of long discussions or debates in closed<br />

chambers. We expect their business in <strong>September</strong> to<br />

be focused solely on funding issues with legislative<br />

discussions, especially those not related to COVID,<br />

being held for January.<br />

<strong>Nurse</strong>s have a responsibility to use your voices to<br />

call for change. To remain silent is to be complicit.<br />

The <strong>South</strong> <strong>Carolina</strong> <strong>Nurse</strong>s Association and the<br />

<strong>South</strong> <strong>Carolina</strong> <strong>Nurse</strong>s Foundation stand united<br />

in opposition to racism of any form. The avoidance<br />

of racism, discrimination, police brutality, and for<br />

nurses, the fundamental basic human rights are<br />

foundational to nursing. In keeping with the American<br />

<strong>Nurse</strong>s Association Code of Ethics for <strong>Nurse</strong>s, we<br />

stand together: <strong>Nurse</strong>s Strong for fundamental rights<br />

SCNA’s Continuing Education Approver<br />

Committee (CEAC) is an accredited approver of<br />

continuing nursing professional development (CNPD)<br />

programs by the American <strong>Nurse</strong>s Credentialing<br />

Center (ANCC). We have held accreditation for<br />

over 20 years and were recently reaccredited for<br />

another four-year term in 2019! The purpose of<br />

CEAC is to review and approve applications from<br />

individuals or organizations who are interested<br />

in providing contact hours for continuing nursing<br />

professional development (CNPD) activities or<br />

programs. Additionally, our committee is responsible<br />

for reviewing and approving applications from<br />

individuals or organizations who are interested<br />

in being approved providers of contact hours for<br />

CNPD programs. Approved providers are those who<br />

demonstrate the capacity to deliver CNPD programs<br />

without seeking committee approval for each<br />

individual activity.<br />

Volunteers from within the SCNA membership<br />

who provide concurrent peer review of applications<br />

throughout the year staff the CEAC. Members<br />

meet quarterly for initial and ongoing professional<br />

development and discussion of committee business.<br />

We also conduct additional work throughout the<br />

year to provide support to our indivitdual activity<br />

applicants and approved providers. In 2019 there<br />

were over 7,500 contact hours awarded to nearly<br />

40,000 nurses in the CEAC service area as a result<br />

of the application reviews conducted by the CEAC<br />

members! Current members of the CEAC are listed<br />

below. We are so thankful for their service, expertise,<br />

and commitment to the provision of high-quality<br />

nursing professional development opportunities for<br />

nurses in our region.<br />

MISSION OF THE BOARD OF NURSING<br />

The mission of the State Board of Nursing for <strong>South</strong><br />

<strong>Carolina</strong> is the protection of public health, safety, and<br />

welfare by assuring safe and competent practice of<br />

nursing.<br />

This mission is accomplished by assuring safe initial<br />

practice as well as continuing competency in the practice<br />

of nursing and by promoting nursing excellence in the<br />

areas of education and practice. The Board licenses<br />

qualified individuals as licensed practical nurses,<br />

registered nurses or advanced practice registered<br />

nurses. Complaints against nurses are investigated and<br />

disciplinary action taken when necessary. Schools of<br />

nursing are surveyed and approved to ensure quality<br />

education for future nurses.<br />

COVID 19 PANDEMIC (SC Board of Nursing Response)<br />

Effective March 14, <strong>2020</strong>, Governor McMaster declared<br />

a public health emergency in SC in response to the<br />

spread of COVID-19 in <strong>South</strong> <strong>Carolina</strong>. Based on his<br />

Executive Order, the Board of Nursing posted its Limited<br />

Emergency License (LEL) application so employers can<br />

bring nurses who do not possess a multi-state license<br />

to <strong>South</strong> <strong>Carolina</strong> to assist with the emergency response<br />

to COVID-19. To date, two hundred fifty-eight (258) LEL’s<br />

have been issued. LEL’s are valid for fifteen (15) days and<br />

automatically renew during the pendency of the public<br />

health emergency. Employers seeking to bring in large<br />

numbers of licensees to assist during the pandemic may<br />

also contact SC DHEC, who has waived certain licensing<br />

requirements during the pendency of the public health<br />

emergency.<br />

Due to delays in graduates being able to complete<br />

NCLEX testing brought about by COVID-19, SC DHEC<br />

and LLR issued a joint order granting new graduates<br />

temporary authorization to work in <strong>South</strong> <strong>Carolina</strong>. As of<br />

9-4-<strong>2020</strong>, Board staff members have issued one hundred<br />

twenty-one (121) temporary work authorizations (and<br />

ninety-nine (99) are ‘active’ as graduates successfully<br />

pass the NCLEX and become licensed).<br />

Two separate orders were passed specific to APRN’s.<br />

The first order suspended enforcement of certain<br />

requirements regarding nurse practitioner’s engaged in<br />

practice with physicians in the border states of North<br />

<strong>Carolina</strong> and Georgia (and these APRN’s had a pre-existing<br />

provider-patient relationship with patient’s living in <strong>South</strong><br />

<strong>Carolina</strong> prior to the pandemic). Subsequently, the Board of<br />

Medical Examiners and the Board of Nursing published a<br />

joint order suspending enforcement of certain requirements<br />

of practice by PA’s and APRN’s in certain settings.<br />

In addition to increased activity related to the<br />

pandemic, Board staff have issued over 3,200 licenses<br />

since mid-March. To date, <strong>South</strong> <strong>Carolina</strong> has 12,158<br />

LPN’s, 65,552 RN’s and 8,345 APRN’s actively licensed in<br />

this state for a total of 86,055 licensees.<br />

<strong>2020</strong>-2022 LICENSURE RENEWALS<br />

As of <strong>September</strong> 1, <strong>2020</strong>, more than 73,600 LPN’s,<br />

RN’s and APRN’s have successfully renewed their<br />

license (to expire April 30, 2022). Research and statistical<br />

data collected each renewal period is helpful for state<br />

government, employers, academic partners, etc. to plan<br />

future workforce needs within the state.<br />

<strong>South</strong> <strong>Carolina</strong> Code section 40-33-38 requires that all<br />

licensees renew their license biennially.<br />

The deadline for renewing your <strong>South</strong> <strong>Carolina</strong> license<br />

is <strong>September</strong> 30, <strong>2020</strong>. You have until October 31, <strong>2020</strong>,<br />

to renew and reinstate your nursing license from lapsed<br />

back to active status (it is illegal to practice under a<br />

lapsed license). You may contact the Board with renewal<br />

questions at <strong>Nurse</strong>Renewal@llr.sc.gov.<br />

Please do not send your competency information to<br />

the Board unless requested to do so!<br />

Online renewal will be available twenty-four (24) hours<br />

a day until October 31, <strong>2020</strong>. To access, please log in<br />

to https://eservice.llr.sc.gov/OnlineRenewals/ and then<br />

enter your user ID and password. If you do not know your<br />

password, go to “Recover/Reset My Password” and your<br />

password will be emailed to you. If you do not have a<br />

current email address on file with the Board, please email<br />

the Board at <strong>Nurse</strong>Renewal@llr.sc.gov with your name,<br />

license number, birth year and current email address. A<br />

current email address must be kept on file with the Board<br />

at all times.<br />

You may pay for your renewal using a credit card, a<br />

debit card, or via an electronic check. The renewal fees<br />

are as follows:<br />

LPNs and RNs - $75<br />

APRNs - $105<br />

APRNs with Prescriptive Authority - $145<br />

Once your renewal is completed, a confirmation email<br />

will be sent to you directly. The Board has a paperless<br />

process so you will no longer receive a wallet card after<br />

you renew your license for the <strong>2020</strong>– 2022 renewal cycle.<br />

You can verify your license on Licensee Lookup on the<br />

Board’s website at https://verify.llronline.com/LicLookup/<br />

LookupMain.aspx within 3 business days of completing<br />

your renewal. Should you encounter any problems with<br />

renewing your license online, please contact the Board by<br />

email at the following address: <strong>Nurse</strong>Renewal@llr.sc.gov.<br />

Due to a high volume of inquiries, these will be answered<br />

within 72 hours of receipt in the order received. Thanks in<br />

advance for your patience!<br />

NURSE LICENSURE COMPACT<br />

Indiana implemented the <strong>Nurse</strong> Licensure Compact<br />

July 1, <strong>2020</strong>; New Jersey is allowing nurses who hold<br />

active, unencumbered, multi-state licenses issued by<br />

<strong>Nurse</strong> Licensure Compact member states to practice in<br />

New Jersey under their multi-state licenses. In addition,<br />

there is pending legislation in at least seven states at the<br />

present time.<br />

match the licensee name on file, as this is the only<br />

identifier. You are obligated to notify the national<br />

certifying body and the Board of any name change.<br />

Expired national certifications mean statutory licensure<br />

requirements are not met. Expired certification dates<br />

automatically update the license status to inactive<br />

• Please remember to access Licensee Lookup to verify<br />

updates submitted to the Board of Nursing specific to<br />

licensure status (national certification/recertification,<br />

name of primary collaborating physician, prescriptive<br />

authority, etc.).<br />

• Please review and reference our website at www.llr.<br />

sc.gov/nurse for alerts applicable to COVID-19 for<br />

revisions to practice agreements (and other pertinent<br />

information).<br />

To check a nursing license, you may utilize one or all of<br />

the following options:<br />

(A) <strong>South</strong> <strong>Carolina</strong> Licensee Lookup – Go to LICENSEE<br />

LOOKUP on the Board of Nursing’s webpage www.<br />

llr.sc.gov/nurse. It is recommended that only a portion<br />

of the nurse’s name be entered. This site will provide<br />

the nurse’s name, city/state, license number/type,<br />

date issued/expiration, license status, and whether the<br />

license is multi-state or single-state.<br />

(B) Nursys QuickConfirm – Go to www.nursys.com and<br />

click on Quick Confirm, following the instructions as<br />

outlined. This site will provide the nurse’s name, state<br />

of licensure, license type/number, license status,<br />

expiration date and discipline status if noted. The<br />

following states participate in QuickConfirm:<br />

AK, AL, AS, AR, CO, CT, DE, DC, FL, ID, IN, IA, KY,<br />

LA-PN, LA-RN, ME, MD, MN, MS, NE, NH, NJ, NM,<br />

Section 40-33-38(C) of the <strong>South</strong> <strong>Carolina</strong> Code of<br />

Laws (<strong>Nurse</strong> Practice Act) requires that all licensees<br />

notify the Board in writing within 15 days of any address<br />

change. So you do not miss important time-sensitive<br />

information, such as an audit notice, legislative updates<br />

or other licensure information, be sure to notify the Board<br />

immediately whenever you change addresses. You may<br />

change your address on the Board of Nursing’s website<br />

(www.llr.sc.gov/nurse). Choose “Change of Address via<br />

Online Portal” under QUICK LINKS.<br />

NOTE: Changing your address with the <strong>South</strong> <strong>Carolina</strong><br />

<strong>Nurse</strong>s Association (SCNA) does not change your address<br />

HOW TO CHANGE YOUR PRIMARY STATE OF<br />

RESIDENCE<br />

In accordance with §40-33-1350 of the S.C. Code<br />

of Laws, Compact rules and regulations will require<br />

each nurse to declare in writing his/her primary state of<br />

residence upon initial application and renewal of the<br />

nursing license.<br />

If at the time of licensure, the primary state of<br />

residence was listed as a non-compact state (example:<br />

WA, OR, NV, CA, OH, NY, etc.), an active single-state<br />

license in <strong>South</strong> <strong>Carolina</strong> was issued. If the primary state<br />

of residence later changes to <strong>South</strong> <strong>Carolina</strong>, a multistate<br />

license may be obtained by submitting a Declaration<br />

of Primary State of Residence (PSOR) form available on<br />

the Board of Nursing’s website (www.llr.sc.gov/nurse)<br />

under LICENSURE, “Applications and Forms, under<br />

Miscellaneous Forms.”<br />

The completed PSOR form should be sent to<br />

<strong>Nurse</strong>Board@llr.sc.gov with one of the following items as<br />

evidence of <strong>South</strong> <strong>Carolina</strong> residency: 1) <strong>South</strong> <strong>Carolina</strong><br />

Driver's License with a home address; 2) <strong>South</strong> <strong>Carolina</strong><br />

Voter Registration card displaying a home address; 3)<br />

Federal income tax return declaring the primary state<br />

of residence as <strong>South</strong> <strong>Carolina</strong>; 4) Military Form # 2058<br />

- state of legal residence certificate; or 5) W2 from US<br />

Government or any bureau, division or agency thereof<br />

indicating the declared state of residence. The Compact<br />

primary residence rule does not apply to military nurses<br />

or nurses in the federal government, unless they are<br />

working outside of their military or government position.<br />

It is important to ensure that you receive information<br />

sent out via e-mail and for renewal of licensure. To change<br />

your email address, please email <strong>Nurse</strong>Board@llr.sc.gov<br />

with the full name on your license, your license number,<br />

your current email and your new email address. You may<br />

also change your email address on the Board of Nursing’s<br />

website (www.llr.sc.gov/nurse). Choose “Change of<br />

Address via Online Portal” under QUICK LINKS.<br />

CHANGING YOUR NAME ON YOUR NURSING<br />

LICENSE<br />

1. If you have had a legal name change, submit your<br />

written request, along with a copy of the legal<br />

document(s) (example: copy of marriage certificate,<br />

divorce decree, court order, etc.), to LLR-Board of<br />

Nursing, PO Box 12367, Columbia, SC 29211 or<br />

you can send the request and documents by email<br />

to <strong>Nurse</strong>Board@llr.sc.gov. Please indicate in your<br />

request whether you will use your middle name or<br />

maiden name for your middle initial or if you wish<br />

to hyphenate your name. Your request will be<br />

processed within 14 business days of receipt of<br />

your documents in the Board’s office and will be<br />

reflected on Licensee Lookup within three to five<br />

days after the name change is made.<br />

2. You may verify that your name change request<br />

has been processed on LICENSEE LOOKUP on<br />

the Board’s website (www.llr.sc.gov/nurse). Refer<br />

to Section 40-33-36(B) of the <strong>Nurse</strong> Practice Act<br />

regarding statutory requirements for your name on<br />

you can easily find and report any CE that might be missing.<br />

You will never have to pay to access all the necessary tools<br />

to prove your competency when renewing your SC license.<br />

It is important to notify the Board of changes to<br />

your e-mail address as well. The Board communicates<br />

information to its licensees through e-mail and the<br />

postal service. A current e-mail also facilitates access<br />

to the Board of Nursing website services.<br />

SCAM ALERT<br />

Scammers are targeting nurses, including here in<br />

<strong>South</strong> <strong>Carolina</strong>, by sending them official looking letters<br />

from Nursing Regulatory Bodies (NRBs) or other State/<br />

Federal agencies. The scammers know the business<br />

of the agencies and NRBs and are connecting with<br />

the nurses using messaging such as “Your license is<br />

suspended or will be revoked unless you connect back<br />

with us and transfer funds to fulfill the financial obligation<br />

related to this inquiry…”<br />

1. If you receive a phone call, do not give out your<br />

personal information during the call. Hang up,<br />

and do not call the number back unless you have<br />

determined, through research, that it is legitimate.<br />

2. Do not reply to a text message asking for you to<br />

call the number provided in the text to discuss your<br />

imminent “suspension or revocation of your license.”<br />

3. Do not reply to an email asking for personal<br />

information.<br />

4. Never call a number provided to you in a suspect<br />

letter or email.<br />

5. Use your own verified numbers for contacting the<br />

agency or NRB.<br />

Be vigilant! If you receive a suspected scam call, email,<br />

letter, etc., contact the agency or NRB directly to report it.<br />

BOARD VACANCIES<br />

There currently are four vacancies on the <strong>South</strong><br />

<strong>Carolina</strong> Board of Nursing. Members serve terms of four<br />

years and until their successors are appointed. Board<br />

members are appointed by the Governor with the advice<br />

and consent of the Senate.<br />

Pursuant to Section 40-33-10(A) of the <strong>Nurse</strong> Practice<br />

Act, when appointing members to the Board of Nursing,<br />

the Governor will give consideration to include a diverse<br />

representation of principal areas of nursing not limited<br />

to hospital, acute care, advanced practice, community<br />

health and nursing education. Registered nurse and<br />

licensed practical nurse members must be licensed<br />

in <strong>South</strong> <strong>Carolina</strong>, must be employed in nursing, must<br />

have at least three years of practice in their respective<br />

professions immediately preceding their appointment and<br />

must reside in the district they represent. If you are not<br />

sure of your congressional district, you may check your<br />

district at scvotes.org.<br />

There is one vacancy on the Board of Nursing for a<br />

Registered <strong>Nurse</strong> representative from Congressional<br />

District 1, one vacancy for a Registered <strong>Nurse</strong><br />

representative from Congressional District 6, and two<br />

vacancies for a Licensed Practical <strong>Nurse</strong> from the state<br />

at large. No board member may serve as an officer of a<br />

professional health-related state association.<br />
