Public urged
Said Harker: “No-one was able
to tell us what happened. It’s quite
hard if people don’t see anything
or don’t want to tell us anything.
“When we arrived, he (the victim)
was conscious and talking,
he wasn’t too forthcoming (with
information) either,” Harker said.
The incident at the Springston
end of Ellesmere Junction Rd
about 2.30am on February 21
was responded
to by firefighters
as a “car versus
pedestrian” accident.
The injured
person was taken
to Christchurch
Dean Harker
Hospital by ambulance.
As police responded
to the incident they saw
about 25 cars on their way to the
boy racer gathering.
Harker urged any members of
the public who may have seen
anything to contact police. Police
were following up on inquires
and continuing to speak to people
from the scene.
Harker urged anyone seeing
incidents under way to get
registration plate numbers if
possible, and let police know by
phoning *555 or 105.
“This situation has resulted in a
variety of different approaches that
is now confusing, inconsistent and,
in some cases, unfair,” Rykers said.
The draft fee schedule, to come
up for community consultation in
the 2021-31 Long Term Plan, details
charges from zero, for seasonal
users of sports fields and courts,
upwards.
“No charges will apply where
there is a standard non-permanent
(seasonal) use of council land,”
Rykers said.
There would also be no charge
for casual use of a reserve, such as
by schools or for community-based
activities, events and tournaments.
“However, where a club or group,
usually a sports club, gets the benefit
of a premium level of service and
that cost is met by council, then a
charge will be made to recover a
portion of the costs.”
This charge would generally be
applied on a per field/court basis.
Springston Amalgamated Sports
Committee chairman Rupert
Tipples said clubs such as rugby,
cricket, netball and tennis which
used the Springston Reserve and
Errol Tweedy Pavilion had a long
history of volunteer input to the
facilities. While the council was
saying a uniform charge would be
fair, he did not agree.
“This is going to be debated quite
hotly when it comes up, I’ve had no
proposals so far (from the council)
so I can’t give you a definite opinion,
I can only say it doesn’t look
very fair to me,” Tipples said.
“What’s the purpose of having
recreation reserves – they were set
up so everyone could play sport.
The original land was probably
donated or given by the Crown for
communities, and now turning
around and making people pay for
it, despite that they are being rated
for it anyway . . . ”
Currently the Springston sports
clubs paid $200 per year to the
committee for membership of
the pavilion bar, but did not pay
anything to use and occupy the
reserve.
