as a “car versus<br />

pedestrian” accident.<br />

The injured<br />

person was taken<br />

to Christchurch<br />

Dean Harker<br />

Hospital by ambulance.<br />

As police responded<br />

to the incident they saw<br />

about 25 cars on their way to the<br />

boy racer gathering.<br />

Harker urged any members of<br />

the public who may have seen<br />

anything to contact police. Police<br />

were following up on inquires<br />

and continuing to speak to people<br />

from the scene.<br />

Harker urged anyone seeing<br />

incidents under way to get<br />

registration plate numbers if<br />

possible, and let police know by<br />

phoning *555 or 105.<br />

The draft fee schedule, to come<br />

up for community consultation in<br />

the <strong>2021</strong>-31 Long Term Plan, details<br />

charges from zero, for seasonal<br />

users of sports fields and courts,<br />

upwards.<br />

“No charges will apply where<br />

there is a standard non-permanent<br />

(seasonal) use of council land,”<br />

Rykers said.<br />

There would also be no charge<br />

for casual use of a reserve, such as<br />

by schools or for community-based<br />

activities, events and tournaments.<br />

“However, where a club or group,<br />

usually a sports club, gets the benefit<br />

of a premium level of service and<br />

that cost is met by council, then a<br />

charge will be made to recover a<br />

portion of the costs.”<br />

This charge would generally be<br />

applied on a per field/court basis.<br />

Tipples said clubs such as rugby,<br />

cricket, netball and tennis which<br />

used the Springston Reserve and<br />

Errol Tweedy Pavilion had a long<br />

history of volunteer input to the<br />

facilities. While the council was<br />

saying a uniform charge would be<br />

fair, he did not agree.<br />

“This is going to be debated quite<br />

hotly when it comes up, I’ve had no<br />

I can only say it doesn’t look<br />

very fair to me,” Tipples said.<br />

“What’s the purpose of having<br />

recreation reserves – they were set<br />

up so everyone could play sport.<br />

The original land was probably<br />

donated or given by the Crown for<br />

communities, and now turning<br />

around and making people pay for<br />

it, despite that they are being rated<br />

for it anyway . . . ”<br />

Currently the Springston sports<br />

clubs paid $200 per year to the<br />

committee for membership of<br />

the pavilion bar, but did not pay<br />

anything to use and occupy the<br />

reserve.<br />
