A?FIIJATXDAGlMXES: As a common carrier by railroad, ANTMX is<br />

subject to specified r.gUlations <strong>of</strong> the Intomtate CouerC*<br />

primarily those administsred by the Fedora1 Railroad<br />

Administration and th. Department <strong>of</strong> Labor, as other privata<br />

railroads vith respect to safsty, coll.ctive bargaining, employee<br />

disputes, smployees retirkmnt, annuity, and unuploy8ent<br />

.y.t.m‘, and other dealings vith employees, AKTRAX contracts<br />

with U.S. Postal Service to carry mail. The Secretary <strong>of</strong> the<br />

Treasury and the Attorney General are required to maintain, in<br />

cooperation vith AMTRAK, en route customs inspection and<br />

immigration proc.dur.8 for international trains. The Attorney<br />

General has pover to sue AMTRAK for violation <strong>of</strong> Rail Passenger<br />

S.N~C. Act. The Secretary <strong>of</strong> Transportation owns preferred<br />

stock, has thm povar to approve cartain certificates <strong>of</strong><br />

indebtedness, to guaranteo AUTRAX loans, and to make legislative<br />

recorrondations.<br />

Also, the Secretary <strong>of</strong> Transportation<br />

originslly designated AHTXAX~s basic route system in 1971 and has<br />

been requ1r.d from tire to tim. to make other designations or<br />

reports to the Congress on specific 8stters.<br />

RJDGET STA’IOB: On-budget. Grants made to MTRAX are included in<br />

tha f.dersl budg.t under the Dspartment <strong>of</strong> Transportation (WT).<br />

Thorna oporsting and capital grants are f1nsnc.d through<br />

appropriations. Appropriations for AKfRAX~s benefit are subject<br />

to apportionmnt by the Office <strong>of</strong> Managuont and Budget to DOT<br />

for approval <strong>of</strong> payment by the Troa8ur.r.<br />

TREASDRY STAT<strong>US</strong>: Under the <strong>Government</strong> Corporation Control Act<br />

(G=w, AJfmAx is subjact to c.rtain Traasuy controls vhen<br />

fedora1 funds arm 1nvest.d. This includes the Treasury<br />

pr.scribing the tams <strong>of</strong> obligstions <strong>of</strong>fered to the public.<br />

Also, the GCCA provides for Treasury approval, unless it is<br />

waived, for transactions wer $100,000 for U.S. gwernment<br />

obligations or guaranteed obligstions.<br />
