subject to specified r.gUlations of the Intomtate CouerC*

primarily those administsred by the Fedora1 Railroad
Administration and th. Department of Labor, as other privata
railroads vith respect to safsty, coll.ctive bargaining, employee
disputes, smployees retirkmnt, annuity, and unuploy8ent
.y.t.m‘, and other dealings vith employees, AKTRAX contracts
with U.S. Postal Service to carry mail. The Secretary of the
Treasury and the Attorney General are required to maintain, in
cooperation vith AMTRAK, en route customs inspection and
immigration proc.dur.8 for international trains. The Attorney
General has pover to sue AMTRAK for violation of Rail Passenger
S.N~C. Act. The Secretary of Transportation owns preferred
stock, has thm povar to approve cartain certificates of
indebtedness, to guaranteo AUTRAX loans, and to make legislative
recorrondations.
Also, the Secretary of Transportation
originslly designated AHTXAX~s basic route system in 1971 and has
been requ1r.d from tire to tim. to make other designations or
reports to the Congress on specific 8stters.
RJDGET STA’IOB: On-budget. Grants made to MTRAX are included in
tha f.dersl budg.t under the Dspartment of Transportation (WT).
Thorna oporsting and capital grants are f1nsnc.d through
appropriations. Appropriations for AKfRAX~s benefit are subject
to apportionmnt by the Office of Managuont and Budget to DOT
for approval of payment by the Troa8ur.r.
TREASDRY STATUS: Under the Government Corporation Control Act
(G=w, AJfmAx is subjact to c.rtain Traasuy controls vhen
fedora1 funds arm 1nvest.d. This includes the Treasury
pr.scribing the tams of obligstions offered to the public.
Also, the GCCA provides for Treasury approval, unless it is
waived, for transactions wer $100,000 for U.S. gwernment
obligations or guaranteed obligstions.
