HAWKINS RIVER RESCUE
‘We really thought it was
the end for the poor bugger’
• By Susan Sandys
A DARFIELD farmer has
spoken of watching a man leap into
the flooded Hawkins River to try and
save himself after a helicopter winch
rescue operation failed.
Rod May had taken his tractor to
the scene on Greendale Rd, to try and
reach the middle-aged man who had
been clinging to the branches of a tree
in the rising waters on Sunday night.
The man had driven into the
flooded river, escaped from his car
and called emergency services from
his cellphone which he managed to
keep with him.
Ultimately, a second helicopter
winch operation plucked the man
to safety after he was swept downstream.
It was a happy ending to the
ordeal which had lasted more than
three hours. The rescue was among
several in Canterbury on Sunday in
flooded rivers.
May said he and his family had just
had dinner when a neighbour alerted
them. Arriving about 8.50pm, he saw
the floodwaters were too high for the
tractor, however, he used its lights for
illuminating the site where the man
was. • Turn to page 5
HARD WORK has paid off
for young cyclist Henrietta
Christie (see page 13).
The 19-year-old, who went
professional contract with
Italian-based club Bepink.
She will be competing
But getting to that level
doesn’t come easy. It takes
years of training, sacrifice,
a massive desire to win and
support from those close to
the athlete.
Her coach Elyse Fraser
sums it up: “Anyone who
A $325,000 pump track
proposed for the Prebbleton
Recreation Reserve will not be
challenging enough for youth,
says a father and his supporters.
The district council is currently
consulting on the proposed
design. It held a drop-in session
on Saturday morning at the
Prebbleton Domain tennis
and netball
clubrooms and
is undertaking
an online
survey.
Prebbleton
resident Kevin
Ban is pleased
the district
council plans
to install a
track in spring, after he mooted
the idea in 2018.
But he opposes the design,
which has been released by
design and construction company
Frews Contracting Ltd.
He has received support from
several fellow residents in the
Prebbleton Community Group
Facebook page.
Ban said the district council
should have instead contracted
Velosolutions, an international
company with a New Zealand
division. This company had designed
pump tracks around the
world. It was an expert when it
came to the design complexities
which ensured the tracks were
inclusive for all ages and challenging
for teenagers.
Draft Concept Design for Prebbleton Pump Track
Pump tracks designed correctly
would have features that
five-year-olds could roll through
and that experienced riders
could use as gap jumps. They
provided enough challenges to
stay attractive for years, because
the rollers and berms could be
combined and jumped in different
directions.
Ban said the proposed track
did not provide these features,
and youth would quickly get
bored by it.
He was lobbying the district
council to change the plan and
the contractor, and had met
Douglas Marshall.
Marshall told the Selwyn
had carried out a tender process
to award the design and
construction contract, inviting
three parties to provide a proposal.
“Velosolutions were one of
those parties, but their bid was
received after the close date and
lacked information that was
requested,” Marshall said.
“Frews was the only company
that submitted a tender bid. We
are comfortable that the Frews
TREE STUMPS REIGNITE
Firefighters from Leeston,
Southbridge and Dunsandel
attended a fire in a large pile of
tree stumps last Wednesday about
4pm. Leeston Volunteer Fire
Brigade firefighter Vicky Roberts
said the fire was threatening a
tree line on McConnells Rd. Five
appliances attended and were
onsite for about five-and-a-half
hours. The fire had been caused
by reignition of a controlled fire
which occurred about a month
ago. “Previous burn-offs can take
a significant amount of time to
cool down and therefore be fully
extinguished. It’s worth turning
and dousing with water regularly,”
Roberts said.
SHED DESTROYED
Firefighters battled strong
winds as they extinquished a
large shed fire on Washbournes
Rd near Southbridge on
Monday. The Southbridge
Volunteer Fire Brigade was called
to the scene about
6.45am. It was backed up
by appliances from Leeston,
Dunsandel, Lincoln and Rakaia.
The shed was gutted and
machinery inside destroyed.
These included a tractor, truck
and spray truck. Southbridge
chief Shane King said the
cause of the blaze was under
investigation but it was not
deemed suspicious.
SHOTS ALLEGEDLY FIRED
Police brought the vehicle of
an armed offender who was
allegedly firing shots out of
his car window to a standstill
with road spikes. On
Wednesday about 11.50am,
police received multiple reports
relating to the 27-year-old man
from Timaru driving north
near Rakaia. He was allegedly
pointing a firearm out of his car’s
window and firing shots. Police
spiked the vehicle on the Selwyn
bridge near Telegraph Rd. The
man was to appear in court this
week on driving and firearms
charges.
PERSON SOUGHT
Police are appealing to the
public for any information
about an attempted burglary
at the Selwyn Health Hub
on Norman Kirk Drive in
Rolleston. Someone, thought
to be the person pictured, has
tried unsuccessfully to break
into the building on May 16
at 9.15pm. They have then
smashed three windows, which
are costing thousands of dollars
to replace. The alleged offender
was wearing a jacket with a long
zip on the left and black shoes.
After the incident they walked
towards a bus stop on Kidman
St. Anyone with information
about this person is asked to call
police on 105, or Crimestoppers
on 0800 555 111, and quote file
“It gave him a bit of
hope too I suppose, as long
as the lights were on we
weren’t going to leave him,”
May said.
Police, fire brigades and
St John were at the scene,
as well as a swift water
rescue team which was
attempting to reach the
man with boats. Then the
air force helicopter arrived,
but it left the scene to go to
another rescue at Thompsons
Track near Ashburton
after the attempt to winch
the man out failed.
Then the man took off
his jersey and dived into
the river.
“We were horrified, we
thought that’s it, he’s gone,”
May said.
The police officer at the
scene got in touch with
the helicopter crew and
told them to come back.
They returned, and at
about 10.40pm were able
to winch the man out from
another tree which he was
holding onto about 400m
downstream.
Darfield Rural Fire Force
spokesman Ed Dance said
he had tried to call the
man on his cellphone upon
arriving at the scene, but
the phone had gone flat as
the man had been using it
as a torch before the tractor
arrived.
Darfield Volunteer
Fire Brigade chief John
Chambers said the fire
brigade was called about
7.30pm and was first on the
scene. Firefighters located
where the man was when
he answered their shouts.
The river rose rapidly
throughout the night as the
boat and helicopter rescue
attempts failed.
“When he went into the
river, we really thought that
possibly it was the end for
the poor bugger,” Chambers
said.
Man winched to safety
RESCUE: It was touch and go as to whether a
man stranded by floodwaters would ever be
saved, but he was finally winched out after being
swept downstream.
After the man was
winched out, the helicopter
carried him up to about
100m and lowered him into
a paddock. Here, the swift
water crew put him into a
stretcher and carried him
to the ambulance, where he
was able to stand and walk.
“It was incredible,
because he actually stood
up and walked himself,”
Chambers said.
He said it was not the
first time the brigade had
responded to cars entering
the river. When in flood,
the river presented this risk
to motorists, especially at
night.
THE ROLLESTON Volunteer
Fire Brigade has more than $1
million of new fire engines, as it
trials one appliance and prepares
to commission another.
The brigade is the third in
the country to undertake a sixmonth
trial of a fire engine from
European manufacturer Magirus.
It is using this for callouts
instead of its own six-year-old
fire engine.
At the same time, a new appliance
built by Fraser Fire and
Rescue in Wellington awaits
commissioning after the trial is
finished. This will permanently
replace the six-year-old unit.
Both the new Fraser and Magirus
appliances cost FENZ more
than half a million dollars each.
FENZ regional area co-ordinator
Chris Price said the national
organisation had bought the Magirus
appliance to undergo two
years of trials in order to find out
if any of its features were worth
incorporating into New Zealand
fire engines in future.
FENZ has its fire engines made
in the country, specifying what
it wants and deciding on which
company will build them in a
tendering process.
He said the Magirus fire
engine, now at Rolleston, had already
undergone six-month trial
periods at other brigades. One
was at Woodville and one was
at Kaitaia. After Rolleston, the
engine may go to another brigade
for a final six-month trial, before
finding a permanent home at one
of the country’s brigades.
Price said firefighters had enjoyed
using the Magirus, which
“It (the trial) has gone very
well. The brigades are pretty
savvy, and we need good and bad
feedback,” Price said.
Rolleston chief Cam Kenyon
said the Magirus was making
an impact in the town, due to its
different siren sound. This could
be described as a noisy nee-norr,
compared to the more traditional
and higher pitched whoo-whoo
of New Zealand-made fire
engines.
“People are going to say: ‘What
the hell is that?’” Kenyon said.
He said so far the engine had
operated well at callouts. The
brigade was looking forward to
commissioning its new appliance
once the trial had finished in
about six months.
DISTRICT councillors have
accepted another private plan
change application as Rolleston’s
exponential growth continues.
Rolleston’s size of almost 8000
dwellings will increase by up
to 70 per cent if the seven plan
change applications, encompassing
up to 5709 new residential
lots before the council, all make
it through the submission and
hearing process to the stage of
development.
At their meeting on Wednesday,
councillors accepted the
Plan Change 71 application,
from Four Stars Development
Ltd and Gould Developments
Ltd. This means the request can
now be publicly notified.
The rezoning request would
allow for the development of
up to 660 dwellings. It relates
to land located between Levi
Rd, Lincoln Rolleston Rd and
Nobeline Drive.
Of the seven private plan
change applications the council
has received for Rolleston, only
two pertain to land outside of
Plan Change 71 is one of
these, with some of the land
other is Plan Change 73, which
would rezone two former plantation
Planning manager Ben
to accept this and other plan
New Mexicali in Lincoln
Back in the 70s, a California
hippie living in an old school bus
discovered a passion for Mexican
food. He packed up the bus and
took his dreams of peace, love and
great tacos to far-out places like
New York and Oregon. Fast-forward
to 2005, the family brought the laidback,
California inspired food and
flavours to New Zealand, creating
Mexicali Fresh which is now a 14
outlet franchise around the country.
Our newest member to board the
Mexicali bus is Aron, opening the
brand new Mexicali in Lincoln.
Aron and his wife Shelley, along
with daughter Zara, moved to
Lincoln to be closer to family.
They love being part of the small
community and getting to know
all their locals. Aron has always
been a massive fan of Mexicali
and loved our food, always
searching for a store on his travels
for work, believing that Lincoln
needed one in the town.
“It’s been a great opportunity
to have a brand new Mexicali in
Lincoln, bringing healthy, fresh
and great tasting food to the
community”.
With our authentic menu and
excellent daily deals there’s
always a great feed available. The
Mexicali secret has always been
to make everything fresh using
traditional recipes from way back.
So we grill and roast our meats,
chop our salsas and hand fry up all
our tortilla chips fresh each day.
Come say hi at our brand new digs
CYCLING safely from Rolleston
to central Christchurch is one
City Care has been contracted
of a
1km section
of cycleway
has started.
It runs from
Dawsons
District council transportation
asset delivery manager
Mark Chamberlain said the
$190,000 project was due for
completion next month.
The 2.5-3m wide, asphaltsealed
path for pedestrians and
cyclists, would match and link
up with what Waka Kotahi NZ
Transport Agency had provided
from Rolleston – along Jones Rd
up to Dawsons Rd.
The construction project included
safety fencing along the
Rolleston to Hagley Park.
railway reserve boundary.
The district council and
Christchurch City Council plan
for the cycleway to eventually
connect with the South Express
cycleway from Kirk Rd at Templeton,
about 580m away.
Construction of the South
Express cycleway, to run from
Templeton to Hagley Park, is
Rustlers slaughter sheep
• By Susan Sandys
MORE SHEEP have been
slaughtered in the district, this
time leaving a blood trail behind
them.
Two stud rams were killed
and uplifted from the front yard
of the Redmond family farm of
Pauline Hindmarsh at Ladbrooks
on Christchurch Akaroa Rd,
overnight Tuesday last week.
The slaughter and theft follows
two sheep being discovered
dead in a creek on Raineys Rd
near Lincoln in February. They
had been skinned with their
forequarters and hindquarters
removed.
Hindmarsh’s daughter Gwen
said the two rams, one two-yearold
named Sam and one nineyear-old
named Old Boy, were
an important part of the farm’s
breeding programme.
The rams were also pets, and it
had been distressing to lose them
in.
The house near the front yard
had been splattered in blood
while pools and trails of blood
were elsewhere in the yard and
leading out to near the road.
Gwen appealed for anyone
who had noticed any suspicious
behaviour on the side of the road
(left travelling from the city),
late on Tuesday night or early
Wednesday morning, to report
it to the police (file number
Charlie’s new home something to crow about
• By Matt Slaughter
FOUR MONTHS ago, Charlie
the rooster was abandoned–
now he has a new home in
Leeston.
About 120 days after being
found at a Rolleston early
childhood centre and taken to
the SPCA in Hornby, he was
adopted on Friday by a loving
family.
Charlie’s plight was reported
in The Star last week, which
prompted a Leeston couple with
a lifestyle block to adopt him.
The centre’s Natasha Sutton
said Charlie is sociable and will
make a great pet.
“For a rooster, he’s really quite
sweet. He’s quite friendly, he’ll
kind of come and see you when
you go and feed him.
“He’ll come over and say hello
and wait for his feed.”
Sutton said Charlie is well
behaved and does not crow as
loudly as some may expect.
She said on Saturday the
centre held an adoption day,
with 33 animals finding new
homes.
There are still more than 200
animals in need of owners at the
SPCA’s centre.
The centre has more than 100
more animals than usual for this
time of year.
It has 19 horses waiting for
homes. During normal times,
there are usually “one or two,”
Sutton said.
Said Sutton: “At the moment,
unfortunately, with the drought
that we’ve had and lack of feed,
people are struggling to feed
their horses, they’re getting really
skinny and we’re getting a lot
more in.”
She said there are more than
100 cats at the centre and this is
potentially because last breeding
season was longer due to
warmer weather.
The future of the animals at
the centre is safe and all will stay
there until they find homes.
STRUGGLE: Nineteen horses at
the SPCA’s Hornby’s centre are
looking for homes. Drought over
recent months has increased
the number of animals needing
care. Warmer weather has also
increased the number of cats
due to a long breeding season.
Using science and recycling as a way
• By Bea Gooding
RUDY KRAMERS considers
himself a bit of a mad scientist.
“I love blowing things up. I
used to spend a lot of time at
my kids’ school doing science
demonstrations – the bigger the
bang, the more excited they got.”
For as long as he can remember,
science and technology have
run through his veins. And while
most people shied away from live
electricity, Kramers gravitated
towards it.
It is what made the Rolleston
resident the perfect fit to join the
team at Molten Media Trust, a
charity that promotes the ethical
recycling of electronics by
refurbishing devices destined for
landfill.
Said Kramers: “I love the idea
of electrons running through
a wire, you can’t see it, but you
know it’s there. And if there’s
enough of it, you can feel it, even
if it means getting an electric
shock.”
Molten Media stopped 30
tonnes of electronic waste from
going to landfill last year.
Eighty to 90 per cent of
dismantled component parts
are also diverted away from the
parts that are either sold through
the trust’s online store or put
towards building something new
to donate to community groups
who cannot afford brand new
devices, like computers.
A software developer by
trade, Kramers’ arrival as a
trustee last year came at a time
when the charity was entering
“dangerous territory” as a result
of Covid-19.
It was on the brink of closure
after operating for more than
two decades. Income dropped
to “almost nothing” during the
lockdown as donations stopped
flowing in.
Excluding the trustees, there
were only two staff on hand to
process a massive backlog of
electronics needing to be taken
apart.
Tasks like separating plastic
away from steel were timeconsuming
enough as it is.
“Covid was the final nail in the
coffin. Having the money to pay
rent each month was the crux of
whether the place was viable or
not,” Kramers said.
“Trying to sell stuff is getting
harder because companies like
PB Tech and Noel Leeming are
selling stuff so much cheaper
than they ever have.
“We’d be lucky to get $50 for a
second-hand TV.”
Selling parts and refurbished
devices to help cover funding
shortfalls got more challenging
because people were willing to
pay less.
“Metal prices are trending
downwards,” said Kramers.
“Countries like China who are
big buyers of steel and scrap were
paying less for it, so the amount
of money we were getting from
metal recyclers has [also] gone
down.
But following personal cash
injections from the pockets of
trustees, Kramers felt confident
the trust can be self-sufficient
again without relying on grants,
which were hard to come by.
His confidence derives from
a place of wanting to see the
charity succeed and a passion for
sustainability, even if it did come
with its frustrations.
NEWS 15
to look after the environment
If only businesses took more
steps to reduce waste by being
actively involved in where it went
next and ensuring products were
made to last in the first place.
Things like household appliances
produced en masse to be
sold in chain stores may lower
the cost for consumers, but not
the cost it has on the environment.
Said Kramers: “I’m disappointed
that we haven’t dealt with this
sooner because it’s a problem that
people have talked about for a
long time, everyone keeps sweeping
it into the too hard basket.
“It blows me away what comes
through the door, you can tell
someone purchased it earlier in
the year and it’s already in the
bin.”
Kramers channels this energy
into educating the next generation
the reason why organisations
like Molten Media exist.
He has been involved with the
trust since its early days to enable
better access to raw materials for
this purpose.
Along with teaching children
how to code, the workshops allow
them to experiment with recycled
parts.
It could be using a motor that
used to power a printer – perfect
for building robots.
After all, they are the ones who
have to deal with the waste later
on, he said.
“It gives kids an opportunity to
see what happens to old computers
when they die, and we can
explain to them how much bad
materials are inside them.
“I think phones are one of
the worst as far as the number
of toxic chemicals that go into
building it.
“One of the things they enjoy
the most is ripping something
apart or throwing too many volts
into something and finding out
how much it takes before smoke
comes out.”
A portion of laptops and desktop
computers are donated back
to charities.
This was something Kramers
was proud of, particularly when
helping vulnerable families have
access to technology through a
partnership with 0800 Hungry,
Canterbury’s largest foodbank.
But ultimately, the most rewarding
part was when people
SCRAPS:
The Molten
Media Trust
promotes
ethical
recycling of
electronic
equipment
and last year,
it diverted
30 tonnes of
waste away
from landfill.
made an effort to reuse waste.
“I really like that side of it
where people come in and want
to do the right thing,” said Kramers.
Even though he was “spreading
himself a bit thin” juggling a day
job, raising three children with
his wife and helping the trust
survive, he enjoyed what he did
more than he ever has.
What kept him going was the
ability to combine his love of
building electronics with giving
‘It gives kids an
opportunity to see
what happens to old
computers when they die’
– Rudy Kramers
back to the community.
A fascination with artificial
intelligence meant his latest project
was building a robot, but that
was still a work in progress.
In the meantime, Kramers had
a few simple messages to consumers
about the power they had
to instil change.
“When you’re buying something
always go for the next
model up, never go for the cheapest
item. It will find itself in our
waste stream much quicker,” he
said.
“More pressure on the council
on what they’re doing about
waste minimisation would hopefully
mean people like us are
brought to the forefront.”
•If you want to donate
electronics, phone the
trust on 377 1154 or email
dispatch@molten.org.nz in
the first instance. There is
usually a minimum charge
of $5 depending on what is
being received to help the
trust with overhead costs for
BACKYARD CRITTERS
Mike Bowie is an ecologist who specialises in
entomology (insects and other invertebrates). Each
week he introduces a new species found in his
backyard at Lincoln. His column aims to raise public
awareness of biodiversity, the variety of living things
around us. Check out the full list of invertebrates
found at www.inaturalist.org/projects/backyardbiodiversity-bugs-in-my-lincoln-section
Rolleston Christian School year 6 to 8 pupils,
including Ayden Trenuela-Chan, were recently
able to quiz online experts in relation to the
Bream Head part of the Te Araroa track in
Northland. In a Zoom meeting run by Learnz,
they learned that similar problems with invasive
species exist across New Zealand, and that pest
control and native plant restoration really do
help restore eco-systems. They were also able to
share their own studies on biodiversity with the
experts, talking about Te Waihora, Arthur’s Pass
and Glentui.
Nocturnal beetle likes company
NEW ZEALAND has
approximately 518 species of
ground beetles or Carabidae, 92
per cent of which are endemic,
which means they are only
found here.
Most ground beetles are
generalist predators that
eat soft-bodied insects such
as caterpillars or aphids.
Anomotarus illawarrae is an
adventive species that arrived
probably by its own means from
Australia and was first recorded
in New Zealand in 1955.
THis species is 7mm long and
black in appearance, apart from
its orange-brown legs, outer
margin of its abdomen and its
antennae.
THe southernmost specimen
collected and recorded appears
to be from our section in
Lincoln, but is likely to be in
other locations nearby.
THe species can tolerate a
large range of habitats including
forest, sand dunes, riverbanks
and wetlands.
It is a gregarious and
nocturnal species that is found
under stones or leaf litter.
THe beetle has large wings and
flies to light.
It is a good climber and a
moderate runner.
SELWYN SWIM Club has
had 11 athletes competing
in national championship
events throughout the
country this season.
Six of them returned
victorious from the 2021
New Zealand Division 2
Swimming Championships,
in Dunedin last month.
Holly Smith, 15, won
three medals – gold in the
14 years 400m freestyle
and silver in the 1500m
and 800m freestyle.
Ben Smith, 16, won
bronze in the 16-18 years
400m individual medley.
Charlie Overend, 12, Charlise
Miller, 16, and Morgan
Manners, 14, improved
their personal best times in
the morning heats, while
Emma Ogilvie, 13, made
her first two national meet
finals with great swims and
new personal best times.
The team also achieved a
further 11 top-eight placings
through the five-day
competition.
Marketing and communications
officer Rachel
Close said the championships
had been a great
opportunity for the
swimmers to get out and
compete with the best
swimmers in the country.
GET CONNECTED WITH
Scorch Broadband
“And get some amazing
results after such a rocky
year last year,” she said.
Not being able to compete
due to Covid restrictions
last year had made
the club’s swimmers come
back with more determination
and drive than ever.
The championships followed
two events in April.
Para athletes Ella Benn,
18, and Ieuan Edwards, 18,
represented Selwyn at the
New Zealand Swimming
Championships in Auckland,
which also doubled
as the Olympic and Paralympic
qualifying event.
They won seven medals
between them, including a
gold for Ieuan in the men’s
multi-class 50m breaststroke,
silver in the 50m butterfly,
and bronze in the 50m
freestyle, 100m butterfly and
200m individual medley.
Ella won gold in the
women’s multi-class 400m
freestyle, and silver in the
200m individual medley.
Ella also broke her own
national record for the S9
400m freestyle in a time of
5:09.76, down from 5:14.09.
Three swimmers, Lachlan
Anderson, 15, Brooke
Bennett, 14, and Chloe
Newbigging, 16, represented
Selwyn at the New Zealand
Age Group Championships
in Wellington.
Brooke won three silver
medals in the 14 years age
group for 1500m, 800m
and 400m freestyle, and
one bronze in the 200m
freestyle. Chloe finished
with two seventh place finishes
in the 16 years 100m
and 200m backstroke.
Lachlan performed well
and came away with some
new personal best times.
“Swimming may look
like an individual sport,
but at the competitive level
a huge aspect is all about
team support,” Close said.
“Our swimmers train
together five times a week
minimum, so they really
become a tight-knit
group. No matter where
the swimmers were racing
they all had the support of
the swimmers who were
with them, or watching on
the live stream back home.
“The team are now
back into an increased
training workload at
home in preparation for
the New Zealand Short
Course Championships in
Auckland this August.”
Severe weather event update
How will climate change impact Selwyn and what are we doing about it?
Environment Canterbury and other councils across Canterbury have launched 'It's Time,
Canterbury’ campaign to get people talking about climate change with a new website sharing the
latest research, how each council is responding and how you can be part of that.
It’s Time, Canterbury will start the important but tough conversation, Mayor Sam Broughton said.
“No matter where you live or what you do, climate change affects everyone. This isn’t an easy
topic, but we have to talk about the specifics and take action to reduce the impacts of climate
change, as well as preparing ourselves to adapt to it.
“It’s time for Canterbury’s communities to get a clearer picture of what we are seeing and what we
are expecting in our own local areas, so that we can all make up our own minds about what we
will do to help reduce or manage the impact of our changing climate,” he said.
Erana Riddell, a mana whenua representative on Environment Canterbury’s youth rōpū, said ‘It’s
time, Canterbury’ is an important step for the region.
“We know it can’t be just talk – but getting the conversation going is so important. Let’s not freak
out. Let’s get the facts and decide what action we can all take.”
Environment Canterbury Chair Jenny Hughey said the regional council had been building its
understanding of the potential effects of climate change on the region.
“We all know that to curb the worst impacts of climate change, greenhouse gas emissions need
to be seriously reduced on a global scale. But there’s plenty we can do locally, and in many of our
region’s councils’ new Long-Term Plans, climate change response is at the forefront,” she said.
“Everyone has a part to play, and some of the simplest things people can do include being
informed and prepared, and talking with others about the changes they make.
The website includes a pledge Cantabrians can take committing to stay informed and be a part of
the solution, she says.
Water infrastructure gets multi-million
dollar upgrades
More than $15 million worth of work has been carried out in the past year to improve our drinking water,
stormwater and wastewater systems – from Arthur’s Pass to Te Waihora/Lake Ellesmere.
A further $12.3 million of work is under way or planned for this calendar year.
The investment reflects the commitment to maintaining the district's vital services, Council Group
Manager Infrastructure Murray Washington says.
“Having really good water infrastructure has been a big focus for us as a Council to make sure we’re
looking after this most important resource in the best way we can for residents. Our water services
team has put in a huge amount of work over the year, which reflects the work it takes to maintain these
systems, as well as their dedication to improving them for consumers.”
The work has included $10.4 million of upgrades to the district’s drinking water systems.
This has seen three new water sources equipped with UV treatment to cater for growth in Lincoln,
Prebbleton and Leeston, as well as a new deep bore in Darfield to supplement the existing supply and
provide greater resilience.
Nine water treatment plants from Southbridge to Arthur’s Pass were upgraded with UV treatment and
water main renewals, and system upgrades were completed in Upper Selwyn Huts, Darfield, Malvern
Hills, Arthur’s Pass, Castle Hill and Hororātā.
A further $3.7 million of new wastewater infrastructure and upgrades have been installed, including a
new pipeline from Doyelston to Leeston, and 1.2 kilometres of old pipes were replaced in Prebbleton
and Leeston.
Over $800,000 of work has also been carried out on stormwater protection, including the next stages
of the Leeston stormwater bypass, stormwater piping in Prebbleton, improvements around Hororātā
township and a new weed cutter boat to safely and efficiently clear weeds from the LII river.
Water pipeline renewals worth $3.7 million are planned in Rolleston, Prebbleton, Darfield and Hororātā,
while a new $7.1 million solar drying hall at the Pines Wastewater Treatment plant and a $1.5 million
upgrade of the Castle Hill wastewater pond are nearing completion.
Moments of falling in love with
new nation
A game of rugby, music and a brief ship visit have inspired new
citizens from all over the world.
This month’s citizenship ceremony saw 31 people from 10 different
countries, ranging from the Philippines to Germany, take the oath to
officially become Kiwi.
Among them were John Mason from Tasmania who moved here to
join the New Zealand Army band in 2015 and fell in love with the
country while travelling it with the band. And Michael During from
Denmark arrived in Auckland in 1987 for some brief shore leave
while in the Danish navy.
“I met my wife to be and I never seemed to get out of here,” he said.
While a number of the new citizens spoke about moving here in
recent years to start a new life, there were also several longer-term
residents who spoke about the moments they realised they wanted
to officially become citizens of Aotearoa.
Bronwyn Hooper from Australia gave her mihi and shared her story
of moving here 21 years ago.
“I married an amazing Kiwi husband and have two amazing Kiwi
teenagers, but I think Covid made some of us question our legal
status and where our hearts are.
For Stephen Higham, from Scotland, it was a game of rugby that
helped him make the decision to become a citizen.
“I’ve been here 22 years now, have a couple of Kiwi teenagers
and a Kiwi wife. I realised when I was watching the All Blacks play
England and I was supporting the All Blacks that it was time to get
my citizenship.”
Bronwyn Hooper with Mayor Sam Broughton and Warrant Officer First Class
Michael Goldsworthy.
SPORT
WHISTLE HAPPY:
Marty Gameson
(centre) refereed
his 150th division
one rugby match
at his original
club recently.
The presentation
featured
Ellesmere Sub
Union referees’
convener Sam
O’Reilly and fellow
referee Luke Clark.
Latest Canterbury news at starnews.co.nz
Rugby referee has another goal in his sights
• By Chris Barclay
MARTY GAMESON has reset his goals
after reaching the 150-match milestone
as a division 1 rugby referee, another
century is now in his sights.
The 54-year-old stepped down from
the Luisetti Seeds Combined division 1
refereeing panel after fittingly posting
the landmark when West Melton hosted
Hampstead on May 15.
“West Melton is so important to me
because that’s where I started playing
as a wee fella almost 50 years ago,” said
Gameson, who transitioned to refereeing
in 1998 after injuries curtailed his playing
career at Glenmark.
He made his division 1 debut in 2003, a
career highlight was accompanying High
School Old Boys to referee on a tour to
Argentina two years later.
“It was a great experience. There were
fireworks and the South Americans actually
kissed you when they scored tries,” he
said.
Gameson also had fond memories of
his refereeing debut, in spite of being
floored by Canterbury and Crusaders
prop Stu Loe during a pre-season hit out.
“I stood in the wrong place. Stu clean
bowled me and said: ‘You’ll never stand
there again will you?’
“After that game I thought: ‘This is cool,
I love it’.”
Gameson, the principal at Hororata Primary
School, had aspirations to referee at
representative level but pared back those
ambitions to focus on making rugby a
numbers game.
“I started refereeing quite late and you
don’t back an old racehorse to win the
Melbourne Cup. I didn’t go as high as I
thought I would,” he said.
“Once I realised I wasn’t going to be a
star I started setting myself goals around
appearances,” he said.
“The next goal would have been 200 but
that would take me until I’m 60. I’ve got
the ability to get there but there’s a risk
that sometimes you can also be a roadblock
to young people coming through.”
So last Saturday he refereed Diamond
Harbour and Springston, his 81st division
2 fixture as another triple-figure achievement
looms.
There are no games on Queens Birthday
weekend, but he will still be keeping
match-fit.
“I train three times a week, rugby truly
is my sport and the referees have become
my team, ” he said.
Meanwhile, although Gameson doesn’t
turn a blind eye to foul play, he is able to
turn a deaf ear to criticism either from the
field or the sidelines.
“I had a serious head injury in 2002, I
ran into a garage door. I had a helicopter
ride I don’t remember and I was asleep for
a week,” he said.
“I’m deaf on one side so I don’t hear a
lot of the abuse.”
EYES ON THE BALL: Marty
Gameson follows play while
refereeing a match between
Lincoln and Hurunui in 2019.

Southbridge stay on track for title
SOUTHBRIDGE SURGE: Wing Will Carter makes ground for Southbridge during their
37-10 Luisetti Seeds Cup quarter-final win over Methven. PHOTOS: KAREN CASEY
• By Chris Barclay
SOUTHBRIDGE’S march to
the Luisetti Seeds Combined
Division 1 title remains on track,
and in an ominous sign for their
semi-final opponents the club’s
depth has deepened as injury
issues ease.
Props Fox Puleiku and
Josh Kewish are available for
selection against Kaiapoi on
Saturday, while Daryl Lamborn
was prominent in his first start
of the season at No 8 following
facial surgery as Pool A standard
bearers Southbridge eliminated
Methven in last weekend’s
quarter-finals.
Centre Josh McKeefry, on the
comeback from a knee injury,
also starred in the comfortable
37-10 victory on a damp Southbridge
Domain.
“It wasn’t the 100 per cent
performance we were after, but
considering the conditions,
we’re really happy with the way
we played,” said co-coach Tom
Turner.
Kaiapoi advanced by beating
Springston 32-14 and in the
other sudden death clashes
Prebbleton edged Saracens 17-16,
Southern, who topped pool B,
were too strong for Darfield,
prevailing 25-12.
Southbridge manager Wayne
Palmer said Springston coaching
staff would be consulted as part
of their preparation for North
Canterbury opposition.
“They played Springston last
weekend so there will be a bit of
a collaboration,” he said.
“We’ve heard they’re pretty
good at the set piece from another
couple of clubs. That’s what
we’l be working on this week.”
A late penalty by Ted Coleman
enabled Prebbleton to beat unbeaten
pool C-topping Saracens
at Southbrook Domain.
“It was just inside the 22,
10 metres in, into the rain. It
just cleared the crossbar,” said
Prebbleton manager Hamish
Jamieson, who was relieved
Saracens were not as accurate off
the tee.
“They missed a couple of penalties,
six points went begging.
The game could have gone either
way really, we’re just lucky we
came away with the win.”
Loose forward Alex
Coulthard (ankle) is the only
injury concern for Prebbleton’s
assignment in Hinds while
heavy rain may force an
alternative training session this
week.
The squad may head indoors
for a pool session if their training
ground is waterlogged.
GARDENING 31
Growing garlic is easy – plant in friable soil
• By Henri Ham
Wednesday June 2 2021 Selwyn Times
FIRST-TIME garlic grower?
Don’t fret growing garlic is
pretty easy, all you need is good
seedlings and great soil and you’re
away.
Garlic season is from April
to July, but the traditional day
to plant garlic is on June 21, the
shortest day of the year and ready
to be harvested on the longest day
of the year, December 21.
Garlic grows best in friable soil.
Friable soil is soil that is “crumbly”
in texture and is somewhere
between clay and sand, when
your press the soil it should make
a lump but it’s easy to break
down.
This type of soil is important
for garlic since it holds up to 15
times its water and prevents soil
erosion.
Tips to get planting
1 Pick a spot in your garden
that receives full sun but also part
shade and make sure where you’re
planting has good air circulation
2 Plant in well-drained, fertilised
bed
3 Position bulb 2cm below the
soil surface
4 Plant 15cm apart
5 Keep well weeded
6 Harvest usually in late
December or early Jan when the
leaves die away
7 Store in an airy dry place out
of the sun and rain
Once you’ve planted your garlic,
keep an eye out for rust.
Rust is a fungal disease that
won’t cause much damage to established
bulbs but unfortunately,
won’t be ideal for your seedlings.
So, to avoid that happening we
recommend getting your garlic
plants in as early as possible. and
if you had rust in the last two
to three years on your garlic or
onions, make sure you plant them
in a different spot this year.
Be sure to keep feeding your
garlic, we recommend organic
seaweed as it encourages larger
bulbs and protects the roots of
your plant from temperature fluctuations
as well as strengthens the
HEALTHY: Plant garlic bulbs 15cm apart in
well-drained, fertilised beds.
plant against pests and diseases.
If you find your garlic has rust,
chop off the infected leaves as
soon as you spot rust and discard
them in the rubbish – not your
compost bin as this will spread
the infection.
Also, give your hands, clothes
and gardening tools that might
have come into contact with the
fungus a good wash.
Companion planting can also
help prevent diseases. Plant your
garlic with carrots, beets, kale,
kohlrabi, roses, marigolds and
geraniums.
Avoid planting asparagus,
beans, sage and peas with your
garlic seedlings as this could stunt
their growth.
SELWYN RURAL LIFE
Bylaws for the good life
Townies have been given new guidelines
for keeping a country way of life.
Selwyn District Council (SDC)
has ticked off new rules for keeping
domesticated animals, poultry, stock and
bees, saying its new bylaw aims to protect
the public from nuisance and address
public health and safety issues.
From 1 July 2022 all cats in Selwyn
over four months of age will need to
be microchipped. This makes Selwyn
the fourth council in the country to
require microchipping of cats, along
with Palmerston North City Council,
Wellington City Council and Whanganui
District Council.
SDC says the decision to include the
microchipping requirement was made
following the strong support it received
during public consultation. National
research showed half of cat owners in New
Zealand already microchipped their cats.
The new bylaw sets rules on the numbers
of hives and poultry allowed and where
and how they can be housed. It also
covered issues such as nuisance, including
odour and noise, and would allow
SDC to investigate and act on nuisance
complaints relating to animals, although
SDC expected to take an “educational
approach” to ensure that people are
familiar with the rules and what is
required of them.
Other controls for keeping animals in
urban areas included:
Lambs under six months, a limited
number of poultry and no more than two
bee hives on urban properties. However,
exemptions would be considered for more
hives on properties greater than 1,500
square metres, or located next to a reserve
or rural land.
Only up to 12 poultry would be allowed
(but no roosters or peacocks).
SDC adopted the Keeping Animals,
Poultry and Bees Bylaw at a meeting on
May 12th and the new rules come into
effect on 1 July 2021, except the rules for
cats, which come into force a year later, on
1 July 2022. Dogs are already regulated by
Synlait responds to
Covid conditions
Major milk manufacturer and retailer
Synlait continues to whether the
international impact of a Covid-related
downturn.
In updated full-year guidance, the NZXlisted
exporter now expects to make a net
profit after tax loss of between $20 million
to $30 million
Interim CEO John Penno said the
estimate was based on a review of the
“impact of previously disclosed risks
affecting Synlait’s performance”, including
ongoing shipping delays which would
result in the sale of some ingredient
products occurring after the FY21 balance
date.
The company also expected lower
prices for ingredient products than
Synlait would normally expect to achieve
because of a combination of sales phasing,
volume pressure; and the adoption of a
more conservative approach to year-end
inventory volumes and valuation.
Penno said Synlait’s banking syndicate
continued to be supportive and had
granted a waiver of relevant covenants
in FY21. The company was working
constructively with the syndicate to
ensure it has the appropriate funding for
FY22. Synlait did not intend to undertake
a capital raising.
Commenting on overall performance,
Penno said “I am disappointed to share
this news with our investor base. As a
team we are focused on closing out this
year as well as we can, then resetting, and
delivering a much-improved financial
performance in FY22.”
Earlier in May, Synlait announced the
resignation of chief financial officer
(CFO), Angela Dixon.
Dixon had led Synlait through several
market updates and delivered a successful
$200 million capital raise. “On behalf of
our team, I would like to thank Angela for
her contribution and commitment to the
organisation during a difficult period in
Synlait’s history,” Penno said.
Synlait’s General Manager Supply Chain,
Rob Stowell, has stepped in as interim
CFO. Stowell was one of Synlait’s original
employees and has held a variety of roles
within the business, including senior
roles in the finance team. He has been
a member of Synlait’s senior leadership
team for five years.
Subaru that won’t get your goat
THE GOOAT – greatest Outback
of all time is Subaru’s slogan
for its latest generation station
wagon.
It’s a kind of corny catchphrase
but there’s no disputing the claim,
the new Outback is surely worthy
of high praise. I see it as competing
squarely with European cars
of similar concept.
The reason for my statement
simply comes down to the quality
of build in the new Outback, it is
full of appointments, the controls
are extensive and the layout
borders on what you would get in
any luxury car.
Yet the Outback hasn’t lost sight
of its purpose, which is the reason
why it is the vehicle of choice for
recreational enthusiasts who see
the model as reliable transport in
and out of low grip sites.
And that is something Subaru
has done well with every iteration
of the Outback, it is a wagon that
could easily double as any sport
utility vehicle, yet it looks and
functions like a station wagon
should. Anyone who knows me
will tell you I like station wagons
and the cavernous load section is
full of purpose.
The Outback will also carry
five occupants in comfort on any
surface, sealed, unsealed or as
Subaru hints – on any goat track.
A few years ago Subaru New
Zealand adopted the policy of
selling all new vehicles here
complete with its symmetrical
four-wheel-drive system. It’s
worked well for the company, and
any buyer who has purchased a
new Subaru will have reaped the
benefits.
For one it is a complete safety
system, providing grip even when
you aren’t aware of it, plus there
is the other benefit of travelling
cross-country or off-road at will,
and that’s where the Outback
comes in, it lives up to its name
with 213mm of ground clearance
and suspension travel that deals
well to uneven surfaces.
On that score, and because the
evaluation car had seen some
loose surface travel, I drove along
the shingle tracks that run parallel
to the Waimakariri River and
experienced a soft, controlled
ride. You can certainly feel the
suspension absorbing the uneven
surfaces, and on a slippery, gentle
incline the driveline can be felt
working to keep wheelspin at bay.
Most of all, the Outback’s ability
to cocoon the occupants with
a sublime ride is pretty much
a miracle and is testament to
those who have developed the
spring and damper rates. I know
Subaru’s association with German
USER-FRIENDLY: Large screen and icons make using the
Outback’s display console easy.
SUBARU OUTBACK: Capable when tackling the high country goat tracks.
shock absorber company Bilstein
has paid dividends over the years,
today’s Outback capitalises on
that development.
There is little trade-off when
cruising the highway. The soft
ride could suggest on-road handling
would be jeopardised, that’s
not the case, even at 1675mm tall
the Outback doesn’t lean awkwardly
and gravitational movement
is well arrested.
Much of the Outback’s overall
handling prowess must be put
down to the quality of the tyres.
The Bridgestone Alenza’s (225/60
x 18in) are a new compound to
me and, although they can’t be
described as deep-treaded as
you would expect for an off-road
vehicle, they have a pattern that
copes well on all surfaces, they
are quiet and provide much information
to the steering wheel.
The loading in a corner is
well-weighted, the entire vehicle
is fully directional. I like vehicles
that give you confidence through
the steering and suspension, the
Outback’s front-strut/rear-double
wishbone system is fully informative,
the messages the driver receives
are very much confidenceboosting.
There’s also a bit of a surprise
under the bonnet, Subaru has introduced
an almost entirely new
engine. Well the boxer design is
the same as before and it’s much
the same capacity – a 2.5-litre. It’s
a four-cylinder unit I’ve long had
an affinity for.
Developing 138kW and
245Nm, the horizontally-opposed
unit is punchy and torquey, delivering
with a distinctive sound
• Price – Subaru Outback
Touring, $57,490
• Dimensions – Length,
4870mm; width, 1875mm;
height, 1675mm
• Configuration – Fourcylinder
(boxer), fourwheel-drive,
2498cc,
138kW, 245Nm,
continuously variable
automatic
• Performance –
0-100km/h, 9sec
• Fuel usage – 7.3l/100km
that lets you know there is something
special sitting up front.
Drive is directed through a
continuously variable transmission,
one which Subaru has
constantly developed to the
point where it feels much like a
traditional automatic. However,
it has the advantage of a direct
transfer of power, there is nothing
lost through the transmission.
Consequently, the Outback feels
sprightly, there’s no obvious feel
of weight within the car, even
though it comes in at 1661kg.
Acceleration is strong, the Outback
will reach 100km/h from a
standstill in 9sec, and it will lunge
through a highway overtake (80-
120km/h) in 6sec.
On the subject of figures,
Subaru must be well satisfied
with the fuel usage figures in
the newcomer. It is listed with
a 7.3l/100km combined cycle
average. That’s achievable, when
I took the evaluation car back to
the dealership the internal readout
was showing 9l/100km, that
aided by a thrifty 4.7l/100km instantaneous
readout at 100km/h
(engine speed 1500rpm).
The new Outback is available
in three variants, all with the
same driveline. The series starts
at $49,990, the evaluation car
was the range-topping Touring
at $57,490; in-between there is a
$54,990 X model.
The Touring wants for nothing,
it is a plush, luxury vehicle with
all the trimmings for comfort and
convenience. Full leather trim,
paddle-shifters, clever Eyesight
safety system, SI drive intelligent
drive modes, Harman Kardon
audio and heated and electrically
adjustable seats are all fitted.
I particularly like the large
central console display. It’s about
as big as any I’ve seen previously
in any car and it makes reading
and touching the icons so very
easy. The system displays are
deep and comprehensive, all
of these factors contributing to
why I rate the Outback as a full
luxury car market contender, yet
it offers so much more in terms
of ability.
As much as I enjoyed the
Outback, the Touring model
would be a little out of my reach.
However, my wife has been easily
convinced that the XV is the
Subaru for us as we look towards
retirement.
Subaru’s philosophy and
direction is proving to be a
winning combination, from
where I sit I can say without any
hesitation that interest is growing
strongly, drawing people to the
brand, and its fine vehicles like
the Outback and its stablemates
that are doing that.
Clause 7 of Schedule 1 of the Resource Management Act 1991
Date of public notice: Monday 31 May 2021
Selwyn District Council gives notice of an Errata to the Summary of Submissions, and calls for further submissions on the errata
submission points only.
About the Errata to the Summary of Submissions
On Monday 19 April 2021 Selwyn District Council publicly notified the Summary of Submissions on the Proposed Selwyn
District Plan, and called for further submissions. After the close of the further submission period, the Council was made aware
of omissions and minor errors in some of the summarised submission points. As a result, the Council is calling for further
submissions on the errata submission points from Monday 31 May 2021.
The Council has corrected affected submission points and they can be found in the Errata table. This notification only applies to
submission points identified in the Errata table. Further submissions are therefore limited to matters in support of or in opposition
to a submission point contained in the Errata table. All other parts of the Summary of Submission content remain unchanged and
should be read in conjunction with the Errata table.
The Errata table and Summary of Submissions, together with full copies of the original submissions, can be found on the
Council’s website at www.selwyn.govt.nz/districtplanreview. You can also view this information online at Council libraries and
service centres.
Who can make a further submission?
The following persons may make a further submission:
· A person who has an interest greater than the public in general.
· A person representing a relevant aspect of the public interest.
· The local authority.
How to make a submission
Further submissions can be made by using one of the following options:
· Download a PDF submission form at www.selwyn.govt.nz/districtplanreview, and:
- email it to dprsubmissions@selwyn.govt.nz (Subject line: Proposed Selwyn District Plan Errata Further Submission)
- post it to Selwyn District Council, Freepost 104 653, PO Box 90, Rolleston 7643, Attention: Proposed Selwyn District Plan Errata
· Pick up a hard copy submission form at Council libraries and service centres.
Written further submissions must be submitted on the Council submission form, or on Form 6 of the Resource Management Act
1991. Your submission must state whether you want to present your views at a Council hearing.
The closing date for further submissions on submission points
contained in the Errata table is 5pm on Monday 14 June 2021.
Any person who lodges a further submission with the Council must, within five working days of doing so, serve a copy of the
further submission on the person(s) who made the original submission(s).
What happens next?
· When the further submissions period closes, we will consider all the submissions in detail and produce a series of Officer
Reports with recommendations regarding the submission points made.
· If requested by any submitter, we will hold a public hearing on the submissions received. At these hearings a panel of accredited
commissioners will consider all submissions, Officer Report recommendations and any supporting evidence.
· Following the hearing we will give notice of our decision on the Proposed District Plan (and matters raised in submissions,
including our reasons for accepting or rejecting submissions).
· Every submitter then has the right to appeal the decision on the Proposed District Plan to the Environment Court.
into styling. What’s important is good
communication with your designer; this
helps identify your style and what works
for you.”
Themes
Your home is a place to relax. But what
suits one home might not work in another.
Bronwyn says, “A quick way to determine
what your style is, is collecting images
online or from magazines to create a mood
board of images that are pleasing to you.
Analysing what’s pleasing helps develop
your own sense of style. It might be a
lounge setting, wall colour, or a textured
cushion—these choices help build a
story about you.” Once your style is clear,
Bronwyn says you can carry that theme
throughout the house creating visual
harmony and connecting the spaces.
Light play
Lighting is one of the most important
elements whether it’s a new build or an
existing home, and you can do things
to expand the space, or retract it, with
light. Bronwyn says, “Good lighting can
transform a room. Lamps in the corner
of a room are a wonderful way of creating
an illusion of space, lengthening the
walls and at the same time creating deep
connotations of warmth and comfort.”
Some houses are limited with very few
windows or natural light, but artificial
lighting—hardwired or plug-in—can
be planned to blend with your overall
style. There are endless choices: task
lighting, decorative, or accent lighting like
downlights, are all available in small or
large, white, black, and every colour under
the sun, textures, patterns, even sculptural.
Art & styling
Art creates interest in a room whether
you choose a statement piece as a talking
point, or you fill the space and create a
collection. But it’s also great for creating
a calming influence over an interior.
Bronwyn says, “it’s a way to showcase
something that you love, something that
mesmerises you—and make it the focal
point of the room”. Art and styling also
give you the opportunity to give a room
a grander feeling. Whether you’ve gone
for modern contemporary, industrial or a
nautical theme, art can work in with your
theme to develop it further.
Texture
Bronwyn explains, “Every surface has a
texture, and we respond to each sensation
or character of that texture. Currently
on trend is Linen/Cotton or Linen fabric
cushions and throws. Linen—a strong
fibre with a soft lustre and a smooth
textured surface—is a great addition to a
lounge or family room. Other ways to add
texture can be as simple as adding a rattan
hanging pot-holder, a high pile rug, a
throw or a cushion. Any of these will help
combine a selection of textures and add
interest to the space.”
prowess or just want to browse a great
collection of pieces to finish off your
home, head into Industria at Shop 15,
