Federal funds being used<br />

to ensure health & safety<br />

of GM students and staff<br />

<strong>Groveport</strong> Madison Schools officials are<br />

using federal funds to enhance the schools<br />

for the district’s students.<br />

The district received the federal money<br />

from The Elementary and Secondary<br />

School Emergency Relief Fund (ESSER).<br />

“This money is used to help the district<br />

prevent, prepare, and respond to the<br />

COVID-19 pandemic,” said <strong>Groveport</strong><br />

Madison Superintendent Garilee Ogden.<br />

Ogden emphasized the ESSER money is<br />

federally funded and no money is being<br />

spent from the district’s general fund for<br />

the projects listed below. She also said<br />

there are no plans to ask the voters to<br />

approve an operating levy before 2024.<br />

Last fall <strong>Groveport</strong> Madison received<br />

$1.9 million in ESSER 1 money that was<br />

used to pay teachers working in the<br />

Cruiser Digital Academy as well as provide<br />

personal protective equipment to students<br />

and staff to protect them from the coronavirus.<br />

This spring the district received $8.3<br />

million in ESSER 2 funding that is being<br />

used districtwide this summer to help<br />

fund: the Cruiser Connect program (see<br />

story about this program on page 5 of this<br />

edition of the <strong>Groveport</strong> <strong>Messenger</strong>); pay<br />

for eight instructional coaches for teachers<br />

to help with reading and math instruction<br />

and technology integration in the classrooms;<br />

200 computer tablets for pre-school;<br />

reimbursements for Chromebook computer<br />

losses and repairs; and updating staff<br />

Chromebooks where needed.<br />

“The ESSER 2 funds also are helping to<br />

pay for a ton of facility work at our buildings<br />

this summer to create safer and<br />

healthier environments for students and<br />

staff,” said Ogden.<br />

These facility projects districtwide<br />

include: HVAC improvements that will<br />

help clean the air in the schools by eradicating<br />

viruses, bacteria, germs, and mold;<br />

replacing fluorescent lighting with more<br />

efficient LED lighting (except for the high<br />

school which already has LED lighting);<br />

replacing restroom faucets with touch less<br />

faucets and replacing sinks where needed;<br />

more personal protective equipment and<br />

cleaning supplies; replacing drinking fountains<br />

with new fountains that include<br />

touchless water bottle fillers; additional<br />

furniture where needed, including lunch<br />

tables that will allow for proper social distancing<br />

space, a feature that was requested<br />

by the students; new phonics kits for<br />

grades K-2; six aides (one each for each elementary<br />

school) who will work with kids<br />

who need sensory breaks and a place to<br />

refocus before returning to the classroom;<br />

computer hot spots for students who lack<br />

internet access at home; and vape detectors<br />

in the middle schools and high school<br />

and restrooms.<br />

“The improved HVAC systems means<br />

cleaner air for the kids,” said Ogden.<br />

“It brings more air in and disinfects it as<br />

season this year and was named: first team Ohio Capital Conference; Ohio<br />

<strong>Groveport</strong> City Council is considering legislation<br />

that would enable the city to seek restitution from people<br />

who cause damage to public property.<br />

“We wanted to formalize a process that provides the<br />

opportunity for us to seek reimbursement for costs<br />

when individuals cause damage to public property,”<br />

said <strong>Groveport</strong> City Administrator B.J. King. “I anticipate<br />

this process will be used mainly for damage from<br />

traffic accidents. On occasion a traffic accident can<br />

result in damage to public property, such as<br />

guardrails, street signs, and light poles. In the past the<br />

city has paid for these repairs. Instead of eating the<br />

cost for the repairs, the city would work with the individual’s<br />

insurance provider to seek reimbursement.”<br />

King said there have not necessarily been a frequency<br />

accidents lately that triggered this process.<br />

it moves through the system,” added <strong>Groveport</strong><br />

Madison Deputy Superintendent Jamie Grube.<br />

<strong>Groveport</strong> Madison Communications Director Jeff<br />

Warner said the new, full spectrum LED lighting will<br />

create a better learning environment for students and<br />

result in utility savings to the district<br />

Ogden said the idea for installing vape detectors<br />

came from the students who are worried about vaping<br />

and smoking in the schools.<br />

“The vape detectors can detect smoke from marijuana,<br />

e-cigarettes, cigarettes, and from a fire. They can<br />

also detect loud noise,” said Ogden. “The detector notifies<br />

our administrators, staff, principals, and school<br />

resource officers. If something happens, there can be<br />

an instant response.”<br />

Projects for specific school buildings<br />

Some ESSER 2 funds are going toward work at a<br />

few specific school buildings, including: needed<br />

improved asphalt in paved play areas at Asbury,<br />

Dunloe, Glendening, and <strong>Groveport</strong> elementaries,<br />

which will enable outdoor learning activities as<br />

requested by the students; roof replacement at Sedalia<br />

Elementary; HVAC improvements for the <strong>Groveport</strong><br />

Elementary gym and auditorium; and the replacement<br />

of the old, two classroom modular unit at <strong>Groveport</strong><br />

Elementary with a new, four classroom modular that<br />

includes restrooms.<br />

“The new modular at <strong>Groveport</strong> Elementary will<br />

provide more space and have better heating and cooling<br />

than the old modular,” said Ogden.<br />

Recouping losses from damage to public property<br />

When asked if this ordinance would also apply<br />

when individuals vandalize public property, King said,<br />

“This is geared more toward damage from traffic accidents,<br />

but if someone intentionally damaged public<br />

property, we would do what we could to seek reimbursement<br />

for the cost of repairs.”<br />

King said the amount of money the city could save<br />

if this legislation is enacted is difficult to estimate.<br />

“This is all based on damage to public property,”<br />

said King. “However, this will save the city money any<br />

time damage occurs to public property and we can<br />

recoup the cost for repair.”<br />

Council heard the first reading of the legislation on<br />

May 24 and will discuss it further at its committee of<br />

the whole meeting on <strong>June</strong> 21 at 5:30 p.m. in the<br />

municipal building, 655 Blacklick St.<br />

Grashel’s replacement will fill his unexpired term<br />

on council, which runs through Dec. 31, <strong>2021</strong>.<br />

“It has been a blessing to be part of the <strong>Groveport</strong><br />

community and an honor to serve the residents on city<br />

council,” said Grashel. “When I moved here this community<br />

welcomed and embraced me as one of their<br />

own. Some of the best people you will find grew up and<br />

still live right here in <strong>Groveport</strong>. For me and my family,<br />

calling <strong>Groveport</strong> home has been a wonderful experience<br />

and it is a privilege to get to call ‘Central Ohio’s<br />

Hometown’ my adopted hometown.”<br />

Grashel believes <strong>Groveport</strong>’s future is “extremely<br />

bright.”<br />

“It is a healthy community with passionate leadership,<br />

starting with Mayor Westcamp, the city council,<br />

staff, and police department,” said Grashel. “After<br />

growing up in a similar small town I appreciate the<br />

emphasis city leadership has placed on keeping the<br />

charm that makes the town so special, while looking to<br />

the future for ways to make the experience of living<br />

here even better.”<br />

According to the <strong>Groveport</strong> City Charter, <strong>Groveport</strong><br />

City Council has 30 days from the date of Grashel’s<br />

resignation to name his replacement. If council has not<br />

named a replacement within 30 days, then Mayor<br />

Lance Westcamp has the authority to select someone<br />

to fill the seat by appointment.<br />

Council has not yet announced if it will be accepting<br />

applications for the open council seat or how it will<br />

proceed in selecting Grashel’s replacement.<br />

<strong>Groveport</strong> Madison Treasurer Felicia Drummey<br />

said these ESSER 2 funds must be used up by<br />

September 2023.<br />

ESSER 3 funding<br />

In March <strong>2021</strong>, the district was notified it could<br />

receive $18.9 million in federal American Rescue Plan<br />

Act ESSER 3 funding that must be spent by<br />

September 2024.<br />

Ogden said the decisions on how this funding is to<br />

be spent requires input from the <strong>Groveport</strong> Madison<br />

Board of Education and the community.<br />

The public is invited to the <strong>Groveport</strong> Madison<br />

Board of Education’s <strong>June</strong> 22 meeting at 7 p.m. in the<br />

administrative offices, 4400 Marketing Place, Suite B,<br />

in <strong>Groveport</strong>, to offer input.<br />

“We are also sending a survey to our district families<br />

with students asking them how they would like to<br />

see this money spent,” said Ogden. “The survey will be<br />

on our website at gocruisers.org and it will also be<br />

emailed to families and staff.”<br />

The plan for the ESSER 3 funds must be submitted<br />

to the Ohio Department of Education by Aug. 20.<br />

The district will also post on its website by <strong>June</strong> 24<br />

its plan for this fall’s in-person return to school.<br />

“Our ultimate goal is getting our kids and staff back<br />

in the classroom in a healthy and safe environment,”<br />

said Ogden.

The <strong>Groveport</strong> Senior Center is back in action!<br />

The <strong>Groveport</strong> Senior Center re-opened<br />

in May and will celebrate its return with<br />

an open house on July 10 from 10 a.m. to 3<br />

p.m.<br />

“This will be an open house event,” said<br />

Lisa Zurbriggen, city of <strong>Groveport</strong> senior<br />

services manager. “All are welcome and<br />

invited to come see the center and all that<br />

we have to offer for seniors. There will be<br />

craft demonstrations, sponsor organizations,<br />

chair volleyball demonstrations, and<br />

tours of the facility. It will be a great opportunity<br />

for the community to come see the<br />

<strong>Groveport</strong> Senior Center.”<br />

Like many places over the past year, the<br />

<strong>Groveport</strong> Senior Center had been closed<br />

due to the COVID-19 pandemic.<br />

“We were closed for most of 2020 from<br />

mid-March until we opened our doors on<br />

May 12, <strong>2021</strong>,” said Zurbriggen. “During<br />

that time, the staff made phone calls to<br />

check on our members each month and we<br />

got to hear their stories. A great deal of<br />

people spoke about how hard it was to be<br />

quarantined and isolated. They spoke<br />

about their fears and even depression<br />

caused by the pandemic. We were able to<br />

offer some drive-thru events monthly<br />

where people could drive their cars to the<br />

center to receive a meal or treat. These<br />

events drew 100 people or more! People<br />

were just so glad to get out of the house and<br />

interact, even briefly, with other people.”<br />

Currently the <strong>Groveport</strong> Senior Center<br />

has 351 members. The minimum age to be<br />

eligible to use the <strong>Groveport</strong> Senior Center<br />

is 55.<br />

“Due to pandemic regulations, the<br />

Center was just able to open our doors to<br />

members to begin activities and events,”<br />

said Zurbriggen. “Each week we are seeing<br />

a few more people<br />

than the week before.<br />

and people want to<br />

get back to getting out<br />

and being social. Most<br />

of our members have<br />

been fully vaccinated<br />

since the senior population<br />

was the first to<br />

have the opportunity.”<br />

The <strong>Groveport</strong><br />

Senior Center offers<br />

various activities<br />

including social activities<br />

and events, art<br />

and crafting, weekly congregate lunches,<br />

game playing (euchre, hand and foot, billiards,<br />

bingo), a book club, travel opportunities,<br />

physical activities (music and dance,<br />

chair volleyball), life-long learning opportunities<br />

and health screenings.<br />

“As we phase our reopening to ensure<br />

the safety of our members and staff, we will<br />

be adding more activities and events<br />

throughout the year,” said Zurbriggen. “We<br />

are currently working with Columbus<br />

Speech and Hearing to offer education and<br />

screening for members. We will also be<br />

bringing back blood pressure screenings as<br />

we phase back to a full schedule. We also<br />

work with sponsors to offer healthy nutritional<br />

cooking demonstrations and activities.”<br />

Zurbriggen said the <strong>Groveport</strong> Senior<br />

Center important to the community<br />

because it provides a safe and welcoming<br />

space for senior members of <strong>Groveport</strong> and<br />

surrounding communities to gather socially<br />

to enjoy a wide variety of activities and<br />

events that have a positive impact on their<br />

lives.<br />

Blacklick Estates facing water/sewer rate increase<br />

Blacklick Estates residents could dig deeper into<br />

their budgets in the future to cover water and sewer<br />

costs as Aqua Ohio prepares to ask the Public Utilities<br />

Commission of Ohio to consider rate increases for their<br />

customers across the state.<br />

During a <strong>June</strong> 8 Madison Township trustees meeting,<br />

Madison Township Administrator Susan Brobst<br />

reported on correspondence her office obtained regarding<br />

proposed increases.<br />

“We have received notice from Aqua for both water<br />

and sewer,” said Brobst, who added if an increase is<br />

approved by the commission, it would probably go into<br />

effect the first quarter of 2022. “I’m not sure when<br />

they’re going to the PUCO.”<br />

According to the Ohio Public Utilities Commission<br />

of Ohio, on Feb. 6, 2019, the PUCO approved a 3.66<br />

percent system improvement charge for Aqua Ohio following<br />

a 2018 application. The company also requested<br />

a 3.5 percent improvement charge for households in its<br />

servicing area in 2020.<br />

Ohio law allows PUCO-regulated water and wastewater<br />

companies to establish a system improvement<br />

charge based upon capital improvements and infrastructure<br />

replacements it made since its last received<br />

PUCO authority to increase rates.<br />

“What can residents do to stop this,” asked<br />

Blacklick Estates resident Debbie Miller. “Our water<br />

rates are already ridiculously high. People’s basements<br />

back up continuously. I don’t know what we’re<br />

paying for and I certainly don’t want to pay more.”<br />

Trustee Chairman John Pritchard urged residents<br />

to voice their opinions and concerns to the PUCO<br />

regarding Aqua’s upcoming request.<br />

“If people want to see a change, they need to show<br />

up in numbers,” said Pritchard, “but it has to come<br />

from the residents. The township doesn’t have any<br />

decision-making authority (regarding service/rate<br />

increases).”<br />

Other Madison Township news<br />

•Miller expressed concerns about speeding and<br />

drivers repeatedly ignoring the traffic light at Harbor<br />

and Noe-Bixby. She is afraid a life-threatening accident<br />

is going to happen at the intersection. She said<br />

many of the roads in Blacklick Estates are being used<br />

as racetracks.<br />

“This is happening every day,” said Miller. “On Sunday<br />

grow and it is very important to have facilities<br />

and programs focused on the needs of<br />

aging community members,” said<br />

Zurbriggen. “Active and engaged senior<br />

center members become active engaged<br />

community members.”<br />

Zurbriggen gave an example of a person<br />

who the <strong>Groveport</strong> Senior Center has<br />

helped.<br />

“When we were making our monthly<br />

check in calls, we encountered a gentleman<br />

that was having a really rough time with<br />

some health issues<br />

and he was struggling<br />

with depression<br />

caused by isolation,”<br />

said Zurbriggen.<br />

“He was no<br />

longer driving and<br />

didn’t have family<br />

close that could help<br />

him. Not only were<br />

we able to spend<br />

time on the phone<br />

with him to encourage<br />

and listen, we<br />

were also able to<br />

deliver a pie to him from one of our drivethru<br />

events. He was so pleased, surprised<br />

and happy to receive the gift and to see one<br />

of our staff members. I’m sure these interactions<br />

were helpful to many of our members<br />

that we talked to.”<br />

The <strong>Groveport</strong> Senior Center is located<br />

at 7370 <strong>Groveport</strong> Road at the <strong>Groveport</strong><br />

Recreation Center. It is open the same<br />

hours as the <strong>Groveport</strong> Recreation Center:<br />

5:30 a.m. to 8 p.m. Monday through Friday;<br />

Saturday 8 a.m. to 8 p.m.; and Sunday 8<br />

a.m. to 5 p.m. The Senior Center is staffed<br />

from 7:30 a.m. to 4 p.m. Monday through<br />

Reflections on Memorial Day in a small town<br />

The Memorial Day ceremony in<br />

<strong>Groveport</strong> was again scaled back this year<br />

due to the ongoing coronavirus pandemic,<br />

however, the event maintained its traditional<br />

dignity and spirit.<br />

its local connections.<br />

Wars are fought on<br />

a large scale involving<br />

nations and thousands,<br />

sometimes millions,<br />

of military personnel.<br />

But each one<br />

of those soldiers, sailors, and airmen have<br />

a family and a hometown. Each one, and<br />

the sacrifice they made, is important.<br />

As American flags softly fluttered above<br />

the many graves of local veterans in the<br />

<strong>Groveport</strong> Cemetery, Motts said, “We must<br />

always remember the fallen.”<br />

Motts mentioned Lima Company, a company<br />

of United States Marines operating<br />

out of the nearby Rickenbacker Air<br />

National Guard base. He said Lima<br />

Company lost 23 Marines and one U.S.<br />

Navy Corpsman in the Iraq War.<br />

“We must remember all the men and<br />

women who served our country and never<br />

forget the price they paid for our freedoms,”<br />

said Motts.<br />

Motts’ linking the larger<br />

scale of the meaning of<br />

Memorial Day to its local<br />

impact resonated with me.<br />

Memorial Day has a small<br />

town feel about it. Small towns<br />

are places where most people<br />

are familiar with one another.<br />

In small towns, people recognize<br />

family names or can recall<br />

a family’s history.<br />

I’ve been attending<br />

<strong>Groveport</strong>’s Memorial Day<br />

parade procession and the ceremony<br />

in the <strong>Groveport</strong><br />

Cemetery since I was a kid. I<br />

know the people who carry the<br />

flowers for the graves as they<br />

walk in the procession down<br />

Main and College streets to the<br />

cemetery. I remember watching<br />

and listening to my sister and<br />

my classmates in the <strong>Groveport</strong><br />

Madison High School band play<br />

patriotic music and march in<br />

processional.<br />

The speakers at the ceremony<br />

are familiar as well as the members of<br />

American Legion Robert Dutro Post 486,<br />

which has played a long time active role in<br />

the <strong>Groveport</strong> Memorial Day ceremony. The<br />

Post is named after <strong>Groveport</strong> resident,<br />

Private Robert Dutro, who in 1917 at the age<br />

of 15 joined the 6th Marine Regiment during<br />

World War I. He would later die in France on<br />

July 19, 1918 during the Aisne-Marne offensive.<br />

Memorial Day is personal. Few families<br />

are untouched by the ravages of war. In a<br />

small town if our neighbors hurt, we hurt.<br />

among the flag decorated graves of the military<br />

veterans in the <strong>Groveport</strong> Cemetery.<br />

There are so many graves. All those last<br />

names etched in stone are so familiar. They<br />

are the names of family members, friends,<br />

neighbors, and fellow townspeople. They<br />

are ancestors who helped build the town<br />

and farmed the nearby fields. They once<br />

lived like us and watched the sun rise.<br />

They gave their all for community and<br />

country. We know them. We will always<br />

remember them.<br />

<strong>Groveport</strong> Madison officials and teachers<br />

are seeking to enhance students’ education<br />

in a different way this summer with<br />

the district’s Cruiser Connect Summer<br />

Experience program.<br />

“While we’ve offered summer school in<br />

various formats in the past, this is the first<br />

year for Cruiser Connect,” said <strong>Groveport</strong><br />

Madison Superintendent Garilee Ogden.<br />

“Our approach to the program is unlike<br />

what we’ve done before. It will be far more<br />

interactive and fun.”<br />

According to district officials, Cruiser<br />

Connect will take place in several schools<br />

throughout the district: Asbury<br />

Elementary, Dunloe Elementary,<br />

<strong>Groveport</strong> Elementary, Middle School<br />

North, Middle School South, and<br />

<strong>Groveport</strong> Madison High School.<br />

The purpose of the program is to support<br />

students’ academic and social-emotional<br />

growth and development.<br />

“The past year was hard for kids,” said<br />

Ogden. “This isn’t typical summer school of<br />

years past and students won’t be working<br />

on their computers. They’ll be working in<br />

small groups, face-to-face, with a teacher<br />

and with their classmates.”<br />

Ogden said some work will occur in<br />

classrooms and some of it will take place<br />

outside.<br />

“We’ve worked hard to make sure that<br />

it’s interactive and fun because we know<br />

kids need something different from what<br />

they’ve been doing for the past year.”<br />

Ogden said the past 15 months of dealing<br />

with the COVID-19 pandemic has been<br />

difficult for some children. She said that<br />

before March 12, 2020, students were<br />

accustomed to the routines and predictability<br />

of life — a regular school day and face-toface<br />

interactions with friends and family.<br />

The coronavirus pandemic disrupted all<br />

of that.<br />

“(Prior to the pandemic) while computers<br />

were used as an instructional learning<br />

tool, students saw their teachers face-toface<br />

every day,” said Ogden. “They were<br />

accustomed to working in small groups<br />

with their peers, giving live in-class presentations,<br />

and dealing with the normal<br />

day-to-day interactions in which they gain<br />

essential social skills. They also had the<br />

benefit of receiving immediate emotional<br />

support from classmates and the school’s<br />

Alumni Banquet<br />

The <strong>Groveport</strong> Madison Alumni<br />

Association announced it will be resuming<br />

its Alumni Banquet. The next Alumni<br />

Banquet will be held Sept. 18 and will<br />

honor the classes of 1970 and 1971, who<br />

graduated 50 years ago. The following<br />

Alumni Banquet will be May 21, 2022 and<br />

will honor the class of 1972 on the 50th<br />

anniversary of their graduation. The banquets<br />

will be held at <strong>Groveport</strong> Madison<br />

High School, 4475 S. Hamilton Road,<br />

staff.”<br />

In addition to small-group, face-to-face<br />

instruction, Ogden said students this summer<br />

will have counselors who will lead<br />

activities to help students reconnect with<br />

one another.<br />

“With Cruiser Connect, we hope to create<br />

a bridge back to normalcy for our students<br />

so that they’re academically and<br />

socially prepared to resume school in the<br />

‘new normal’ world we’re now living in,”<br />

said Ogden.<br />

According to district officials, 1,253 students<br />

have enrolled in Cruiser Connect<br />

across all grade levels.<br />

“We invited all <strong>Groveport</strong> Madison students<br />

to attend,” said Ogden. “We made a<br />

special effort to reach out to families whose<br />

children would most benefit from the program.We’re<br />

very excited that 100 teachers<br />

have signed up to provide services for the<br />

Cruiser Connect Summer Experience.”<br />

Cruiser Connect runs from 9 a.m. to<br />

noon daily beginning <strong>June</strong> 14 and running<br />

through July 16 (with July 2 and 5 off for<br />

the Independence Day holiday). Students<br />

will get breakfast and lunch daily, and bus<br />

transportation will be provided to any students<br />

who needs it.<br />

Ogden said the program is funded from<br />

federal funds received through the<br />

Elementary and Secondary School<br />

Emergency Relief Fund (ESSER Fund).<br />

The federal government established the<br />

ESSER Fund as part of the Education<br />

Stabilization Fund in the CARES Act.<br />

“In addition, Governor Mike DeWine<br />

asked schools and districts to work with<br />

their communities to help students<br />

advance and make up for any learning that<br />

may have been lost or delayed because of<br />

the coronavirus pandemic,” said Ogden.<br />

“He requested that schools and districts<br />

design plans to meet the needs of students<br />

that could include, but are not limited to,<br />

ending the school year later than scheduled,<br />

beginning the new year early or<br />

extending the school day. Summer programs,<br />

tutoring or remote options also<br />

could be considered.”<br />

Ogden expects Cruiser Connect to be a<br />

success.<br />

“What we expect to see from participants<br />

are children who feel prepared, confident,<br />

and reconnected when they start<br />

(the next school year) on Aug. 16,” said<br />

Ogden.<br />

<strong>Groveport</strong>. The May 21, 2022 date will<br />

resume the normal cycle (third Saturday in<br />

May) for the banquet moving forward.<br />

<strong>Groveport</strong> city council<br />

<strong>Groveport</strong> City Council holds its regular<br />

meetings at 6:30 p.m. on the second and<br />

fourth Mondays of the month. Council<br />

holds its committee of the whole meeting<br />

on the third Monday each month at 5:30<br />

p.m. Meetings are held in the municipal<br />

building, 655 Blacklick St., <strong>Groveport</strong>.

Madison Township Police Chief Gary York said his officers are<br />

working certain areas with stationary radar and recently cited<br />

one of the vehicles referred to by Miller. He said he will ensure<br />

information shared by Miller will be passed along to his officers.<br />

York said while he is familiar with postings on social media<br />

regarding the situation, he encouraged people to call the police<br />

department at 614-836-5355 during business hours to report their<br />

concerns.<br />

“With that information, if we see calls in one specific area, we<br />

can focus on that area,” added Pritchard. “When we see patterns,<br />

we can put officers out there at a certain time.”<br />

•York said Madison Township police officers will conduct<br />

hands-on training for a level one Woman’s Self Defense Class on<br />

<strong>June</strong> 19, 8 a.m. to noon at 4575 Madison Lane. The class is free<br />

for individuals ages 12 and up and is limited to 20 people, who will<br />

learn different tactics such as strikes, kicks and hold escapes to<br />

help defend themselves from an unwanted attacker.<br />

At the Memorial Day ceremony on May 31 in the <strong>Groveport</strong> Cemetery, <strong>Groveport</strong> Mayor Lance Westcamp<br />

recognized the 12 local veterans whose images appear on the “Veterans Banners” that are placed on Main<br />

Street at various intersections. The banners will be in place from Memorial Day to Veterans Day and then<br />

be given to the veterans’ families. “These are our hometown heroes,” said Westcamp of the <strong>Groveport</strong><br />

community’s many veterans. The 12 veterans who appear on this year’s banners are: William Butsch,<br />

Richard Featherston, Brent Fridley, Anne Gillen, Mary Ellen Miller, Mayson Newman, Clifford Nutter, Paul<br />

Raver III, Robert Ruetsch, Riley Sedwick, Raymond Southall, Jr., and William Stoots.<br />

Robinson earns Girl Scout Gold Award<br />

Girl Scouts of Ohio’s Heartland awarded <strong>Groveport</strong> resident<br />

Amanda Robinson the Girl Scout Gold Award – the highest award<br />

a Girl Scout can earn. Her project focused on protecting the environment<br />

by safeguarding bats, an important pollinator, from pesticides.<br />

The Girl Scout Gold Award is the highest achievement in Girl<br />

Scouting. It recognizes girls in grades9-12 who demonstrate<br />

extraordinary leadership through sustainable and measurable<br />

Take Action projects.<br />

Robinson’s project, Homes for Bats, focused on saving the local<br />

bat population from white-nose syndrome, which has killed millions<br />

of bats in North America. She worked with a younger Girl<br />

Scout troop to build safe bat boxes and place them near a food<br />

source in her community and encouraged the girls to build more<br />

bat boxes in the future. She partnered with the city of <strong>Groveport</strong>,<br />

which put up two boxes Robinson helped troops create and another<br />

two she built herself. As a result of her efforts, the healthy bats<br />

will continue to play a vital role in our ecosystem.<br />

Robinson is a graduating senior at <strong>Groveport</strong> Madison High<br />

School and has been a Girl Scout for 12 years as a member of<br />

Troop 1234.<br />

She will attend Wright State University where she will study<br />

nursing and hopes to become a nurse practitioner.<br />

Fourth of July<br />

The city of <strong>Groveport</strong> will hold its<br />

Independence Day celebration on July 3,<br />

which will feature a parade and fireworks.<br />

The parade will start at 11 a.m. at<br />

Richardson Road and travel west on Main<br />

Street, then turn right onto Hendron Road<br />

and end at Glendening Elementary. The<br />

fireworks will be launched at dusk on July<br />

3 from Palm Pond in Heritage Park on<br />

Wirt Road. Musical entertainment begins<br />

with the Sirens from 7:30 p.m. until 8:15<br />

p.m. and McGuffey Lane from 8:30 p.m.<br />

until 9:40 p.m. There will be food vendors.<br />

The children’s parade will be on <strong>June</strong><br />

29 at 6 p.m. The children’s parade will<br />

begin at Middle School Central, 751 Main<br />

St., then proceed west on Main Street to<br />

Crooked Alley, south to Wirt Road, east<br />

along Wirt Road back to 751 Main St.<br />

Thursday, a summer festival series featuring<br />

music, food trucks, vendors, and more.<br />

Work to begin on Saltzgaber, Toy, and Swisher roads<br />

Long hoped for improvements to<br />

Saltzgaber, Toy, and Swisher roads will<br />

begin this summer.<br />

For many years, area residents have<br />

been frustrated by the roadways’ poor condition<br />

and the heavy traffic from nearby<br />

commercial warehouses that use these narrow,<br />

formerly rural roads. The residents<br />

want relief from the vehicle and semi-truck<br />

traffic they say damages the roads, tears up<br />

yards, knocks over mailboxes, causes noise,<br />

generates trash, and creates congestion.<br />

The three roads fall within several government<br />

jurisdictions including Madison<br />

Township, <strong>Groveport</strong>, Obetz, and Franklin<br />

County.<br />

said the improvements are combined into a<br />

single construction contract to be managed<br />

by the Franklin County Engineer.<br />

Saltzgaber Road reconstruction<br />

According to Farst, Saltzgaber Road will<br />

be reconstructed from its intersection with<br />

<strong>Groveport</strong> Road to its connection at Toy<br />

Road.<br />

“On Saltzgaber Road, the road will be<br />

widened to three lanes and a cul-de-sac (for<br />

turn arounds) will be located about 170 feet<br />

south of Saltzgaber’s connection to Toy<br />

Road,” said Farst. “The link between<br />

Saltzgaber and Toy Road will be preserved.”<br />

“The limits of construction include<br />

Saltzgaber Road from <strong>Groveport</strong> Road to<br />

the 90 degree turn at Toy Road,” said Carla<br />

Marable, Franklin County Engineer’s<br />

Office director of communications. “The<br />

project includes reconstruction of<br />

Saltzgaber Road to provide a three lane<br />

typical roadway section with a two-way<br />

left-turn lane along the majority of the<br />

alignment. The project will also construct<br />

an eastbound left turn lane, an eastbound<br />

right turn lane, and a westbound left turn<br />

lane on <strong>Groveport</strong> Road at its intersection<br />

with Saltzgaber Road. The project will also<br />

improve the intersection of <strong>Groveport</strong> Road<br />

and Saltzgaber Road.”<br />

Marable said the project was combined<br />

and bid together with the Toy Road and<br />

Swisher Road improvements project.<br />

“The contractor’s low bid for the overall<br />

project was $2.26 million,” said Marable.<br />

“Funding is provided by Franklin County<br />

Motor Vehicle Registration and Gas User<br />

Fees, the city of <strong>Groveport</strong>, Madison<br />

Township, the Ohio Public Works<br />

Commission, the Franklin County<br />

Transportation Improvement District, and<br />

private partners.”<br />

Marable said closure of Toy Road began<br />

on <strong>June</strong> 1. Local access to the residents of<br />

Toy Road, Swisher Road, and Saltzgaber<br />

Road will be maintained throughout construction.<br />

Substantial completion is scheduled<br />

for fall <strong>2021</strong> with a final completion by<br />

spring 2022.<br />

When asked why the reconstruction is<br />

necessary, Marable said, “Saltzgaber Road<br />

is an old township road, currently maintained<br />

by Madison Township and the city<br />

of <strong>Groveport</strong>, that was never expected to<br />

handle the volume and type of traffic it will<br />

see with the increased development in the<br />

area. Nearby recent warehouse projects<br />

will increase traffic. This generated the<br />

need for the proposed two-way left-turn<br />

lane on Saltzgaber Road and designated<br />

turn lanes on <strong>Groveport</strong> Road accessing<br />

Ohio Flags of Honor<br />

Saltzgaber Road.”<br />

Farst added that the reconstruction is<br />

needed because “the existing Saltzgaber<br />

Road is of insufficient condition both in<br />

thickness of pavement and width for current<br />

and anticipated traffic conditions.”<br />

Toy and Swisher roads improvements<br />

“This project provides pavement maintenance<br />

and drainage improvements along<br />

Swisher Road and Toy Road from<br />

Centerpoint Parkway to the 90 degree turn<br />

at Saltzgaber Road,” said Marable. “The<br />

project will also construct Toy Road with<br />

dual cul-de-sacs east of the intersection of<br />

Centerpoint Parkway.”<br />

Marable reiterated this project was combined<br />

and bid together with the Saltzgaber<br />

Road improvements project. The contractor’s<br />

low bid for the overall project was<br />

Added Marable, “These portions of Toy<br />

Road and Swisher Road are older residential-type<br />

township roadways that are currently<br />

maintained by Madison Township<br />

and the city of <strong>Groveport</strong>. The continued<br />

increase in commuter and commercial traffic<br />

using these roadways has left portions<br />

of the roads in disrepair. The improvement<br />

will repair the roadway so the residents<br />

can safely and efficiently access their<br />

homes. The project provides dual cul-desacs<br />

east of Centerpoint Parkway that will<br />

The Ohio Flags of Honor Traveling<br />

Memorial honors the men and women of<br />

Ohio who gave their lives in service to<br />

their country. Specifically, those fallen in<br />

the wars in Afghanistan, Iraq and the war<br />

on terrorism since Sept. 11, 2001. The Ohio<br />

Flags of Honor Traveling Memorial event<br />

will be held July 2-5. The opening ceremony<br />

is July 3 at 2 p.m. and the closing ceremony<br />

is July 5 at 11:50 a.m. The event will<br />

be held at Madison Christian School, 3565<br />

Bixby Road, <strong>Groveport</strong>.<br />
