recent flood waters.<br />
The floods,which hit on May 30,<br />
saw riversredirected across<br />
properties, river bermsand roads<br />
washedout,fences downed, animals<br />
lost, anddebris strewn about.<br />

of acoordinated team,led by<br />
<strong>Ashburton</strong>District Council, working<br />
in Mid Canterbury to helpfarmers<br />
withtheirflood recovery planning.<br />
She said everyone in thedistrict’s<br />
risk areas had been contactedand<br />
their ongoingneedswerebeing<br />
assessed.<br />
In the immediate aftermath of the<br />
flooding and following some<br />
mammoth volunteer turnouts the<br />
clean up was movingfrom response<br />
and into recovery mode, shesaid.<br />
Information on the needs of<br />
families in the affected areas was<br />
being processed andonceavailable,<br />
no farmernor their familywould<br />
be left behind,she said.<br />
Itdid howeverinvolveabit of<br />
strategic planning and wasa<br />
marathon effort,not asprint, Mrs<br />
Cushnie said.<br />

been oneofthe many businesses to<br />
make contact, donating 50 heavy duty<br />
shovels for bootsontheground<br />
volunteers. He said it was achance<br />
for the company to give back to those<br />
in the ruralcommunity who were<br />
very supportive of the business.<br />
Recovery action plan started<br />
<strong>Ashburton</strong>District Councilhas<br />
developed arecoveryactionplan to<br />
establish and planfor an effective<br />
recovery after therecent major<br />
floodinginthe district.<br />
Significant floodingsaw record<br />
levels of rain fallfor three daysfrom<br />
May 30 and the declaration of alocal<br />
stateofemergency.<br />
Therecovery plan is aliving<br />
document and outlines theprinciple<br />
aspectsofthe transition from<br />
response to recovery.<br />
As the recovery progresses and<br />
moreinformation is gathered, the<br />
plan willbereviewedand is likely to<br />
be simplerand shorter.<br />
Thedraft recovery plan was<br />
receivedatlast week’s council<br />
meetingand councillor JohnFalloon<br />
saiditlaid downthe processes and<br />
protocols needed to move the district<br />
forward after the flood event.<br />
The planwill establish timeframes<br />
for implementing recovery activities<br />
andwill assign responsibilities.<br />
Fourgroups have been set up by<br />
council to look at specific areas of<br />
the recovery.<br />
The initialfocus is on the social<br />
andeconomic environmentsand a<br />
welfare/social workinggroupwill coordinate<br />
support services.<br />
With farming amajorcontributor<br />
to the local economy, arural<br />
economy group willcoordinate the<br />
impact of the flood on the economic<br />
healthofthe district.<br />
Abuild infrastructure group will<br />
targetareturn of damaged<br />
infrastructure and property andwill<br />
look at areas such as roads,water<br />
andwastewater assets, and the<br />
<strong>Ashburton</strong>bridge.<br />
And anatural environment group<br />
will focus on resolving the effectson<br />
the land, water and air in the district.<br />
The working groups will work<br />
alongside arange of taskholdersand<br />
agencies,including NZTA,<br />
Environment Canterbury, Federated<br />
Farmers, theInsurance Council and<br />
Department of Conservation.<br />
