With more calls coming in for service,
the Tri-County Joint Fire District needs
more personnel and the money to pay them.
To generate funds, the district plans to ask
for replacement rather than renewal of its
2.5-mill operating levy.
The district covers 118 square miles and
encompasses the village of Mount Sterling,
Pleasant Township in Madison County,
Darby Township in Pickaway County, and
parts of Monroe
Township in Pickaway
County and
Madison Township
in Fayette
County. In 2014,
the district went
on 288 runs. By
2016, the yearly tallies were between 300
and 350. In 2019, the district hit a record
number of runs at 401.
“This year is probably going to be another
record,” said Chief Dave Taylor,
adding he can’t point to any one reason for
the increase in calls. “They’re up pretty
much across the board—fires, auto accidents,
gas leaks, electric lines down—all
have gone up.”
The district runs a combination crew of
four full-time staff and 24 volunteers. The
full-timers cover day hours Monday through
Friday. For the past 18 to 24 months, Taylor
has been assigning volunteers to cover
evening hours on the weekends. Those volunteers
are paid by the hour.
Still needing more guaranteed coverage
to keep up with demand, Taylor has added
more part-time paid hours in the last four
months. The goal, he said, is to have someone
on staff at the station at all times.
“Right now, we’ve been able to cover the
majority of the hours,” he said.
At the current staffing level, the district
has the funds to cover the added personnel
costs, but it does not have the funds to cover
the hours that remain vacant. The district’s
board is turning to the ballot.
The district’s 2.5-mill operating levy expires
at the end of 2022. The board plans to
By Kristy Zurbrick
Madison Editor
From a field of 16 candidates, London City Schools chose an internal
candidate to fill the role of elementary school principal.
Heather Mills, a third-grade teacher, will take the helm effective
Aug. 1. She replaces John Riley who served as principal for three
years. Riley has accepted a job as an elementary school principal
at Hilliard City Schools. Roy Ohr remains as London Elementary’s
assistant principal.
“Over the last three
years, Mr. Riley and Mr. Ohr
have worked hard to build a
positive climate with students,
parents, and staff.
Heather has been a part of
that process as a teacher,”
said Dr. Lou Kramer, London
City Schools superintendent.
“She can walk into that
role (of principal) understanding
where the school is
and pick up where Mr. Riley
left off.”
Mills joined the London
staff in 2014 and has taught
kindergarten, first grade,
and third grade. She served
as the third-grade teacher
leader on the building leadership
team, and she is
heading up the elementary
school’s summer school program.
Prior to her time at London, Mills was an
elementary school teacher at Imagine Great
a bachelor’s degree in education from Ohio
in educational leadership from Ohio Dominican
Eliminating student fees
On June 22, the school board approved
the elimination of student fees at the elementary
and middle schools for next school
year as a way to cut the cost burden on parents.
The fees usually run between
$15 and $25 per student
per year.
“This decision follows our philosophy
from a district standpoint
that we want to provide the best
experience for families,” Kramer
said. “We’re constantly looking at
what programs are beneficial to
families or ways we can improve
what we call the user experience.
We felt like this was an area in
which we could do that.”
The high school student fees
and pay-to-participate fees remain
in place for the 2021-22
school year.
Food service contract
The district continues to iron
out details on a contract with
Chartwells, a division of Compass
Group USA, for management of
the district’s food service. The district
is moving from an in-house
Heather Mills is the new principal at London
Elementary.
operation to outside management.
The proposed contract—a one-year arrangement renewable up to
three times—will be back on the agenda at the school board’s meeting
on July 13. The proposed contract guarantees the district will
reap at least $41,000 in food service revenues next school year.
“Those are revenues that, prior to the pandemic, we weren’t able
to do on our own,” Kramer said.
As part of the transition, the board approved the elimination of
its food service director position. The person who formerly held that
position has chosen to take a position outside the district, Kramer
said. The district’s remaining food service employees retained their
jobs. If positions come open, Chartwells will fill those spots, per the
proposed contract.
Courtyard project
The board approved donations from Scotts Miracle-Gro for a
courtyard renovation project at the elementary school. The district
has teamed up with the Madison County Master Gardeners who,
starting July 12, will work with summer school students to enhance
the courtyard with new vegetation. The collaboration aligns with
the district’s project-based learning approach. Scotts donated $250
for supplies and $250 in coupons for products at the Scotts Store.
FIRE LEVY
Continued from page 1
put a request for a five-year replacement of the levy on the November
2021 ballot. The timing gives the board time to make the request
again if it fails the first time.
Currently, the levy generates $441,335 per year. If the replacement
request passes, the levy would generate $514,345 per year as
estimated by the Madison County Auditor’s Office. A replacement
levy brings tax collection up-to-date with current property values.
Tax collection on the updated values would start Jan. 1, 2023. The
main purpose of the replacement levy would be to generate added
dollars to allow for more paid personnel hours.
The fire district board’s next meeting is July 29 at 8 p.m. at the
fire station, 7 W. Columbus St., Mount Sterling.
Taylor also serves as chief of the Sterling Joint Ambulance District.
The district recently ordered a new EMS vehicle. The estimated
delivery date is April. The $206,545 vehicle will replace an
ambulance the district has had since 2011. The old truck has
155,000 miles on it.
The ambulance district board’s next meeting is July 7 at 8 p.m.
at the squad bay, 24 S. London St., Mount Sterling. The meeting
was moved up due to the Madison County Fair. Following the July
meeting, meetings will return to the normal schedule of the second
Wednesday of the month.

New assistant principal on board at Madison-Plains
The Madison-Plains Local School District
continues to make headway in filling vacant
positions. Hiring was the main focus of a
special school board meeting on June 24.
The board named Thomas Dinuoscio as
the new assistant principal for the junior/senior
high school. Dinuoscio joins the district
following six years at Northeastern Local
Schools where he served as the instrumental
music director at Northeastern
High/Middle School and South Vienna Elementary.
Prior to his time at Northeastern,
Dinuoscio taught at Springfield City Schools
for a year. He also taught in the Mt. Gilead
and Cardington Lincoln school districts.
Dinuoscio earned his bachelor’s degree in
music at Wright State University in 2006.
He is finishing coursework towards his master’s
degree at the University of Dayton.
He is a three-time recipient of the Larry
K. Zerkle Excellence in Education Award
given to educators in Clark County. Students
who are named valedictorian or salutatorian
choose the award-winners.
Dinuoscio was a recipient in 2017, 2018, and
2020.
“We are very pleased to have Mr. Dinuoscio
become a part of Eagle Nation,” said
Madison-Plains Superintendent Chad
Eisler. “He is well thought of in the district
where he currently works, and he has seen
success. He has served in a number of leadership-type
roles, and his experience with
the work will be a benefit to our district.”
Dinuoscio stated, “I am very excited to
get started at Madison-Plains Junior/Senior
High School and help the district accomplish
its goals.”
The district also hired two third-grade
teachers, a school guidance counselor, and a
bus driver, and the board approved a list of
supplemental positions for the coming
school year.
“We are making nice progress in filling
the open positions we have within the buildings,”
Eisler said. “We remain in need of bus
drivers, though. If there are community
members who are interested, I encourage
them to reach out to district transportation
Supervisor Kim Rogers and inquire about
the positions we have. We are very much in
need of drivers for the coming year.”
During the special board meeting, Eisler
also talked about Madison-Plains’ “Safe Return
to In-Person Instruction and Continuity
of Services Plan.” Districts are required
to have a plan in order to receive federal
funding that is available to schools. The district
has posted the plan online at
www.mplsd.org/safereturnplan.aspx, and
will solicit feedback on it in the coming days.
Treasurer Todd Mustain asked the board
to approve amended appropriations to permit
the district to begin using grant funds
available through pandemic relief programs.
The school board’s regular meeting is set
for 7 p.m. July 20 in the district meeting
room.
21-count indictment set
that resulted in the death of four people.
The West Jefferson Police Department
investigated the incident with assistance
from the Madison County and Franklin
County sheriff’s offices, the Ohio Bureau of
Criminal Identification and Investigation,
and the Madison County Prosecutor’s Office.
The grand jury returned a 21-count indictment
with 69 individual specifications
against the defendant, John Paul Steckel.
Steckel is incarcerated in Tri-County Regional
Jail on a $2.5 million bond. An arraignment
is scheduled for June 28 in the
Madison County Court of Common Pleas.
Fairfield Township Trustees
The next regular meeting for the Fairfield
Township trustees has been changed.
trustees will meet at 8 p.m. July 6 (instead
of July 5). Meetings are held at the township
building, 9100 Big Plain -Circleville
Rd.
The indictment includes the charges of
aggravated murder and murder for each of
the following victims: Andrew Swindall,
Shawn Wright, Jamie Lavender, and Leon
Daniels.
The charges include aggravated robbery,
weapons under disability, tampering with
criminal specifications.
In addition to the aforementioned allegations,
the aggravated murder charges specify
multiple aggravating circumstances that
would allow for the imposition of the death
penalty, if the defendant is convicted.
‘Hitman’ sequel is not the hit its predecessor was
One of the more pleasant
cinematic surprises of 2017
was the release of “The Hitman’s
Bodyguard,” a silly and
violent oddball comedy that
placed Ryan Reynolds in the role of the harried bodyguard
and Samuel L. Jackson as the footloose hitman
on a self-serving mission to take down a war criminal
at an international tribunal.
Despite the dumb premise, which it whole-heartedly
embraced, this film became a sleeper hit at the domestic
and global box offices due in large part to the chemistry
between the two actors. As individuals, they have great
action-comedy personas, but they function at completely
different frequencies. Reynolds is known more for his
droll sarcasm whereas Jackson is better known for his,
let’s say, colorful turn of phrases. Their unique styles
work for them separately, but putting them together in
a movie where they verbally and physically spar was
nothing short of lightning in a bottle.
Seeking to recapture that essence, the studio quickly
greenlit a sequel, brought back most of the cast and
crew (it retained director Patrick Hughes and screenwriter
Tom O’Connor with an assist from Brandon Murphy
and Phillip Murphy), and probably crossed their
fingers hoping for more magic. Having seen “The Hitman’s
Wife’s Bodyguard,” however, I can say the followup
definitely lost some luster.
Rather than lean back into the pairing that made the
first film so delightfully absurd, the sequel sees them
separated for much of the action, especially in the first
half. When it opens, our harried bodyguard, Michael
Bryce (Reynolds), is deep into a therapy session where
he recounts a recurring dream of being stripped of his
“Triple A” rating and permanently losing his license
thanks to his assassin frenemy, Darius Kincaid (Jackson).
His therapist, feeling she has heard this story one
too many times, tells him to take a break from the
“bodyguarding business,” and go relax on a beach somewhere,
and think about what his future holds.
Following her advice, Michael jets off to the pristine
the reel deal
Dedra Cordle
beaches in Italy where he plans
to immerse himself in Rhonda
Byrne’s popular self-help book,
“The Secret,” and take a long
sabbatical from guns and violence.
Those plans last approximately
one day as he is
accosted by Darius’s equally violent
wife, Sonia (Salma Hayek
expanding her well-received
cameo into a co-leading role)
who needs his help. According
to Sonia, a con artist, an international
crime syndicate has abducted Darius who has
requested she find Michael and get his assistance.
Against his better judgment, Michael decides to help
Sonia rescue Darius from what he believes is just a runof-the-mill
vengeance deal. After all, Darius has racked
up quite a long list of enemies. But they soon discover
this is a part of a larger, much more dangerous plot that
involves cyber terrorism, global markets, and wreaking
devastating havoc across an entire continent.
Knowing the severity, they must decide whether
they can keep each other alive long enough to stop this
from happening.
As is the case with most sequels, “The Hitman’s
Wife’s Bodyguard” is bigger and louder than its predecessor
and packed with more action sequences and more
violence, especially at the hands of Sonia who desperately
wants her husband alive so they can start a family.
What the sequel lacks is the humor and fun felt of
its predecessor.
Though Reynolds and Jackson are together throughout
the second part of the film, their chemistry does not
quite crackle the way it did before. It could be due to the
dumber plot, the studio mandated cut to the running
time, the focus on the family thread between Darius or
Sonia, or just lazy dialogue. Their verbal digs don’t connect
the way they did in “The Hitman’s Bodyguard.” Despite
that disservice to the audience, the film delivers
some solid laughs.
If you were a big fan of the first film, beware of the dampening
of a good time in the second. But if you’re looking for something
that is kind of humorous, extremely violent, and “turn your brain
off” escapist fare, well, this might be a decent flick for you.
Please, do not top trees
A mature shade tree is an entire balanced
ecosystem, all in one very attractive
package. The roots and branches grow and
spread in beautiful harmony. The roots support
the tree physically and send water and
minerals to the farthest leaf on the tallest
branch. The leaves, in turn, manufacture
starches through photosynthesis, providing
energy to expand the root system and power
the entire cycle. The tree continues this balanced
cycle throughout its life. A tree is either
growing or it is dying.
Anything that causes damage to the tree
will disrupt that harmony and send shock
waves throughout the system. If the damage
is not too severe, the tree will try to heal
over the damaged area and reach a new
equilibrium. It will often continue to live a
long, healthy life after overcoming such an
event. These trees often have a beautifully
imperfect shape.
Topping is the practice of removing many
large branches in an attempt to limit a
tree’s size. It causes shock and damage that
cannot be repaired. When the canopy is severely
reduced by the removal of many large
limbs, there is no longer sufficient leaf cover
to sufficiently support the root system. The
root system starves and will shrink in size,
reducing critical support for the tree. Additionally,
the many open wounds created by
the cuts are an invitation to fungal disease,
insects, and decay.
Regular tree limbs grow slowly over
years and are attached to the parent branch
by a band of tissue that increases in girth
and strength every year as the limb grows.
After topping, the tree tries desperately to
establish a new equilibrium. In order to produce
new leaves quickly, the tree will send
up many long vertical sprouts from just
below the cut edges. The new sprouts are an
attempt by the tree to reestablish the
canopy it desperately needs to survive.
These shoots are thin and weakly attached
to the tree limb and many will break in a
strong wind. The new shoots grow so rapidly
the tree usually reaches its original
height in just a few years but the shape of
the tree has been destroyed. In addition,
due to the lack of leaves and the resulting
reduction in photosynthesis, the tree will
lose a portion of its root system and a similar
share of its physical stability.
Quite often, in a few years, the tree will
succumb to disease or to high winds because
the root system has shrunk, reducing stability.
Because it has been a few years since
the tree was topped, the death of the tree
will be attributed to other causes, or the
homeowner may feel vindicated because
they were certain the tree was going to fall
eventually. Even if the tree continues for 10
or more years, it will never achieve the lifespan
it should have enjoyed. The trauma is
just too great. Some trees, such as beech,
will not tolerate topping and will usually
succumb within a growing season.
Judicious, thoughtful pruning of a large
tree is the much better alternative. Secondary
branches are selectively removed, the
tree’s shape and integrity are maintained,
the canopy is opened up so wind and sun
can pass through, and the tree recovers
quickly from a far less traumatic event.
Pruning should only remove between a
quarter to a third of the canopy and should
be scheduled every three to five years. A
reputable, knowledgeable arborist should
be used.
Sometimes, as when a large tree is
planted under power lines, there is no
choice but to top a tree. Other times, the
tree has been planted too close to a house or
drive. Consideration should instead be
given to removing the tree. The money
spent on topping would help pay for removal
and replacement with a tree that will
be more suitably sized when mature or is
better located to allow for mature size.
One last consideration: a topped tree is
visually ugly, especially for the six months
of the year when it is leafless. According to
a quick internet search, a beautiful, mature
tree will add between $1,000 and $3,000
(one source said up to $10,000) to the value
of your home. Seems a shame to throw all
those dollars into a wood chipper.
more about the impact of tree topping.
She’s running for a world record and clean water
By Kristy Zurbrick
Madison Editor
She cycled 3,300 miles across America.
She was the first person to swim the entire 325-mile length of
the Allegheny River.
She was the first person to run 138 miles non-stop across Maine
and the first woman to complete non-stop runs across New Hampshire
and Vermont.
She set a world record as the youngest person to row solo across
the Atlantic Ocean, traveling 3,038 miles from West Africa to South
America.
The list of accomplishments goes on for Katie Spotz, 34, an endurance
athlete, whose latest personal challenge took her through
South Charleston June 23-24.
Her quest: to run 31 miles each day for 11 straight days to break
the female world record for most consecutive days to run an ultramarathon
distance.
Though she is stationed in Maine with the U.S. Coast Guard,
Spotz chose to tackle this challenge in her home state on the Ohio
To Erie Trail, part of which goes through Clark and Madison counties.
“I have done a lot of adventures across the U.S. and as far away
as Australia and New Zealand. I really wanted to do one in my own
backyard,” said Spotz, who grew up in Mentor near Cleveland.
Her journey began on June 21 in Cincinnati with a scheduled
Dr. George P. Anderson, Jr., age 94,
passed away peacefully at the home of his daughter in
Santa Barbara, CA, on Wednesday, March 25, 2020.
He was born April 23, 1925, in Lansing, MI, to George
up to your chest, she is
happiest curled up
against you in a warm
bed. You will wake up to
her face, purrs and all,
being so excited that you
are awake and ready to
give her all the attention
and pets. If you walk by
and don’t give her pets,
she will pop up and do
whatever she can to get
your attention.
“She did great with my
cat-friendly dog (they
slept in the same bed on
the first night they met)
but may do best with an
older dog or dog who is on
the calmer side. She
would do purrfectly fine,
and actually may do best, Bella
around other friendly
cats with proper introductions
because she
loves to run around and
play with our other cats.
“Around 1.5 months
ago, we realized Bella
had a UTI and, upon further
testing, realized that
she needed to be on special
science diet food. She
has fully recovered and
been doing wonderfully
on the new food and getting
extra hydration with
her wet food. Anyone who
ends up with this beautiful
girl will be so, so
lucky, and she will repay
you tenfold every single
day.”
Adoption fees are $80 Benji
for kittens up to 6 months
old and $60 for cats 7 months and older. The
fee includes a FeLV/FIV test, spay or
neuter, shots, deworming, and a one-year
rabies shot (if old enough). Fees can be paid
by cash or credit card.
Benji
Benji is a lovely puppy who was brought
to us as a stray. We believe his birthdate is
Nov. 27, 2020. Benji was able to stay in a
home for a few days, and this is what the
family had to say:
“Hi, there. I’m Benji, and I’m full of love,
kisses, and tons of energy. I get along with
everyone, and I mean everyone! I get so excited
when I meet new people, I just can’t
control myself and I jump and try to say
hello but it comes out as a bark.
“I love to go on walks and explore everything
around me; I just can’t sniff enough.
You do need to watch me, though, because I
also like to eat everything I come across on
the ground, and I mean everything! Because
I love to go on walks, I tend to pull on my
leash a bit, so I will need some training in
this area. Speaking of
food, I love to eat and I
love my treats. If you tell
me to sit and wait while
you get my bowl ready, I
will sit like a gentleman,
but the minute you put
my food down, watch out,
because I will go for it
like it’s my last meal. So,
maybe only let adults
feed me. I know all the
basic commands—sit,
stay, heel, stop, enough,
and drop it. Because of
all my energy and because
I think I’m a lapdog
and not a big dog, I
would probably do best in
a home with a fenced
yard and no young children.
Just look at my
sweet face. I know you
will love adding me to
your family.”
Benji doesn’t mind
being around cats and ignores
them for the most
part. He is full of life and
loves to play with other
dogs. Although Benji
plays well with other
dogs, he does not like to
share his things (food,
treats, or toys) with other
dogs, so he would need to
be the only dog in his forever
home. Benji is a
smart pooch, knows his
basic commands, and
takes cues very well from
people.
The shelter’s adoption
fees for dogs are as follows:
shelter dogs, $150;
prison dogs, $200; puppies, $250; popular
pure-breeds, $400. Fees includes a Home
Again microchip, shots, deworming, heartworm
testing (if old enough), spay or neuter,
and a one-year rabies shot (if old enough). All
dogs that are adopted must leave with a
county license at an additional cost of $17.
The license fee is cash only. Adoption fees can
be paid by credit card or cash.
