Kelly Bouthillet DNP,
APRN, CCNS, ACNP-BC,
FNP-C
Just a few weeks ago
I was talking to several
freshly graduated nursing
students, who were
excitedly sharing their future
plans beyond the NCLEX
with me. It was interesting to
hear of the paths that they
were laying out; each one Kelly Bouthillet
different, but clearly planned
out with various goals in mind. One thing that struck
me was that none of these graduates included
joining professional nursing organizations or finding
a mentor to help them navigate their profession or
transition from student to novice nurse.
If you are reading this message, you are likely
a member of the SCNA or other membership
association and understand the value of belonging
to a professional nursing organization and having
a support system; especially during a time such as
this. There has been much focus on the long-term
impact of the pandemic on the profession and what
can be done to mitigate some of the insults that are
currently happening. While I do not claim to have all
the answers, I do believe that nursing is a unique
community that relies on each other and has the
power to combat some of the negative effects of
COVID while helping the next generation of nurses
find their way (See The Nursing Tribe, SC Nurses
March/May/April 2019).
Staying grounded and focused this past year has
been a challenge for many of us and continues still
both in our personal and work lives. I appreciate the
nursing village, both near and far to call upon for
support. Here are my top five reasons for belonging
to professional nursing organizations:
1. Networking and camaraderie (support)
2. Advocacy
3. Mentorship
4. Leadership development
5. Promote clinical excellence
There are many more reasons and each of us
has their own personal incentives for being part of
nursing organizations. When we work with others
toward common goals, we achieve much more than
the goal itself. And during these past 18 months, that
has come to be extremely meaningful.
As we approach autumn and fall full swing into
work and school schedules and prepare for our
Annual Convention & Conference, (https://www.
scnurses.org/page/2021SCNAStateConvention) think
about the ways you can support the profession and
other nurses. There is much we can do to improve
the lives of our colleagues and assist those aspiring
to join the ranks those that call themselves nurse.
Consider learning more about one of the groups
below or finding another to group to.
There are many ways that each of us can be
champions for each other and the profession. We
can eliminate old stereotypes, such as “eating our
young” and mental health as tabu, while speaking up
for safe staffing or insisting on adequate PPE. Each
of us are role models for new nurses that trained
during the pandemic and may need additional time
with transitioning. Lastly, we can and should help
shape the future of healthcare beyond the pandemic.
Use your voice and your experience.
Time of Remembrance
It is with deep
sadness, on August 28,
2021, Mrs. Ellen Knight
Riddle, R.N. M.N. F.N.P
(known by Nana to all
her babies), went home
to be with her beloved
husband, Gerald D.
Riddle “Poppy”, of
almost 53 years. We
find strength knowing
she was met by her
husband, her Lord and
Savior, along with her
parents, Claude E.
Knight and Mildred B. Knight, at the heavenly gate.
Mrs. Ellen was an avid Christian and a member of
Beulah United Methodist Church in Gilbert, SC for
30 years. Mrs. Ellen was a beloved daughter, mother,
grandmother, great-grandmother, sister, and nurse
practitioner of 30 years. She worked for Lexington
Medical Center in Labor & Delivery and then went
into private practice with Dr. Phillip Levin at Midland’s
OBGYN. Mrs. Ellen loved every patient and their
babies as her own. She was loved by all who knew
her and will be missed dearly. Nana Ellen is survived
by her beloved children, Angela Patnaude, Andy
Riddle (Jackie), and Tori Riddle; her grandchildren,
Rachel Cohn (Robert), Bruce Patnaude, and Kelly
Cox (Jarret); and her great-grandchildren, whom she
loved more than her own children most days, Josie
Cox, Sadie Cohn, Claudia-Joy Shaw, Stella Cohn,
and Sebastian Shaw. She is also survived by her
nieces and nephews, Kendrea Knight, Kenzie Shaw
(Aaron), Cla Knight, and Allison McMahan. She is
also survived by her brother, Ken Knight (Deanne)
and sister, Carolyn McMahan (Joe). She leaves
behind several brothers-in-law, sisters-in-law, nieces
and nephews on her husband’s side.
A memorial service will be held 11:00 a.m.,
Washington, DC 20201
Dear Secretary Becerra:
• Louisiana had over 6,000 unfilled nursing
positions open across the state before the Delta
variant caused a surge in cases. 3 This shortage
may become more acute as the state deals with
the aftermath of Hurricane Ida.
On behalf of the American Nurses Association
• To address workforce challenges, Nebraska is
recruiting unvaccinated nurses. 4
(ANA), I write to urge robust and immediate action to
address the unsustainable nurse staffing shortage
facing our country. Nurses have remained steadfast
on the front lines since the beginning of the pandemic,
• According to a survey from Trusted Health, the
COVID-19 pandemic has caused 39% of nurses
ages 20 – 39 to report that their commitment to
nursing had decreased.
while overcoming challenges, risks to their personal
health and safety such as limited personal protective
equipment and the physical, emotional and mental
health burden of the COVID-19 virus. Now, the Delta
variant is causing cases to soar, overrunning hospital
and staff capacity. These current circumstances
The current nursing shortage is not one that
nurses alone can solve. As such, it is crucial that
the Administration mount a whole of government
approach by convening nurses, hospitals, physicians,
other health care personnel, state and federal
have only exacerbated underlying, chronic nursing government officials, and key stakeholders to
workforce challenges that have persisted for years.
Since the nation began COVID-19 mitigation and
response efforts, much focus has been placed on
nurses facing shortages of equipment to appropriately
care for patients. Now, it is imperative that the
Administration acknowledge and take concrete steps
to address a more dire shortage: a crisis-level human
resource shortage of nurses that puts our ability to
care for patients in jeopardy.
ANA is deeply concerned that this severe shortage
of nurses, especially in areas experiencing high
numbers of COVID-19 cases, will have long-term
repercussions for the profession, the entire health
care delivery system, and ultimately, on the health of
the nation. To address this crisis and to ensure
that we have a strong nursing workforce for the
examine, identify, and then implement real solutions to
nursing shortages, including:
1) Addressing the current fatigue and mental
wellbeing of nurses
2) Developing strategies to retain the current
nursing workforce
3) Working with CMS to adopt new payment
methodologies that recognize the value that
nurses bring to patient care
4) Removing barriers to practice faced by nurses
5) Addressing the persistent barriers that limit the
number of qualified nursing students that can
be educated each year
6) Building and maintaining a resilient workforce
to meet our country’s current and future health
care needs.
future, ANA urges the Administration to declare a
national nurse staffing crisis and take immediate
steps to develop and implement both short- and
long-term solutions.
Shortages of nursing staff are being reported
across the country:
• Mississippi has reported that it has seen a
decrease of 2,000 nurses since the beginning
of 2021.
Enclosed please find an initial outline of ANA’s
proposed policy solutions to address the nurse staffing
crisis that we hope will help form the foundation of
conversations convened by HHS on this topic.
ANA is the premier organization representing
the interests of the nation’s over 4 million registered
nurses (RNs), through its state and constituent
member associations, organizational affiliates, and
• Hospitals in Tennessee are operating with
1,000 fewer staff than at the beginning of the
pandemic, prompting them to call on their
individual members. ANA members also include
the four advanced practice registered nurse roles
(APRNs): nurse practitioners (NPs), clinical nurse
and certified registered nurse anesthetists (CRNAs).
ANA advances the nursing profession by fostering
high standards of nursing practice, promoting a
safe and ethical work environment, bolstering the
health and wellness of nurses, and advocating on
health care issues that affect nurses and the public.
RNs serve in multiple direct care, care coordination,
and administration leadership roles, across the full
spectrum of health care settings. RNs provide and
coordinate patient care, educate patients and the
public about various health conditions including
essential self-care, and provide advice and emotional
support to patients and their family members.
ANA looks forward to continued engagement with
HHS as the nation continues to combat the COVID-19
pandemic. Please contact Ingrida Lusis, Vice
President, Policy and Regulatory Affairs, at (301) 628-
5081 or Ingrid.Lusis@ana.org, with any questions.
ANA’s proposed policy solutions to address the
nurse staffing shortage crisis
HHS Must Convene Stakeholders to Identify
Short- and Long-Term Solutions to Staffing
Challenges.
ANA urges HHS to convene all stakeholders
for a robust discussion of staffing challenges and
potential solutions. These challenges are not solely
contained within the nursing profession, especially
as the health care delivery system continues to
evolve towards a more integrated system. As such,
it is crucial that the agency convenes, in addition
to nurses, hospitals, physicians, other health care
personnel, state and federal government officials,
and key stakeholders to examine, identify, and then
implement real solutions to the nursing shortage.
The focus of these discussions must be to identify
the current challenges and both short- and longterm
solutions. Short-term solutions will allow us
to adequately face the demand of the COVID-19
pandemic response. Long-term solutions will ensure
the nation’s health care delivery system is best
equipped to provide quality care for patients and
stands ready for the future challenges. ANA implores
HHS to have these critical conversations and stands
ready to work with the agency to facilitate them.
HHS must work with CMS to take steps
to appropriately acknowledge nurses in
reimbursement methodologies, ensuring payment
equity for nursing services provided to patients.
The COVID-19 pandemic response has made
clear that APRNs and RNs are indispensable to
providing the care that patients need now and in the
future. For instance, APRNs are a significant source
of primary care, especially in rural and underserved
areas. Further, RNs are responsible for a wide array
of direct care and care coordination services in
community settings as well as hospitals and longterm
care facilities. These health care services are
key in ensuring access to care, a critical aspect of
addressing health inequity. However, there must be
parity in how these vital services are reimbursed.
Recognition through appropriate payment for
nursing services is critical in ensuring a resilient
nursing workforce ready and able to meet future
needs. It is long overdue for nursing services to
be separated from “room and board,” as currently
considered by the Medicare program. Nurses provide
vital services to patients across the care continuum
and the health care delivery system must recognize
their critical role through appropriate reimbursement.
ANA urges HHS to work with CMS to consider
methodologies and approaches that will ensure
payment equity for nursing services.
In light of the rise of Coronavirus variants
and increased COVID-19 contraction, HHS
must provide additional resources including
recruitment and retention incentives and support
to bolster the nursing workforce to meet current
demands for critical health care services.
Hospitals are quickly reaching capacity limits due
to the surge of COVID-19 cases and the nursing
shortages across the country. It is imperative that HHS
continue its thoughtful pandemic leadership and utilize
all available authorities to address this issue. Nurses
are still in need of resources to combat the pandemic
and ANA continues to call on the Administration to act
in response. Standing on the front lines, our nation’s
nurses are becoming increasingly burned out as the
pandemic continues to weigh heavily on them. We are
seeing large numbers of nurses leaving the profession
as a result. This only results in further strain on the
nursing workforce, which was already in a supply crisis
before the pandemic.
ANA appreciates the Administration’s thoughtful
pandemic response to date through issuance of
waivers and other resources to bolster nurses’
ability to provide vital health care services amid the
challenges faced by the health care system.
ANA urges HHS to remove unnecessary
regulatory barriers to APRN practice
In various ways, certain Medicare payment rules
restrict APRN practice above and beyond their
state scope-of-practice rules. Examples include
unnecessary supervision requirements, as well as
payment restrictions for certain Medicare services
provided by APRNs. Such restrictions limit access to
care and beneficiaries’ choice of qualified provider.
Several of these federal practice restrictions have
been waived during the COVID-19 public health
emergency (PHE). As experiences resulting from
these waivers demonstrate, allowing APRNs to
practice to the full extent of their state license
translates to needed system capacity and expanded
access for patients. We continue to call on CMS to
grant permanent regulatory relief for APRN practice,
so that access is not constricted when the PHE ends.
HHS must continue to educate the nation on
the importance of the COVID-19 vaccine and
provide support and resources for widespread

administration of the vaccine and any
subsequent boosters.
Vaccines are critical to the control and prevention
of infectious disease transmission. Nurses play a
critical role in educating the public and fellow health
care colleagues, as well as in the administration
of COVID-19 vaccines. Currently, the nation faces
significant vaccine hesitancy while cases of the Delta
variant increase rapidly, straining an already strained
nursing workforce. HHS must continue to provide
resources and support efforts to educate the public
on the importance of getting the COVID-19 vaccine.
In addition, it was recently announced that
boosters for the already vaccinated will be available.
HHS must provide the necessary resources to
states and localities for successful distribution
and administration of the booster vaccine doses.
The agency must also educate the public on the
importance of receiving the booster doses, when
appropriate. The vaccine is an important component
of COVID-19 mitigation efforts—especially in an
effort to keep patients out of hospitals facing capacity
challenges. ANA urges HHS to provide support
and resources for continued education and ongoing
distribution and administration of the vaccine across
the country.
HHS must ensure a resilient nursing workforce
that meets current and future staffing demands
and ensures access to care for patients.
Prior to the COVID-19 pandemic, nurses already
experienced tremendous levels of stress in their dayto-day
work. The pandemic has further intensified
the feelings of exhaustion, anxiety and being
overwhelmed especially with respect to patients
that are dying and having to inform and comfort
their surviving family members. It is vital the nation
prioritizes the mental health of nurses and other
health professionals who are caring for our most
vulnerable patients. ANA actively advocates to
reduce stigma around seeking help for mental health
and substance use disorders for health professionals
as well as their patients.
Moreover, nurses also must be treated and
compensated appropriately as they provide care
under extraordinary circumstances, so that the
next generation is encouraged to enter the field
and ensure the nation’s readiness for public health
emergencies. Appropriate compensation ensures
that the health care delivery system retains the
nurses needed to provide care to patients. We
are seeing examples throughout the country of
nurses leaving their communities for the higher
compensation offered by travel nurse agencies. This
only serves to further local staffing strains, often in
the most underserved communities.
However, a resilient workforce is achieved not
only by adequate pay, as the working environment
must also allow nurses to flourish in their profession.
Nurses are professionals providing critical health
care services to patients—they should not have
to fight for allotted breaks and other challenges
created byantiquated views of the profession. All too
often, we hear of staffing plans not being enforced,
resulting in long shifts and strains on nurses
providing care. Nurses know best the provisions that
they and their team need, from patient complexity
to layout of the nursing unit. This is just another
instance where health care delivery and outcomes
would be improved by greater nurse involvement. It
is crucial for nurses to take on leadership roles, in all
settings, to meet the demands of our ever-changing
health care system, including being permitted to
practice to the full extent of their education, training
and licensure.
Lastly, the introduction of electronic health records
(EHR) has proved to be burdensome, detracting from
patient-centered care. Documentation and required
recording of various questions is time consuming,
which leaves less time for nurses to connect with
patients. HHS should reevaluate current and future
requirements and ensure the right balance is struck
between the positive impact of EHR in comprehensive,
coordinated care and provider burden.
To ensure a future workforce that meets all the
needs and demands of patient care, it is crucial
that we not only attract students to the nursing
profession but retain skilled nurses throughout
their careers. Effective workforce planning and
policymaking require better data collection and an
improved information infrastructure. ANA encourages
HHS to work with nurses to identify approaches to
bolstering a resilient nursing workforce ready to meet
the demands of today and tomorrow’s health care
delivery system.
SCNA, APRN Chapter Chair
Dear SCNA Members,
Our annual conference will be held in Hilton Head Island, South Carolina.
With COVID making this year an extremely difficult year for so many, the
APRN chapter is sponsoring a community service project to help underserved
individuals of Hilton Head Island. We have chosen to partner with the Deep Well
Project. The Deep Well Project is a local organization that provides a variety of
resources including food, children’s programs, financial, furniture and basic living
needs to the local community.
We would like to get as much participation as possible and ask that you share
this information with any members. For those that are attending the conference
in person, we ask that you donate supplies or financial donations. Deep Well
provides a monthly list of most needed items which we will post in the coming
weeks. However, several items are staple requests such as toiletries, socks,
diapers and wipes, baby formula, feminine items-maxi pads and tampons, and
non-perishable food items.
For members who are attending virtually, those persons may also send
financial donations to the organization directly via PayPal or personal check
to the Deep Well Project. Thank you for all your support as we continue to
positively impact our communities that we serve.
The South Carolina Nurses Foundation Board
of Trustees have been busy reviewing scholarship
applications and are excited to be able to soon release
awardee information. By the time you are reading this
the winners will have been notified.
The Covid variants, the many unvaccinated and
resurgence of the Covid illnesses have stressed
healthcare facilities. The need for more nurses has
never been more relevant than it is now. The South
Carolina Registered Workforce (SCRW) report from
December 2020 demonstrated a steady, slow growth
Deb Hopla
of nurses by 3.0% since 2016. The problem is the growth does not meet the
increased demand for more nurses. Considering that one-third of nurses are
over the age of 50 (SCRW, 2018). Nurses account for 30% of total hospital
employment.
The need for additional nursing faculty remains a problem. In the American
Association of Colleges of Nursing (AACN) report from 2019-2020 Enrollment
and Graduation in Baccalaureate and Graduate Programs in Nursing, nursing
schools in the U.S. turned away 80,407 qualified applicants form baccalaureate
and graduate nursing programs due to insufficient faculty. In the AACN October
2019 report, there were a total of 1,637 faculty vacancies with a national faculty
vacancy rate of 7.2%. Vacancies requiring a doctoral degree for faculty were
reported to be 89.7%.
Research has demonstrated that the better a nurse is educated, the better the
outcomes are for patients. The future for nursing and nurses has been clearer
than it is today. Education and educational support for nurses is needed. The
South Carolina Nurses Foundation mission is to assist in meeting this need.
The Foundation needs the support of everyone. If you have ever had your life
touched by a nurse or know of a nurse struggling to achieve that educational
goal, please consider giving to the Foundation. This can be done in many ways.
The license plate initiative shows the world you are a nurse, or you support
nursing, attendance at Palmetto Gold, buying scrubs from “Just Cause Scrub”
and choosing SCNF as your “Just Cause”, and giving during the Midlands Gives
event supports nursing scholarships. The “Friends of the Foundation” help defray
the cost for supplies for the Foundation.
Consider how you can help. SCNF is here to move nursing forward. Your
participation is vital to the SCNF mission. Please consider how you can play a
part in the future of nursing.
ANA
Call for Award Nominations
ANA joined the World Health Organization and
other global colleagues in extending the Year of
the Nurse into 2021, which builds on the increased
visibility of nurses’ contributions during the COVID-19
pandemic. The importance and contributions of
nurses and the profession of nursing to the delivery
of high-quality and compassionate health care has
never been more visible.
Every day, in countless ways, nurses create
history. Our professional past is rich with stories of
nurses who, through their work or advocacy efforts,
changed the trajectory of the profession. Now,
more than ever, we need to tell the stories of nurses
among us who are creating and leading change.
ANA would like to invite you to take this opportunity
to recognize the outstanding contributions of a
nursing colleague by nominating them for an ANA
National Award.
As you review the National Awards Program
Guide (https://www.scnurses.org/resource/resmgr/
guide-national-awards---2021.pdf) for descriptions,
eligibility requirements, and selection criteria for
each award, think of the nurses you know or know
of who best exemplify the awards. Then - and this is
the most important step of all - submit a nomination.
To assist you in the process, the National Awards
Program Guide provides an overview of the
nomination submission and review processes,
including a step-by-step tutorial and a detailed
timeline.
By nominating a deserving colleague for an ANA
National Award, you will ensure that the stories
detailing the accomplishments of those who illustrate
nursing excellence are told and celebrated. There
is no better time than now to promote nursing’s
contributions in the delivery of high-quality
healthcare.
Changes to ANA National Awards
Earlier this year, the ANA Board of Directors:
• Reinstated two former named awards – Luther
Christman Award and Mary Mahoney Award –
given the contributions of these two individuals
to removing barriers and advancing a culture
of equity and inclusion in the profession of
nursing; and
• Approved a proposal for a new Early Career
Nurse Leader Award to recognize significant
accomplishments and contributions by
emerging members of the nursing profession.
Nominations must be submitted by 5:00pm ET on
Friday, October 1, 2021. If you have any questions,
please send an email to leader@ana.org.

Statement of why you are
running for Office: In my
role as a nurse educator
for the past 16 years, I
have witnessed significant
changes in nursing practice,
and nursing education. The
primary goals of nursing
Debora Stokes
education remain the same:
to prepare nurses to care for patients' diverse needs;
to function as leaders; and to advance the science of
nursing so that safe, quality care may be delivered
to patients. However, the care of patients both inside
and outside of the hospital has grown more complex;
and nurses must make critical decisions associated
with care of frailer patients, while facing staffing
shortages, and sometimes lack of supplies and
resources. Graduate nurses require more education
and preparation than ever before to be equipped
to meet these demands. All levels of the nursing
education system are facing the daunting task of
transforming curricula to engage students while
effectively preparing them for future challenges. As
meet the membership requirements for licensure
found in the current SCNA and ANA Bylaws. The
June 1st date was established based in the election
beginning September 20, 2021. The election process
of SCNA requires each eligible voter to be a member
in good standing at least two (2) full months from
the 1st of the month prior to the month the election
is held. (Example: Election begins September 20,
2021 therefore two (2) full months from the 1st of the
month is June 1st.)
A list of current members, as of June 1, 2021, will
be published on the SCNA website prior to the first
day of balloting. It is up to the individual members
to validate the information and to contact the SCNA
staff during regular business hours (as stated on the
website) prior to voting if the member believes that
he/she was omitted from the voting list in error so
that a correction can be made. Any SCNA members
in good standing may present evidence that there is
an error in the list of current members prior to the
voting and up to the closing of the election. Failure
to notify SCNA of an error in the voting list prior to
the closing of the vote is considered a waiver of the
member’s right to challenge the voting list or the
election. Failure to notify SCNA that the member is
not on the voting list prior to the closing of the vote
is considered a waiver of the individual’s right to
challenge the voting list or the election.
In keeping with the SCNA Election
Policy write-ins will be permitted for a
member whose name does not appear
on the ballot by writing in the name of
that member ONLY if the member being
written-in is a member in good standing
and has consented to serve if elected.
The consent to serve must be filed
before the election opens.
Each eligible member will receive an email
with all needed information for logging on to the
election system. If you do not have an email
address contact SCNA to make arrangements
for instructions on how to vote to be made
available to you.

News You Can Use
You Need More Folic Acid than You Think
New recommendations for women of childbearing age
The journey to becoming parents did not start as
an easy one for Chris and Alicia Jones of Conway,
SC.
“We suffered the heartache of miscarriage and
the unimaginable pain of burying our first born child,”
recalls Alicia.
In 2007, Joseph “Hamilton” Jones was born at just
over one pound and 12 inches. He had spina bifida,
hydrocephalus, and a heart defect. Hamilton passed
away just 2 hours and 40 minutes later.
“My husband and I were left choosing a small
white casket, not much larger than the size of a
shoebox for him to be buried in,” said Alicia. “It tore
our hearts out leaving the hospital without him.”
Spina bifida, along with anencephaly and
encephalocele, are classified as neural tube defects
(NTDs), anomalies caused by the failure of the
neural tube to close very early in development. In
the late 1980s, it was discovered that folic acid, when
taken as a supplement by women prior to and early
in pregnancy, could reduce the risk for these life
altering, and sometimes life threatening birth defects.
Since that time, the SC Birth Defects Prevention
Program at the Greenwood Genetic Center has
made it their mission to educate all women of
childbearing age on the importance of taking folic
acid.
“Over the past three decades we have had
much success in reducing the incidence of NTDs
in South Carolina, a state that once had the highest
incidence of these birth defects in the US.” said Jane
Dean, RN, Statewide Coordinator of the Program.
“These educational efforts, along with a surveillance
program, and folic acid fortification in cereal grain
flours have led to a 60% reduction in NTDs in SC.”
That translates to 70 healthy babies born each
year without an NTD.
Through educational campaigns including
billboards, brochures, social media, and attendance
at health and bridal fairs, the program encourages
all women of childbearing age to take 0.4 mg of
folic acid each day. Women who have had a prior
pregnancy affected with an NTD, like Alicia, are
instructed to take even more folic acid, 4 mg/day, to
prevent a recurrence.
“While we have been pleased with the declining
rate of NTDs in SC, we still continue to see
approximately 25 of these potentially preventable
birth defects in our state each year,” said Roger
Stevenson, MD, who oversees the prevention
program. “Failing to consider additional preventive
measures is simply not acceptable.”
Dean and Stevenson’s efforts to monitor NTDs
in SC, which were recently published in the Journal
of Pediatrics (226:186, 2020), led to the conclusion
that for women in a high-risk state like SC, folic acid
fortification in flour and grains does not provide
sufficient protection against many NTDs. Dean and
Stevenson suggest that the rate of NTDs might be
further reduced by increasing the folic acid dosage to
4mg per day, not only for those with a prior affected
pregnancy, but for all women of childbearing age.
“We shouldn’t wait until a family has suffered a
tragic loss, or a child is born with lifelong disabilities
if we can prevent the first one by suggesting a higher
dose of folic acid,” said Dean.
Higher doses of folic acid, a water-soluble B
vitamin, have been shown to be generally safe.
Potential side effects of higher doses such as
diarrhea, skin rashes, and sleep disturbances
have been reported in certain populations, along
with the potential to mask vitamin B-12 deficiency
and lowering the effectiveness of anticonvulsant
medications. (Eur J Clin Nutr 71:159,2017) However,
such risks are uncommon, and others have
suggested that these risks are overstated and there
should be no upper intake level for folic acid. (Public
Health Rec 39:2,2018).
Thus, the SC Birth Defects Prevention
Program proposes that the standard preventive
dose of folic acid for all women of childbearing
age be increased to 4 mg/day during the three
months prior to conception and the first month
after conception.
Currently, women on a typical diet receive
approximately 100-150 micrograms/day of folic acid
through fortification of cereal grain flours. Therefore,
the recommendation to use 4 mg/day of folic acid
remains the same whether or not the woman uses
folic acid fortified food products.
The additional supplementation should be
prescribed as folic acid alone, rather than by
increasing the number of multivitamins, as the
dosage of other vitamins may become excessive.
Women who experience any potential side effects
of high doses of folic acid should discontinue the 4
mg/day dose and return to a multivitamin with 0.4 mg
or a prenatal vitamin with 0.8 mg.
“Following the loss of Hamilton, I enrolled in
GGC’s NTD research program and began taking a
folic acid supplement, increasing my dosage to 4 mg/
day when we began planning to expand our family,”
said Alicia. “We are now the proud parents of three
healthy children, Brynleigh, Preston, and Ellieana.
We are thankful for the research of the Greenwood
Genetic Center and the efforts spent towards
supporting the families affected by genetic defects
and preventing them from occurring in the future.”
Prevention Program or to request a speaker or
Optimizing Tax Strategy & Charitable Giving with a
Donor Advised Fund
CONSIDERING YOUR OPTIONS
When developing a charitable giving strategy,
there are a number of approaches and solutions to
consider, depending on your unique circumstances.
It’s important to understand each of your options in
order to determine the strategy that aligns with your
best interest. Let’s take a look at one option that may
be worth considering—a Donor Advised Fund (DAF).
One of the advantages of employing the use of
a DAF in your charitable giving strategy is that, in
certain scenarios, it can be utilized to separate your
tax strategy from your charitable giving strategy.
Because you always receive the tax benefits of
contributing to a DAF in the year that the gift is made,
this makes a DAF a viable recipient for directing
charitable donations as part of your annual tax
strategy.
At the same time, the distributions from your DAF
to other charitable organizations can be made over
time, in some cases years after the initial gift is made
to the DAF. It is this space between the original
gift and the final distribution that allows for the
separation of tax and charitable planning. Let’s take
a look at three different scenarios to see how this
might work in the real world.
SCENARIO 1:
Mary needs to make a charitable tax
deduction this year, but hasn’t decided on a
designated charity.
In this scenario, our client Mary, is reviewing her
current tax situation with her accountant who has
determined that she should make a $25,000 gift
to charity in order to offset some of her income for
the current year. While Mary would like to make
this charitable donation, she doesn’t currently have
a relationship with any charities and, as a result, is
uncertain where to donate the gift. By donating to
a DAF before the end of the year, Mary receives a
current year tax deduction, then can take time to
research charities of interest to her while her original
gift continues to grow. Over time, she can advise on
how to distribute the funds within her DAF as she
determines charities that are of interest to her.
SCENARIO 2:
Mary needs a large charitable deduction this
year, but doesn’t feel comfortable donating a
large dollar amount to a single charity all at
once.
Mary typically gives to a few small, local charities
and has concerns about their ability to handle a
large donation as well as the perception should
she suddenly write them a large check. In this
scenario, let’s assume that Mary received a windfall
income this year and, as a result, her accountant
recommended a sizeable charitable donation of
$250,000 be made in order to offset some of that
income. Again, Mary can donate to her DAF this
year. Then over a series of years, she can advise
multiple smaller gifts be made to the charities of
her choice. Her privacy is maintained regarding the
windfall event, and the charities can continue to
operate normally without any potential disruption.
SCENARIO 3:
Mary would like to accumulate her annual
charitable gifts over a period of multiple years in
order to make a single, larger gift.
DAFs can also be used to accumulate many
years of smaller charitable contributions in order to
make a single, large donation. In this scenario, Mary
would like to make a sizeable donation to her alma
mater, perhaps with the intent of receiving larger
recognition than she otherwise would receive for a
smaller, annual gift. In this instance, Mary can make
her regular annual charitable contributions to her
DAF and let them grow within the account; then after
several years, when the balance is large enough,
Mary can advise that it be directed toward her alma
mater. With this larger, single gift, Mary can have
more impact than she otherwise might have with a
series of smaller, annual contributions.
A great benefit of incorporating a DAF into
your annual tax and charitable planning is that it
effectively allows you to separate the tax decisions
that need to be made this year from the process
of identifying and directing gifts toward charitable
beneficiaries. In doing so, you can focus on
optimizing your tax strategy in the current year, then
over time, optimize your charitable giving strategy
in a way that makes the most sense for you and the
final recipients.
MISSION OF THE BOARD OF NURSING
The mission of the State Board of Nursing for South
Carolina is the protection of public health, safety, and
welfare by assuring safe and competent practice of
nursing.
This mission is accomplished by assuring safe initial
practice as well as continuing competency in the practice
of nursing and by promoting nursing excellence in the
areas of education and practice. The Board licenses
qualified individuals as licensed practical nurses,
registered nurses or advanced practice registered
nurses. Complaints against nurses are investigated and
disciplinary action taken when necessary. Schools of
nursing are surveyed and approved to ensure quality
education for future nurses.
NURSE LICENSURE COMPACT(NLC)
New Jersey is allowing nurses who hold active,
unencumbered, multi-state licenses issued by Nurse
Licensure Compact member states to practice in New
Jersey under their multi-state licenses. New Jersey
plans to implement the NLC within their state later
this year (34th state), but an exact date has not been
determined. Guam passed the Nurse Licensure Compact
legislation in February becoming the first U.S. Territory
to do so and plans to implement in 2022 (date TBD). In
addition, Vermont passed legislation in 2021 with plans
to implement early in 2022 (date TBD). Most recently,
Pennsylvania and Ohio passed NLC legislation with dates
for implementation to be set for 2022 – 2023, bringing
the total number of states in the NLC to 37 (plus one US
Territory).
HAVE YOU MOVED?
Section 40-33-38(C) of the South Carolina Code of
Laws (Nurse Practice Act) requires that all licensees
notify the Board in writing within 15 days of any address
change. In order to not miss important time-sensitive
information, such as an audit notice, legislative updates
or other licensure information, be sure to notify the Board
immediately whenever you change addresses. You may
change your address on the Board of Nursing’s website
(www.llr.sc.gov/nurse). Choose “Change of Address via
Online Portal” under QUICK LINKS.
NOTE: Changing your address with the South Carolina
Nurses Association (SCNA) does not change your address
on your licensing records with the South Carolina Board
of Nursing.
HOW TO CHANGE YOUR PRIMARY STATE OF
RESIDENCE
In accordance with §40-33-1350 of the S.C. Code
of Laws, Compact rules and regulations will require
each nurse to declare in writing his/her primary state of
residence upon initial application and renewal of the
nursing license.
If at the time of licensure, the primary state of
residence was listed as a non-compact state (example:
WA, OR, NV, CA, OH, NY, etc.) and/or the prospective
licensee has not obtained a SC driver’s license, an
active single-state license in South Carolina was issued.
If the primary state of residence later changes to South
Carolina, a multi-state license may be obtained by
submitting a Declaration of Primary State of Residence
(PSOR) form available on the Board of Nursing’s website
(www.llr.sc.gov/nurse) under LICENSURE, “Applications
and Forms, under Miscellaneous Forms”.
The completed PSOR form should be sent to
NurseBoard@llr.sc.gov with one of the following items as
evidence of South Carolina residency: 1) South Carolina
driver's license with a home address; 2) South Carolina
Voter Registration card displaying a home address; 3)
Federal income tax return declaring the primary state of
residence as South Carolina; 4) Military Form # 2058 -
state of legal residence certificate. The Compact primary
residence rule does not apply to military nurses or nurses
in the federal government, unless they are working
outside of their military or government position.
HAVE YOU CHANGED YOUR EMAIL ADDRESS?
It is important to ensure that you receive information
sent out via e-mail and for renewal of licensure. To change
your email address, please email NurseBoard@llr.sc.gov
with the full name on your license, your license number,
your current email and your new email address. You may
also change your email address on the Board of Nursing’s
website (www.llr.sc.gov/nurse). Choose “Change of
Address via Online Portal” under QUICK LINKS.
CHANGING YOUR NAME ON YOUR NURSING
LICENSE
1. If you have had a legal name change, submit
your written request, along with a copy of the
legal document(s) (example: copy of marriage
certificate, divorce decree, court order, etc.) and
photo ID to LLR-Board of Nursing, PO Box 12367,
Columbia, SC 29211 or you can send the request
and documents by email to NurseBoard@llr.sc.gov.
Please indicate in your request whether you will use
your middle name or maiden name for your middle
initial or if you wish to hyphenate your name. Your
request will be processed in the order received
and updated on the website within 24 hours of the
SCAM ALERT
Scammers are targeting nurses, including here in
South Carolina, by sending them official looking letters
from Nursing Regulatory Bodies (NRBs) or other State/
Federal agencies. The scammers know the business
of the agencies and NRBs and are connecting with
the nurses using messaging such as “Your license is
suspended or will be revoked unless you connect back
with us and transfer funds to fulfill the financial obligation
related to this inquiry…”
1. If you receive a phone call, do not give out your
personal information during the call. Hang up, and do
not call the number back unless you have determined,
through research, that it is legitimate.
2. Do not reply to a text message asking for you to
call the number provided in the text to discuss your
imminent “suspension or revocation of your license.”
3. Do not reply to an email asking for personal
information.
4. Never call a number provided to you in a suspicious
letter or email.
5. Use your own verified numbers for contacting the
Board, Agency or NRB.
Be vigilant! If you receive a suspected scam call, email,
letter, etc., contact the Board or Agency directly.
