2021 Montana Nurses Association
2021 Highlights from the
Chief Executive Officer
Vicky Byrd, MSN, RN, Chief Executive Officer
Montana Nurses Association (MNA) is the recognized leader and advocate
for the professional nurse in Montana and comprised of registered nurses
including advanced practice registered nurses. MNA is a non-profit, member
driven organization that has been in existence for over 112 years. MNA is the
preeminent voice of the professional nurse in Montana at the local, state, and
national level. MNA represents and advocates for nurses in relation to nurse
competency, scope of practice, patient safety, workplace violence, professional
development/continuing education, safe staffing, and improved healthcare
delivery and access, just to name a few.
The MNA staff fiercely advocates for quality continuing education and nurses’ right to collectively
bargain, moreover, they are dedicated, loyal, and genuinely passionate regarding your profession and your
professional nurse association. MNA remains the sought-after voice for the professional nurse in Montana!
Be an Active Voice in your State Professional Nurse Association through Membership
MNA staff and nurse member leaders advocate and represent nurses through the professional association
with governing councils and committees. All registered and advance practice registered nurses can (and
should) belong to MNA, as it is first and foremost the professional association for all Montana nurses,
moreover, MNA also enjoys additional recognition of advocacy through collective bargaining (if applicable
to your situation). It is a professional commitment to our nursing profession as policy, practice, and work
environments are ever changing.
MNA Mission Statement: The Montana Nurses Association promotes professional nursing practice, standards,
and education; represents professional nurses; and provides nursing leadership in promoting high quality
health care.
MNA, as your advocate, in addition to our mission, identifies specific functions through governing bylaws.
Here are some highlights of those most relevant today:
✓ Promote through appropriate means, the standards of nursing practice, nursing education, and
nursing services
✓ Promote adherence to the Code of Ethics for Nurses established by ANA
✓ Propose and influence legislation, governmental programs, and state and national health policy
✓ Promote and protect the economic and general welfare of nurses
✓ Promote and provide for the continuing professional development of nurses
✓ Represent nurses and serve as their spokesperson with professional and community groups and the
public
✓ Represent nurses in collective bargaining and provide services to local units
✓ Maintain communication with members through official publications
✓ Assume an active role as a consumer advocate
✓ Provide for networking among professional nurses through contact with affiliate members
14
2021 Montana Nurses Association
Your MNA membership which includes an ANA (American Nurses Association) membership for all
members, an AFT-NHP (American Federation of Teachers-Nurses and Health Professionals) membership
for those nurse members joining through collective bargaining, and an AANP (American Association of
Nurse Practitioners) membership for our APRN members. Membership allows MNA to grow infrastructure
and resources to invest in appropriate personnel (professional development, labor, lobbyists, legal, and
health policy) for all professional nurses in Montana. MNA additionally invests resources back into the nurse
members, financing their attendance to local, state, and national conferences and providing member support.
Montana Legislature 2021
Montana Nurses Association (MNA) hosted a ZOOM legislative townhall, COVID 19 from the Front
Line on December 16th, 2020. The townhall featured 4 Montana Nurses who regularly care for
COVID 19 patients and legislators were educated on priorities for nurses across the state. MNA was
pleased that 56 individuals from both sides of the aisle registered and attended this event.
MNA created our first ever SWAT team (Special Workforce Advocacy Team). This legislative SWAT
team was made up of nurses who were interested in serving on the 2021 MNA legislative SWAT
team. Nurses are the most TRUSTED experts and the key constituency in our community. Nurses are
respected as professionals and bring the power to shape nursing care and healthcare policy impacting
your working conditions and your patients. The legislators wanted and needed to hear from the
nurses and because of your calls, emails, and zoom testimony, our SWAT team made a hug difference
in the 2021 legislature. Thank you!!
MNA passes another law!!
HOUSE BILL #495 sponsored by Mary Caferro
MNA advocated for SB 94 from 2019 legislative session: “Signature Authority for Advanced Practice
Registered Nurses.” Signature authority of certified registered nurse practitioners. – When a provision of law
or administrative rule requires a signature, certification, stamp, verification, affidavit, or endorsement by a
physician, the requirement may be fulfilled by an advanced practice registered nurse practicing within the
scope of the advance practice registered nurse’s certification; provided, however, nothing in this section shall
be construed to expand the scope of practice of nurse practitioners.
SB 94 was passed and signed into law 2019
• APRNs provide healthcare (often the only provider in rural areas) through independent practice
however even with the passage of SB 94 due to outdated code and paperwork they have often not
been recognized as having the ability to sign many required documents.
• When a signature is required on a healthcare form, some APRNs have been forced to print off the
statue (SB94) and attached it to the document that is within their scope to sign or certify.
• This obstruction delays care, reimbursement, adds costs, impairs access and could compromise
continuity of quality patient care.
• When conducting a quick review of the statutes, there are over 277 statutes that need reviewing and
“cleaned up” as they do not reflect current practice.
15
2021 Montana Nurses Association
HB 495 was passed and signed into law 2021
MNA continued to push back on any anti-public health legislation and anti-worker (Right to Work) legislation
and any legislation that tried to redefine medical, nursing, and healthcare practice. Please see all of our
updates from the session on our legislative page on our website at www.mtnurses.org.
Covid-19 Global Pandemic
Covid-19 pandemic has brought a new reality to MNA. Our educational offerings and meetings transitioned
quickly to online via Zoom, GoToMeeting, and other digital platforms, keeping our staff and members as safe
as possible and have continued to do so to date. MNA has learned a lot from this transition, and we will be
rethinking our advocacy and representation processes to work smarter and not harder.
Historically, the Montana Nurses Association (MNA) has strongly supported immunizations to protect the
public from highly communicable and deadly diseases such as measles, mumps, diphtheria, pertussis, and
influenza, moreover, has supported appropriate evidence-based vaccination policies for registered nurses
and health care workers. Under certain circumstances, MNA understands the need for mandatory vaccines
(exemptions noted below), especially due to the several recent and significant measles outbreaks in the
United States, as well as the global pandemic of COVID-19.
Effective protection of the public health necessitates that all individuals who are able to do so receive
immunizations against vaccine-preventable diseases according to the best and most current evidence
outlined by the Centers for Disease Control and Prevention (CDC) and the Advisory Committee on
Immunization Practices (ACIP). Accordingly, all health care personnel (HCP), including registered nurses
(RNs) and advance practice registered nurses (APRNs), should be vaccinated according to current
recommendations for immunization of HCP by the CDC and Association for Professionals in Infection
Control and Epidemiology (APIC).
MNA Press Statement August 20, 2021
Montana Nurses Association (MNA) is the recognized leader and advocate for the professional nurse in
Montana, representing over 3,000 RN (registered nurse) and APRN (advanced practice registered nurse)
members. MNA promotes professional nursing practice, standards, and education; represents professional
nurses; and provides nursing leadership in promoting high quality healthcare.
MNA recognizes that it will take all of us working together to control the spread of the Covid virus.
The Centers for Disease Control (CDC) uses the best science and data available at the time to protect the
American people, knowing this is ever changing as the virus is evolving. The CDC recently announced that
vaccinated Americans living in areas with high or substantial coronavirus transmission should wear masks
while indoors in public areas. The current data suggests that infections and hospitalizations occur in a very
small proportion of those who are fully vaccinated, but vaccinated people can spread the virus to others.
Bringing back masks for vaccinated people, especially while indoors, reduces the risk that a person with
a breakthrough infection will infect an unvaccinated person, who remains at a much higher risk of serious
illness or death (Unvaccinated Americans make up the overwhelming majority of hospitalizations and deaths
across the country). While it is impossible to know who is vaccinated and who is not, let’s take care of each
other and our state by wearing masks. Covid related hospitalization data from the past eight weeks from
June 5 to July 30 shows that 89% of Montanans who were hospitalized had NOT received the Covid vaccine.
16
2021 Montana Nurses Association
Masks, handwashing, and social distancing remain the easiest, most non-invasive methods to help stop the
spread of Covid. Let’s keep our state open by simply asking those who are not vaccinated to wear a mask,
and for those who are vaccinated, to kindly wear a mask while indoors in the public.
As Montana is currently experiencing an increase in Covid infections, hospitalizations, and deaths, let’s act
now to prevent further outbreaks. Encourage your family and friends to get vaccinated, wear a mask, and
minimize the risk of Covid transmission. With the arrival of the Delta variant, the risk for children is rising.
Hospitals are struggling to find nurses, even beds and oxygen as the Delta variant surges. MNA is concerned
about the many variants and encourages all Montanans to get vaccinated who can do so.
The Covid vaccines continue to be remarkably effective in reducing risk of severe disease, hospitalization, and
death, even against the widely circulating Delta variant. .MNA anticipates FDA authorization of the Covid
vaccine very soon and this should encourage more Montanans to get vaccinated. When science speaks,
MNA listens.
MNA continues to ask Governor Gianforte, Lt. Governor Juras, and our elected officials to lead us
through this pandemic with respect and support for our public health professions by endorsing their
recommendations, and supporting all of our healthcare providers and stakeholders who use science and
evidence-based data to provide the best public healthcare for all of our citizens.
MNA simply asks that everyone in (or visiting) Montana get vaccinated for those that can, please wear a
mask especially if unvaccinated, and kindly wear a mask (vaccinated or not) in public areas.
Keep Montana, your Montana healthcare workers, and fellow Montanans safe…
MNA kindly asks, get Vaccinated and Wear a Mask!
Relevance of Belonging to your State Professional Nurse Association
MNA is committed to the nurses and nursing profession in Montana and will always need the nurses’
commitment to keep it strong and dynamic, furthermore, to make decisions that will safeguard the future
of the nursing profession. Activism is not for everyone but as nursing professionals, we must invest in our
professional organization to ensure the infrastructure remains intact to carry our voices in all things that touch
patients and nurses.
Quoting one of our most beloved nurse’s, the late Mary Munger, RN: It is one thing to have been educated
and licensed as an R.N., another to be employed as an R.N., but the mark of a real professional is a love for
and interest in, what is happening to that profession, and a commitment to help it. Without taking this third
step, without identification as a member of the professional nursing organization, many nurses are merely
draining the good from the profession without adding their share to keep it strong and dynamic. (Munger, M.
(n.d.). Membership: A professional commitment. Letter.)
MNA has a new Advocacy page and MNA in the News page so you can see what MNA is doing for all the
nurses across the state of Montana. MNA has been around for over 100 years and will be for 100 more. The
professional nurse association is proud to exist for you.
2021 Montana Nurses Association
Council on Professional
Development 2021
Annual Report
Kristi Anderson, MN, RN, NPD-BC, CNL
Director of Professional Development &
Gwyn Palchak, BSN, RN-BC, ACM
Chair, Council on Professional
Development
The overarching goals of the Council on Professional Development are congruent with the mission
of MNA – to promote professional nursing practice, standards, and education and to provide nursing
leadership in promoting high-quality health care. Specifically, these goals are:
1. Provide quality continuing nursing education/professional development that supports the mission of
MNA, following guidelines as an accredited provider by the American Nurses Credentialing Center’s
Commission on Accreditation.
2. Approve educational activities and provider units that support nursing professional development and
improvement in patient care, following guidelines as an accredited approver by the American Nurses
Credentialing Center’s Commission on Accreditation.
As required by accreditation criteria, there are outcome measures associated with both provider and
approver unit operations. Increasingly, there is emphasis on validating the importance of continuing
nursing education in improving the professional practice of nursing. Evidence of the excellence of our
work in this area includes designation of Accreditation with Distinction of our accredited provider and
approver units.
Council on Professional Development:
The Council meets twice a year for meetings in addition to conference calls for new member orientation
and other issues as required. Some members of the council focus on provider unit operations and
activities; other members serve as peer reviewers for the approver unit. Peer reviewers undergo initial
education and testing, as well as periodic validation of competence to ensure their ability to assess
applications congruently with peer reviewers across the United States and appraisers in the ANCC Primary
Accreditation Program. Some of our peer reviewers are not members of the Council but have extensive
experience as nurse planners in their own organizations.
Approver Unit:
The MNA Accredited Approver Unit accepts applications from both individual activity applicants and
organizations wishing to be approved, or to continue their approval, as providers. Individual activities
are approved for up to two years once all accreditation program criteria have been met. Provider units
are approved for up to three years, with authority to design, implement, and evaluate their own activities
under the leadership, direction, and accountability of a Primary Nurse Planner during that period of time.
The Approver Unit monitors quality and outcomes from both individual activity and approved provider
data in accordance with accreditation program criteria. Our approver unit is recognized as a leader by
19
2021 Montana Nurses Association
ANCC’s Nursing Continuing Professional Development Accreditation Program, resulting in receipt of
referrals for applicants from around the country and around the world. The approver unit operates under
the leadership of the Accredited Approver Program Director, who also serves as the MNA Director of
Professional Development. We currently have 35 approved providers and approve approximately 165
individual activities per year.
Provider Unit:
The MNA Accredited Provider Unit is accountable for planning, implementing, and evaluating all
continuing nursing education offered by MNA. This includes annual events such as the Transition from
New Graduate to Professional Nurse workshop, the APRN Pharmacology Conference, Nurse Advocacy
Retreat, Provider Update workshops, Convention, and the interprofessional Seamless Health Care for
Our Veterans conference. Additionally, the provider unit offers a number of in-person and web-based
educational activities. While the main target audience of provider unit activities is MNA members,
educational activities are open to all nurses interested in our events. The www.cnebymna.com web site
is populated with independent study opportunities in the areas of professional development, clinical
practice development, and continuing education provider education. The provider unit operates under
the leadership of the Accredited Provider Program Director, who also serves as the MNA Director of
Professional Development.
Continuing education continues to be a major benefit to membership and provides numerous
opportunities for nurses to enhance their professional development as learners, faculty, authors, peer
reviewers, and activity planners. Additionally, as part of MNA’s commitment to improve the professional
development of our members and volunteers, we support the participation of members of our Council on
Professional Development in national professional development events. In 2021, one member will attend
the Association for Nursing Professional Development’s annual conference and one member will attend
the ANCC Nursing Continuing Professional Development Symposium.
A continued focus is on supporting the professional development of nurses through certification. MNA is
contracted with ANCC to use the Success Pays ® program, offering an incentive to MNA members to take
the certification examination at no cost – the fee is paid only if/when the nurse passes the examination.
Our agreement with ANCC requires that a minimum of 20 RNs successfully apply for certification within
the 12-month contract.
Evidence clearly supports the value and importance of nursing professional development to sustain
lifelong learning and contribute to the nurse’s ability to be successful and effective as a clinician, educator,
researcher, or administrator. We are proud to support professional development through our nationally
recognized accredited provider and approver units.
2021 Labor Department Annual Report
Robin Haux, BS, Labor Program Director
As 2022 is just around the corner, I am excited to provide you with an update
and report on your MNA Labor Department. Our department priorities continue
to be protecting our ability to collectively bargain, improve member engagement,
organizing members (both internal and external), and labor education. We
encourage each of our members to reach out to just ONE new nurse and
share with them why they value their own professional nurses’ union. Engaging
our younger (and newer) nurses will be key to improving and retaining the
professional nurse collective voice and improving results at the bargaining table.
A labor organizer is a new position to MNA and to address our organizing needs and goals, we are excited
to welcome our newest Labor Team member, Makenna Sellers, MNA Labor Organizer. Her focus will
be to bring new nurse orientations to all our local bargaining units, assist our labor representatives with
improving internal bargaining unit leadership structures, improve membership in our open shop local
units, and identify and organize new external nurse members.
Your MNA Labor Representatives, Amy Hauschild, RN-BSN and Leslie Shepherd, RN-BSN continue to
represent and assist all our local bargaining units. MNA labor team has negotiated multiple contracts and
improved many aspects of our collective bargaining agreements. We do currently have an open labor
representative position and it is currently posted on our website (email me at robin@mtnurses.org if you’re
looking for a fun and rewarding position ☺).
The COVID-19 pandemic has drastically changed how MNA works to assist our local units and we have
definitely embraced this new, and accepted, virtual world. We have excelled in representing our members
during this pandemic. A positive side-effect has been how available our staff can be virtually, and this will
be an approach we will continue to use far beyond COVID-19.
An important component to embracing our virtual world will be our ongoing investment into technology,
educating our nurses, and encouraging member participation. Our nurses have the ability to participate
from wherever they may be (home in their pajamas ☺) and this has been an exciting engagement tool.
As a collective bargaining unit nurse, your engagement is of the utmost importance to being successful
at the bargaining table. Participate in meetings and surveys, support your bargaining teams, and stay
engaged! This action can be as simple as providing food for your bargaining team, to helping distribute
support stickers or badges, or signing a petition, or any other idea your local creates! Every action helps
build your voice! Advocacy through bargaining and collective action can, and does, make meaningful
impacts at the bargaining table. As MNA continues to strengthen our collective bargaining contracts,
we continue to improve the workplace for our nurses. Over the next year, MNA will be providing new
education for officers, grievance and resolution training, and new member orientation. We look forward to
seeing all of you either by web camera or in person!
As you are all aware, the 2020-2021 legislative session brought a massive attack on collective bargaining.
MNA joined the Montana Unified coalition to coordinate efforts to defeat all the “No Rights at Work”
(Right to Work-anti collective bargaining) bills and we were successful. We know this attack will continue
21
2021 Montana Nurses Association
in the next session and we encourage all of you to educate yourself on the background of this national
attack on all unions. In 1967, Mary Munger, RN, a long-time RN and MNA member, successfully
passed the “Blue Eyed Nurse Bill” which gave Montana professional nurses the RIGHT to organize and
collectively bargain to improve their wages, working conditions, and the ability to provide high quality
patient care. We need to protect this important legislation and protect the work of Mary Munger, RN.
Please email info@mtnurses.org for how you can assist and join our Special Workforce Advocacy Team
(SWAT). It is as simple as learning how to email/record a message to a legislative committee or specific
legislator. Nurses MUST speak for nursing issues. Additionally, we need to collectively protect our public
health department’s experts and abilities to protect our communities.
Remember to follow us on Twitter at @MTnurses and like us Facebook. Please regularly visit the MNA
website (www.mtnurses.org) for important updates and visit our new Legislative Corner. Thank you for all
the work each of you do every day advocating and caring for patients across Montana!
2021 Montana Nurses Association
2021 Membership Report
Jill Hindoien, BS Chief Financial Officer
The Montana Nurses Association (MNA) has taken a leadership role in
shaping the future of nursing in Montana and all RN’s are taking notice. The
Montana Nurses Association membership numbers remain strong with 2425
collective bargaining members, 200 non-collective bargaining members,
and 35 retired members. MNA also has a shared membership category
with MFPE. RN’s who are members of the Montana Federation of Public
Employees also receive a membership to MNA. Currently MNA has 155
shared members. Through MNA all RN’s have a collective voice impacting
the future of their profession and patients.
The MNA public sector RNs have remained loyal and supportive of their professional association and
have shown great respect and support for the collective bargaining process. MNA represents seven public
sector facilities with over 70 collective bargaining members. These public sector nurse members value
their collective voice and are sticking with their professional association through their union.
MNA is listening and making changes as requested by our members. MNA now provides an AANP
(American Association of Nurse Practitioners) membership to all APRN members. If you are an APRN
with an MNA membership, please let us know. We will sign you up for an AANP membership at no
additional charge. Also, many members are taking advantage of the professional reduced membership
rate offered by MNA. Members who have just graduated and received their initial RN licensure, members
who are 65 year of age or older, and members who are currently in a full-time study program working
towards a higher degree can all receive this “Professional Reduced Rate” benefit.
MNA is continually working to improve our membership database to provide accurate and up-to-date
information. If you have any changes to name, mailing address, personal e-mail address, phone number,
or employment status, please contact MNA at 1-406-442-6710 or e-mail jill@mtnurses.org.
Thank you for your membership in your professional nurses association
Greetings to all from District 6. We hope that the year 2021 was better for everyone.
Normally we have a meeting post-convention. However, we only had 4 members who could attend the
October 2021 Zoom meeting, so we held an informational and early planning session. Tentative meeting
dates were discussed so that the information could be sent to the District 6 members for input.
Our February 2021 Zoom meeting was attended by 9 members in three cities in District 6. The elected officers
who began their 2-year terms in January are Arlys Williams, President and Katie Kimberling, Secretary. The
district members were updated on the legislative bills MNA was following and reminded to watch MNA’s CEO
Vicky Byrd’s weekly video updates for the legislative session. District 6 members were also reminded that The
Pulse is available online and information about upcoming educational opportunities can be found on the MNA
website. President Williams shared various websites which have information about current healthcare topics.
June’s meeting found us at Boston Pizza in Great Falls with 5 members able to attend in person and one
member able to access the conference call. Final Legislative Updates were reviewed and discussed. District
6 members felt MNA did a better job communicating with the membership during this legislative session.
Nominations for District 6 vice president, treasurer, and delegates to the 2021 MNA House of Delegates were
closed during this meeting. Ideas were discussed and plans begun for District 6 to be the host district for the
2021 MNA Convention. President Williams shared information with those present about ICAN (the Informed
Consent Action Network) and Dr. Fauci’s emails which had been released because of a FOIA request.
Our meeting in August will be in Havre. We will be finalizing our host district plans for the 2021
Convention. Hope to see all of you in Helena in October.
