voucher scheme to<br />
encourage patrons to get<br />
double jabbed against the<br />
virus.<br />
About 75 people took<br />
advantage of the scheme at<br />
the pub’s weekly club night<br />
on Tuesday last week.<br />
Upon showing their<br />
Covid-19 vaccine record<br />
card, patrons get the card<br />
laminated and receive a $10<br />
voucher to spend on food<br />
and drink at the hotel.<br />
President of the Lincoln<br />
Club, which operates the<br />
hotel, Lynn Townsend,<br />
said vaccination was the<br />
only way forward out of<br />
the financially devastating<br />
pandemic.<br />
“It’s all about encouraging<br />
people to go and get double<br />
jabbed,” Townsend said.<br />

ahead in a reduced format in<br />
the face of Covid-19 alert level 2<br />
restrictions.<br />
Organisers are disappointed<br />
they can’t hold the special event<br />
in its full glory, after having to<br />
postpone it from last year.<br />
Yet they have managed to<br />
salvage some of the show in<br />
spite of alert level 2, which last<br />
week resulted in the cancellation<br />
of the famed Canterbury A&P<br />
Show for the second year in a<br />
row.<br />

There will be no trade sites,<br />
displays, entertainment or food<br />
stalls. In addition, a number of<br />
sections have been cancelled.<br />
They include shearing, cooking,<br />
hand craft, art, flowers, school<br />
classes (sheds only), wearable<br />
arts, <strong>Selwyn</strong>’s Got Talent and the<br />
Top Team Challenge. A full refund<br />
of entry fees in these classes<br />
will be given after show day.<br />

it was good to see strong entries<br />
in the class, which was one he<br />
and fellow organisers focused on<br />
as they aimed to commemorate<br />
the district’s pioneering days.<br />

POLICE recovered building<br />
materials and tools stolen in more<br />
than 20 burglaries from a Darfield<br />
address last week.<br />
Senior Sergeant Stephen McDaniel<br />
said officers spent Wednesday<br />
and Thursday at the house, going<br />
through tens of thousands of dollars<br />
of items to link them to those<br />
which had been reported stolen.<br />
They included windows, doors<br />
and other buildings supplies, as<br />
well as tools.<br />
“A lot of good work was done by<br />
the officers,” McDaniel said.<br />
“When property is stolen we need<br />
to be able to identify it.”<br />

Young took up a six-month job<br />
as a farmhand on a Southbridge<br />
sheep and crop farm, hoping to<br />
ultimately get back to hospitality.<br />
“I’m very much a people person,<br />
I like to meet all different<br />
walks of life, no two days are the<br />
same,” Young said.<br />
Young started in his new role at<br />
the Grouse last month. He said it<br />
was great to see so many patrons<br />
come on board with the hotel’s<br />
reward voucher initiative.<br />
“We have had nothing but positive<br />
feedback,” he said.<br />

Club has a new life member –<br />
Jock Baylis. Baylis was awarded<br />
life membership at the club’s<br />
annual general meeting last<br />
month, following retiring from<br />
the role of director, and also<br />
treasurer, which he held for about<br />

Little support for Prebbleton expansion<br />

PREBBLETON residents have<br />
come out in opposition to the<br />
first of three plan changes which<br />
could see the township increase<br />
in size by 80 per cent.<br />
The district council has<br />
recently summarised 46<br />
submissions received for the<br />
Plan Change 72 rezoning<br />
application. The period for<br />
further submissions closes 5pm<br />
today.<br />
The submitters made about<br />
190 points, the vast majority<br />
opposing PC72. If approved,<br />
the application, from Trices Rd<br />
Rezoning Group, would enable<br />
about 290 residential lots on<br />
28ha south-west of the township,<br />
generally located between Trices,<br />
Birchs, and Hamptons Rds.<br />
Submitters’ concerns included<br />
increased traffic congestion on<br />
Birchs, Trices and Springs Rd,<br />
loss of rural village qualities, loss<br />
of peace and quiet, loss of existing<br />
vegetation and pressure on<br />
infrastructure.<br />
Submitters included the<br />
Christchurch City Council,<br />
Environment Canterbury, the<br />
Ministry of Education and<br />
Waka Kotahi NZ Transport<br />
Agency. The city council and<br />
ECan opposed the application.<br />
The ministry opposed it in<br />
part, referring to concerns from<br />
Prebbleton School on Springs Rd<br />
about traffic congestion along<br />
the road, as well as the need for<br />
an additional primary school.<br />
Waka Kotahi neither supported<br />
nor opposed the application,<br />
but expressed concerns about<br />
increased commuter traffic and<br />
limited planning for public<br />
transport.<br />
Prebbleton Community Association<br />
neither supported<br />
nor opposed the application,<br />
but expressed concerns about<br />
increased traffic. It wanted to be<br />

are PC68, for 820 sections, and<br />
PC78, for 400 sections. Submissions<br />
closed yesterday for PC68,<br />
while PC78 is yet to be accepted<br />
by the district council for public<br />
notification.<br />
If all three Prebbleton plan<br />
change applications were<br />
approved in their entirety after<br />
the submission and hearings<br />
process, there would be a total of<br />
1510 new homes. This would be<br />
an increase of about 80 per cent<br />
on the district council’s estimate<br />
of about 1850 dwellings in the<br />

THE DISTRICT council will<br />
decide whether to reduce the<br />
number of councillors from 11 to<br />
10 after considering submissions at<br />
its meeting today.<br />
Fourteen submissions were received<br />
on the proposal, as part of its<br />
six-yearly representation review.<br />
The proposal includes retaining<br />
the district’s four wards,<br />
but changing the existing ward<br />
boundaries, with the largest<br />
change seeing West Melton move<br />
into the Malvern Ward.<br />
Eight of the submitters were in<br />
opposition. They included the West<br />
Melton Residents Association,<br />
which said West Melton was more<br />
aligned to Rolleston than Darfield,<br />
and the Rolleston Residents’ Association,<br />
which said it did not<br />
support the “ splitting off areas that<br />
look to Rolleston.”<br />
The majority of submitters supported<br />
a second consultation point<br />
of retaining the Malvern Community<br />
Board, with just three against.<br />
This proposes the board having a<br />
third subdivision of West Melton<br />
added to the existing subdivisions<br />
of Hawkins and Tawera.<br />
The district council will consider<br />
a final report at its scheduled<br />
meeting on <strong>October</strong> 27.<br />

Mixed reaction to 30km/h speed limit call<br />

have had a mixed reaction to<br />
reducing the speed limit on the<br />
main Lincoln thoroughfare.<br />
Lincoln Community Committee<br />
members have been<br />
consulting on whether to reduce<br />
it from 50 to 30km/h, from New<br />
World Supermarket through to<br />
the Liffey bridge.<br />
While the district council is<br />
planning a major upgrade of<br />
Gerald St starting in 2027,<br />
committee members are<br />
concerned about the danger to<br />
pedestrians and cyclists in the<br />
meantime.<br />

had close calls while crossing<br />
the road at the nearby Gerald St<br />
pedestrian crossing, as a small<br />
proportion of motorists did not<br />
stop.<br />
“You just have to be so cautious<br />
and careful when you cross<br />
that road,” Wills said.<br />

THE IMPACT of cannabis use<br />
among expectant mothers is<br />
the focus of ground-breaking<br />
research led by a genetics expert<br />
at Canterbury University.<br />
Funded by the Canterbury<br />
Medical Research Foundation,<br />
the year-long study aims to determine<br />
whether using the drug<br />
during pregnancy can lead to<br />
health effects already associated<br />
with tobacco.<br />
West Melton’s Dr Amy Osborne,<br />
a senior lecturer in the<br />
School of Biological Sciences, has<br />
already established that heavy<br />
cannabis use has an impact on<br />
human DNA, with the effect<br />
stronger in people who also<br />
smoke cigarettes.<br />
That research, published in<br />
May last year, has been followed<br />
by this US-inspired probe to discover<br />
if a woman’s cannabis use<br />
can alter their offspring’s DNA.<br />
“We know smoking tobacco<br />
during pregnancy is harmful,<br />
but the problem is a lot of people<br />
are using cannabis for morning<br />
sickness because they think it’s<br />
safe,” Osborne said.<br />
“In the US it’s also being<br />
used as an opioid replacement<br />
therapy for pregnant women, a<br />
replacement for hard and more<br />
illicit drugs: ‘You’re not going<br />
to do heroin while you’re<br />
pregnant, but here, have some<br />
cannabis’.”<br />
Osborne said some of the<br />
research Stateside assessing<br />
the effects of cannabis use during<br />
pregnancy revealed some<br />
behavioural impacts similar to<br />
tobacco.<br />
Her latest study, which starts<br />
this month, dovetails with DNA<br />
data already available through<br />
the Christchurch Health and Development<br />
Study, an investigation<br />
which started more than 40<br />
years ago and originally included<br />
1265 people.<br />

DNA data from cannabis users<br />

among that cohort, CMRF<br />
backing worth $100,000 now<br />
enables the Londoner and two<br />
staff to access data from mothers<br />
and their offspring held at the<br />
University of Bristol in the<br />
United Kingdom.<br />
The UK data is vital because it<br />
covers DNA from the parent and<br />
their children because the CHDS<br />
information doesn’t include the<br />
parents.<br />
“We can use the UK data to inform<br />
what we’d be looking for in<br />
the New Zealand cohort. We can<br />
streamline what we’re looking<br />
for so it means we’re more likely<br />
to get a better idea of what’s happening<br />
at the molecular level,”<br />
Osborne said.<br />
“In New Zealand our sample<br />
sizes are a lot smaller so if<br />
we want to statistically show<br />
associations – and it’s all about<br />
statistical power in genetics –<br />
the more samples you have the<br />
more likely you are to detect<br />
something.”<br />
Ultimately, Osborne would<br />
like to develop a mine of information<br />
from pregnant New<br />
Zealanders.<br />

“It would be amazing. We<br />
haven’t explored that as an option<br />
yet but depending on what<br />
we find it may be that’s naturally<br />
where our research goes. Then<br />
again that requires clinicians,<br />
epidemiologists, nurses and a lot<br />
of people recruiting as well,” she<br />
said.<br />
Osborne emphasised the study<br />
was impartial regarding cannabis.<br />
“We’re not trying to say ‘cannabis<br />
is bad for you or cannabis<br />
is good for you’. It’s really important<br />
to make the distinction<br />
that this is basic biology, basic<br />
biological research,” she said.<br />
“What we’re trying to do is understand<br />
a little bit more of the<br />
impacts it (cannabis use) might<br />
be having.<br />
“Whether that’s the detrimental<br />
impacts that come with<br />
long-term use or whether it’s<br />
the medicinal and therapeutic<br />
impacts, we just don’t know.”<br />
Osborne said while cannabis<br />
use can be detrimental for heavy<br />
users, it could be beneficial<br />
regarding pain management, the<br />
treatment of chronic illnesses<br />
and end of life care.<br />
“If we can put some<br />
empirical meat on the bone<br />
and understand a bit about the<br />
molecular pathways that may<br />
or may not be involved we can<br />
start to understand a lot more,<br />
she said.<br />
“Without doubt, it was the<br />
capital gain that sold us...<br />
..but it was more than that. The value of what we could<br />
get here - three bedrooms, a double garage,<br />
so I could have my workshop, and a small garden<br />
to keep Diane, my wife, happy...well, we just knew<br />
it was the one.”<br />

Sheep milk something to bleat about<br />
A CHILD WITH food allergies<br />
and dairy intolerance has led a<br />
Kirwee couple to start milking<br />
sheep.<br />
Matt and Tracey Jones were<br />
so impressed by the difference<br />
sheep milk made for their<br />
daughter they embarked on<br />
their new venture and have since<br />
created a skincare range using<br />
the milk. The farming couple are<br />
about to unveil a range of bottled<br />
pasteurised milk and farm-made<br />
cheese.<br />
The Jones’ milk about 600<br />
sheep on the property. Just across<br />
from the milking platform they<br />
have built a milk processing and<br />
cheese-making factory.<br />
Farm manager Juan Cavallotti<br />
is also the head cheesemaker.<br />
The Uruguayan dairy specialist<br />
came to New Zealand on a<br />
training programme but never<br />
went back.<br />
“The first day I was here I went<br />
to work on a farm and I met my<br />
actual partner. Twelve years later<br />
we have a couple of kids and we<br />
are getting married in February,”<br />
he said.<br />
Cavallotti started working for<br />
the Jones’ three years ago. Prior<br />
to that, he was working on dairy<br />
farms.<br />
“One of the things with the<br />
cow dairy industry is that even<br />
though you might be a great<br />
manager you’re just one more<br />
fish in the pond, but doing this is<br />
something new,” he said.<br />
Cheesemaking is in his blood.<br />
His family, with roots in Northern<br />
Italy, started making cheese<br />
over a century ago.<br />
“I have a very, very old Italian<br />
cheesemaking book that was<br />
what the Cavallotti used to use,”<br />
he said.<br />
The Jones’ have recently<br />
teamed up with four other local<br />
sheep milk suppliers and Cavallotti<br />
says he expects to process<br />
up to 3000-litres a day at the<br />
peak of the season.<br />

factory here and I will be a busy<br />

Over the past couple of years,<br />
Cavallotti has developed a<br />
range of cheese. The first to go<br />
to market will be his Havarti<br />
and Gouda which will initially<br />
be sold in New World and Four<br />
Square supermarkets in the<br />
South Island.<br />
The pasteurised sheep milk<br />
will be sold in 450ml bottles and<br />
will retail for about $5, Jones<br />
said.<br />
“I don’t believe it’s going to<br />
take many years before people<br />
will buy this in preference (to<br />
cow’s milk) because of the goodness<br />
of the milk and the benefits<br />
to the environment.”<br />
The cheese and milk will be<br />
sold under The Jones Family<br />
Farm brand.<br />
The couple launched their<br />
Sabelle sheep milk skin and body<br />
care products last year.<br />

With the Minister stating in<br />
the house the case for change<br />
is convincing and compelling<br />
even without all the relevant<br />
information being available – the<br />
(misleading) advertisements<br />
on TV and elsewhere, the nontoo<br />
subtle attempts to bully<br />
councils by insisting on short<br />
deadlines and early decisions<br />
(again without all the detail),<br />
gives a clear impression of a<br />
deliberate attempt to create an<br />
air of inevitability regarding this<br />
proposal.<br />
The only barrier to this<br />
Government not arbitrarily<br />
directing change as is happening<br />
with the health sector is local<br />
ownership of the Three Waters<br />
assets.<br />
It is vital we retain not just<br />
ownership but the management<br />
of these services. The provision<br />
of water services by this council<br />
is one of the best in the country.<br />
The Three Waters proposal<br />
may be attractive to some other<br />
councils who have mismanaged<br />
theirs and see this as a way to<br />
get off the hook, but for <strong>Selwyn</strong><br />
it would be a retrograde step<br />
which once taken would be<br />

It amazes me that a Minister<br />
of Government, Nanaia<br />
Mahuta, can state “that the<br />
case for change is proven and<br />
compelling” when talking about<br />
Three Waters.<br />
This has all started when<br />
councils have allowed their water<br />
treatments to get behind. I am<br />
not criticising them, as this can<br />
happen to any councils who do<br />
not have the money to upgrade<br />
their systems due to slower<br />
growth, therefore fewer rates.<br />
It would be a far cheaper<br />
option for the Government to<br />
help those struggling councils<br />
(with finance) to upgrade and<br />
leave those who can afford it<br />
to keep their systems running<br />
smoothly.<br />
The larger councils, for<br />
example <strong>Selwyn</strong>, have proven<br />
that they can successfully<br />
keep their Three Water assets<br />
upgraded – so that is what is<br />
known as “proven”. A new idea is<br />
not “proven nor compelling”.<br />
My money goes into<br />
taxes whether it is local or<br />
government. I am happy to<br />
pay every year to my council<br />
for keeping our water assets<br />
updated.<br />
I am also happy for my<br />
government tax to help upgrade<br />
the smaller councils so that they<br />
can go ahead in the future. I<br />
am not happy with constantly<br />
funding other councils which is<br />
what will happen if we become<br />
a sole business of Three Waters<br />
that covers all the South Island.<br />
After all, we are all different<br />
with our land and water<br />
resources, you cannot lump us<br />
all and level us all out.<br />

Construction on Springs Ward<br />
reserve begins<br />
Work on a new 22 hectare park in Springs has begun.<br />
The reserve on Birchs Road between Prebbleton and Lincoln will feature a new dog park, sports<br />
fields, carparking, wilderness areas and bike tracks and be constructed in stages over the next<br />
five years.<br />
<strong>Selwyn</strong> companies McLenaghan Contracting and Johnstons Civil Limited have been awarded the<br />
contract to build the first stage of the park, a 10 hectare area which is expected to open to the<br />
public in spring 2022.<br />
This will include construction of numerous off road and sealed bike tracks, complete with<br />
jumps and a snake run. The tracks will be a similar style to those at Bottle Lake Forest or the<br />
Christchurch Adventure Park.<br />
There will be a dog park with a set aside area for small dogs, and three full and one half-sized<br />
sports fields built. The sports fields will have lighting installed.<br />
The Council will begin further consultation in the next month with parties—particularly sports<br />
groups and clubs —that are interested in using the fields on an ongoing basis.<br />
The reserve will be something new for the ward and the district, Major Projects Manager Phil<br />
Millar says.<br />
“There will be large areas of native planting for people to explore and around the park areas<br />
we’re developing now and in the further stages of the park. With the bike track as well it will be<br />
something special for the Springs Ward, and will be linked to the existing rail trail cycle network,<br />
which runs along Birchs Road.”<br />
The second stage of building starting next year will see the development of changing rooms,<br />
public toilets and the main car park for the park, and is expected to be open in late 2022. The final<br />
stage, an eight hectare area, will be developed in around five years time and the total cost of the<br />
reserve is expected to be $<strong>13</strong>million.<br />
The reserve will bring additional sports ground and reserve space to the Springs Ward, to meet<br />
the Council requirement for park space per head of population in the ward over the next decade.<br />
A new way to see motorbikes<br />
With the weather warming, more people are getting out on their motorcycles on <strong>Selwyn</strong> roads – so it is<br />
a timely reminder for drivers to be even more aware.<br />
Most crashes between cars and motorbikes occur at intersections, or when drivers are changing lanes.<br />
Ministry of Transport data shows drivers are at fault in 90% of crashes between cars and motorbikes at<br />
urban intersections.<br />
A common term within the motorcycle community is SMIDSY – “Sorry mate, I didn’t see you” – usually<br />
the first words a driver says when they hit a motorcyclist.<br />
Usually the reason behind this is something called saccadic masking, where the brain can’t keep up<br />
with a quick check of the road and replaces certain eye movements with a recent memory instead,<br />
increase the chance a driver won’t see a motorcyclist.<br />
Motorcycles are also easily hidden in a car’s blind spots or masked by other objects, such as road signs.<br />
Fortunately, there’s a different approach drivers can adopt to check if the road is clear and help keep all<br />
our road users safe.<br />
Instead of using a continuous head movement, it is recommended that a driver<br />
pause for a fraction of a second at three points, once on the left, once straight<br />
ahead and once on the right, which will help check your close, middle and long<br />
distance vision. Drivers should do at least two checks before leaving intersections<br />
or changing lanes. This stops the eyes sending incomplete images to the brain.<br />
If every driver did this, it is estimated it could reduce the risk of car crashes by<br />
a quarter.<br />
Take an extra moment to look for motorcycles, at every intersection, every lane<br />
change, every time. Look twice, save a life.<br />

Prebbleton roundabout completed<br />
The new roundabout at the Shands Road and Blakes Road<br />
intersection has been completed with the roundabout at Springs<br />
Road and Marshs Road nearing its finish.<br />
Along with a new roundabout the Shands Road and Blakes<br />
Road intersection has a new, wider road and lane layout and<br />
a separate cycle lane. Final planting and landscaping is being<br />
completed this week.<br />
At the Springs Road and Marshs Road roundabout the new road<br />
layout, street lighting and paths are almost complete with work<br />
expected to be finished in early November.<br />
The roundabouts cost $9.7 million and were built as part of safety<br />
improvements around Prebbleton. Waka Kotahi/New Zealand<br />
Transport Agency funding has covered 75% of the cost.<br />
The Council will cover the remaining cost for the Shands Road/<br />
Blakes Road intersection, while the balance for the Springs Road/<br />
Marshs Road intersection will be split between the <strong>Selwyn</strong> District<br />
and Christchurch City Councils.<br />
Faces of <strong>Selwyn</strong> – a passion for<br />
art, cooking and education<br />
Rita Yosef enters the recording studio in purple glasses, purple<br />
tinted hair and smiling from ear to ear in her lilac lipstick.<br />
When asked if her favourite colour is purple, she laughs and<br />
says yes, before revealing that purple isn’t the only thing she is<br />
passionate about.<br />
Born in Latvia and raised in Israel, Rita says she has always enjoyed<br />
art and cooking, especially a range of international dishes from<br />
Middle Eastern, to Asian and Mediterranean cuisine.<br />
One of her favourite dishes to cook is Kubbeh, a Middle Eastern dish<br />
made of semolina meat dumplings in a vegetable soup or broth.<br />
Rita joined the army at the age of 18 and met her husband 30 years<br />
ago. They moved to Christchurch 18 years ago, with their two<br />
children, for a change in lifestyle. There Rita established her cooking<br />
business My Home Chef, catering and running cooking classes.<br />
This included programmes for older population and young adults<br />
with special needs.<br />
“I extremely enjoy that because those young adults don’t really have<br />
a lot of future in a way. They’re not independent to cook their own<br />
meal – to give them those skills is extremely important. I felt like<br />
it gives a lot of help and change even in their own family life and<br />
hopefully for the future they will be able to get some employment.”<br />
In March 2020, Rita and her husband decided they wanted to<br />
build a house in Rolleston, moving into their new home in<br />
November last year.<br />
Since moving, Rita says she loves living in <strong>Selwyn</strong> and engaging<br />
with the Rolleston community. She hopes to continue her community<br />
education in the area with her cooking and painting classes.<br />
“We have lovely neighbours from all around the world and all around<br />
New Zealand, so it really changes the feel. I think we’ve really settled<br />
well and we love our new home and community in Rolleston.”<br />

People looking start new events in <strong>Selwyn</strong> could receive funding to help make their dreams a reality.<br />
The Council has received $35,000 in funding from Christchurch NZ and the Ministry of Building<br />
Innovation and Employment (MBIE) for seed funding to support developing new events in the district.<br />
New events may be events that are being held for the first time, or the development of a new element to<br />
an existing event.<br />
Applications are now open for people to apply for funding to support their event ideas. Events are a key<br />
part of building and celebrating community across <strong>Selwyn</strong>, Council Group Manger Community Services<br />
and Facilities Denise Kidd says.<br />
“We have a lot of great events run by passionate people that add colour and fun to life in <strong>Selwyn</strong>. But we<br />
also know there are more ideas out there with innovative people who are looking for the opportunity. This<br />
funding is another way we can help to get their idea started and make <strong>Selwyn</strong> the great place it is to live.”<br />
The seed funding initiative is the latest project funded by Christchurch NZ and MBIE through the<br />
Regional Events Fund.<br />
Funding over the past year has helped the Council develop a “<strong>Selwyn</strong> Strategic Events Plan”.<br />
The Plan has laid out steps for the Council to better support events through marketing and a focus on<br />
helping ‘roll out the red carpet, not the red tape’ for event organisers. It also provide guidance on the<br />
types and timings of events the Council should be supporting to maximum the chance of achieving its<br />
goals in supporting the community and economy.<br />

Southbridge School’s year 2 and 3 have planted native trees and<br />
hunted for bugs on farmland alongside the Lee River.<br />
About 30 pupils helped plant 400 trees as part of a Kids<br />
Discovery Plant-Out Day, supported by Te Ara Kākāriki and<br />
Ellesmere Sustainable Agriculture.<br />
Teacher Simon Dakers said it had been inspiring for the pupils<br />
to take their learning about biodiversity and sustainability<br />
into the field. They would continue to be involved at the site,<br />
monitoring it and calculating the presence of five native birds<br />
species and the percentage of plant survival in the first year.<br />
Dakers said a bug hunt with Environment Canterbury’s senior<br />
youth engagement adviser Matt Stanford (pictured) had been<br />
particularly successful.<br />

and Blake Sinton. They found all manner of creatures, from<br />
centipedes and beetles to spiders and moths. They added their<br />
discoveries to the iNaturalist app, which allows findings to be<br />

Maintaining your diesel engine is<br />
vital in the summer months. Heat can<br />
negatively impact the operation of the<br />
engine.<br />
Diesel engines must stay cool to operate<br />
efficiently. If your engine has a weakness,<br />
the hotter temperatures will speed up<br />
deterioration and increase the risk of<br />
faults. At best, your engine will have to be<br />
turned off temporarily to cool it down. At<br />
worst, head gasket failure can be caused<br />
by excessive heat.<br />
The increase in temperature in summer<br />
affects the engine’s cooling system.<br />
The coolant levels need to be checked<br />
regularly. Flush the system using a<br />
flushing agent and replace the coolant so<br />
there is no risk the engine will overheat.<br />
Changing the coolant is essential to ensure<br />
it is not laying stagnant. This can cause<br />
blockage, reduce airflow and prevent the<br />
fluid from cooling properly. Consistent<br />
airflow also prevents the engine from<br />
overheating. Keep a close eye on the<br />
radiator and its fins. Air matrixes can<br />
get blocked by dirt and grease. Regularly<br />
check and remove any blockages.<br />
Swapping out your air filters can take<br />
a lot of pressure off your diesel engine in<br />
terms of performance. The more clogged<br />
the filter, the harder it has to work, which<br />
means the engine will run hotter as it<br />
works overtime to provide the same<br />
results. Replacing filters will help improve<br />
fuel efficiency and cut down the amount<br />
of work your engine has to do.<br />
These are just a few steps you should<br />
take before summer arrives to avoid any<br />
significant and expensive repairs.<br />
The best way to ensure that your diesel<br />
engine is in the best condition to operate<br />
efficiently in the hotter temperatures is<br />
to carry out regular maintenance all year<br />
round.<br />

Use fertiliser to encourage growth<br />
FOR MANY years, Labour<br />
Weekend has been the traditional<br />
time for planting out a full range<br />
of summer vegetables and flowers.<br />
Even though that is still a week<br />
or so away you should have prepared<br />
your soil ready for planting.<br />
If not, then add in plenty of<br />
compost or garden mix and combine<br />
well with your existing soil<br />
before you plant out.<br />
There is something special<br />
about growing your own vegetables<br />
– watching them grow from<br />
seed/seedling to a scrumptious<br />
crop through your own tender<br />
loving care might be why they<br />
taste better.<br />
No matter how big or small the<br />
space available; you can successfully<br />
grow veges in regular garden<br />
beds, raised beds or in pots and<br />
containers.<br />
Tasty vegetables to plant now<br />
include beans, beetroot, carrots,<br />
celery, corn, cucumber, onions,<br />
peas, pumpkin, radish, potatoes,<br />
spinach, tomatoes and zucchini,<br />
not to mention the great range of<br />
lettuces available.<br />
If space really is an issue, there<br />
are plenty of dwarf varieties you<br />
can grow. For plants that need<br />
support like tomatoes or beans,<br />
put your support stakes/structures<br />
in place before you plant<br />
your young plant – so you don’t<br />

salvia, stock, sunflowers and<br />

Also, think about planting<br />
some varieties in your vegetable<br />
garden to help attract bees and<br />
other beneficial insects to aid<br />
pollination.<br />
Fresh herbs can also now be<br />
safely planted, such as basil,<br />
chives, dill, marjoram, mint,<br />
oregano, parsley, sage, tarragon,<br />
thyme and rosemary. They can be<br />
grown successfully in containers<br />
or in the garden, preferring a hot,<br />
free-draining site.<br />
As trees and shrubs come into<br />
spring growth use appropriate<br />
fertiliser.<br />
Citrus trees should be fed with<br />
a specific citrus fertiliser.<br />
Do not apply fertiliser in very<br />
dry hot conditions such as the<br />
peak of summer when plants<br />
can suffer from heat or moisture<br />
stress.<br />
BACKYARD CRITTERS<br />

Moth population not as extensive as in the past<br />
MOTHS DON’T seem to be as<br />
abundant as they once were, when<br />
you think about how messy your<br />
windscreen used to look after a<br />
night drive.<br />
Research around the world<br />
does suggest some species have<br />
declined for a range of reasons,<br />
including artificial light pollution.<br />
Regardless of this, 111 species<br />
have been collected on our section<br />
at Lincoln. About 70 per cent of<br />
these are native or endemic to<br />
New Zealand, including a large<br />
species called Ichneutica ustistriga.<br />
This species is one of more than<br />
90 species in the genus Ichneutica<br />
found in New Zealand and surrounding<br />
islands. Ichneutica<br />
ustistriga is a large moth with<br />
a wingspan of 38-53mm for<br />
females, and slightly smaller for<br />
males. Wings are a mauvish grey<br />
colour.<br />
Moths are most often seen<br />
around August, September and<br />
<strong>October</strong>, but do fly throughout<br />
the year.<br />
The species is found in most<br />
habitats including orchards, gardens,<br />
native and exotic grasslands<br />
and forests. Larvae are dull greyish<br />
brown and have been reared<br />
on several shrubs, trees and<br />
vines including Muehlenbeckia<br />
complexa and M. australis, Pinus<br />
radiata and Veronica elliptica.<br />

New Zealand Journal of Crop<br />
and Horticulture suggests<br />
this moth species may be an<br />
important pollinator of avocado<br />
in temperate regions.<br />

Suzuki Swift hybrid shows promise<br />
IT’S TAKEN some time for the<br />
Suzuki Motor Corporation to<br />
enter the hybrid market.<br />
Well, that doesn’t surprise me,<br />
Suzuki has long built smallish<br />
cars with small capacity, fuel efficient<br />
engines, even their largest<br />
were relative fuel misers.<br />
That being the case, there was<br />
no rush for Suzuki to go one step<br />
further into the electric/hybrid<br />
market, anyone who owns a Suzuki<br />
will tell you how inexpensive<br />
they are to run.<br />
However, a hybrid has arrived<br />
here and it comes in the form of<br />
the Swift, and it’s fair to say Suzuki<br />
is treading carefully, the Swift<br />
hybrid can only be described as a<br />
mild hybrid – don’t think Toyota<br />
Prius, the hybrid system is more<br />
like you would find on European<br />
cars such as those from BMW<br />
and Mercedes-Benz.<br />
In mechanical terms, Suzuki’s<br />
system utilises an electric motor<br />
to assist the engine in a parallel<br />
configuration, it is powered<br />
by a lithium-ion battery that is<br />
charged as the car decelerates and<br />
brakes, there is no electric-only<br />
mode of propulsion involved.<br />
While cruising, the battery<br />
helps power all of the additional<br />
electrical systems such as safety<br />
features, air conditioning, Bluetooth<br />
and smartphone connectivity,<br />
which means the engine<br />
spends more of its energy driving<br />
the wheels.<br />
There are a multitude of display<br />
graphics which indicate to the<br />
driver how the system is operating<br />
so that he or she can get<br />
maximum fuel economy benefits.<br />
The result of all of this is<br />
Suzuki’s claimed 4.1-litre per<br />
100km combined cycle fuel usage<br />
average. That compares to<br />
the standard Swift which has a<br />
4.8l/100km figure, so there are<br />
gains to be made there; however,<br />
there is a little trade-off, the Swift<br />
hybrid requires premium fuel<br />
which is more expensive than the<br />
standard 91 octane.<br />
Nevertheless, if you are keen on<br />
cutting down emissions and like<br />
that bottom line of 4.1l then the<br />
hybrid does have benefits, and<br />
that figure is very achievable.<br />
During my time with the<br />
evaluation car the fuel usage<br />
readout was constantly listing<br />
around 5.2l/100km with around<br />
4l/100km registering instantaneously<br />
at 100km/h (engine speed<br />
1900rpm).<br />
Powering the Swift hybrid is a<br />
four-cylinder engine of 1197cc.<br />
It is a smooth, quiet engine<br />
which cuts out at idle and restarts<br />
automatically when acceleration<br />
is requested – almost without<br />
notice such is the refinement that<br />
has gone into the mechanical<br />
elements.<br />
The 1.2-litre unit is rated at<br />
61kW and 107Nm, the latter available<br />
at just 2800rpm which means<br />
there is available torque on offer,<br />
and if you add in the moderate<br />

amount of electrical assistance<br />
acceleration is more than satisfactory.<br />
A standstill to 100km/h time<br />
of 11.5sec is possible, along with a<br />
7.7sec time to make an 80-120km/<br />
h highway overtake.<br />
Drive is carried through a<br />
continuously variable automatic<br />
transmission. By sheer nature of<br />
its simplicity it, too, helps promote<br />
fuel efficiency. The change in ratio<br />
is seamless, providing an overall<br />
feeling of smoothness. There is<br />
also a sport mode should the<br />
driver like the revs hunting higher.<br />
I tried to replicate the type of<br />
driving the Swift hybrid would<br />
most likely be subjected to on a<br />
daily basis – a suburb to city commute,<br />
a trip to the supermarket,<br />
and a weekend excursion. There<br />
are no surprises here, the Swift in<br />
all forms functions well in those<br />
situations. The hybrid hasn’t<br />
lost sight of the Swift concept,<br />
an easy-to-drive model with as<br />
much practicality as you can get<br />
in a small car. See, at just 3.8m,<br />
the Swift makes good use of its<br />
compact proportions, it is a fiveseater<br />
at a pinch.<br />
On the open road it is quiet and<br />
composed when presented with a<br />
tight corner or two. The Swift sits<br />
somewhat low at 1.5m so there<br />
isn’t a lot of body movement, even<br />
though the rear suspension is a<br />
tube beam type there is enough<br />
suspension movement to promote<br />

Interestingly, the hybrid is built<br />
in Japan but is destined mostly<br />
for the European market. That<br />
being the case, there are a few<br />
little quirks the traditional Suzuki<br />
owner would need to adjust to. For<br />
one, the indicator and wiper stalks<br />
have been transposed, and why<br />
European buyers like rear manual<br />
window winders eludes me, but<br />
that’s what you get in Swift hybrid.<br />
Also, the hybrid model is sans sat<br />
nav but there is Apple Car Play<br />
and Android Auto.<br />
As with the entire Swift<br />
range, the hybrid gets a fivestar<br />
Australasian New Car<br />
Assessment Program rating.<br />
That’s achieved by an abundance<br />
of safety features such as an<br />
advanced forward detection<br />
system which mitigates the<br />
chance of a collision, there are<br />
also other clever features such as<br />
adaptive cruise control, rear view<br />
camera and rear cross traffic alert.<br />
The Swift hybrid lists at $26,990<br />
in standard form, the evaluation<br />
car was a Limited specification<br />
model and it adds $15100, $2000<br />
if you want two-tone paint.<br />
These prices compare to<br />
$20,750 for the Swift GL ($22,990<br />
auto) non-hybrid. I guess that<br />
difference is a matter of equation<br />
as to whether the fuel saving<br />
benefits going forward, outweigh<br />
the extra cost.<br />
Suzuki has a fairly extensive<br />
model line-up, I will be interested<br />
to see how far the company<br />
takes its hybrid technology and<br />
whether it can be adapted to<br />
other engine configurations.<br />
In the interim, if you want<br />
something just that little bit different<br />
in your Swift purchase then<br />
the hybrid model still represents<br />
all those traditional Suzuki values<br />
but with the thought you are<br />
doing just a little bit to reduce<br />
emissions and benefiting the<br />
environment.<br />
To top it off, there’s also the<br />
benefits of the local dealership’s<br />
tempting maintenance<br />
programme – all in all there is<br />
lot to consider, but judging by<br />
my experience with Suzuki all<br />
the ingredients add up to healthy<br />
sales down under.<br />

Allied Press, with the support of RNZ and NZ On Air’s Public Interest<br />
Journalism Fund, is hiring a journalist to join Local Democracy Reporting in<br />
2022 and 2023 from the North Canterbury News office in Rangiora.<br />
You will be covering local authorities and other publicly-funded<br />
organisations, but also going out and talking to the people affected by<br />
these organisations’ decisions, sharing their stories, and coming up with<br />
your own stories on similar topics.<br />
Your focus will be providing great public interest journalism coverage daily<br />
throughout the North Canterbury region including Waimakariri, Hurunui<br />
and Kaikōura. This is a multi-media role so experience in video, audio and<br />
photography would be an advantage.<br />
You will report to Allied Press’ North Canterbury bureau chief. You will<br />
receive extra training and support from RNZ, and your work will be made<br />
available at the same time to all of the programme’s media partners,<br />
including RNZ.<br />
This could be a junior, intermediate or senior role depending on the<br />
successful candidate. We are looking for someone with as many of the<br />
following qualities as possible. You don’t need all of these to apply, but you<br />
do need to have at least two years’ reporting experience (although in some<br />
cases we may also consider exceptional applicants with only one year’s<br />
experience).<br />
• Able to spot a strong story and make it come alive for your audience<br />
• Able to meet the highest standards of accuracy, fairness and balance<br />
• Understanding of Te Tiriti o Waitangi<br />

The general public is to be advised that a New<br />
Zealand Army Exercise will be conducted in the<br />
Oxford Forest area over the period 21-22 Oct <strong>2021</strong>.<br />
The exercise will involve up to 40 personnel of Bravo<br />
Company, 2nd/1st Battalion, Royal New Zealand<br />
Infantry Regiment from Burnham Military Camp.<br />
Training will involve soldiers conducting foot patrols<br />
and vehicle movement in the vicinity of Oxford Forest.<br />
Blank rounds and pyrotechnics will be used from<br />
10am 21st Oct until 1pm 22nd <strong>October</strong>. The exercise<br />
will also involve the movement of troops and vehicles<br />
by day and night. Soldiers will be wearing uniforms,<br />
packs and carrying weapons.<br />

Our response to the<br />
Government’s Water Reform<br />
Our Council own and control over $600 million worth of drinking water, wastewater, and stormwater<br />
infrastructure on behalf of our community. I’m proud of the great job we do to ensure we are in the<br />
top handful of councils across the country that have some of the most affordable drinking water and<br />
newest infrastructure. However we still issue boil water notices for some communities and are on a<br />
path of continual improvement. Not every council is in such a good position. We have worked with both<br />
Labour and National governments over the last 20 years as they considered centralising water services.<br />
The current Government’s proposal would see us join water services with most South Island councils.<br />
Ownership of the infrastructure would transfer to the new ‘Entity D’, and ownership of Entity D would sit<br />
with the councils collectively. We have asked the Government to pause and to allow more time for a full<br />
conversation with our community before making the decision to proceed or not. We have committed<br />
to formally seek your opinion before any Council decision on change. That said, the Government could<br />
still make joining an entity mandatory regardless of our views, and it seems the case for change for New<br />
Zealand is more compelling than the case for change for <strong>Selwyn</strong>. Either way my focus is to make sure<br />
Waikirikiri <strong>Selwyn</strong> residents continue to receive the safe and affordable water we enjoy now, and to have<br />
a voice in how services improve as our district grows. So as well as listening to and advocating for our<br />
community I am also working with other South Island mayors and Ngāi Tahu to influence what any new<br />
entity could look like, and how it would listen locally and operate well for the large and small communities of<br />
<strong>Selwyn</strong> and the South Island.<br />

Awards celebrate the best of <strong>Selwyn</strong><br />
Every two years we recognise the outstanding<br />
work and achievements of businesses, not-forprofit<br />
organisations and individuals who live or<br />
work here through the <strong>Selwyn</strong> Awards. This year<br />
we had a record number of entries, with 104<br />
nominations across a wide range of categories,<br />
from volunteering and diversity to business and<br />
tourism as well as many others. It’s hard to single<br />
out any particular award winner as they are all<br />
magnificent in their own way. One unifying factor<br />
with all the nominations was the dedication and<br />
determination with which they pursued efforts to<br />
<strong>Selwyn</strong> Awards <strong>2021</strong> Gala Dinner<br />
collectively make Waikirikiri <strong>Selwyn</strong> a better place.<br />
I was particularly pleased to see Te Taumutu<br />
Rūnanga named as top of the Arts, Culture and<br />
Heritage category. Te Taumutu’s involvement in<br />
our schools, libraries, Rolleston town centre,<br />
Te Ara Ātea naming, design, sharing of cultural<br />
narratives and joint decision making continues to<br />
help us grow into our true selves. Of course the<br />
evening would not have been possible without<br />
our many sponsors and especially our lead<br />
sponsor IPORT Business Park.<br />
When I was growing up in <strong>Selwyn</strong> the discussion<br />
amongst my friends about where we would<br />
live was often framed around the opportunities<br />
in other places. However much has changed<br />
in the past couple of decades and Waikirikiri<br />
<strong>Selwyn</strong> is now the district of opportunities. With<br />
more internal migration than any other district in<br />
Aotearoa, we are the rohe where New Zealanders<br />
want to be. Our population is comparatively very<br />
young, with 22% of us under 15 and 12% over<br />
65. Our Council continues to support young<br />
people in many ways, including support for youth<br />
workers in our secondary schools. Our awesome<br />
Youth Council is drawn from across the District<br />
and regularly helps the Council and me with<br />
advice and guidance on issues important to our<br />
youth. The Mayors Taskforce for Jobs is a New<br />
Zealand initiative through which we have secured<br />
funding to place young people on Outward<br />
Bound programmes to help develop their<br />
leadership skills and confidence. We are currently<br />
running ‘Trailblazer’ internship opportunities for<br />
our young people to get a taste of working for our<br />
Council. It’s great to see young people learning<br />
about themselves and the opportunities they have<br />
to contribute meaningfully into the lives of others.<br />
That’s what a great community provides and why<br />
we are committed as a Council to programmes<br />
that bring people together, encourage curiosity<br />
and learning, and promote people health and<br />
exercise. I know <strong>Selwyn</strong> has changed over the<br />
past decade and I hope that we continue to be<br />
flexible to the changes we will need to make<br />
tomorrow to support the development of our<br />
awesome young people.<br />

In the wake of the floods<br />
The unprecedented floods in May wrought<br />
havoc across <strong>Selwyn</strong> and caused financial,<br />
environmental and emotional damage that many<br />
are still feeling the effects of today. Council has<br />
worked to support those whose homes were<br />
flooded and land affected although many of<br />
the decisions on support and work on future<br />
prevention sit with other organisations. Our focus<br />
has been on meeting the immediate need and<br />
ensuring people were and are safe.<br />
I have met with our neighbouring Mayors and<br />
regional council Environment Canterbury (ECan),<br />
MPI, Federated Farmers, Civil Defence, and<br />
Waka Kotahi to look at what is being done within<br />
our District and also at a regional level. I have<br />
asked ECan to review their river rating area which<br />
dictates where they complete proactive work. At<br />
the moment this only covers the lower stretches<br />
of the <strong>Selwyn</strong> Waikirikiri river. Many of the homes<br />
that were flooded are located above this river<br />
in Springfield and outside of Darfield where the<br />
Hawkins burst its banks. The feedback I have<br />
received is that the obvious weed problem and<br />
growing gravel levels need attention now. Many<br />
farmers want to be proactive in river protection<br />
work but consent costs and conditions are<br />
not pragmatic, and there is acceptance that<br />
where new work is needed new charges will<br />
be required. Stop banks in Canterbury cost<br />
about $700 million to construct and they protect<br />
over $110 billion in assets, which is a good<br />
investment. ECan’s current river income is about<br />
$3 million per year. The cost of the damage from<br />
this one storm is estimated at $19 million, so we<br />
are going to need a new funding model and stop<br />
banks are not the only answer.<br />
I took ECan councillors and river staff on a tour<br />
of <strong>Selwyn</strong> flood damage at the time and expect<br />
them to report back on their next steps before the<br />
end of the year.<br />
I was pleased that I was able to use the Mayoral<br />
Relief Fund to help individuals and whanau whose<br />
property suffered damage or who lost income<br />
as a result of the floods. We’ve already paid out<br />
$30,000, and we will accept applications until the<br />
fund is exhausted. If you’ve suffered flood damage<br />

president of the Courtenay show I can assure<br />
you that this year is shaping up to be an<br />
amazing day for the whole family. I’m pleased<br />
to see work commence on the Kirwee and<br />
Darfield wastewater pipeline project, and look<br />
forward to the growth opportunities it will<br />
provide for our communities.<br />

signal the change of<br />
seasons, as we know<br />
change is constant and it often sneaks<br />
up on us. At this time there are many<br />
proposed changes in the wind, from speed<br />
limit bylaws, the representation review and<br />
private plan changes to the much more<br />
far reaching local government, health<br />
and 3 waters reforms. It is important that<br />
you are able to have a voice by making<br />
a submission to any proposed changes.<br />
Thank you to those who submitted to the<br />
speed limit bylaw and representation review<br />
consultation. We await further information<br />
regarding the central government driven<br />
reforms and how you have a voice on them.<br />
News in Brief<br />
Local elections –<br />
what’s changing?<br />
Our new Toka Hāpai Health Hub is bringing new health services to<br />
<strong>Selwyn</strong>. Toka can be translated as a rock or anchor. Hāpai means<br />
to lift up, to rise, to raise. In a sense, Toka Hāpai is much like a<br />
springboard in our universal quest for wellness and wellbeing.<br />
Te Ara Ātea is <strong>Selwyn</strong>’s newest library and cultural space due to<br />
open early next year. It is the anchor building of the new Rolleston<br />
town centre which we expect to be a vibrant and engaging retail<br />
and community destination for <strong>Selwyn</strong> and our visitors to enjoy.<br />
In response to your calls we consulted our communities about<br />
reducing speeds on 27 of our roads. Initial feedback suggests<br />
that many of these speed reductions will be adopted and you can<br />
look forward to new signs going up in the coming months.<br />
We are still behind our desired timeframes for processing<br />
building consents. We have been processing about 250<br />
building consents every month for the past year, with a high of<br />
372 in March. New staff and innovative solutions, such as the<br />
partnership programme with our industry partners, will help bring<br />
times back in line with expectations.<br />
Our Council has concluded consultation about changing <strong>Selwyn</strong>’s<br />
electoral boundaries to ensure residents have fair and effective<br />
representation at local elections next year. Final decision is due<br />
next month.<br />
In November I’ll be riding 185km across <strong>Selwyn</strong> from Arthur’s<br />
Pass to Taumutu, raising awareness of men’s health issues and<br />
enjoying the beautiful scenery of our district along the way. It<br />
