Branches breaking from<br />

tree creating a hazard<br />

fell of the tree in calm weather,<br />

blocking the driveways on<br />

either side.<br />

“Anybody underneath it, it<br />

would have killed them.”<br />

A lot of people walked<br />

under the tree, including<br />

children, residents and those<br />

taking a shortcut to the bus<br />

stop on Memorial Ave, he<br />

said.<br />

He believed the risk was<br />

ongoing, as dry weather<br />

could cause eucalyptus trees<br />

to drop branches.<br />

“There have been other<br />

smaller branches come off<br />

from time to time.”<br />

Two weeks after the tree<br />

was pruned earlier this year,<br />

another branch fell off, he<br />

said.<br />

“Someone could have been<br />

badly injured by it, or killed.”<br />

Armstrong included in the<br />

board’s meeting agenda last<br />

week stated that the tree<br />

would cost an estimated<br />

$5000 to remove and replace.<br />

During the meeting, the<br />

board decided to look into<br />

the possibility of residents<br />

contributing to the removal<br />

cost.<br />

However, on Monday,<br />

MacDonald said residents<br />

would not be asked to contribute.<br />

“Because of the health and<br />

safety nature of it, it’s very,<br />

very clear that our staff just<br />

need to get on and do it.<br />

He believed asking residents<br />

to do this would likely<br />

cost more in time than it<br />

would save in funds.<br />

“It’s certainly not unreasonable<br />

for the council to do<br />

within its existing budget.”<br />

The tree was scheduled to<br />

be removed by Christmas,<br />

he said.<br />

in the protection and ongoing management<br />

of distressed heritage trees<br />

following the February 22, 2011,<br />

earthquake, ensuring their survival.<br />

Walsh was awarded a Local Hero<br />

Award in 2016.<br />

The decision to approve the name<br />

Arbour Grove was approved by the<br />

board in spite of objections voiced<br />

by Ali Jones and Emma Twadell.<br />

Jones moved the name Walsh Rd<br />

be approved.<br />

“I think the point [Walsh] made<br />

with regards to ‘lets not tar everyone<br />

with the same brush is absolutely<br />

key’,” she said.<br />

“I don’t see any other options<br />

there that are better than the applicant’s<br />

option.<br />

“I think it will be a real shame<br />

and set a dangerous precedent if<br />

we go along with what the staff are<br />

recommending here.”<br />

Twaddell seconded the motion,<br />

stating that it was important to<br />

support those who helped in the<br />

earthquake recovery.<br />

Simon Britten did not support the<br />

name Walsh Rd, saying there were<br />

other ways to recognise those who<br />

had made a significant contribution<br />

to the city.<br />

The board discussed the option<br />

of putting the issue back to staff<br />

for more information, but Walsh<br />

objected to this, saying it would take<br />

too long. Jones’ motion failed and<br />

the board approved the decision to<br />

name the road Arbor Grove.<br />
