Recount confirms MP levy passed by one vote<br />

Following a recount, <strong>Madison</strong>-Plains<br />

Local Schools’ income tax levy passed by one<br />

vote.<br />

The school district was on the Nov. 2 general<br />

election ballot, requesting a 10-year renewal<br />

of its 1.25 percent income tax levy for<br />

current operating expenses.<br />

After polls closed on election night, unofficial<br />

results showed the levy passing 1,071-<br />

1,060. Totals include votes cast in <strong>Madison</strong><br />

County, as well as Franklin and Fayette<br />

counties, home to a small number of residents<br />

eligible to vote on <strong>Madison</strong>-Plains issues.<br />

A few weeks after the election, when the<br />

boards of election in each of the three counties<br />

conducted their official canvases, including<br />

provisional ballots and outstanding<br />

absentee ballots, the new vote tally for the<br />

levy was 1,083-1,082—putting the levy winning<br />

by one vote.<br />

State law dictates an automatic recount<br />

when the difference between votes cast is<br />

equal to or less than one-half of 1 percent of<br />

the total votes cast for an issue. The <strong>Madison</strong><br />

and Fayette county boards of election<br />

conducted their recounts on Nov. 29. The<br />

Franklin County board conducted its recount<br />

on Nov. 30. All vote tallies remained<br />

the same as in the official canvases, so the<br />

levy passed by one vote.<br />

“It just reinforces, every vote counts,”<br />

said Abby Metheney, director of the <strong>Madison</strong><br />

County Board of Elections.<br />

Chad Eisler, superintendent of <strong>Madison</strong>-<br />

Plains Local Schools, thanked the voters for<br />

their support.<br />

“Having the earned income tax renewed<br />

allows the school district to take one more<br />

step towards being financially healthy and<br />

stable which is very important for the work<br />

we are trying to do,” he said, adding that the<br />

stability allows the district to work on longterm<br />

planning related to personnel and programming.<br />

“We have been working hard to be wise<br />

stewards of the resources our community<br />

has provided to us, and we will continue<br />

that. We have also been making progress academically,<br />

and we want to continue that<br />

work, as well. We are working to make the<br />

<strong>Madison</strong>-Plains Local School District a<br />

model of excellence in rural education,” he<br />

<strong>Madison</strong>-Plains’ income tax was first<br />

passed in May 2018 and went into effect in<br />

January 2019. It generates approximately<br />

$2.3 million per year and represents 15 percent<br />

of the school district’s general fund<br />

budget.<br />

It is collected on earned income only.<br />

Earned income is defined as wages, salaries,<br />

tips, and other taxable wages. It is not collected<br />

on retirement earnings, social security,<br />

child support, interest, dividends, capital<br />

gains, unemployment benefits, welfare benefits,<br />

or disability and survivor benefits.<br />

The levy’s funds go toward the district’s<br />

day-to-day expenses, such as employee<br />

salaries and benefits, books, utilities, and<br />

fuel.<br />

Go on your own time or join other hikers at designated times—or<br />

do both! The 49th Annual Winter Hike Series offers lots of options<br />

for getting out into nature during the year’s colder months.<br />

Hosted by Columbus and Franklin County Metro Parks, the upcoming<br />

hike series encourages folks to visit some or all of 18 parks<br />

in the system, three of which cross over into <strong>Madison</strong> County. The<br />

program runs from <strong>December</strong> through January.<br />

While participants can hike any park at any time during the<br />

three-month period, the park system is highlighting certain parks<br />

each month and offering opportunities to gather with other hikers.<br />

In <strong>December</strong>, the featured parks are Battelle Darby Creek, Blacklick<br />

Woods, Highbanks, Homestead, and Inniswood. Participants<br />

can enjoy twinkling light displays and hot chocolate from 5 to 7 p.m.<br />

on Sundays at these parks. Additionally, evening lantern walks and<br />

hot chocolate will be offered at Chestnut Ridge Dec. 17-18.<br />

In January, the featured parks will offer refreshments from 10<br />

a.m. to 2 p.m. on certain days: Blendon Woods (Jan. 8, chicken noodle<br />

soup), Sharon Woods (Jan. 9, shredded chicken sandwiches),<br />

Scioto Audubon (Jan. 15, hot dogs), Clear Creek (Jan. 22, doughnuts),<br />

Prairie Oaks (Jan. 23, cinnamon rolls), and Three Creeks<br />

(Jan. 29, sausage biscuits).<br />

In February, the featured parks are Glacier Ridge, Pickerington<br />

Ponds, Rocky Fork, Scioto Grove, Slate Run, and Walnut Woods.<br />

Participants can search for and take home wooden ornaments on<br />

trails at these parks, plus enjoy campfires from 10 a.m. to 2 p.m. on<br />

Sundays.<br />

Anyone who completes hikes at seven or more of the parks earns<br />

a hiking patch. It’s a new patch this year, featuring a fox design.<br />

Anyone who completes all 18 hikes and signs up to be a Friends of<br />

the Metro Parks member ($10) earns a hiking stick and a medallion<br />

for the stick. To track completed park visits, pick up a hike card at<br />

any of the parks featured in <strong>December</strong>, then flag down a park<br />

ranger to stamp the card after each visit.<br />

Residents unhappy with vote on abortion ban<br />

Several London residents attended the<br />

Dec. 2 London city council meeting to express<br />

their disapproval of council’s Nov. 18<br />

decision to vote down legislation calling for<br />

an abortion ban in the city.<br />

Had it passed, the legislation would have<br />

prevented anyone from procuring or performing<br />

abortions within city limits and<br />

would have declared London to be a sanctuary<br />

city for the unborn.<br />

“Despite the fact that legal concerns had<br />

been addressed and despite the overwhelmingly<br />

positive testimony of actual London<br />

residents, as opposed to the out-of-town activists,<br />

you took the coward’s way out,” resident<br />

Danielle Fredette said to council at the<br />

Dec. 2 meeting.<br />

“Your gutless choices regarding the handling<br />

of this issue have not gone unnoticed,<br />

and I am extremely disappointed and intend<br />

to be a lot more active on this and other city<br />

issues in the future, including searching for<br />

and advocating for better and more courageous<br />

candidates for our city council.”<br />

Resident Elizabeth Branson said she attended<br />

several meetings at which the legislation<br />

was discussed and was surprised<br />

council members who claim to be pro-life<br />

voted against it.<br />

“How can the fear of lawsuits overshadow<br />

the decision for life? How can you<br />

put a price tag on a human baby? If you believe<br />

in Jesus Christ and know your Bible,<br />

that is not an option,” Branson said. “Only<br />

if politics and hypocrisy come into play can<br />

you choose pro-choice over life. I urge each<br />

one of you to examine your heart, and perhaps<br />

in the future, by God’s grace and intervention,<br />

this will all turn around. After all,<br />

you were elected by we, the people.”<br />

Resident Lacey Smith commented, “You<br />

decided to appease the anti-life crowd and<br />

to be done with all the pressure and drama<br />

that came with this. How cowardly.”<br />

Carla Blazier, one of five council members<br />

who voted against the abortion ban,<br />

countered some of the residents’ comments<br />

regarding lack of bravery. She noted that<br />

she had spent 44 years as a fire fighter and<br />

42 years as a paramedic, facing dangerous<br />

situations. She noted that she asked questions<br />

of people on both sides of the abortion<br />

ban issue.<br />

“I’ve always tried to do the best for the<br />

people of London in all my careers, including<br />

my career as an emergency room nurse<br />

now,” Blazier said. “And that’s what I felt I<br />

did with my vote. If that’s gutless and (cowardly),<br />

then that’s your opinion.”<br />

Council member Rich Hays also took<br />

issue with the comments about cowardice,<br />

making reference to his time as a police officer<br />

and his military service during the<br />

Vietnam War.<br />

“Don’t ever tell me that I am gutless, or I<br />

don’t have the manhood. I don’t want to ever<br />

hear it. You people don’t know me,” he said,<br />

adding that he prays the U.S. Supreme<br />

Court overturns the Roe vs. Wade decision<br />

to at least some degree.<br />

“Better for the (federal) government to<br />

take care of it, and then the state to take<br />

care of it, than for the city council to take<br />

care of it,” he said.<br />

Brendan Shea, president of <strong>Madison</strong><br />

County Right to Life, argued against council<br />

president Henry Comer’s comments from the<br />

Nov. 18 meeting that the proposed abortion<br />

ban received only a “sprinkling of support.”<br />

Shea pointed out that 75 London residents<br />

and other area residents held a march<br />

for life prior to council’s Oct. 7 meeting at<br />

which council member Anthony Smith introduced<br />

the proposed legislation. He noted<br />

that most of those who marched attended<br />

the meeting and 23 of them addressed council,<br />

speaking in favor of the abortion ban.<br />

After reviewing meeting minutes and<br />

other public records, Shea said he found<br />

that 32 London residents registered opinions<br />

with council in favor of the ban. He said<br />

he found that 22 London residents registered<br />

opinions with council in opposition to<br />

the ban. He acknowledged that individuals<br />

who live outside of London sent emails to<br />

council opposing the ban.<br />

“With all due respect, you don’t represent<br />

people in Columbus or Cleveland or California.<br />

You represent the citizens of London,”<br />

Shea said. He then asked Comer to retract<br />

his comments regarding the amount of support<br />

the proposed legislation received.<br />

Resident Michael Norman, who opposed<br />

the legislation because he thought it could<br />

not be enforced, said he understood the comments<br />

of Shea and others regarding the<br />

amount of local support for the ban. Norman<br />

attended several of the meetings at which<br />

the legislation was discussed.<br />

“I felt... that I was the underdog in most<br />

of those meetings. I felt that being against<br />

this, I was the underdog,” he said.<br />

Comer said he would be willing to consider<br />

retracting his comments about levels<br />

of support, but said his issue is not knowing<br />

for sure who all was for or against the ban<br />

at the various meetings. He added that the<br />

bottom line is that, as a statutory city, London<br />

does not have the authority to bring<br />

forth or enforce such legislation.<br />

Some residents said they were surprised<br />

council opted to vote on the legislation on<br />

the second reading, rather than letting it go<br />

for a third reading. Council voted 6-1, with<br />

Smith casting the “no” vote, to suspend the<br />

three-reading rule in order to vote on the<br />

legislation at the Nov. 18 meeting.<br />

“Definitely feels like a low blow to get the<br />

early vote ‘no.’ Seems like we had a lot of<br />

people in the community on board. It just got<br />

shot down,” said resident Luke Plageman.<br />

Council member Hays asked Mayor<br />

Patrick Closser to address the perception<br />

some people might have that council members<br />

met with Closser and planned the vote<br />

prior to the Nov. 18 meeting.<br />

“No one spoke to me about this legislation<br />

except for some of the basic stuff that was<br />

talked with the law director,” Closser said.<br />

Closser was unable to attend the Nov. 18<br />

meeting, so he prepared a recorded statement<br />

that was played during the meeting.<br />

In it, he said he was confident council would<br />

do what’s right for the city and mentioned a<br />

vote.<br />

“When I gave my speech, the reason I said<br />

what I said is because of the feeling I got being<br />

in the meetings—all the committee meetings —<br />

where they said, ‘We’re not going to have this<br />

die in committee. We want to bring it back.<br />

We’re going to take it to a vote.’ ”<br />

Closser also stated at the Dec. 2 meeting<br />

that he had not spoken to representatives<br />

from pro-choice groups or council members<br />

about the proposed legislation.<br />

“When that was brought up about myself<br />

colluding with other people, there’s no truth<br />

to that, and that was a false statement<br />

made by a council member,” he said.<br />

Council member Smith countered, “I<br />

never stated that any council member colluded<br />

with the mayor for this legislation.”<br />

Smith said he found it interesting that, at<br />

the Nov. 18 meeting, he was the only council<br />

member who was surprised when the rule<br />

suspension vote was brought forward.<br />

David E. Wells, 92, of Mount Sterling, Ohio, passed away on Nov.<br />

19, <strong>2021</strong>. Born on March 29, 1929, in Boyd County, Ky., he was the<br />

son of David and Viola Wells<br />

David served in the Air Force and was a Korean War vet. He<br />

worked as an accountant for nearly 30 years at The Ohio State University<br />

before retiring.<br />

David was preceded in death by his son, Robert David Wells.<br />

He is survived by: his wife of 65 years, Aureta (Crabtree) Wells;<br />

children, Marci (John) Darlington, Doug (Karen) Wells and Lori<br />

(Kory) Metcalf; grandchildren, Eli Darlington, Todd (Kelly)<br />

Cordetti, Stacey (Seth) Fry, Max (Lena) Darlington, Emily Darlington<br />

(Ricky Critchfield), Aaron (Lauren) Wells, Eliza (Jay) McNelly,<br />

Emma Wells (fiancée Dominic Stacer), Nate Wells, Ashley (<br />

Danielle) Kidwell and Nicole ( Jacqui) Kidwell; and many greatgrandchildren.<br />

Graveside services were held on Dec. 1 in Ebenezer Cemetery,<br />

Vinton, Ohio. A celebration of David’s life will be held at a future<br />

date. The family suggests memorials in David’s name be made to<br />

DEVORE<br />

Kenneth E. “Kenny” Devore, 89, of London died on Nov. 30, <strong>2021</strong>,<br />

in <strong>Madison</strong> Senior Living Community. Born on Oct. 13, 1932, in<br />

Thurston, Ohio, he was a son of Pearl and Thelma (Grove) Devore.<br />

Kenny was a machinist with the former Seal Rite Container Co.<br />

in Kansas City, where he also served as union steward. A U.S. Army<br />

veteran of the Korean War, he had also belonged to the American<br />

Legion and VFW.<br />

He was preceded in death by: his mother and father; wife, Janice<br />

Devore in 2020; and sons, James and Steve Devore.<br />

A graveside service was held on Dec. 2 in Somerford Township<br />

Cemetery with Pastor Gaye Gossard officiating.<br />

Michael David Hopper, 62, of London died on Nov. 27, <strong>2021</strong>, in<br />

his residence. Born on March 30, 1959, in Columbus, he was a son<br />

of Leroy and Rita (Suess) Hopper. Michael loved landscaping, being<br />

outdoors and nature. And his most enjoyment came with good family,<br />

friends, cooking and good food.<br />

He was a loving husband to Marguerite “Margie” Hooper. He<br />

also leaves behind: twin daughters, Rose (Justin) Russell and Charobituaries<br />

lene Hopper; grandchildren, Ashlyn and Ocean Russell;<br />

his mother, Rita Watson; brother, Mr. and Mrs. Billy<br />

Hopper; sister, Sylvia (Rob) Eastman; several nieces<br />

and nephews; and stepchildren, Zillah Baugh, Ruth<br />

(Greg) Lett, Elizabeth Baugh and Joseph Baugh.<br />

Preceding him in death were: his father, Leroy Hopper;<br />

brothers, Patrick and Roy; and sister, Bridgette.<br />

KELL<br />

Emmett H. Kell, 94, of West Jefferson, Ohio, passed<br />

away on Dec. 1, <strong>2021</strong>. He was born on Oct. 20, 1927, in<br />

West Jefferson to Wilbert and Eva (Zirkle) Kell. He<br />

married Patricia Christopher on Sept. 16, 1951.<br />

Emmett was preceded in death by his beloved wife<br />

and parents. He is survived by: his daughter, Joyce<br />

(Jim) Rhoades; son, Mark (Rhonda) Kell; grandchildren,<br />

Angie (Terry) Cordle, Aaron (Jackie) Rhoades, Leslie<br />

Rhoades, and Lindsey Kell; great-grandchildren,<br />

Allyson, Aimee, Ayden Cordle, and Keely Rhoades.<br />

Emmett graduated from West Jefferson High School,<br />

Class of 1945, and was inducted into the West Jefferson<br />

Hall of Fame in 2002. He was a veteran of the United<br />

States Army, serving during World War II in Germany.<br />

He retired from Big Bear Stores after 42 years of service.<br />

Emmett was a long-time member of <strong>Madison</strong> Lodge 221,<br />

F&AM, West Jefferson. He loved to vacation with his<br />

family and loved fishing and hunting. Emmett was an<br />

avid sports fan and especially loved watching the Ohio<br />

State Buckeyes and the West Jefferson Roughriders.<br />

Calling hours and a Masonic service were held on<br />

Dec. 6 at Rader-Lynch & Dodds Funeral Home, West<br />

Jefferson. Additional visitation and a funeral service<br />

were held on Dec. 7, followed by burial at Pleasant Hill<br />

Cemetery, West Jefferson.<br />

PETTIT<br />

Deborah Sue (Burchett) Pettit, 70, of West Jefferson,<br />

Ohio, passed away unexpectedly on Dec. 1, <strong>2021</strong>. She<br />

was born to the late Miriam and Ernest Burchett in<br />

Wayne, W.Va., on Feb. 12, 1951.<br />

Deb graduated from West Jefferson High School in<br />

1969, where she met many of her lifelong friends. Deb<br />

was also a graduate of The Ohio State University and<br />

worked as an area treasurer for Columbus City Schools<br />

until her retirement. She was a member of West Jefferson<br />

United Methodist Church and was well known for<br />

her homemade caramels, potato soup, and kindness.<br />

Deb loved country life and her “farm,” where she could<br />

often be found “watching the chickens peck the ground.”<br />

Deb was married to Thomas Pettit and together they<br />

share three children. She was a dedicated mother and<br />

devoted herself to loving and caring for them. As much<br />

as Deb loved her children, she found no truer joy than<br />

that of being a Grammie to her six grandchildren: Blake<br />

and Macy Pettit, Claire and Cooper Kyanko, and Carson<br />

and Landon Miller. She was a constant presence on the<br />

sidelines or in the crowds at their events, always cheering<br />

them on in all they pursued. If not at their events,<br />

she was checking in on them, buying them little surprises,<br />

Deb was preceded in death by: her loving mother and<br />

father; brother, Benton; and many special aunts, uncles<br />

Hilliard; daughters, Erin (Jeremy) Kyanko of Rittman;<br />

and Heather Miller (Mike Threloff) of Galloway;<br />

brother, Barry (Dee) Burchett of West Jefferson; special<br />

aunts, Bettina Queen of Wayne, W.Va., and Louise<br />

Esque of Baltimore; uncle, Wiley (Barbara) Queen of<br />

Louisa, Ky.; many nieces, nephews, cousins and wonderful<br />

friends that were family.<br />

Yolanda loved to crochet and spend time with her family.<br />

Darlyn Campbell Newman, 74, of West Jefferson was called<br />

home to her Heavenly Father on Dec. 3, <strong>2021</strong>. She was born in<br />

Columbus to the late Mike and Eileen Campbell. She was preceded<br />

in death by: her parents; grandparents, Hoyt and Thelma (Blaine)<br />

Graves, and Edith Braithwait Forbis and Norman Campbell; an infant<br />

son; and granddaughter, Savannah Joy Newman.<br />

She graduated from West Jefferson High School in 1965 and<br />

married her high school sweetheart the summer after graduation.<br />

She is survived by: her husband of 56 years, Jerry Newman;<br />

sons, Zachary Hoyt (Elizabeth) Newman, M.D., of Athens, Ga., and<br />

Jason Campbell (Jennifer) Newman of Franklin, Tenn.; daughters,<br />

Rachel Ann Stanley of West Jefferson and Addie Gayle Newman<br />

(Nick Courtright) of West Jefferson; grandchildren, Isaac Hoyt, Jedidiah,<br />

and Faith Newman, Abigail, Chloe, and Ian Campbell Newman,<br />

of Lebanon, Tenn; and many beloved nieces and nephews.<br />

Darlyn was unsurpassed in her support for her family and<br />

friends. After marrying, she and Jerry moved to Nashville to start<br />

a family and work in the ministry. Their lives had them ministering<br />

from Tennessee to Ohio. After each tearful relocation, she longed to<br />

be back with their family and friends. They returned to West Jefferson<br />

to work in Community Free Will Baptist. She supported her<br />

church by being active in the ladies’ group, cooking for Wednesday<br />

Night Bible Study, bible studies, outreach, and retreats. She was a<br />

faithful and strong woman, surviving three bouts with cancer.<br />

Sunday dinners were special to her. Dozens of family and friends<br />

gather each week to continue the tradition passed on to her from<br />

generation to generation. Sharing food, stories, love, and friendship<br />

with every person who entered her house was important to her.<br />

Her love and dedication to her family would earn her a Ph.D. in<br />

Motherhood. She was at every school or sporting event that involved<br />

her children, whether she was cheering, volunteering or even playing.<br />

She loved to travel—OSU football or basketball, road trips with<br />

family, beach trips with church ladies. If it was zip-lining, dancing,<br />

working out, volunteering, she would be there for her children and<br />

grandchildren. She will be forever carried in her family’s hearts.<br />

Family received friends on Dec. 6 at Community Free Will Baptist<br />

Church, Galloway, where funeral services were held on Dec. 7.<br />

A private family burial service will be held at Hampton Cemetery<br />

at a later date. In lieu of flowers, please make a donation to the<br />

Community Free Will Baptist Youth Group.<br />

Brookie Curry, 82, of West Jefferson, Ohio, met her Savior on<br />

Davis, she was a graduate of Lenore High School. Brookie married<br />

the love of her life, Jerome Curry, in 1962 and together they<br />

raised their family in West Jefferson.<br />

In addition to her parents, Brookie was preceded in death by: her<br />

five brothers and four sisters. Brookie is survived by: her beloved<br />

husband, Jerome; her sons, J.C. (Susan) Curry and Scott (Robyn)<br />

Herren and Addison Curry; her great-grandchildren, River Click,<br />

Yvonne Hume “Bonnie” Miller, age 93,<br />

of Balboa Island, California, was called to her eternal home on<br />

November 30, <strong>2021</strong>. Daughter of Horace and Hildreth (Snyder)<br />

Hume, she was born on October 30, 1928, in London, Ohio,<br />

where she later graduated from London High School and<br />

attended The Ohio State University.<br />

Bonnie married James E. “Jim” Miller, Jr. on <strong>December</strong> 30, 1948<br />

in London, Ohio. The marriage was blessed with four children. After raising their<br />

children in Geneva Township, Yvonne and Jim moved to Balboa Island, California<br />

and spent their winters in Puerto Vallarta, Mexico.<br />

Yvonne was a devoted wife and mother, beloved grandmother and great-grandmother.<br />

While providing for her family, Yvonne established Homestead Residential for<br />

Individuals with Disabilities, owned Top Drawer Knitting Store in Geneva, was a<br />

co-owner of Castaways Night Club, and designed and developed Villa Balboa in<br />

Puerto Vallarta, Mexico. She was a designer, a real estate developer, writer,<br />

genealogist, patron of the arts, artists benefactor and a philanthropist.<br />

Yvonne was a member of Christ Episcopal Church of Geneva, OH and St. James<br />

by the Sea Episcopal Church of Newport Beach, CA, proud member of the Daughters<br />

of the American Revolution<br />

Friendship Club International, a founding donor to the Puerto Vallarta Botanical<br />

Garden, and a member of the Ohio Quarter Horse Association<br />

She enjoyed art museums, galleries, plays, music, and gardens. She was an avid<br />

collector of art and antiques, loved going to the movies, and working on puzzles.<br />

She loved horses, her beloved dog Emma, the water, circus, fairs, traveling, garage<br />

& estate sales, baking, and entertaining.<br />

Yvonne is survived by her son Jamie (Margie) Miller of Austinburg, Ohio; her<br />

daughters Mary Miller of Rancho Mission Viejo, California and Sarah (Denis)<br />

Bergeron of Covington, Louisiana; ten grandchildren and fourteen great-grandchildren.<br />

She was preceded in death by her husband James E. Miller Jr.; parents<br />

Horace & Hildreth (Snyder) Hume; son Rob Miller; and brother Dr. Robert Hume.<br />

Liquor board gives city the OK<br />

The state liquor board has signed off on London’s new revitalization<br />

district. Mayor Patrick Closser announced the news at the<br />

Dec. 2 city council meeting.<br />

In July, council voted unanimously to designate a portion of the<br />

city as a revitalization district. State law permits one liquor license<br />

for every five acres in such a district. The city’s goal with the new<br />

designation is to retain and attract restaurants, bars and other eligible<br />

businesses.<br />

Any new or existing business interested in obtaining a liquor license<br />

in the district can reach out to the city offices or the state<br />

liquor board for more information.<br />

The city’s decision to pursue the designation stemmed from a request<br />

made by London resident Paul Gross who is building an upscale<br />

restaurant and bar, as well as condominiums and apartments,<br />

along State Route 56 in London. The restaurant, called The Butcher<br />

Block, is slated to open soon.<br />

The revitalization district includes the area from State Route 56<br />

in front of <strong>Madison</strong> Lanes and Gross’s property, to Center Street,<br />

out State Route 38 past the <strong>Madison</strong> County Fairgrounds to St.<br />

Patrick School, and down Lafayette Street to Family Dollar.<br />

Closser also reported that:<br />

• work continues on final union negotiations.<br />

The contracts should be up for ratification<br />

at council’s Dec. 16 meeting, he said.<br />

• three additional memorial park<br />

benches are available for sponsorship. To<br />

date, about a dozen memorial benches have<br />

been installed at Cowling Park. They cost<br />

service to the city and support of the city administration.<br />

Both lost their bids for re-election<br />

in the Nov. 2 general election. Their<br />

terms expire at the end of this month.<br />

Closser also welcomed new council members,<br />

Greg Eades and John Stahl, who will<br />

take office at the start of 2022.<br />

Libraries’ blanket drive aims to share the warmth<br />

Hurt/Battelle Memorial Library in West<br />

Jefferson and London Public Library are<br />

joining forces to bring warmth to individuals<br />

who are homeless in <strong>Madison</strong> County.<br />

From now through the end of February,<br />

both libraries are collecting new and gently<br />

used blankets. Donations can be dropped off<br />

at either library. Organizers ask that donors<br />

wash used blankets before donating them.<br />

“Our outreach coordinator, Melyssa<br />

Woodard, wanted to add this as a new outreach<br />

program,” said Chris Siscoe,<br />

Hurt/Battelle Memorial Library director.<br />

“She noticed some homeless people around<br />

London. With it getting cold, she thought<br />

this would be a way we could help out.”<br />

London Public Library decided to join the<br />

effort.<br />

“We figured it would be a good idea to<br />

help people in the community,” said Andy<br />

Scaggs, London Library’s outreach coordinator.<br />

The libraries will work with local organizations,<br />

such as food pantries and<br />

churches, to distribute the blankets during<br />

the winter months.<br />

“Depending on how many blankets we<br />

receive, we will reach out to different partners<br />

to divide them up. Our initial focus is<br />

the homeless. If we get a lot of blankets, we<br />

might be able to give to shelters, too,” Siscoe<br />

said.<br />

The blanket collection coincides with<br />

Hurt/Battelle’s annual Warm Up West Jeff<br />

program through which the library collects<br />

new and gently used coats, hats and gloves.<br />

The items are available for anyone who<br />

needs them to pick them up at the library.<br />

The limit is one item per person.<br />

London proceeds with<br />

changes to traffic lights<br />

Following completion of a traffic study,<br />

the city of London is moving forward with<br />

traffic light changes and some associated<br />

parking changes.<br />

The city is removing traffic lights at five<br />

intersections to improve traffic flow: High<br />

and Union streets, High and Oak, High and<br />

Westmoor Drive, Main and Fourth, and<br />

Main and Second. (Originally, the light at<br />

the intersection of Main and First was included<br />

in this list but was later removed<br />

from the list).<br />

During the 90-day traffic study, which<br />

concluded on Nov. 22, the street department<br />

deactivated the traffic lights at these five intersections<br />

and monitored the intersections<br />

for incidents. The police department reported<br />

no crashes at these intersections during<br />

the study period.<br />

The street department is in the process<br />

of removing the lights at these intersections.<br />

The department will repaint the crosswalks<br />

as weather permits and install “yield to<br />

pedestrian” signs.<br />

The city also is eliminating some parking<br />

spaces at these intersections because they<br />

obstruct views from the side streets.<br />

“The biggest obstructed view is at Main<br />

and Second streets where we have pull-in<br />

meetings<br />

spaces,” said Rex Castle, the city’s safetyservice<br />

director.<br />

The city is removing parking spaces on<br />

three of the four corners at Main and Second.<br />

The yellow paint that signifies no-parking<br />

will be extended along the curbs. Additionally,<br />

what become the new first parking<br />

spaces on those corners will be reserved for<br />

compact cars to further enhance visibility.<br />

“That should give plenty of view to see<br />

oncoming traffic,” Castle said.<br />

On Nov. 18, city council passed legislation<br />

regarding the compact car designation<br />

for those spots. Anyone who violates the<br />

designation will be fined $25 once signs are<br />

installed. Until then, the city will issue<br />

warnings. The city defines a compact car as<br />

measuring 161 to 187 inches long with a<br />

combined passenger and cargo volume of<br />

100 to 109 cubic feet.<br />

The city also is removing one perpendicular<br />

parking space on the southwest corner of<br />

Main and Fourth streets at the courthouse.<br />

In addition to removing the five traffic<br />

lights, the city is replacing all of its remaining<br />

traffic lights and controllers, moving to<br />

brighter, more efficient LED units. The new<br />

units have been ordered and should arrive<br />

sometime in the next two months. The timeline<br />

for installation will depend on weather,<br />

Castle said.<br />

The <strong>Madison</strong> County Retired Teachers<br />

Association will meet Dec. 13 at Brennan<br />

from 11:30 a.m. to 12:30 p.m. The meeting<br />
