Recount confirms MP levy passed by one vote
By Kristy Zurbrick
Madison Editor
Following a recount, Madison-Plains
Local Schools’ income tax levy passed by one
vote.
The school district was on the Nov. 2 general
election ballot, requesting a 10-year renewal
of its 1.25 percent income tax levy for
current operating expenses.
After polls closed on election night, unofficial
results showed the levy passing 1,071-
1,060. Totals include votes cast in Madison
County, as well as Franklin and Fayette
counties, home to a small number of residents
eligible to vote on Madison-Plains issues.
A few weeks after the election, when the
boards of election in each of the three counties
conducted their official canvases, including
provisional ballots and outstanding
absentee ballots, the new vote tally for the
levy was 1,083-1,082—putting the levy winning
by one vote.
State law dictates an automatic recount
when the difference between votes cast is
equal to or less than one-half of 1 percent of
the total votes cast for an issue. The Madison
and Fayette county boards of election
conducted their recounts on Nov. 29. The
Franklin County board conducted its recount
on Nov. 30. All vote tallies remained
the same as in the official canvases, so the
levy passed by one vote.
“It just reinforces, every vote counts,”
said Abby Metheney, director of the Madison
County Board of Elections.
Chad Eisler, superintendent of Madison-
Plains Local Schools, thanked the voters for
their support.
“Having the earned income tax renewed
allows the school district to take one more
step towards being financially healthy and
stable which is very important for the work
we are trying to do,” he said, adding that the
stability allows the district to work on longterm
planning related to personnel and programming.
“We have been working hard to be wise
stewards of the resources our community
has provided to us, and we will continue
that. We have also been making progress academically,
and we want to continue that
work, as well. We are working to make the
Madison-Plains Local School District a
model of excellence in rural education,” he
Mix and match ways to enjoy Winter Hikes Series
continued.
Madison-Plains’ income tax was first
passed in May 2018 and went into effect in
January 2019. It generates approximately
$2.3 million per year and represents 15 percent
of the school district’s general fund
budget.
It is collected on earned income only.
Earned income is defined as wages, salaries,
tips, and other taxable wages. It is not collected
on retirement earnings, social security,
child support, interest, dividends, capital
gains, unemployment benefits, welfare benefits,
or disability and survivor benefits.
The levy’s funds go toward the district’s
day-to-day expenses, such as employee
salaries and benefits, books, utilities, and
fuel.
Anyone who completes
hikes at all 18 parks in
in the system, three of which cross over into Madison County. The
program runs from December through January.
While participants can hike any park at any time during the
three-month period, the park system is highlighting certain parks
each month and offering opportunities to gather with other hikers.
In December, the featured parks are Battelle Darby Creek, Blacklick
Woods, Highbanks, Homestead, and Inniswood. Participants
can enjoy twinkling light displays and hot chocolate from 5 to 7 p.m.
on Sundays at these parks. Additionally, evening lantern walks and
Anyone who completes all 18 hikes and signs up to be a Friends of
the Metro Parks member ($10) earns a hiking stick and a medallion
for the stick. To track completed park visits, pick up a hike card at
any of the parks featured in December, then flag down a park
ranger to stamp the card after each visit.
Patches, sticks and medallions will be distributed at the end of
the series during a celebration at Blacklick Woods Golf Course. Dur-
This year’s Winter Hike Series rewards include
a new hiking patch featuring a fox
Residents unhappy with vote on abortion ban
By Kristy Zurbrick
Madison Editor
Several London residents attended the
Dec. 2 London city council meeting to express
their disapproval of council’s Nov. 18
decision to vote down legislation calling for
an abortion ban in the city.
Had it passed, the legislation would have
prevented anyone from procuring or performing
abortions within city limits and
would have declared London to be a sanctuary
city for the unborn.
“Despite the fact that legal concerns had
been addressed and despite the overwhelmingly
positive testimony of actual London
residents, as opposed to the out-of-town activists,
you took the coward’s way out,” resident
Danielle Fredette said to council at the
Dec. 2 meeting.
“Your gutless choices regarding the handling
of this issue have not gone unnoticed,
and I am extremely disappointed and intend
to be a lot more active on this and other city
issues in the future, including searching for
and advocating for better and more courageous
candidates for our city council.”
Resident Elizabeth Branson said she attended
several meetings at which the legislation
was discussed and was surprised
council members who claim to be pro-life
voted against it.
“How can the fear of lawsuits overshadow
the decision for life? How can you
put a price tag on a human baby? If you believe
in Jesus Christ and know your Bible,
that is not an option,” Branson said. “Only
if politics and hypocrisy come into play can
you choose pro-choice over life. I urge each
one of you to examine your heart, and perhaps
in the future, by God’s grace and intervention,
this will all turn around. After all,
you were elected by we, the people.”
Resident Lacey Smith commented, “You
decided to appease the anti-life crowd and
to be done with all the pressure and drama
that came with this. How cowardly.”
Carla Blazier, one of five council members
who voted against the abortion ban,
countered some of the residents’ comments
regarding lack of bravery. She noted that
she had spent 44 years as a fire fighter and
42 years as a paramedic, facing dangerous
situations. She noted that she asked questions
of people on both sides of the abortion
ban issue.
“I’ve always tried to do the best for the
people of London in all my careers, including
my career as an emergency room nurse
now,” Blazier said. “And that’s what I felt I
did with my vote. If that’s gutless and (cowardly),
then that’s your opinion.”
Council member Rich Hays also took
issue with the comments about cowardice,
making reference to his time as a police officer
and his military service during the
Vietnam War.
“Don’t ever tell me that I am gutless, or I
don’t have the manhood. I don’t want to ever
hear it. You people don’t know me,” he said,
adding that he prays the U.S. Supreme
Court overturns the Roe vs. Wade decision
to at least some degree.
“Better for the (federal) government to
take care of it, and then the state to take
care of it, than for the city council to take
care of it,” he said.
Brendan Shea, president of Madison
County Right to Life, argued against council
president Henry Comer’s comments from the
Nov. 18 meeting that the proposed abortion
ban received only a “sprinkling of support.”
Shea pointed out that 75 London residents
and other area residents held a march
for life prior to council’s Oct. 7 meeting at
which council member Anthony Smith introduced
the proposed legislation. He noted
that most of those who marched attended
the meeting and 23 of them addressed council,
speaking in favor of the abortion ban.
After reviewing meeting minutes and
other public records, Shea said he found
that 32 London residents registered opinions
with council in favor of the ban. He said
he found that 22 London residents registered
opinions with council in opposition to
the ban. He acknowledged that individuals
who live outside of London sent emails to
council opposing the ban.
“With all due respect, you don’t represent
people in Columbus or Cleveland or California.
You represent the citizens of London,”
Shea said. He then asked Comer to retract
his comments regarding the amount of support
the proposed legislation received.
Resident Michael Norman, who opposed
the legislation because he thought it could
not be enforced, said he understood the comments
of Shea and others regarding the
amount of local support for the ban. Norman
attended several of the meetings at which
the legislation was discussed.
“I felt... that I was the underdog in most
of those meetings. I felt that being against
this, I was the underdog,” he said.
Comer said he would be willing to consider
retracting his comments about levels
of support, but said his issue is not knowing
for sure who all was for or against the ban
at the various meetings. He added that the
bottom line is that, as a statutory city, London
does not have the authority to bring
forth or enforce such legislation.
Some residents said they were surprised
council opted to vote on the legislation on
the second reading, rather than letting it go
for a third reading. Council voted 6-1, with
Smith casting the “no” vote, to suspend the
three-reading rule in order to vote on the
legislation at the Nov. 18 meeting.
“Definitely feels like a low blow to get the
early vote ‘no.’ Seems like we had a lot of
people in the community on board. It just got
shot down,” said resident Luke Plageman.
Council member Hays asked Mayor
Patrick Closser to address the perception
some people might have that council members
met with Closser and planned the vote
prior to the Nov. 18 meeting.
“No one spoke to me about this legislation
except for some of the basic stuff that was
talked with the law director,” Closser said.
Closser was unable to attend the Nov. 18
meeting, so he prepared a recorded statement
that was played during the meeting.
In it, he said he was confident council would
do what’s right for the city and mentioned a
vote.
“When I gave my speech, the reason I said
what I said is because of the feeling I got being
in the meetings—all the committee meetings —
where they said, ‘We’re not going to have this
die in committee. We want to bring it back.
We’re going to take it to a vote.’ ”
Closser also stated at the Dec. 2 meeting
that he had not spoken to representatives
from pro-choice groups or council members
about the proposed legislation.
“When that was brought up about myself
colluding with other people, there’s no truth
to that, and that was a false statement
made by a council member,” he said.
Council member Smith countered, “I
never stated that any council member colluded
with the mayor for this legislation.”
Smith said he found it interesting that, at
the Nov. 18 meeting, he was the only council
member who was surprised when the rule
suspension vote was brought forward.
Liquor board gives city the OK
By Kristy Zurbrick
Madison Editor
The state liquor board has signed off on London’s new revitalization
district. Mayor Patrick Closser announced the news at the
Dec. 2 city council meeting.
In July, council voted unanimously to designate a portion of the
city as a revitalization district. State law permits one liquor license
for every five acres in such a district. The city’s goal with the new
designation is to retain and attract restaurants, bars and other eligible
businesses.
Any new or existing business interested in obtaining a liquor license
in the district can reach out to the city offices or the state
liquor board for more information.
The city’s decision to pursue the designation stemmed from a request
made by London resident Paul Gross who is building an upscale
restaurant and bar, as well as condominiums and apartments,
along State Route 56 in London. The restaurant, called The Butcher
Block, is slated to open soon.
The revitalization district includes the area from State Route 56
in front of Madison Lanes and Gross’s property, to Center Street,
out State Route 38 past the Madison County Fairgrounds to St.
Patrick School, and down Lafayette Street to Family Dollar.
Libraries’ blanket drive aims to share the warmth
By Kristy Zurbrick
Madison Editor
Hurt/Battelle Memorial Library in West
Jefferson and London Public Library are
joining forces to bring warmth to individuals
who are homeless in Madison County.
From now through the end of February,
both libraries are collecting new and gently
used blankets. Donations can be dropped off
at either library. Organizers ask that donors
wash used blankets before donating them.
“Our outreach coordinator, Melyssa
Woodard, wanted to add this as a new outreach
program,” said Chris Siscoe,
Hurt/Battelle Memorial Library director.
“She noticed some homeless people around
London. With it getting cold, she thought
this would be a way we could help out.”
London Public Library decided to join the
effort.
“We figured it would be a good idea to
help people in the community,” said Andy
Scaggs, London Library’s outreach coordinator.
The libraries will work with local organizations,
such as food pantries and
churches, to distribute the blankets during
the winter months.
“Depending on how many blankets we
receive, we will reach out to different partners
to divide them up. Our initial focus is
the homeless. If we get a lot of blankets, we
might be able to give to shelters, too,” Siscoe
said.
The blanket collection coincides with
Hurt/Battelle’s annual Warm Up West Jeff
program through which the library collects
new and gently used coats, hats and gloves.
The items are available for anyone who
needs them to pick them up at the library.
The limit is one item per person.
Hurt/Battelle Memorial Library is located
at 270 Lilly Chapel Rd., West Jefferson.
Hours are: Monday-Thursday, 10
London proceeds with
changes to traffic lights
By Kristy Zurbrick
Madison Editor
Following completion of a traffic study,
the city of London is moving forward with
traffic light changes and some associated
parking changes.
The city is removing traffic lights at five
intersections to improve traffic flow: High
and Union streets, High and Oak, High and
Westmoor Drive, Main and Fourth, and
Main and Second. (Originally, the light at
the intersection of Main and First was included
in this list but was later removed
from the list).
During the 90-day traffic study, which
concluded on Nov. 22, the street department
deactivated the traffic lights at these five intersections
and monitored the intersections
for incidents. The police department reported
no crashes at these intersections during
the study period.
The street department is in the process
of removing the lights at these intersections.
The department will repaint the crosswalks
as weather permits and install “yield to
pedestrian” signs.
The city also is eliminating some parking
spaces at these intersections because they
obstruct views from the side streets.
“The biggest obstructed view is at Main
and Second streets where we have pull-in
meetings
spaces,” said Rex Castle, the city’s safetyservice
director.
The city is removing parking spaces on
three of the four corners at Main and Second.
The yellow paint that signifies no-parking
will be extended along the curbs. Additionally,
what become the new first parking
spaces on those corners will be reserved for
compact cars to further enhance visibility.
“That should give plenty of view to see
oncoming traffic,” Castle said.
On Nov. 18, city council passed legislation
regarding the compact car designation
for those spots. Anyone who violates the
designation will be fined $25 once signs are
installed. Until then, the city will issue
warnings. The city defines a compact car as
measuring 161 to 187 inches long with a
combined passenger and cargo volume of
100 to 109 cubic feet.
The city also is removing one perpendicular
parking space on the southwest corner of
Main and Fourth streets at the courthouse.
In addition to removing the five traffic
lights, the city is replacing all of its remaining
traffic lights and controllers, moving to
brighter, more efficient LED units. The new
units have been ordered and should arrive
sometime in the next two months. The timeline
for installation will depend on weather,
Castle said.
