Our second issue of 2022 is a busy
one; the installation of new all-lane
running smart motorways is to be
put on hold until their safety can be properly
assessed will come as welcome news to road
safety campaigners; Derek has taken a look at
this latest development in his latest editorial
starting on page 8.
Happy 40th birthday to Boniface
Engineering. Mike Boniface formed the
Thetford based business in back in January
1982 and to celebrate this milestone we’ve
spoken to Mike about his memories over that
time, part one of the interview starts on page
21, look out for part two next issue.
Finally, I’ve also been contacted asking
for help with regards to parking penalties in
managed car parks for operators working on
a job. Hopefully these are only small number
of issues, but I would like to know if there is a
bigger problem out there.

Ingenious app, what3words, came in particularly useful for
Mike Lowe, CEO of Creative Funding Solutions, just days after
hearing about it at last year’s Tow Show, helping him receive
quick assistance at a collision he witnessed.
what3words is an app that changes geographic coordinates into
three-word codes and can be particularly useful to emergency
services to quickly and easily find your precise location.
Travelling around the local area in West Sussex just days after
the what3words seminar at the 2021 Tow Show, Mike witnessed a
collision. A recovery truck and a car had crashed into each other
on a country bend in the middle of nowhere. Dashing out of his
own vehicle to help, Mike overheard a woman on the phone to
the emergency services, asking: “Three words? What? I need to
download an app? What are you talking about?”. Mike realised the
emergency services were requesting what3words to establish
their location, and quickly ran over to assist.
“I just couldn’t believe it, as soon as I heard her questioning
the emergency operator about three words, I knew exactly what
to do!” Mike showed the woman the what3words app and said,
“These are the words. Tell them these three words”, giving the
emergency services the crash site’s exact location within a three
metre square radius.
“The site of the crash had nothing nearby”, Mike commented,
“no pubs, no houses, nothing. Without what3words, they would
have had a hard time finding us”.
Reflecting on the event, Mike has now urged everyone to
download the app. “It’s just brilliant, even if you have absolutely no
idea where you are, what3words will be able to pinpoint you!”

It’s not very often I comment on Fred Henderson the Breakdown Doctor’s comments, even when he tries to entice
me into commenting on his lack of support for increased industry safety and compliance and his negative views on the
industry implementing and adopting its own official voluntary recovery licence.
Let’s break that mould and
go to his edit from the last
magazine 353, ‘Make Smart
Motorways Safe – Just do it!’
Says Fred, well his timing couldn’t
have been better, I have a strong
feeling he has been reading
the Transport Committee oral
evidence sessions on the roll-out
of smart motorways last year,
especially the session from
May 19 where Edmund King AA
President, and Nick Lyes Head
of Roads Policy RAC, both gave
evidence.
I do find that strange, the AA
and RAC are the ones regularly
called to give evidence, just because of
their household names, as most breakdown
incidents on any motorway, conventional,
all-lanes running, dynamic, whatever are
attended by the independent recovery
network.
All motorway breakdown incidents are
managed by
Government
agency led
contracts or local
police forces or
their managing
agents, including
the majority
for breakdown
provider work,
including the
RAC and AA.
This work is then
passed to the
independent
network and is
rarely, if ever,
dealt with by either the AA or the RAC.
Surely, they both have a duty to explain
to the Chair of the Transport Committee
how little their involvement is, and the fact
remains that the experience that should
be relied upon, is that of the independent
operator.
Anyway, off my soapbox and back to
Fred’s last edit, as only 10 days after his
comments the Transport Committee
produced their latest and third report –
‘Rollout and Safety of Smart Motorways’,
where Edmund King’s evidence is
remarkably similar to Fred’s. He thinks the
same, citing that most incidents on the M1
have happened at night, Fred also suggests
that a dynamic hard shoulder could be
turned into an extra lane between 7am to
7pm and then reverted to a conventional
hard shoulder after 7pm.
I know for sure this dynamic use of the
hard shoulder during set day and night
times has been discussed previously. It
was discussed back in those early days of
Highways England just after they dropped
the name Highways Agency, I know firsthand
as I was at a number of working group
meetings when this was suggested. Fred
your quite right, first off it does sound
quite logical but when you compare it to
other schemes that have day to night-time

restrictions you can easily see why it could add further confusion.
The best example for me is a very simple bus lane, now I can
guarantee almost every reader has done this and been in two minds
whether to use a bus lane or not in the hours where it is allowed,
dithering over should I or shouldn’t I use the hard shoulder, causing
their concentration to waiver. Ultimately, they are trying to avoid
a fine. In the dynamic hard shoulder scenario it could be a bigger
safety risk than we may think, versus the current issues.
There was a clear plan from Government and National Highways
to end up with only two types of motorways, a conventional
motorway with a hard shoulder and one single type of managed
motorway, this was intended to be the All-Lane Running (ALR).
National Highway’s plan was to do away with added confusion of
“open the lane – close the lane” and educate all road users and to
use the Red X lane closure for all incidents, so doing away with the
three smart motorway options making it simpler and less confusing;
l Dynamic hard shoulder: where the hard shoulder is temporarily
opened up to traffic.
l All lane running: where the full width of the road is usable with
emergency refuge areas alongside.
l Controlled motorway: with three or more lanes, a hard shoulder
and variable speed limits.
The migration over to only ALR was scheduled to be completed
by March 2025, part of the 18-point action plan from 2020, the
rationale behind this was to reduce confusion, however this
could be about to change, because The Transport Committee
has released its latest report where National Highways agrees to
undertake a full 5-year review of all available data before continuing
with the conversion.
This latest report spans 35 pages of evidence-based reporting,
18 separate select committee reports, plus written evidence from
94 respondents and 188 separate pieces of evidence. It describes
in detail the involvement of the Office of Road and Rail who will
undertake to review the data.
Fundamental misgivings
The report sets out to highlight the fundamental misgivings
of the previous Highways England and the lack of action and
improvements that was promised back in 2016, following the
then Transport Select Committee report. Unfortunately, it does
not show any of the positive work that is now being undertaken,
positive work that has definitely improved the safety of the recovery
operator.
Not wishing to repeat myself, but the CSRRR and Richard
Goddard’s formation of the Professional Recovery Operators
Federation PROF was the catalyst behind the independent operator
strategic partnership with the then Highways England now National
Highways (NH) and the beginning of real dialog and change.
From those early days of finding fault and bringing to task the
then Highways England’s, questioning and highlighting issues and the
dangers with smart motorways. Remembering that rare opportunity
that Richard and the late Dave Gregory had to give evidence on
behalf of the independent recovery operator in 2016, was without
doubt the marker in the sand for change. Following on from that
came interviews on national TV plus regular radio appearances on
LBC radio.
The barrage of criticism aimed at Highways England brought
about a memorable meeting with them and PROF, where a positive
decision was made to work with them and not against them.
Working with them to improve the safety of the 345 miles of smart
motorways, rather than wasting time and effort fighting against
them, as many still choose to do. Effort would be far better used
to work with National Highways to improve the network and overall
safety.
This latest Transport Committee report demonstrates the culture
change within National Highways. From the previous Chief Executive
who chose to dismiss the independent recovery industry and ignore
every effort we made to work with them, to today’s Chief Executive
Nick Harris and his team who have taken the time to work with the
recovery industry, understand our network, engage in regular dialog
and to improve roadside safety.
This relationship has already delivered great things for the
recovery industry, the strategic partnership and now additional
partnership agreements with the independent work providers and
the tyre industry with the National Tyre Distributors Association
NTDA.
Major improvements
Some major improvements the independent operators have
been asking for, for years but that had never listened too, signage
on the motorway gantry’s indicating that recovery personnel
are working, there is now specific protocols within the National
Highways control rooms to action these signs.
A National Highways – Independent Recovery Operators
Executive Group, where the independents have their voice heard,
it follows that there are also regional working groups where local
issues can be raised.
For the very first time the independent recovery industry was
included in the latest update to the highway code, consulted on,
listened to and now clause 264:
“Be aware of emergency services, traffic officers, recovery workers
and other people or vehicles stopped on the hard shoulder or in an
emergency area. If you are driving in the left lane, and it is safe to do
so, you should move into the adjacent lane to create more space
between your vehicle and the people and stopped vehicles.”

Committee led inquiry follows four recent,
fatal road traffic incidents, where coroners
ruled that the absence of the hard shoulder
contributed to the deaths that occurred
on all-lane running and dynamic hard
shoulder motorways. The enquiry is to
evaluate the advantages and disadvantages
of smart motorways as a policy including
how effectively these motorways have been
implemented.
The report summarises that those
previous reports recommendations had
not been implemented, in particular, citing
the report from 2016, as I have previously
mentioned. Now to guard against the
introduction of any unsafe changes to
the strategic road network the Transport
Committee report has brought about a
safety assessment review to be carried out
by the Office of Road and Rail.
Part of this review will evaluate how
successful the action plan has been in
reducing incidents of live-lane breakdowns
on all-lane running motorways and to
evaluate the reduction in time for which
those broken down or stopped in a live-lane
are at risk, and to educate drivers on what
to do if they breakdown in a live-lane.
Pause the roll out
In addition to this National Highways
have been instructed to pause the roll
out of all-lane running motorways until
there is five years safety data available for
assessment, only then will the remaining
112 miles of all-lane running be undertaken.
In addition, National Highways should:
retrofit emergency refuge areas to existing
all lane running motorways to make them
a maximum of one mile apart decreasing
to 0.75 miles where physically possible, this
totals to 150 retrofitted emergency bays.
Insert the emergency corridor
manoeuvre into the Highway Code to
help emergency services and traffic patrol
officers to access incidents when traffic is
congested.
The report summarises that the decision
made back in March 2020 for all smart
motorways to be made into all-lane running
motorways was premature. The government
and National Highways have therefore been
advised to pause the roll-out for all-lane
running motorway’s and to collect more
data, re-evaluate and reconsider alternative
options for enhancing the capacity of the
strategic road network. The pausing of
the roll-out to all-lane running should also
include alternative trials of how dynamic
hard shoulders are operated to make the
rules less confusing, perhaps the day-night
dynamic operating model will be reconsidered.
The recovery industry have made
significant improvements within its working
environment where smart motorways are
concerned and only because of the dialog
and relationship it now has with National
Highways. Perhaps the Office of Road and
Rail (ORR) should include an assessment
of killed, seriously injured (KSI) and near
miss data for the recovery industry as
part of its formal review. This would be
evidence based and with confidence, I’m
sure it will indicate the increased safety the
smart motorways provide for the recovery
operator.

As we move on into the New Year, I sadly find no recovery issues that at the moment need putting to
rights. So, in order, not to leave Paul with a blank page, I decided to return to nostalgia and make no
apologies for re-visiting a chapter in my book “The Adventures of a Road Rescue Man.
In this case the story begins when I was just over six years old
and continues until I was just over six years old and one long
day. To set the scene, I was brought up on a farm which was
about a mile away from the local Railway Station which, in turn,
was a two mile journey to my school. These were different times
and a six year old boy trotting one mile was normal happenings.
In fact, a couple of other kids arrived at the Station from other
directions. We were a small group of about seven or eight, just like
the Railway Children, with the older ones looking after the more
fragile.
The story begins as I arrive at the station to find out that
something like a measles or mumps infection meant I was the
only one travelling that morning. Normally, the oldest would have
been about 14-years old and he would make sure that we all got
onto the train safely. I was fairly unmoved by the whole occasion,
handing over my tuppence and being issued with a little cardboard
ticket that was then duly stamped in a heavy metal machine. This
confirmed I was fit and right to embark on my journey. Time was
now about 8.30 am and the journey to school would normally
take three or four minutes. The train was of the rural variety with
a small steam engine in front with four individual carriages with

the train arrived the Station Master opened the carriage door
just behind the engine, tapping me on the head and grunting,
shutting the door safely behind me.
I had been travelling the route for the best part of a year and
knew what would come and where to get off (or where I hoped
to get off). I didn’t have a care in the world until the train drew
to a standstill and it suddenly dawned on me. (For whatever
reason, railway carriages of that era did not have an inside door
handle; the intention being to release a large strap and buckle
arrangement which would then lower the window allowing
the passenger to reach outside to open the door). I suddenly
realised I had two or three problems. Firstly I was hardly tall
enough to see out of the window so no-one could see me
struggling and, at the age of six, I had nowhere near the strength
that the London North Eastern Railways had anticipated to
release the window. Even if I could manage to open the window,
I was far too short in the arm and leg to reach the handle. To
make matters worse, the whole scene was covered in steam and
smoke from the locomotive that was just ahead of me so before
anyone realised what was happening, I was on the move again.
Now, this was new. I had never been this way before and panic
started to set in. Would I ever be found? What would happen to
me? In the next ten minutes we called at two more stations with
the same result; I could not attract any attention, nor could I
get the window down. In a short while we stopped again but this
time there was no platform and no people. After what seemed
to be a lifetime, but was probably 10 or 15 minutes (during which
time I later found out was the engine taking on water) we then
set off on a seemingly never-ending journey which eventually
ended in some railway siding at Team Valley near Gateshead.
Then everything went quiet, and I was left trapped and cornered.
All I could see out of the window was other railway carriages
that looked as if they had been there for years. I was sure I was
going to die and, not only that, my remains would not be found
for years. It was only the second time out for my new school
cap - what a waste of money that had been! Then, after what
was probably only a few hours, some people arrived to clean the
carriages. They set about their work expecting to find the usual
old piecrusts and butt ends – imagine their surprise when they
came across a child!
At this stage, the full 1950’s emergency services went into
action. I was questioned as to how I had gotten there and where
I had come from. They quickly realised I was not squatting so I
was taken to the nearest signal box for a meeting with two men
in Station Master’s uniforms who quickly decided that I needed
to be repatriated to Brandon School some 20 miles from Team
Valley. After a few timetables were scanned, they realised that
a coke train was about to leave to go to Willington, some eight
miles past my school which meant I could be dropped back off
to continue my education. To make sure I didn’t get up to any
mischief, they placed me in the Guard’s Van, a fairly luxurious
hut pulled behind the train. It had a marvelous coke stove and a
friendly Guard who insisted I had one of his egg sandwiches and
some of his tea which he had just made courtesy of the coke
stove. I really enjoyed that trip back to school.
Station Master
With a lot of skill and calculation the engine towing this huge
snake drew to a halt some distance past Brandon Station but
just precise enough for the Guard’s Van to be in the centre of
the platform. I was handed over to the Brandon Station Master
who suggested that I nip off to school before I was missed but it
was now one minute after half past three. As I approached the
school, I was met by pupils rushing out after a day’s lessons and
a teacher who asked me, “where the Hell I had been all day”,
as they didn’t like truancy. When I tried to explain the story,
she insisted in taking me back to the Station so she could hear
it for herself. As she finished a brief discussion with the Station
Master, she reminded me that in ten minutes time my train for
Brancepeth would arrive and I would need a ticket to get back
on it.
At this point I think I ‘flipped’ and there was no way I was
going to get back on a train, so I just ran out of the Station and
started off to run the two and a half miles cross-county to our
home farm. I knew the way because I had walked it with my
father when he had collected me from school from time to
time. I left the built-up area; I had to climb several fences and
hedges and go through fields with cattle and sheep and over
one field that had recently been ploughed. As I arrived home
on time from what would have been a normal day, I wondered
how I would explain all of this to my Mum and Dad, especially as
I would probably need a sick note to explain my absence from
school. I didn’t have to worry because the teacher who had
seen me run away had gone back to school and, together with
the headmaster, had driven to the farm to see if I was alright or,
probably, to report that I had gone missing in Brandon. I can’t
remember the discussion taking more than 30 seconds and the
whole thing was dismissed as being damned unfortunate and
tomorrow someone would be there to get me onto the train.
They needn’t have worried because from then on, I only ever
used the bus!!
Despite the fact that I was completely unaffected by the
experience (no drama, no nightmares, just normal life), I would
never get on a train by myself for the next 15 years and even to
this day I would never go on the London Underground because
I would be frightened I would end up at the end of a tunnel
somewhere like Hemel Hempstead. This all happened at a time
when men were men and sheep were nervous and having this
happen was all in a day’s character building. If anyone needs to

IVR announces new driver CPC course -
VR19 Preservation
of Evidence
The IVR’s VR19 Preservation of Evidence in Vehicle Recovery
course now attracts Driver CPC hours. When Driver CPC
became mandatory back in 2008, the Institute made a
conscious decision to make Driver CPC hours available through the
industry’s National Training Scheme NHSS17/17B.
Today, the Institute continues to support the industry to meet its
Driver CPC requirements by adding VR19 Preservation of Evidence to
the long list of approved courses. This module, now added to the IVR’s
Driver CPC suite, allows even more choice for the vehicle recovery
operator to attend relevant industry training whilst meeting their
Driver CPC, PAS 43 and NHSS17/17B contract requirements.
Those that attend can achieve both the DCPC hours and National
Training Scheme qualification simultaneously, reducing the cost
and time out of the workplace to the employer. It is important to
remember the Institute sets and manages the industry’s training
standards, ensures its library of approved courses are kept up to date,
meeting all the requirements set out within the National Occupational
Standards (NOS) and helping operators meet their HASAWA 1974
responsibilities. It also approves the network of independent training
providers and IVR ITSSAR qualified instructors, not forgetting that they
are all ITSSAR qualified for very good reason.

ROLLOUT TO BE PAUSED
Government responds to Transport Committee report
Rollout of new All Lane Running
smart motorway schemes will be
paused until five years of safety data
available
Current stretches of smart
motorway to be further upgraded
with best-in-class technology and
resources
£900 million commitment to ensure
drivers feel safe and confident,
including extra £390 million to
install additional emergency areas
The rollout of new smart motorway schemes will be paused
until a full five years’ worth of safety data is available, as the
Department for Transport invests £900 million to improve
safety on existing All Lane Running (ALR) motorways.
In line with the Transport Committee’s most recent
recommendations, the rollout of new ALR smart motorways will
be paused until a full five years’ worth of safety data becomes
available for schemes introduced before 2020. After this point, the
Government will assess the data and make an informed decision on
next steps.
Although available data shows smart motorways are
comparatively the safest roads in the country in terms of fatality
rates, while their rollout is paused, the Government will go further
by ensuring current smart motorways without a permanent
hard shoulder are equipped with best-in-class technology and
resources to make them as safe as possible.
This will include investing £390 million to install more than 150
additional Emergency Areas so drivers have more places to stop if
they get into difficulty. This will represent around a 50% increase in
places to stop by 2025, giving drivers added reassurance.
The Department for Transport has welcomed the Transport
Committee’s report, which endorsed its focus on further
upgrading the safety of existing ALR smart motorways rather than
reinstating the hard shoulder. As concluded by the Committee,
evidence suggests hard shoulders do not always provide a safe
place to stop, and by reducing motorway capacity, they could put
more drivers and passengers at risk of death or serious injury if
they were to divert onto less safe local roads.
Transport Secretary Grant Shapps said: “One of my first
actions as Transport Secretary was to order a stocktake of smart
motorways and since then, I have worked consistently to raise
the bar on their safety. I am grateful to the Transport Committee
and to all those who provided evidence for its work.
“While our initial data shows that smart motorways are
among the safest roads in the UK, it’s crucial that we go further
to ensure people feel safer using them. Pausing schemes
yet to start construction and making multi-million-pound
improvements to existing schemes will give drivers confidence
and provide the data we need to inform our next steps. I want
thank safety campaigners, including those who have lost loved
ones, for rightly striving for higher standards on our roads. I
share their concerns.”
National Highways CEO Nick Harris said: “We have listened
to public concerns about smart motorways and we are fully
committed to taking forward the additional measures the
Transport Committee has recommended.
“While we pause those all lane running schemes yet to
start construction we will complete the schemes currently in
construction, we will make existing sections as safe as they can
possibly be and we will step up our advice to drivers so they have
all the information they need.
“We are doing this because safety is our absolute priority and
we want drivers to not just be safer, but also to feel safe on our
busiest roads.”
Independent road safety campaigner, Meera Naran, whose
8-year-old son Dev, died in a motorway crash on the M6 in 2018,

National Highways CEO, Nick Harris
said: “Conventional and smart motorways
both have their risks and benefits. I
welcome this pause in the rollout of smart
motorways which will give us all a positive
opportunity to assess the future of our
motorway network.
“I’m encouraged by the commitment
of £900 million to improve the safety of
our motorways, following my campaigning
since Dev died. However, I’ll continue
to both challenge and work alongside
the Department for Transport to ensure
even more is done, including calling for
legislation to be looked at for Autonomous
Emergency Braking and further support
for on-going driver education.”
The Government’s response to the
Transport Committee builds on the
significant progress already made against
the Department’s 18-point Action Plan
to improve smart motorway safety,
announced in March 2020, including
adding emergency areas and upgrading
cameras to detect Red X offences.
The measures in the Stocktake and
Transport Committee response represent
over £900m of improvements in total,
including £390m of new money for extra
emergency areas, with the remainder of
the funding delivering other measures
such as Stopped Vehicle Detection and
concrete central reservation barriers.
National Highways will also ramp up
communications so drivers have better
information about how to drive on smart
motorways.
While the Department for
Transport will be taking forward all
the recommendations set out in the
Committee’s recommendations, it does

not agree with the view that smart
motorways were rolled out prematurely or
unsafely. All ALR smart motorway schemes
are, and will continue to be, subject to
high standards of design, risk assessment
and construction, followed by detailed
monitoring and evaluation once opened
to traffic.
While further data is being collected,
National Highways will continue work to
complete schemes that are currently in
construction, which will all open with
technology in place to detect stopped
vehicles. These schemes are all more
than 50% completed and halting progress
on them now would cause significant
disruption for drivers. Design work will
also continue on those schemes already
being planned, so they are ready to be
constructed depending on the outcome
of the pause. No preparatory construction
work will take place.
Also, in line with the Committee’s
recommendations, National Highways
will pause the conversion of Dynamic
Hard Shoulder (DHS) motorways – where
the hard shoulder is open at busy times
– into All Lane Running motorways,
while it investigates alternative ways of
operating them to make things simpler for
drivers. National Highways will also install
technology to detect stopped vehicles on
these sections.

Let’s go back to your start in the industry Mike,
how did it begin?
I completed a technical apprenticeship at Dennis
Motors who produced specialist vehicles;
engines, dust carts, coaches, all manner of
specialist equipment. When I completed that
I went to work for my father’s company,
HEECO who were based in Thetford.
My father’s company had a subcontract
machining division, which was involved

in doing parts for commercial vehicles.
One of their major customers was
Scammell at Watford. I progressed from a
Dennis apprentice to doing subcontract
machining and some fabrication for
Scammell Trucks.
Scammell then had an opportunity to
build recovery vehicles for the British
Army. Back in those days the British Army
purchasing policy required a high UK
content. Scammell had the opportunity
to supply their Crusader chassis with
what then was a state-of-the-art piece of
equipment from Sweden installed on the
back of it, which incidentally in military
terms is called the ‘top hamper’.
The company in Sweden who were
making and developing this equipment
was EKA, what we call the under-lift that
we use today. The British Army had some
experience of this Swedish kit having used
it in Germany and this led to a tender
being released to supply similar equipment
for use by the regular army. Because of
the “buy British” policy, the Army just
couldn’t go and buy the equipment off the
Swedish company, through the connection
with Scammell, my father’s company
HEECO secured the manufacturing licence
to make the EKA recovery equipment for
that particular contract and effectively for
the UK market back in 1976.
So, as a young man, just having finished
my apprenticeship in specialist vehicles,
I was a natural choice to go to Sweden
and learn how to produce the under-lift
equipment that are now commonplace,
a product that we have developed over
the years since. 131 of the EKA designed
equipment was manufactured and

installed on Scammell Crusader chassis
between 1976 and 79.
When the army contract ended, there
was talk of another contract for the army
on Foden vehicles. But at that time, Foden
had had some financial difficulties, so
consequently, the contract was delayed.
We had built up all this knowledge of
this new equipment and didn’t have an
outlet for it. We were then introduced
to a company based in Hertford called
Wreckers International, a company
owned by Bill Jackson at the time, run
by the Jackson family and managed by
Fred Noble, a relationship was formed
and equipment we produced was sold
by Wreckers. The first order went to C&S
Motors, which were then just based in
North London with a second going to
Arcade Motors.
Wreckers International had their
own range of products, they had been
Holmes’s distributor but by the time I
was involved they had developed their
own twin booms, the Dominator 20 and
30, they also had a model called the
Recoverer. I remember we had a demo
day back in 1980. Wreckers invited a
whole bunch of the recovery industry
up to Thetford to look at this equipment
being used. At HEECO we manufactured
the centre sections of the Dominator and
Recoverer for Wreckers as well as the
EKA under lift equipment from Sweden,
at the demo both the EKA and Wreckers
equipment was shown working, like the
displays that as Boniface we put on at
the Tow Show. We used equipment from
Tommy Ash and C and S Motors two
companies we still deal with today. There

wasn’t a big market for it, it was pretty expensive compared with
traditional equipment and it took time for the under-lift equipment
to become popular, some said “It would never catch on”.
A busy introduction to the recovery world,
what was next?
I then had a decision to make. HEECO were a manufacturing
company that happened to be making recovery equipment, once the
large military contracts had been completed, they had little appetite
to supply single customers with product. I really enjoyed working in
the recovery industry and so I had to choose between staying with
my father’s company and continuing with pipeline and machinery
work or set up by myself to continue the development of recovery
equipment. There were other factors that some may relate to, I was
married with two children, a mortgage and had foolishly bought
an Alfa Romeo, the car is relevant because it was rusting away and
needed replacing! The job at HEECO was going nowhere in terms
of getting extra money, I applied for a few jobs, one to become a
manager of a shot blasting plant in Aberdeen, I didn’t get the job or
any other I applied for. So, with no money and no prospects I had to
make my own way in the world. I was fortunate that I had met Fred
Noble through Wreckers and with his support and HEECO’s blessing,
I decided to set up on my own.
So, I started in January 1982, on my own, in a tiny shed, not
much bigger than the office I work in today, with some equipment
I’d acquired from some friends in Thetford I started producing
recovery equipment. To get going I needed some money, I was able
to secure the possibility of work from Wreckers, things like Scotch
Blocks, hitches, small recovery booms and with this information
after numerous attempts I was able to present a cash flow to Lloyds
Bank that convinced Mr. Coverdale, the manager in Thetford that if
he provided a £3000 overdraft there was a chance, he would get it
back, he was comforted no doubt by the personal guarantee based
on the equity I had in my house! Just like today cash flow is king,
I ordered material to maximize any credit available from suppliers
worked hard to get product out to my then principal customer
Wreckers before I had to pay my creditors. It paid off in those early
months.
Fred Noble from Wreckers was helpful in those early stages of
the business. He was happy to see my business develop. He would

feed me work, not necessarily big stuff.
Anything to make money. Any manner of
thing that’s used on a tow truck, which was
subcontracted, I could make bits and pieces
for them. A typical one man start up, weld,
clean up, paint assemble on my own, and it
was cold and then the Falklands war began
and one of the many recessions that the
country has gone through was upon us.
Because I’d now left HEECO, the
association with the Swedish company had
now ended. Wreckers and myself wanted to
develop a UK under-lift, so I went to their
directors and asked them what do you want
to see in it? They wrote a list. Another person
who I am indebted to became available, John
Cullum he had worked with EKA in Sweden
he came from Norwich, close to Thetford,
so he could spend some time in the UK.
John designed a product, which was based
upon the lessons that we learn from Sweden
but was using mainly UK components. To
give you an example the Swedes used a
single telescopic lift ram that was made in
Sweden, quite sophisticated, and a relatively
expensive ram, we were able to go and buy
two locally sourced hydraulic cylinders and
place them either side of the boom, so we
made it like that and reduced the cost. The
initial concept was to make a simple lift and
tow product, no legs and a single winch,
which was how the first one was made, but
we soon added twin winches and rear legs
and all the other features a modern product
from Boniface has today. By September of
1982 the first lift and tow device was ready to
test, after which it was delivered to Wreckers
to have the body added. The product was
christened the Interstater, a brand name that
is still going 40 years later.
The boom of an Interstater is obviously
big, and my workshop was small not much
bigger than the average office today, it was
accessed by a double pedestrian door. Inside
the workshop I could assemble and weld the
major components, I used stick welding with

very much as a one man
business, when did you
take your first
employee on?
Ken Landymore started in June
1982 he stayed with me all the
way till he retired much later. I’m
proud that a lot of people have
stayed with us for a long time,
I’ve got a lot of long-standing
employees who have been here
for many years.
How did your business
progress?
Bill Jackson had been working
in the USA for some time under
the name of International
Wreckers so it was natural that
my products would go over
there. The first Interstater for
the USA was shipped over in January 1983 in kit
form, and I flew over for and did the installation,
it was installed on a Mack chassis and had a
body built by a fire engine truck manufacturer
local to International Wreckers base in Florida.
The complete outfit was displayed at the Florida
Tow Show in April 1983, as you can imagine at
that time in America, it was all twin boom, single
stick booms, all that kind of product. This new

equipment that had been made in the UK sold
well through the 80’s up to when unfortunately,
Wreckers International in the UK went bust in the
early 90’s. However, from Texas to Canada I had
made some great contacts that would help me in
future years.
In terms of location, we’d moved from that little
single unit to a bigger corrugated iron building,
which was another military camp that had been

converted for industrial use. A forklift truck was bought, state of the
art mechanical handling for Boniface because the days of the block
and tackle were over!
The 80’s was the Wreckers era, most of the stuff we did was for
Wreckers. We manufactured product for the UK, USA and we were
also introduced to the German market. Germany is a significant
market for us still today, the company we were introduced to by
Wreckers also went out of business, one of the stressful times
when running a business that owes you money! A customer of the
now defunct company wanted to establish a relationship with us
but without knowing who we were, branding wasn’t a strong point
for us back then, tracked us down by contacting the Italian valve
manufacture we used, they in turn pointed him to the distributor of
the valves in the UK, who contacted me. A relationship was formed
that has remained till this day, however the average German tower
will not have heard of Boniface, or the Interstater as the product
there is badged Masterlift, I estimate that there are more Boniface
or Century (which we also sell) heavy under lifts that have been
manufactured or sold than any other business in Germany. Not many
people know that, and the lesson learnt is protect your brand.

A Boniface new
build for long
standing customer
As Boniface Engineering enters their 40th anniversary
year they have devoted time to look back and reflect
and recognise some of those customers that have been
returning to them for their new recovery vehicles over the years.
McPhie Recovery feature prominently on the list. The family run
business based in Linlithgow, Scotland have a had a long-standing
relationship with Boniface of over 20 years, initiated after George
purchased his first Interstater. George McPhie died in 2019 and
since that time the business is operated by Lorna McPhie and her
son Gary, Boniface has been successful in supply more product
to the business recently and will endeavour to provide a service to
McPhie to maintain the relationship for many years to come.
This latest build is a 6T VLA mounted onto a Volvo FL 250 14T
chassis with rear air suspension. The Very Low Angle of the fully
demountable bed enables the operator to recover a full range of
vehicles from sports cars with low spoilers to large vans with tail
lifts. The VLA’s increased bed capacity from 5T to 6T combined with
the additional carrying capacity of a 14t chassis over a 12T chassis,
produced a payload of 5620kg future proofing McPhie’s investment
by easily coping with the ever-increasing weight of cars and vans.
The renowned strength, durability and light weight construction
of the aluminum bed will provide years of hassle-free operation
without the worry of rust and corrosion. The VLA’s 2.46 metre bed
width can be fully utilised as the lashing rings are mounted on the
side raves which helps when loading those larger or wider vehicles.
The VLA comes as standard with an 8000lb hydraulic winch with
a manual sliding function allowing the operator to lock the winch
into the required position and maintain a straight-line pull. The new
winch low pull option means vehicles can also be winched onto the
2t second car lift via a pulley system enabling the winch rope to be
routed down through the bed and onto the second car lift, even
when a car is already loaded onto the bed.
In addition to the 8000lb winch and fitted as standard on the VLA
product, is a fully galvanized subframe and tilt frame, two function
radio remote control allowing the bed to be deployed with the push
of a single button. The winch can also be operated by the same
remote via a simple change over switch. This build also had 2 x LED
Beacons, LED strobes front and rear, two pairs of LED work lights,
wrecker kit, wheel skates and skate ramps. The truck was finish
painted in McPhie’s traditional silver and red colours and livery was
supplied and fitted by Fleet Livery.

NO PARKING!
We recently received an email from David Williams one of the
directors of Wrexham based operators HK Motors (Wales):
“I recently had a fine for attending a broken down vehicle in
Wrexham Shopping Centre, in a car park operated under Euro Car
Parks. I was in a service van and unfortunately the broken down car
needed a recovery to home address; so I had to wait for recovery
truck to assist in loading of vehicle”
“Although we appealed it at the time, due to above circumstances,
they declined the appeal, basically stating that the signage is clear and
that a valid pay and display ticket must be purchased for full duration
of stay on the car park.”
“To avoid the charge rising from £50 to £90, I have paid the fine,
however, I would like to enquire if you are aware of this being an issue
for recovery garages, i.e. how do we stand with regard to fighting
matter. I am also writing to Wrexham Council to get their comments.”
This is one of a few emails we’ve had on this matter, with a growing
concern that recovering a vehicle in a monitored car park could result
in a hefty fine.
At the time of going to press, Euro Car Parks had failed to respond
to requests for their vehicle recovery policy, however, we have been
able to talk to the British Parking Association.
The BPA represent the UK parking and traffic management
profession, with over 750 members, taking in the majority of car
parks through the country. A spokesman for the BPA was shocked
and surprised at the treatment that HK Motors had experienced and
confirmed that any recovery operator assisting a vehicle should not
be facing the possibility of fines, under any circumstances.
The majority of issues revolve around ANPR (automatic number
plate recognition) systems, which both monitor and issue parking
penalties autonomously. Although there is no practical way of
avoiding this system, according to the BPA appealing the penalty
should result in the cancelation of the fine. The key to the appeal is
providing evidence of the job, through whatever system you are using.
If you are unsuccessful with your claim, you can make a complaint
directly to the BPA through their website, though the operator does
need to be a BPA member. Alternatively, the Independent Parking
Community also run a similar system.

The PAS 43 standard is applicable to all vehicle breakdown
and recovery operators who are working on Highways Agency
motorway networks and/or are contracted to Roadside assistance
providers such as; AA, Green Flag and RAC, plus many more.
The latest version of PAS 43:2018 standard can be obtained
from BSI online shop at a cost of £56.00 and is available in
hardback or digital download. The standard is intended to be read
and used in conjunction with the current version of the SURVIVE
Best Practice Guidelines, which are available on the SURVIVE
Group website and can be downloaded free of charge as a pdf
document.
There are a number of requirements, contained within the
PAS 43:2018 Standard and SURVIVE Best Practice Guidelines,
which require implementation to achieve the accreditation. The
Standard can be achieved as a standalone registration or as a
combined management system certification in association with

which is updated regularly and lists all companies accredited to
the Standard.
The Standard requires an annual audit for the purpose of
certification, British Assessment Bureau and NQA are two
companies specialising in PAS43:2018. The audit process requires
an inspection of documentation and physical check of all company
vehicles/equipment, this is usually spread over a three year
period for larger fleets. Any major non-conformance identified
at an audit will render the company without accreditation,
until corrective action is taken and verified by the certification
body. Applications for quotations on achieving PAS43:2018 can
be submitted online with the respective certification bodies.
CARSQA offer accreditation with a three yearly expiry rather than
the yearly expiry offered by other certification bodies.
There are a number of consultants offering support to achieve
the accreditation, which consists of implementing documented
processes and procedures, risk assessments and policies. There is
a requirement to identify appropriate training for technicians and
specialist personnel. The IVR Group website offers information on
a full range of training courses which are specific to the industry,
the website also offers contact information for training providers.

Standard all recovery equipment, winches, under-lifts and cranes
must have an annual certification, LOLER inspection, a copy of
which must be carried in the vehicle at all times. The company are
also required to be able to provide adequate welfare facilities for
visitors as part of the accreditation.
Achieving the standard allows access to a wider customer base,
whilst maintaining safer working practices for all concerned.
The journey to PAS43 certification may appear to be somewhat
daunting, particularly when first implementing, however it is
achievable for large and small businesses.

7T Iveco Daily Crewcabs. They will all have Roger Dyson bodies and
we have a new heavy recovery landoll trailer on order from them
aswell.”

2021 has been a busy year across all departments within the
company, with a good mix of work from customers old and new and
our recovery department has been particularly busy dealing with
anything from agricultural equipment to top of the range supercars.
The recent storm Arwenn provided a good amount of work and
an equal amount of challenges for us to deal with, alongside our
usual workload. Our recovery staff have recently undertaken a full
week of in-house training across the entire weight ranges.
We are now looking at fleet replacements and additions for next
year which require a never-ending amount of investment and so
2022 must be a year that we finally see significant movement on
rates across the industry.

clutch setting gauge kit
from Laser Tools
Speed up and simplify the fitting of DSG clutch kits to
generations 1 and 2 VW Group DSG transmissions with this
comprehensive setting gauge kit (part number 7914) from
Laser Tools. These transmissions are used in vehicles across
the VW Group ranges, specifically Gen 1 DSG 7-speed fitted
from 2008 and Gen 2 DSG fitted from June 2011. The tool kit is
equivalent to OEM T10466 and T10374 gauge blocks.
Included are setting blocks, a sliding feeler gauge, a pair of liftup
hooks to test for free-play plus a dial-test indicator (DTi) with
accessories. With the supplied comprehensive instructions, these
are used for fitting and setting up the clutch plates and release
bearing mechanism.
The kit is supplied in a sturdy steel case with internal EVA foam
tray that keeps the kit secure and clean, and the shallow case
