Draft stormwater plan
open for consultation
CONSULTATION opened on
Monday for the Ihutai-Estuary
and Coastal draft stormwater
management plan.
The plan is the third of seven
being prepared between 2020
and 2023 for the district’s different
stormwater catchments.
The plans set out the ways the
city council will meet the requirements
of its 25-year Comprehensive
Stormwater Network
Discharge Consent, which was
granted by Environment Canterbury
in 2019.
“Stormwater is all water that
falls onto roads, paths and other
hard surfaces. It picks up pollution
from these surfaces which
makes its way into local streams
and rivers impacting the quality
of water,” city council head of
three waters Helen Beaumont
said.
Beaumont said the Ihutai-Estuary
and Coastal catchment
has unique features which are
considered in the plan.
“The Ihutai-Estuary provides
important feeding grounds for
native migratory birds that rely
on a healthy and thriving ecosystem,”
Beaumont SAID.
Avon-Heathcote Estuary
UNIQUE: The city council is seeking feedback on
the Ihutai-Estuary and Coastal draft stormwater
management plan to improve the way it manages
stormwater in the area.
Doudney said the trust would
be suggesting to the city council
that better construction site containments
for sediment run-off
be investigated.
“We would like to see
the council employ two or
more new staff members to
facilitate education for the
sector, and monitor and advise
best practices for sediment
containment in large rainfall
events, Doudney SAID.
Submissions on the city
council’s Ihutai-Estuary and
Coastal draft stormwater
management plans can be made
until April 26.
Heated discussion
Templeton requested
information on the lease terms
from the council after several
members of the public indicated
to her that they were going to
approach the board with their
concerns.
But no one came forward with
concerns at the latest meeting
said Templeton.
“I’d encourage residents to get
in contact with the board if they
have concerns about the lighting
and at that stage we’d be able
to ask for further advice,” said
Templeton.
It is the cross shape of the
lighting that has caused an ongoing
public debate.
A photo of the mast posted to
the Sumner Facebook community
page on Saturday sparked a
heated discussion.
Some comments said the lighting
was “stunning” while others
were unhappy with it, calling it
“a Christian beacon.”
The lighting is a navigational
mast put up in 1864 to guide
shipping.
The mast lighting in the past
has been used to celebrate Easter,
Anzac Day, Christmas and significant
national events such as
the coronation of King George
VI in 1937.
The community tradition
of lighting on the mast
continued until the February 22,
2011, earthquake damaged the
signal house.
Following its repair in 2016,
the lighting was not reinstated
until December last year.
Sumner-Redcliffs Historical
Society members and the
Sumner Community Residents’
Association lobbied and raised
funds for the lights to reinstated.
