Notice of Race
This Notice of Race (NoR) covers the RTYC Club Racing
Programme 2022 except the Channel Race, Offshore
Week, Torbay Royal Regatta and Torbay Dinghy
Regatta for which will be separate Notices of Race will
be published.
All Club Racing which will be conducted in accordance
with HM Government Advice and RYA Guidelines
relating to the COVID-19 pandemic that may be
applicable at the time. RYA Coronavirus (COVID-19)
Guidance for Affiliated Clubs and Recognised Training
Centres.
The notation (DP) in a rule in the NoR means that the
penalty for a breach of that rule may, at the discretion
of the protest committee, be less than disqualification.
1 RULES
1.1 The event will be governed by:
1.1.1 The rules as defined in The Racing Rules of Sailing
2021-2024 including Royal Yachting Association (RYA)
prescriptions;
1.1.2 The Equipment Rules of Sailing, to the extent that
they apply (available at www.sailing.org/documents/
equipmentrules/index.php) ;
1.1.3 The applicable class and/or handicap system rules,
including for IRC boats IRC Rule 2022, Parts A, B and C,
but excluding rules 21.1.5(d) and (e) rule 22.4.1 IRC Rule,

1.1.4 (DP) Torbay Harbour Bye-Laws.
1.2 Competitors should note that the OA implements
the RYA Racing Charter and that they will be expected
to sail in compliance with it. The charter can be found
at the front of the RYA edition of the Racing Rules
of Sailing 2021-2024 or on the RYA website at Racing
Charter (rya.org.uk)
1.3 RRS 40 Personal Flotation Devices - For all
competitors in Sportsboat and PY Dinghy classes, and all
helms or crews under the age of 18 on January 1st 2022 in
IRC and Cruiser classes, RRS 40.1 applies and is changed
to apply at all times whilst afloat.
1.4 The Sailing Instructions (SIs) may also change
racing rules.
2 SAILING INSTRUCTIONS (SIs)
2.1 Sailing instructions will be available on the club
website and at the club by noon February 25th 2022.
2.2 Supplementary Sailing Instructions and Changes
to SIs will be published on the online Official Notice
Board.

The Organising Authority (OA) is the Royal
Torbay Yacht Club (RTYC)
2.3 Supplementary Sailing Instructions and entry
information for Coastal and TADCCS Races will be
published on the website of the organising club.
3 COMMUNICATION
3.1 The online Official Noticeboard is located at rtyc.
org/racing/ofn
3.2 (DP) While racing, except in an emergency, a
boat shall not make voice or data transmissions and
shall not receive voice or data communication that is
not available to all boats. This restriction also applies to
mobile telephones.
3.3 In accordance with RRS 20.4 (b) the use of VHF
radio as an alternative communication is permitted.
3.4 A WhatsApp group may also be used to
contact registered mobile numbers for each boat
providing notifications and Race Committee (RC)
communications whilst ashore. Failure to receive
WhatsApp messages shall not be grounds for redress.
This changes RRS 62.1(a).
4 ELIGIBILITY & ENTRY
4.1 The club racing programme is open to all boats
of the following classes or handicap divisions.
4.1.1 IRC Class (IRC) – Open to any Yacht holding
a valid IRC Certificate that does not meet the
requirements of the Sportsboat Class.
4.1.2 Cruiser Class (SWYTC) – Open to any Yacht
holding a current SWYTC Certificate that does not
meet the requirements of the Sportsboat Class.
4.1.3 Sports Boat Handicap Class (Club) - Class for
keelboats with a design weight between 100kg to
1600kg, and an asymmetric rig.
4.1.4 SB20 – One Design Class.
4.1.5 Coastal Class (SWYTC) – World Sailing OSR Cat
4 equipped boats. Entries for Eddystone Night Race
shall comply with World Sailing OSR Cat 3.
4.1.6 PY Dinghy Handicap class - Dinghies with a
current Portsmouth Yardstick Handicap Number.
4.1.7 Junior Handicap classes - Dinghies with a
current Portsmouth Yardstick Handicap Number of
1175 to 1249 (Fast) and 1250 and above (Sports), sailed
by Junior crews who are under the age of 18 on 1st
January 2022.
4.1.8 The OA may, at their discretion, add additional
classes and allocate or combine divisions of the above
classes. Class starts may be shared.
4.1.9 Any handicap class split will be published one
week before the start of the series on the club website
and displayed on the Official Notice Board.
4.2 Pursuit Start times will be calculated by the OA
and published on the club website and displayed on
the Official Notice Board at least 48 hrs before the
start of the race.
4.3 Eligible boats may enter by completing the entry
form and making payment online at https://rtyc.org/
racing-documents/
4.4 To be considered an entry a boat shall meet all
