ENVIRONMENTAL COST HANDBOOK<br />

The Department of Defense (DoD) requires program executive officers<br />

(PEOs) and program managers (PMs) to integrate environmental<br />

considerations into their acquisition strategies and include environmental<br />

costs in their lifecycle cost estimates. <strong>Environmental</strong> lifecycle costing is a<br />

relatively new requirement, and little guidance is available to assist PEOs<br />

and PMs. The <strong>Environmental</strong> Cost Handbook will describe how to<br />

identify and estimate lifecycle environmental costs for weapon systems.<br />

To develop a handbook that describes how to identify and estimate<br />

lifecycle environmental costs for weapon systems.<br />

Recognition of environmental costs will allow PEOs and PMs to evaluate<br />

impacts on lifecycle costs and make informed decisions on environmental<br />

issues.<br />

PEOs, PMs, other acquisition officials and the U.S. <strong>Army</strong> Cost and<br />

Economic Analysis <strong>Center</strong> (CEAC).<br />

The U.S. <strong>Army</strong> <strong>Environmental</strong> <strong>Center</strong> (USAEC) is supporting the CEAC<br />

Weapon System Cost and Economic Analysis Division in developing and<br />

verifying environmental lifecycle costs for <strong>Army</strong> weapon systems. This<br />

support has required close coordination with several weapon system<br />

program offices. USAEC confirmed there is no “how to” guidance<br />

available for identification and estimation of environmental costs.<br />

The <strong>Environmental</strong> Cost Handbook is being developed to help PEOs and<br />

PMs figure environmental costs as independent values. The handbook will<br />

provide guidance in a way that allows PEOs and PMs to associate<br />

estimated costs with work-breakdown structure elements to support<br />

activity-based costing and performance monitoring.<br />

The handbook will offer approaches for developing categories of<br />

environmental costs. For each environmental category or activity,<br />

potential sources of existing cost information will be identified along with<br />

guidance for developing cost-estimating relationships. The goal is to<br />

provide guidance flexible enough to support the estimation of<br />

environmental lifecycle costs for most weapon systems.
