Position (ACP). USAEC will participate in this process by developing a lifecycle<br />

estimate for environmental costs. Both the PM and CEAC will use USAEC’s<br />

environmental cost estimate.<br />

USAEC evaluated all phases of the acquisition strategy and identified<br />

activities with environmental impacts. Costs were attached to<br />

environmental impacts and requirements; the total of all environmental<br />

costs were used to develop the lifecycle environmental estimate. USAEC<br />

coordinated closely with representatives from the program office,<br />

manufacturers and system users to identify all environmental activities.<br />

Costs were documented using a work-breakdown structure developed<br />

specifically for the Longbow Apache program. Cost descriptions and<br />

methodologies were documented using CEAC-approved costdocumentation<br />

formats.<br />

The <strong>Environmental</strong> Quality Lifecycle Cost Estimate (EQLCCE) for the<br />

Apache was completed and published during June 2000. This EQLCCE<br />

was used to help determine the <strong>Army</strong>’s Cost Position during December<br />

2000/January 2001.<br />

NEPA MANUAL FOR MATERIEL ACQUISITION<br />

Recent government audits of selected Defense Department acquisition<br />

programs revealed that compliance with the National <strong>Environmental</strong><br />

Policy Act (NEPA) had not been properly factored into the acquisition<br />

management process. This manual will provide information to help<br />

program managers (PMs) consider NEPA during materiel acquisition.<br />

To provide advisory information for integrating the requirements of<br />

NEPA and <strong>Army</strong> Regulation (AR) 200-2, <strong>Environmental</strong> Analysis of<br />

<strong>Army</strong> Actions, into the materiel acquisition process.<br />

This manual will simplify the NEPA process so PMs understand when to<br />

use a Categorical Exclusion (CX) or Record of <strong>Environmental</strong><br />

Consideration (REC), an <strong>Environmental</strong> Assessment (EA) or<br />

<strong>Environmental</strong> Impact Statement (EIS), and feel comfortable with each<br />

approach.<br />
