began developing a DoD directive as an interim measure. The Range Rule and<br />
the directive rely on a risk-based approach to site management.<br />
To satisfy this process, USAEC is developing a multicomponent risk<br />
evaluation methodology – R3M – that includes a risk management<br />
strategy, risk management framework, risk assessment methods and risk<br />
communication tools.<br />
Many R3M components come directly from other methods used in <strong>range</strong><br />
evaluation and response actions. The R3M effort serves to combine – or<br />
improve and develop – the necessary elements into a cohesive process that<br />
will be fully reviewed and approved by all DoD components and the<br />
<strong>Environmental</strong> Protection Agency (EPA).<br />
The project includes several steps:<br />
• Develop an interim method consisting of qualitative and<br />
semi-quantitative tools to reduce risks while meeting Range<br />
Rule requirements;<br />
• Coordinate development with DoD, the EPA, states, tribes and<br />
other stakeholders;<br />
• Support partnering initiatives and Public Information Forums;<br />
• Further develop, test, and validate R3M elements during the early<br />
years of implementation;<br />
• Revise the R3M based on testing and validation and prepare methods<br />
to evaluate sites relative to closeout criteria.<br />
• Conduct Interim R3M Preliminary Validation effort.<br />
• Approve release of draft R3M for public availability.<br />
• Continue development of interim R3M through input from validation<br />
results and DoD, EPA, partnering initiative team and public input.<br />
• Conduct final R3M development program.<br />
