Decision a ‘game changer’ for <strong>Selwyn</strong><br />

least three-and-a-half years to<br />
implement the NPS-HPL.<br />
“While it comes into effect<br />
on October 17, <strong>2022</strong>, any land<br />
already marked for subdivision<br />
will still go ahead,” Black<br />
said.<br />
This included Lincoln South.<br />
“There are also a number<br />
of exceptions to protecting<br />
highly productive land that<br />
begs the questions – will the<br />
NPS-HPL be able to adequately<br />
protect our future food supply?<br />
And is this too little too<br />
late?” she said.<br />
Fellow Lincoln academic<br />
Dr Trish Fraser, a science<br />
team leader at Plant and<br />
Food Research, said the new<br />
legislation would be a game<br />
changer for <strong>Selwyn</strong>.<br />
The NPS-HPL would mean<br />
the district council would have<br />
to give more consideration to the<br />
type of soil in an area proposed<br />
for subdivision.<br />
“So they will have more<br />
grounds on which to decline<br />
applications than previously<br />
where the value of the soil was<br />
ignored,” Fraser said.<br />
The district council has faced<br />
a wave of rezoning plan change<br />
applications in the last two years,<br />
as developers take advantage of<br />
legislation aimed at solving New<br />
Zealand’s housing shortage.<br />
The National Policy Statement<br />
for Urban Development was<br />
introduced in 2020.<br />
Council changing strategy on illegal parking<br />

a while back to increase the<br />
safety of pedestrians, who use<br />
a crossing that traverses Gerald<br />
St. When there were car parks<br />
there, motorists often failed to<br />
see people stepping out onto the<br />
crossing, with many near misses<br />
and the occasional time people<br />
being struck by cars.<br />
The bus stayed illegally parked<br />
for sometime before it was noticed<br />
by the police, which tracked<br />
the driver down in the pub’s<br />
garden bar area and asked him<br />
to move it off the footpath and<br />
yellow lines.<br />
The incident comes as the district<br />
council this week steps up its<br />
enforcement of illegal parking.<br />
Up till now, the district council<br />
has taken an education first<br />
approach to illegal parking, but<br />
from this week that strategy is<br />
changing.<br />
Fines will now be issued for<br />
offences where parking safety is<br />
compromised or is inconsiderate<br />
to other road users.<br />
Said district council regulatory<br />
manager Susan Atherton: “Safety<br />
is our priority. We will be issuing<br />
infringements for stationary vehicle<br />
offences on public roads and<br />
spaces, such as parking on yellow<br />
lines, footpaths, and blocking<br />
driveways. Infringements may<br />
also be issued in relation to a<br />
vehicle’s registration or warrant<br />
of fitness.”<br />
There are four parking safety<br />
officers who usually work Monday<br />
to Friday 8.30am-5pm, but<br />
they may now also work outside<br />
of these hours if needed.<br />
“Following feedback from the<br />
community and an increasing<br />
number of complaints, the<br />
council recognises there is<br />
now a need to start issuing<br />
infringements for offences where<br />
parking safety is compromised<br />
or is inconsiderate to other road<br />
users,” Atherton said.<br />
