The <strong>Ashburton</strong> District Council<br />

has released updated tsunami<br />

evacuation zones after scientific<br />

modelling showed new areas that<br />

couldbefloodedinsome worst-case<br />

tsunami scenarios.<br />

The modelling was commissioned by<br />

Environment Canterburyand has already<br />

been completed for many other parts of<br />

Canterbury. In the<strong>Ashburton</strong>District, the<br />

changes arerelatively minor with around<br />

<strong>10</strong> newproperties included in the revised<br />

zones. Settlements such as the South<br />

Rakaia Huts, Lower Hakatere Huts and<br />

NorthRangitataHutswerealready located<br />

withinexisting tsunami evacuation zones.<br />

JaneDonaldson,StrategyandCompliance<br />

Group Manager, said most of the newly<br />

included area is rural land rather than<br />

homes, however the Council still<br />

encourages people who liveorspend time<br />

near the coast to familiarise themselves<br />

withtheupdatedevacuation zones.<br />

“Coastal residents should search for<br />

their address on our website and see if<br />

any of their property is within atsunami<br />

evacuation zone. These events arerare, so<br />

people don’tneedtobealarmed,however<br />

theyshould haveaplan forwhattodoif<br />

theyneedtoevacuate.”<br />

The <strong>Ashburton</strong> District has two tsunami<br />

evacuation zones: red and orange. The<br />

red zone ismost likely tobeaffected by<br />

atsunami and includes estuaries, river<br />

mouths,and beaches whereatsunami of<br />

any size could cause strong currents and<br />

surgesinthe water.<br />

The orange zone is less likely to be<br />

affected byatsunami than the red zone<br />

and includes areas ofland that could be<br />

floodedinalarge tsunami.<br />

Ms Donaldson said that people in the<br />

red and orange zones need toevacuate<br />

immediately if they feel along or strong<br />

earthquake, or receiveanofficial tsunami<br />

warning.<br />

“Our message hasn’t changed, if you feel<br />

an earthquake that islong or strong, get<br />

gone,” she said. “There may not be time<br />

foranofficial warning, so once the shaking<br />

stops, head immediately inland until<br />

you’re outside of the evacuation zones.”<br />

Hazards at Environment Canterbury,<br />

said the likelihood of atsunami being<br />

created close to <strong>Ashburton</strong>’s coast is<br />

small, and thebiggest tsunami threatsfor<br />

the <strong>Ashburton</strong> District are those created<br />

by large earthquakes on the Hikurangi<br />

or Kermadec subduction zones (to the<br />

east and north ofthe North Island), the<br />

Puysegur subductionzone(to the southof<br />

Fiordland),orbylarge earthquakesoffthe<br />

coasts of CentralorSouth America.<br />

“These tsunami evacuation zones<br />

represent an ‘envelope’ around many<br />

different possible worst-case tsunami<br />

scenarios,” says Ms Jack. “Most tsunamis<br />

will only affectthe beachand river mouth<br />

areas inthe red zone, but occasionally<br />

we may experience alarger tsunami that<br />

could inundate partsofthe orangezone.”<br />

Ms Donaldson said residents in the<br />

affectedareascanexpecttoreceivemore<br />

information in their mailbox shortly and<br />

tsunami evacuation signage at coastal<br />

locations willbeupdated.<br />

<strong>Ashburton</strong> Civil Defence Emergency<br />

Management will also work with coastal<br />

communities to update their local<br />

response plans as required.<br />

“Many of our coastal settlements already<br />

have good plans for warning and<br />

protecting theircommunitiesfromnatural<br />

disasters,”she said. “These can include<br />

phonetreesorlocal firesirens,soifyoulive<br />

in one of these areas, makesureyou know<br />

whatyourcommunity hasinplace.”<br />

She says as with other natural hazard<br />

information, the tsunami evacuation<br />

zoneswill be reflectedin Land Information<br />

Memoranda (LIMs).<br />
