Staff shortages hit aquatic centres

Staff shortages are plungingaquatic 

centres into early closures. 

Areturn to tertiary studies and alack 

of internationalbackpackers, has 

impacted the Hanmer Springs Thermal 

Pools and Spa (HSTPS), and the Kaiapoi 

Aquatic Centre. 

The Hanmer Springs Thermal Pools 

and Spa willshut up shop at 7pm, two 

hours early,from Monday, February 13 

due to University, Polytechnic and 

school pupils,who have beenemployed 

as casual staff at the pools,returning to 

their studies. 

HSTPS general manager Graeme 

Abbot saysthe aquatic industry has 

‘‘started conversations’’ withone 

another to look at how thingsmightbe 

done differently to encourage more 

people intopositionsataquatic centres. 

He says having to close the complex 

early, for now, is really disappointing 

because using it in the evening is a 

magical experience. 

But to provideindustrystandard 

lifeguarding for its 22 pools and water 

slides for 11 hours per day, it requires 

about 37 fulltime equivalents(FTE). 

‘‘Unfortunately, we onlyhave 26 FTE, 

meaning we do not haveenoughstaffto 

safely sustain a9pm closingtime. 

‘‘Effectively we are 11 staff short, and 

we can’trun the complex,’’hesays. 

It is not as simple as closing half of it, 

because Health and Safety problems 

then arise, suchasayoung child 

wanderingoff and potentially falling 

underacover on an unused pool. 

‘‘The people who normally fill the 

positions are just not there. Backpackers 

are not flying because of the cost of 

flights, and the tight labourmarketisn’t 

helping at the moment either,’’ Mr Abbot 

says. 

Whilestudentshad left,the upside was 

they would be backfor the next school 

holidays. 

‘‘Ithas been areally difficult decision 

and really disappointing.’’ 

HSTPS is actively recruiting staff but 

the pools are not alone, Mr Abbot, who is 

alsoproduct development manager for 

HurunuiTourism, says. 

‘‘Many businesses in the town are in

the same boat. Vineyards and businesses 

acrossthe Hurunui Districtare all 

impacted and considering ways to cope 

with staff shortages.’’ 

Mr Abbot says the same sortofproblem 

is happening rightacross the district. 

Some in the aquaticindustry are now 

talking to each other about ways to help 

ease the situation.MrAbbot sayshis own 

team at HSTPS is working on a 

discussionpapertogoout to the industry 

in the next week, lookingatsome long 

term initiatives to ease the situation.

Ms Berginsays advertisements for 

some vacant positions are up on the 

WaimakaririDistrict Councilwebsite. 

Meanwhile, MainPower Amberley 

Poolmanager NaomiWoodham, says this 

year, the council had been lucky witha 

coupleoflifeguards remaining for the 

duration of the pool season before 

heading overseas. 

‘‘Another is completing her study 

online, so has flexibility to stillwork with 

us as well.Weare very grateful,’’ says Ms 

Woodham. 

This has allowed the pool to continue 

to operate as normal.

support as they transitioninto the 

workplace. 

Mr Logan has benefitted froman 

onlinecounselling initiative piloted 

by the Hurunui District Council’s 

Mayor’s Taskforcefor Jobs (MTFJ) 

programme. 

Known as Clearhead, the online 

platform has beenbeen designed to 

make it easier for young people to 

accesssupport. 

‘‘I have beengetting help with eating 

problems,soithas beengreat. Ihave 

benefitted alot,’’ he says. 

‘‘It has been awesome. 

‘‘It would be good to see it made 

available for more youngpeople 

because it has been really helpful’’. 

Mr Logan,who livesatLeithfield 

Beach,has been supported by the 

MTFJ on andoff for thelast three 

years. 

He said the costofcounselling could 

be daunting, while ‘‘amping yourself 

up’’ to drivetoappointments couldbe 

stressful. 

The Clearhead platform allowed 

young people to choose from a 

selection of counsellors to find the 

right fit. 

‘‘It is abit like eBayfor 

counsellors.’’ 

As the sessions wereonline, ‘‘you 

can be in your own environment’’, he 

says. 

Mr Logan has picked up afew jobs 

through the taskforce, includingasix 

month spraying contractwith the

health issues ran into many 

challenges, includingremaining 

anonymous. 

‘‘Wait times, travel distance, the 

lackofchoice of counsellor.These 

are all things thateffect the chance 

of whether our young people reach 

out for help. 

‘‘That stigma around asking for 

helpisstillvery real in small town 

communities, so havingthe option to 

speak with aspecialist from a 

different region will be empowering 

for these kids. 

‘‘Everyone should have access to 

mental healthcare, no matterwhere 

theylive. It is acrucialpart in 

making sure fewer young peoplefall 

through the gaps.’’

Growth catalyst for plan changes 



The Hurunui district’srapid growth 

could see somechanges in this year’s 

annualplan. 

Arecord numberofconsents(197) for 

new houseswere issued last year, 

which has led to anumberofcapital 

projects being brought forward, chief 

executive Hamish Dobbie says. 

Council staff are busy preparingthe 

draft 2023/24 annual plantopresent to 

councillors in the coming weeks. 

‘‘Our mission focus is the 

continuation of the (2021/31) Long Term 

Plan and keeping ratesrisesaffordable. 

‘‘We have pulledanumber capital 

projects forwardbecause of the growth, 

so it might be alowercapital 

programme than we signalled.’’ 

The bulk of Hurunui’s growth has 

been in Amberley and HanmerSprings, 

but there has beengrowthacross the 

district, Mayor Marie Black says. 

Last year’s 2022/23annual plan saw a 

rates hike of 10.5 percent, as 

councillors optedtostick to its 

commitmentsinthe Long Term Plan 

(LTP). 

Aratesrise of just 4.99% had been 

signalled in the LTP, but rising 

inflation and the impact of Covid19 

took its toll. 

Capitalprojectsincluded three 

waters infrastructure, roading, 

footpaths and building new public 

toilets. 

Roadingisset to feature again, as the 

councilfacesthe challenge of 

upgrading roads to be fit for purpose for 

today’stransport network. 

Mr Dobbiesays the recent heavy rain 

had demonstrated the vulnerabilityof 

the district’s roads. 

The Lake Sumner Road suffered 

extensive damage. 

‘‘The road mightonly service two or 

three properties, but for those 

properties the needs are equal to any 

other road,’’ he says. 

Hurunui received a52% subsidy from 

WakaKotahi New Zealand Transport 

Agency, but it was mainly for 

maintenance. 

Emergency funding was also 

available for severe weatherevents. 

‘‘This is an ongoing problem. We are 

seeing climate change in action,’’ Mr 

Dobbie says. 

‘‘Weare built for 1in20 or 1in50 

yearevents,but we are seeing alot 

moreevents and often quite localised, 

so just fixing things all the timeisnot 

the way of the future. 

‘‘Sofuture fundingoflocal 

governmentissoimportant.Atthe end 

of the day we wantresilient networks 

and our communities want resilient 

networks.’’

Te reo, community to the fore

The richness of te reo Māori, 

and the strength of 

communitywere key 

featuresatKaiapoi’s 

Waitangi Day Family 

Celebration at Trousselot 

Park. 

Everyguestspeaker used 

te reo Māori in their speech 

and it was also in frequent, 

casual use among people 

attending the event. 

The guest speakers 

included the Kaiapoi 

Tuahiwi CommunityBoard 

chairwoman, Jackie Watson, 

WaimakaririDistrictMayor, 

Dan Gordon, NgāiTūāhuriri 

representative Maaka Tau, 

Kaiapoi High School 

representative Remihana

Confusion over chlorination of Kaiapoi water 



The presenceofchlorineinthe Kaiapoi 

north drinking water supply is causing 

confusion among residents. 

Residents havetaken to social media 

to venttheir frustrations at the ongoing 

chlorination. 

The Waimakariri District Council 

began chlorinatingthe Kaiapoinorth 

supplylast year as aprecaution,after 

routine testingshowed increasedlevels 

of organic materials in the water 

supply. 

He said the event 

reminded him that ``the 

importance of manaakitanga, 

looking after our 

people’’, is what we valueas 

adistrict. 

The event’s longtime 

presenter, Kaiapoi singer 

Sharon Russell, is 

recovering from pneumonia 

and was unable to fulfilthat 

role this year but her 

daughter Gina Keating

application, was received just before 

Christmas and indicated that 

applicationwas likelytobedeclined.

Milly to star in film 


At 96 years young Rangiora’s Milly Ward 

is loving life and about to become afilm 

star. 

On February 23 Milly will be guest of 

honour during afilm evening at the 

Rangiora Museum featuring afilm about 

her life growing up on the Chatham 

Islands. 

Willie Fraser, atour guide and 

fisherman who lives six months of the 

year in the Chathams Islands, and six 

months back on the mainland at his 

home in Ohoka, will be aguest speaker 

at the film evening. 

The Life Adventures of Milly Ward is 

the latest in aseries of films made for the 

museum by Tom McLaren, of Rangiora. 

Tom, whose wife Norma McLaren is 

patron of the Rangiora and Districts 

Early Records Society, decided to make 

the film about Milly after friends told the 

couple about her interesting life. 

Milly was born in the Chatham Islands 

where she was raised by her maternal 

grandparents and alarge extended 

family, before coming to New Zealand as 

a12yearold to live with the Holyoake 

family for her high school education. 

After finishing her schooling she left 

the Bay of Islands and headed south 

where she met her husband Frank Ward, 

in Ohoka. 

The couple had two children and 

bought afarm in Ohoka where they 

remained until Frank’s death. Milly then 

moved to Rangiora. 

Although Milly has idyllic memories of 

her early childhood in the Chatham 

Islands, growing up on the sheep farm 

owned by her grandparents in their huge 

family home, her early teenage years 

living with the Holyoakes in the Bay of 

Islands ‘‘were not such agood time’’. 

However, the vivacious, energetic, 

nonagenarian, who now lives solo in her 

tidy Rangiora home, chooses to focus on 

better memories. 

‘‘I love life and try to make the most of 

every day,’’ she says. 

Her daily ritual begins with abowl of 

porridge and ends most nights ‘‘if I 

remember’’, with asmall glass of 

sauvignon blanc. 

Music is also asource of joy for her. 

She can play the piano accordion, 

guitar and piano. 

She has an antique Stroud Pianola 

Player in her lounge and playing it is a 

favourite past time. 

‘‘I give that piano hell,‘‘ she says. 

She also loves baking, particularly 

sponges filled with cream and jam, and 

rock cakes. 

Gardening, another skill learnt at her 

grandmother’s side, is also apassion. 

Her grandparents had ahuge 

vegetable garden and orchard where 

Milly spent many enjoyable hours with 

them, learning their gardening skills. 

She still loves getting her hands in the 

soil and maintains asmall garden, 

including her favourite vegetables, 

runner beans and silver beet, at her 

home. 

‘‘I love silver beet,’’ she says. ‘‘I even 

drink the water it is cooked in.’’ 

The film evening featuring The Life 

Adventures of Milly Ward begins at 

7.30pm on Thursday February 23, at the 

Rangiora Museum. 

Entry is free but donations to the 

museum would be appreciated.

spend therestofyour lifeperfecting it,as

it.’’

peoplehavetolearn howtodo, theymust 

also learnhow to repairpianos. 

‘‘Oftenyou have to fixit, to tuneit. It’s 

twotechnical skills rolled into one.’’ 

Mr Fieldbegan hiscareer in the early 

90sinNelson. 

At home, hisfatherplayed andfixed 

pianos andelectronic organs. 

As ateenager, Mr Field says he found 

hisskillswith apiano were soonin 

demand. 

‘‘Peoplestartedasking me as a12 

/13yearold to come along withthemto 

rate apianobeforethey bought it. 

‘‘They thought if Ilikeditthen it should 

be agoodone. 

‘‘Icouldpick adud prettyquicklyand it 

saved them money,sothen Ithought I 

woulddobetter to find thesegood pianos, 

fixthemupand then sellthem myself. 

‘‘Iwas payingalocal tunertotune 

them,but Idecidedtolearnhow to tune 

pianos myself.’’ 

Late in the1990s, he sat his Guild 

examstobecome an accredited tuner. 

‘‘Youweremarked on bothtechnical 

andtuningexams–you had to passboth.’’ 

He saysthere is afraternity of tunersin 

thecountry, and like many otherskills 

trades, they were experiencingashortage 

of skilledworkerstoday. 

‘‘There are stillthousands of pianos 

sittinginpeople's houses that all needto 

be tunedand maintained,’’hesaid.

Mr Field sayswhile thereisaplace for 

electronic organs to help children learn 

music eventually peoplewantaproper 

piano sound. 

His workisvaried, as he has even 

worked on pianos madeinthe mid1800s. 

Apiano is made of wood,and the older 

theyget, themorethey are prone to 

problems,eventuallymany become 

uneconomictorepair,hesaid. 

To mend a120yearoldpianoproperly 

it could cost$20,000 to replace all the 

parts and rebuild it. 

‘‘Butmanyhave asentimentalvalue to 

owners andIdowhatIcan to help them 

preserve theirpiano.’’ 

Mr Fieldmoved to North Canterbury 12 

months agoand is still amazedatwho he 

mightfind sitting behind him when he 

visits retirement homes to fix their 

pianos. 

‘‘Oftenthesewonderfully talentedand 

musicalpeople will come up and sitwith 

you.’’

The trust has delegated the day-to-day management ofthe health centre to the Practice 

Manager and clinical management to the Clinical Director. The trust is proactive in 

governance with strong financial controls and effective policy development. The Board 

is seeking to appoint up to two new directors to these voluntary roles, which may suit 

someone with prior governance experience, or looking for an entry-level governance role. 

Ideally, you will possess the following skills and experience: 

• The ability to think strategically as well as asolid understanding of business financials. 

• Health sector experience is an advantage, but not essential. 

• You don’t need tolive inOxford, although this is astrong preference. It is important you 

are committed to our local community and be able to offer your skills and experience, 

and your time, to support our wonderful team at the OCHC.

As Canterbury continues to bask in some 

prettywarm summer weather,my 

thoughtshave been withthe poor 

residents of Aucklandwho have borne the 

brunt of therain and flooding at theother 

end of thecountry. 

Havingspentthe night at Auckland 

airportmyself on that stormy Friday, the 

wettestday on record,Ihave huge 

sympathy forthose affected by the 

flooding. 

While Iwas abletoreschedule my flight 

out of there,and get back hometoclean 

dry clothes,the reality for Aucklanders 

has been devastating. 

Justlooking at thepictures of the 

damagetopropertyand hearingthe news 

about the number of people displaced by 

the floodingisheartbreaking. 

The region will be in my thoughts as the 

slowcleanupand rebuild starts to take 

shape —itwillnodoubt be alongroad for 

many. 

As local MP Iampassionate about 

advocating for thoseinmyelectorate,and 

mostpeople willknow I’mcontinuingto 

pushfor afterhours health care in 

Waimakariri. 

Lastyear, after having to go to the 

MinisterofHealth foranswers,it 

transpired that there are huge failingsin 

the process to build an afterhours 

facility, with no start or enddateset outin 

the contract,meaningthe project could 

dragonindefinitely. 

HoweverIcontinue to callonTeWhatu 

Ora HealthNZtoprovide the services 

theypromised to thiscommunity in 2019. 

Theycommitted to afterhourshealth 

carefrom 2022,soIbelieve theyshould be 

honouringthis commitment,not expect 

the growingcommunity to wait patiently 

for another three years,ifnotlonger. 

Irecently attendedthe Canterbury 

EmployersChamber of Commerce retail 

crime event to hearwhat is beingdone 

aboutthe soaringrates of retailcrime. 

With ram raids dominating the 

headlines andeven reachingRangiora’s 

High Street over thesummer, it’s vital 

retailoperatorshaveconfidence 

something is being done to addressthe 

escalating problem. 

Ourshopkeepers and other retail staff 

deservetofeelsafeatwork, and we are 

increasingly hearing theyare feeling 

anything but safe. 

Some of the stories are heartbreaking 

andthe retail sector has rightlyhad 

enoughofthis Government’sinaction. 

We know all too well thetragic 

outcomes antisocial behaviourcan lead 

to,aswell as the trauma associated with 

violenceand ram raids for thoseworking 

in retail. 

Localshopkeepershave everyright to 

feel letdown by thisGovernment when 

they continually readabout safety 

measuresbeing rolled out in Auckland 

andelsewhereinthe North Island, while 

they liveinreal fear aboutwhat is 

happening on their owndoorstep. 

Thesebusinessowners aresimply 

askingfor consequences forantisocial 

activities, andsomeresourcestodealwith 

them effectivelybeforethings get further 

outofcontrol. 

Lastlyitwasgood to catchupwith Alan 

Turner of the AA at the start of theyear to 

talk aboutwhat can be donetoadvocate 

forthe Woodend Bypass. 

TheAAand Isharearesolutepassion 

formaking thisroutesafer, and 

preventing the community of Woodend 

from beingfurther divided by an 

increasingly busy highway. 

It’s goodtohavepeople like Alanon 

board,and I’m sure we will be working 

hard together thisyear to fight forthe 

bypass.

It is already February, whichmeanswe 

are well into the year. 

The council has been looking closely 

at our work programme for the year 

ahead, and will be coming to you shortly 

with our Draft Annual Plan. 

The Annual Plan is our yearly work 

programme and is an opportunity for 

residents to have asay on the major 

proposals affecting the District for the 

coming year. 

This year we are looking to keeprates 

affordable, while ensuring the critical 

work we do continues. 

You would have seen recently there is 

anew Ministerfor Local Government – 

the Hon Kieran McAnulty. 

The Minister has visitedthe District a 

number of times and made apoint of 

travelling the countrywhen he was the 

Associate Minister of Local Government 

to talk to provincial Councils about their 

concerns –especially around Three 

Waters. 

It’s my sincere hope anew Prime 

Minister and Minister for Local 

Government will mean Three Waters is 

paused until amoreacceptablemodel 

can be agreed to. 

Three Waters reform has been a 

shambles from the start. 

The sector was told reform was 

voluntary,only to find out the decision 

had already been made to mandate 

participation. 

Our feedback has beenignored 

throughout, and the Scottish modelthey 

have based the reform on isn’t fit for 

New Zealand. 

That said, it’s not toolate to rescue this 

reform. 

Communities 4Local Democracy as 

well as the Mayors’ Consensus model are 

both viable alternatives.

line with what the majority of New 

Zealanders want.

We will continue to advocate for a 

better outcomenonetheless, whetherit’s 

withthis Government or the next. 

Over the weekend we celebrated 

Waitangi Day. This really is awonderful 

day for our country, our region, and our 

district. 

It fillsmewith so much pride when I 

see the children of our district puton 

suchincredible kapa haka 

performances and Iwas lucky enough to 

attend celebrations in both Kaiapoi and 

Rangiora. 

For me personally, Waitangi Day is a 

day of reflection and acknowledgement 

of the huge sacrifices made bymany to 

bringustothe point we are at today.

Rangiora Festival atruly colourful occasion 


Rangiora’s Colour Festival is back. 

It will be held in Victoria Park, 

Rangiora on Sunday, February 26, 11am 

to 4pm. 

You can share in the fun for agold 

coin entrance fee. 

Event organiser Karl Horwarth says it 

is great to be back. 

‘‘After atwo year gap we are really 

excited to be able to run the PAK’nSAVE 

Rangiora Festival of Colour again after 

Covid and Mother Nature interrupted 

proceedings. 

‘‘It is such afun, colorful event, and it 

is so well supported by people and 

businesses in North Canterbury, that we 

had to do it,’’ he says. 

He says Festival of Colour 2023 will 

focus on bringing life and colour to the 

town, and celebrate its diversity and 

energy. 

‘‘The festival is all about bringing the 

community together.’’ 

While colour is the focus, fun, dance, 

entertainment and food will share the 

spotlight. 

Mr Horwarth says more than 3000 

people are expected at the festival. 

‘‘Our intention is to provide an 

exciting community festival that reflects 

the multicultural nature of our North 

Canterbury home. 

‘‘It will provide opportunities for the 

many ethnic and cultural groups in the 

area to make aconnection with the 

wider community through food, music, 

and performance in an exciting and fun 

way.’’ 

Along with live music, there will be 

bollywood dancers, kapa haka, 

drummers, Chinese dancers, and more. 

The Festival philosophy is to address 

the lack of any largescale event 

celebrating the multicultural nature of 

the rapidly growing North Canterbury 

population. 

‘‘We seek to recognise and celebrate 

not only the strong Maori and European 

heritage of the region, but the 

increasing growth of ‘‘other’’ New 

Zealanders as well,’’ Mr Horwarth says. 

He says along with fantastic food, 

drink, dance, music and performances, 

the highlight will be the ‘‘throwing’’ of 

vibrant colours by those attending the 

festival. 

‘‘Along with colour cannons, this 

throwing of colours is one of the most 

visually exciting, family friendly events 

in North Canterbury.’’

Club Jubilee celebrations

Club is celebratingits 75th 

anniversary at Rangiora 

RacecourseonSaturday,February 

18. 

The Rangiora Trotting Club, as it 

was initially known, wasformed in 

August 1946 withthe firsttrotting 

totalisatormeeting on the course 

in 1948. Before thentrotting races 

were held on roads aroundthe 

Rangiora district,with the route 

between the AshleyHotel and the 

Sefton Hotelafavourite racing 

track. 

The club'sDiamondJubilee 

celebrationwas initiallyplanned 

for August 2021, and then February 

2022,but boththose meetings were 

ruledout by Covid19 pandemic 

restrictions. 

However, club officials are 

hoping Saturday next week will 

provetobethirdtime lucky and a 

big picnicstyle, familyfriendly day 

is beingplanned. 

The meeting will begin at noon 

and the racing highlights will 

include the $25,000Rangiora 

Classic and the $14,000 75th 

Jubilee Trot. 

‘‘We are very grateful to our 

generous club stalwarts,Robin and 

Geraldine Wilson,for their 

sponsorship of the Rangiora 

Classic and Kurt Ganzl for his 

sponsorship of the 75th Jubilee 

Trot,’’ club president Greg Wright 

says. 

Robin, the club’s past president, 

has also written acomprehensive 

history of the club to coincide with 

the DiamondJubilee celebrations, 

and there are plans to make his 

work into abook. He wrote the

Most of the racegoerswould also 

have been dressed up for their big 

day out. 

When public social functions 

were few and far between, aday 

out at the races was considered an 

importantsocial event which 

peoplealways dressed up for, but 

these days raceday protocolisfar 

more welcoming and the dress 

code casual. 

In those days,womenwouldnot 

have been allowed to drink alcohol 

in the barsoncourse, and only men 

drove in the races. 

Afar cry from the club’s 

Diamond Jubilee meetingwhen a 

special race just for women drivers 

will be held. 

The TeamTeal drivers are 

racingtoraise awareness and 

muchneeded funds for ovarian 

cancerresearch during six weeks 

in February and March at various 

race meetings nationwide 

including Rangiora on February 

18. 

Women play abig role in race 

driving these days and many of the 

drivers included in the Team Teal 

fundraiser will also be driving 

against the men at Rangiora and 

the other meetings involved in the 

fundraiser. 

The clubwill also be holding 

socialfunctions on Diamond 

Jubilee Day for its members 

including two special veterans, 

Denis Power, who has beenaclub 

memberfor 73 years,and Russell 

Stalker, 72 years.

of the club,’’ Greg says.

Kaiapoi High School is hoping 

to ‘‘get ahead of the game’’ on 

proposed newliteracy 

standards. 

The schoolhas been 

participating in aMinistry of 

Educationpilot of proposed 

new literacy and numeracy 

standards. 

‘‘We are so gladwejoined it 

earlyonbecausewewant to get 

aheadofthe game,’’ principal 

JasonReid said. 

‘‘It gives you an inside view 

into the criteria andwhat is 

required of our teachingstaff 

and to knowwhere the 

challenges are for our 

students.’’ 

The pilot involved around 40 

percent of Kaiapoi’syear 10 

students,with students 

achievingthe curriculum levels 

3to4atthe start of the year. 

The aim was to bring the 

students up to aliteracy ‘‘pass’’ 

at level 5, principal JasonReid 

says.‘Anonlinetool,easTTle, 

was used to track thestudents’ 

progress, alongside the pilot 

assessment.Data collected was 

passed on to the Ministry of 

Education. 

Mr Reidsays the proposed 

model, as acorequisite, would 

have adetrimental effect on 

students earning NCEA 


‘‘Every school we have 

discussed this with, who are 

also in thepilot, share the same 

concerns.’’ 

He says therecould be merit, 

if new literacy and numeracy 

standardswere introduced, in 

assessing students at year 9and 

10. Students who ‘‘passed’’ 

couldthen concentrate on 

NCEA in later years, leaving 

schools to concentrate on 

bringing the remaining 

students up to the required 

levelinyear 11. The trialis 

continuing this year,and if 

adopted all students will need 

to pass the literacy and

focused on high school 

students,MrReid says learning

to visit the observatory. 

‘‘I readabout the observatory in the 

brochure, so it was one of the selling 

pointsfor me,’’ Mikesays. 

Attending highschool in Hanau, asmall 

city nearFrankfurt, Mikesays he is keen 

to experiencelife at arural school. 

‘‘I wanted to get closetonature, so 

outdoor education wasabig part of why I 

chose to comehere.’’ 

While Mikewill spend two terms at 

Oxford, Lana’s visitwas just four weeks. 

It meant stargazing opportunities were 

limited, with the observatory’s winter 

programme not due to start until April. 

But principal Mike Hartsuggested 

some solarobserving (of thesun) could be 

arranged before Lana returned to 

Germany. 

Lana said she is enjoying the laid back 

lifestyle in Oxford. 

‘‘New Zealand is beautiful, the people 

are so friendly and the school system is 

good here.’’ 

Lana and Mike saidthey were 

impressed with the variety of subject 

choices and the ‘‘friendly teachers’’. 

Lana comes fromAnsbach, aruraltown 

in Bavaria. 

Mr Hart said the school is pleased to 

have its international programme back in 

full swing after hostingagroup ofeight 

students from rural Brazilonashort stay 

in term three lastyear.

An astronomy programme was being 

arranged for the Japanese group’s two 

weekstay. 

Local schools were keen to hear from 

prospective homestayfamilies. 

Rangiora High School relaunched its 

international programme in termthree 

lastyear, with 15 students arriving in term 

three. 

PrincipalBruce Kearney saidanew 

international director had been 

appointed and 30 studentsfromJapan 

and Europe had started the new school 

year at Rangiora. 

Amajor drawcardwas the equestrian 

programme run by Comcol North 

Canterbury. 

Mr Kearney saidschools had learned, 

from the Covidperiod, not rely on the 

incomefrom international studentsto 

fund teaching resources. 

Proceeds wouldgointo ‘‘nice to haves’’ 

such as new musical equipment,hesaid.

New fun activity at 

Hanmer Springs 



Hanmer Springs has anew fun, family 

activity and it’s free. 

Aninehole disc golf course opened 

at Brooke Dawson Reserve last month 

and it has already caught attention of 

visitors and enthusiasts for the game. 

‘‘It has only been open for acouple 

of weeks, but there is alot of people 

going through and the word is getting 

out,’’ local resident Graham Frith 

says. 

‘‘I’ve had people from Christchurch, 

Nelson and the West Coast ringing to 

find out when we will have this course 

and now Ican tell them to come. 

‘‘My vision was to have it so 

everyone staying in the village could 

do it for free and eventually if we have 

some guns come here, even better.’’ 

Mr Frith came up with the idea for a 

disc golf course while serving on the 

Hanmer Springs Community Board. 

It came at acost of $7500 to buy the 

baskets, which are used instead of tees 

and were installed by volunteers. 

Disc golf is like ordinary golf, except 

you throw afrisbee or disc and aim to 

get into the baskets in as few throws as 

possible. 

All you need is afrisbee and some 

mates, or your family, Mr Frith says. 

‘‘The other day three of us went 

down there with one frisbee. We just 

took turns throwing it and walked 

around and had agreat chat.’’ 

Mr Frith has been behind several 

initiatives in recent years, including 

the Hanmer Springs food forest and 

Music and Arts Hanmer Springs. 

He is also working on developing 

mountain bike trails around Mt Isobel. 

‘‘I just like to stir things up. If you 

are not going forward you fall off your 

bike.’’ 

Mr Frith says the ideas tend to flow 

when he is out on his bike. 

With afive month cycling tour in 

Central America planned from next 

month, more ideas are sure to follow. 

‘‘We are travelling through Mexico 

and Iwill no doubt see something and 

think ‘that will work in Hanmer 

Springs’.’’ 

The Brooke Dawson Reserve, in 

Bath Street, Hanmer Springs, has a 

toilet block and picnic area, making it 

the ideal spot for families. 

There is the option of extending it to 

an 18hole course if it proves to be 

popular.

The paintings in her latest exhibition,

Gallery in the Rangiora Library,have 

been worked on for about six months 

and are amixtureofland, sea and city 

terrain.

Vicarage Views subdivision notified 



Submissions are open on Kaikōura’s 

much anticipated new housing 

development. 

The Kaikōura District Council has 

notified aresource application to build 

the proposed Vicarage Views subdivision 

on Mt Fyffe Road, Kaikōura. 

The seven hectare site was previously 

used as the North Canterbury Transport 

Infrastructure Recovery (NCTIR) 

workers’ village, following the 2016 

earthquake. 

The proposed development forms part 

of a$7.8 million funding agreement for 

Kaikōura from Kainga Ora’s 

Infrastructure Acceleration Fund. 

Acompleted development will 

provide some much needed elderly and 

low income housing for the town. 

Developer Garry Robertson is 

proposing to build 83 homes on the site, 

with 43 qualifying for the First Home 

Grant House Price Cap ($700,000). 

It is expected to include 20 older 

person’s housing units, comprising one 

to two bedroom units with acarport on 

250m2 to 350m2 sites, which will be 

located in the centre. 

The resource consent application 

aimed to build 67 lots in the residential 

Bzone, with noncompliant lot sizes, 

averaging 553m2, which was also noncompliant 

with density standards. 

The Kainga Ora funding would pay for 

roading, footpaths and acycle way to 

connect Vicarage Views with local 

schools, the town centre and the Ocean 

Ridge subdivision, to the south of 

Kaikōura. 

Stage two of the proposed project was 

the expansion of the Ocean Ridge subdivision. 

The total cost of the infrastructure 

over the entire project was estimated at 

$12 million, with the council’s 

contribution being $175,000. 

Submissions on the Vicarage Views 

resource consent close on March 3.

The Royal New Zealand Air Force’s 

aerobaticteam, the Black Falcon, will 

perform in the skiesover Kaikoura this 

Sunday. 

This Sunday morning, February 12, 

residents and visitors to Kaikoura will 

be treated to an aerialdisplaybythe six 

aircraft. 

The displaywill start about11am, 

weather permitting,and the RNZAF 

advises the best vantage point for the 

display will the beach at the end of 

Hawthorne Road,approximatelyone 

kilometernorth of Kaikoura. 

The RNZAF Black Falcons formation 

aerobaticteam, flying the T6C TexanII 

aircraft will be led by Squadron Leader 

Stuart Anderson. 

The pilotsare all instructors with the 

Central Flying School,which is 

responsible for training all new pilots 

for the RNZAF.

While many affected can work from 

home via the internet, those businesses 

who need staffonthe ground struggle 

immensely, as theytry to find 

temporary staff to fillholes in rosters.

John says owners should also

‘‘Outside Ihave come across

climbers or plants. They are 

just as important as the 

internal units.’’ 

He sees atrend now for 

homes containing more than 

one unit. 

‘‘Some houses have up to five 

units, and it is important to 

keep them all clean and 

operating at their optimum 

settings.’’ 

He also does work for local 

businesses, and will work 

flexible hours so as not to 

disturb customers, and to meet 

clients needs.

Intense racing action at Amberley Trots 


Amberley Trotting Club officials 

are struggling to understand 

why such asmall crowd turned 

out for their Waitangi Day race 

meeting. 

However, club president Ross 

Rennie believes the intense heat 

on race day, and during the days 

leading up to the usually 

popular grasstrack meeting, is 

the most likely reason. 

The picnicstyle, familyfriendly 

meeting usually attracts 

ahuge crowd, but with Waitangi 

Day temperatures soaring to the 

mid 30s, ‘‘it may have been too 

much of agood thing’’, he says. 

‘‘You always want to have fine 

weather for your meetings, but 

maybe people thought it would 

be just too hot to come out 

today.’’ 

However, he also believes that 

the Waikouaiti Trotting Club's 

meeting, also run on agrass 

track, at Oamaru the day before 

Waitangi Day, may have had an 

impact with both clubs 

attracting smaller than expected 

fields for agrasstrack meeting. 

‘‘We had agoodsized field (of 

14) for our cup race but 

Waikouaiti only had six starters 

in theirs,’’ Ross says. 

With Rangiora Racecourse 

facing an uncertain future after 

a2022 review recommended ‘‘it 

should be disposed of after the 

2023/24 season’’, last Monday’s 

Waitangi Day meeting could be 

the last time the popular 

Amberley Club races at the 

course. 

Ross says he hopes that will

The international achievements of 

golfing star Amelia Garvey have been 

recognised at her home club in Kaiapoi. 

Apresentation was made to Amelia by 

the Kaiapoi Golf Club’s patron Janice 

Cattermole, during the opening day of 

the new season on January 14, to 

acknowledge her achievements 

representing New Zealand. 

Amelia, aged 22, was born in England, 

but moved to Christchurch with her 

family when she was five, and joined the 

Kaiapoi Golf Club ayear later. 

Club captain Sean Regan says Amelia 

was the runnerup in the 2019 Women’s 

Amateur Championship in Northern 

Ireland and has played on the ‘‘hallowed 

fairway’’ of the Augusta National Golf 

Club in the United States, but Kaiapoi is 

her home club. 

‘‘Other Christchurch club’s would like 

to claim her but she always says that she 

will never forget the club and the people 

who gave her her start in the game,’’ she 

says. 

Amelia joined Kaiapoi Golf Club at the 

age of six, went through the junior 

programme and won the club's senior 

women’s title at the age of 13. 

She then went through the local golf 

ranks representing Canterbury and New 

Zealand in an impressive display of 

teams over her amateur career. 

Amelia won agolfing scholarship from 

the University of Southern California in 

2018, then in 2021 the young Kiwi star 

had ayear to remember playing her first 

Women’s Amateur Championship at 

Augusta National, finishing second at 

the Pac 12 Championship, moving up to 

21st in the World Amateur Golf 

Rankings. 

She graduated with aBAin 

Communications, turned professional 

and made her professional debut at the 

US Women’s Open. 

Amelia also competed in her first 

Qschool (the annual qualifying 

Amelia Garvey 

tournaments for leading golf tours in the 

US and Europe), and secured Symetra 

Tour status for 2022. 

‘‘Last year Amelia competed on the 

LPGA (Ladies Professional Golf 

Association) Epsom Tour and, after 

making the first cut, missed out on 

qualifying for the LPGA Tour,’’ Sean 

says. ‘‘This year she hopes to be in the 

top 10 of the money list which will give 

her an LPGA card for 2024.’’ 

The Kaiapoi Club is proud of their 

young star. 

‘‘Amelia never misses abeat, and 

every time she is back in New Zealand 

she plays with both club members and 

attends junior coaching at Kaiapoi Golf 

Club, helping to pave the way for future 

professionals and club members alike. 

She is quite the inspiration.’’ 

Amelia was in Kaiapoi last month as 

part of her off season. But when she is on 

tour, her base is either in Florida or Los 

Angeles.

Rowersfrom the Cure Boating Club had 

astrong medalhaul at the recent South 

Island RowingChampionshipsinTwizel. 

Asquadof30rowers competed at the 

meeting held over weekend of January 28 

and 29, and came home withaswag of 

five gold,four silver, and fivebronze 

medals, plus two prestigious trophies. 

Club committee member Barb Tasker 

says these were excellent results for all 

who tookpart. 

‘‘Cure has been able to offer rowers, 

interested in all levels of rowing,the 

opportunitytobecomethe bestthey can 

be.’’ 

She saysover the pastseason rowers 

have been attending training as novices, 

intermediate, and seniors.

pathway training.

New Zealand National Rowing 

Championships in Twizel from February

earthquake damaged clubrooms, the club 

are now using theirnew purposebuilt 

facilitysituated on the Kaiapoi River. 

As North Canterbury’s main rowing

On the afternoonof 

February2,1963,John 

(Desmond)Rubie and 

Evelyn Wilson, 

celebrated theirnuptials 

at the Mornington Baptist 

Church in Dunedin. 

Sixty years later, the 

Rangiora couple and 

their children held a 

small family party to 

mark their diamond 

weddinganniversary. 

‘‘We kept it smallthis 

time because we’vejust 

hadabig family gettogether, 

and we didn’t 

want to burden our four 

children, 18 

grandchildren andtwo 

greatgrandchildren with 

the cost of attending 

anothersoclose to the 

last one,’’Evelyn says. 

Sixty years ago,she 

remembers the day was 

hot as she walked down 

the aisletostand beside 

her husbandtobe. 

Des, from 

Kaukapakapa, had been 

studying at the Church of 

Christ Bible College 

when in 1961, he injured 

himselfwhile exercising. 

‘‘We met in the 

DunedinHospital where 

Evelyn was working as a 

registerednurse. She 

was anice lady, and 

things progressed from 

there,’’ Des says. 

Evelyn says he waited 

until he was well enough, 

and thenasked herout. 

Diamond wedding ... Des and Evelyn Rubie of 

Rangiora, celebrated their 60th wedding anniversary on 

February 2, with agathering at Mona Vale, Christchurch.

graduated, theymoved to 

achurch in Mosgiel.

meant he left the church 

shortly after and Des took 

up farm work and 

contract milking work in 

the TaieriDistrictto

The familymoved to 

Bromley in Christchurch 

in 1967,where Des 

worked in acarpet 

factory. 

Afterseven years,the 

couple moved their 

family to Waipara, where

salesman. 

Later, Des began 

working for NZ Railways 

at Waipara as atraffic 

operator,arole he 

enjoyed for 12 years until 

he was retrenched. 

The couple bought a 

smallbeef farm at 

Saltwater Creek, where 

theirson Sambecame 

involved with the 

Tasman Young Farmers 

Club. 

During this time, 

Evelyn returned to 

nursing parttime at 

Christchurch and later 

caredfor the elderly at 

Holmwood in Rangiora 

for nineand ahalf years. 

The couple retiredto 

Rangiora in 2012. 

But they haven’t been 

relaxing. 

Des joined the Jews for 

Jesusmissionin1990 and 

became the NewZealand 

representative. 

In 2006the couple went 

on ashortterm mission 

to Madagascar with the 

Baptist Church,where 

Evelyn says theyenjoyed 

the experience. 

She saystheir common 

love for Jesus has held 

them together for so long. 

‘‘It’s also toleranceof 

each otherand the 

respect we give each 

other. Our faithisso 

important forus, it pays 

big dividendsinour lives 

together,’’Evelyn says.

It’s February 7, and 28 degrees here in Rangiora. 

In 1973 on this day 50 years ago, Rangiora achieved New 

Zealand’s highest recorded temperature of 42.4. 50 years ago! 

Those of us oldies who remember the oppressive heat, the 

precautions taken at schools, the drooping flowers and the 

sunburn that resulted 50 years can’t forget it. 

I’m surprised we don’t mark this day. We have New Zealand’s 

best microclimate, and highest temperature, at the moment, 

until some town in the North overheats from climate change. 

I’m sure other towns would have this on amemorial or on the 

entrance to their town. 

Ithink we may have missed an opportunity.

Something Good is Coming… 

Work has started onanextensive upgrade 

to Good Street Laneway that will see 

the area between High Street and New World 

service lane become more attractive, inviting, 

and vibrant. 

The design, which is widely supported by the 

laneway’s businesses and tenants, includes new 

paving, street furniture and lighting, as well as 

vital upgrades to water infrastructure. 

Anew stage area and adjacent seating will take 

pride of place as the laneway widens, creating a 

performance space for busking or events. 

Mayor Dan Gordan says the design incorporates all 

the community feedback and will form akey part 

of the wider Rangiora Town Centre Strategy. 

“Since the earthquakes we’ve seen what well 

planned investment can do for revitalising and 

reinvigorating our town centres. 

“The upgrade of Good Street Laneway is the next 

step in our vision for Rangiora’s town centre, 

building onthe goal of being pedestrian focused, 

with avariety of spaces to sit, meet and play, and 

giving our visitors aboutique shopping experience 

that’s unique across Canterbury.” 

Council originally consulted with the community 

back in 2020 about changing the legal road 

status to alaneway toallow for the upgrade, 

before then seeking feedback on plans for the 

beautification in 2021. 

“The community, and particularly our businesses 

along the laneway, have given us really clear 

feedback about their desires for the space and I 

think we’ve managed to encapsulate all of that in 

this design,” says Mayor Gordon. 

Access from High Street, and to all businesses 

along the laneway, will be maintained throughout 

construction, however pedestrian routes may 

change from time to time. Signage will be in place 

to guide pedestrians. 

With an expected construction time of three months, 

the upgrade is due to be completed in April. 

“We look forward to opening the new Good Street 

Laneway in just afew months’ time and watching 

the space become ahive ofactivity. 

Temporary Changes to Kaiapoi Aquatic 

Centre's Weekend Opening Hours 

Kaiapoi Aquatics Centre will be closing atthe 

earlier time of 3pm onweekend days (Saturday 

and Sunday) due to staff shortages. 

The revised open hours will be in place for 

the next six weeks until mid-March when the 

scheduled end of season atOxford pool will free 

up anumber of staff. 

The evenings from 3pm are traditionally a 

quieter time at this facility and customers will 

still have the option toswim at either Dudley or 

Oxford pools, whose hours remain unaffected by 

these changes. 

All programmed activities including 

Learn to Swim and Aquarobics classes 

remain unaffected. 

The ongoing challenges and difficulties in 

attracting and retaining staff have required

to continue to operate all three facilities ina 

manner mindful to both customer safety, but also

Black spots remain 



Faster broadband is being distributed to 

more rural North Canterbury 

communities, but black spots remain. 

ARural Connectivity Group (RCG) 

spokesperson said the group had been 

contracted to build 56 cell sites across 

Canterbury, with 42 cell sites now live 

and another 14 planned for this year. 

She said 12 rural North Canterbury 

communities have been connected as 

part of phase two of the government’s 

Rural Broadband Initiative (RBI2). 

But gaps remained at Oxford, Glentui 

and Clarkville. 

Afurther five Hurunui communities, 

Marble Point, Molesworth Station, 

Poplars Station in the Lewis Pass, 

Poplars Ridge and Port Robinson, were 

expected to be connected with cell sites 

this year as part of an RBI2 expansion 

programme, if the funding can secured 

from Crown Infrastructure Partners. 

Seven cell sites have been connected 

in Hurunui communities over the last 

three years including Domett, Inland 

Road, Lyford, Lyford South, Mt Grey, 

Pyramid Valley and Teviotdale. 

In Kaikōura new cell sites were 

providing coverage to Mangamaunu 

Beach and the highway as well as the 

rural area west of the township. 

New connections at Okuku, The Pines 

Beach and Eyrewell were live last year 

in the Waimakariri district. 

‘‘This is asignificant investment under 

the government’s RBI2 and Mobile Black 

Spot Fund programme in Canterbury 

providing 4G wireless broadband and 4G 

voice, data and text services from Spark, 

Vodafone and 2degrees,’’ the RCG 

spokesperson said. 

‘‘These cell sites will provide 

connectivity to around 4280 rural 

households and businesses, improve 

connectivity on the roads and 

connectivity at popular visitor 

destinations.’’ 

Amuri.Net was connecting ultrafast 

fibre broadband to residents in the 

Ohoka /Mandeville area under an 

initiative announced last year by Digital 

Economy and Communications Minister 

David Clark, during avisit to the district. 

In December the government 

announced it was on track to see 99.8 

percent of New Zealanders receiving 

improved broadband speeds by the end 

of this year. 

In the Lifting Connectivity in Aotearoa 

report, the government stated its long 

term goal was for every rural and remote 

New Zealander to be connected to high 

speed broadband by 2032. 

More than $2.5 billion has been 

invested in improving digital 

connectivity to date from government 

and private sector contributions.

Richard McIntyre said the report was 

‘‘ambitious, but admirable’’. 

‘‘The report lifts the discussion from 

having to justify whether something 

should be done to one of ‘let’s get on and 

do it’. 

‘‘While it’s going to take alot more 

investment on top of the money already 

announced, we applaud the 

commitments made to longer term rural 

connectivity solutions.’’ 

ASpark spokesperson said the 

company was continuing to work closely 

with the RCG on the planned projects. 

‘‘Spark upgraded one of the two 

Kaikōura sites prior to Christmas with 

5G technology and we will be continuing 

with 5G expansions on the existing 

Spark sites in the area over the coming 

months.’’ 



Lack of regulations

Alack of regulation makes it difficult for 

councils to manage their weed spraying 

programmes, Environment Canterbury 

(ECan) science director Dr Tim Davie 

says. 

Responding to concerns raised by 

Kaiapoi resident Michael Bate, Dr Davie 

said the Parliamentary Commissioner 

for the Environment and Environment 

Protection Authority (EPA) lacked the 

necessary clout to offer guidance to 

councils. 

Mr Bate tabled two Radio New Zealand 

articles from last year, at aWaimakariri 

Zone Committee meeting last week 

about the lack of mechanisms to govern 

chemical use. 

‘‘The EPA, as it stands, is meant to 

have oversight around chemical use, but 

there’s very little legislative 

requirements and there’s no 

requirement to report it,’’ Dr Davie said. 

‘‘If the EPA had amandate and was 

properly funded we would have 

standards to respond to.’’ 

Parliamentary Commissioner for the 

Environment Simon Upton presented a 

report to Parliament last year raising 

concerns about the regulations around 

chemical use. 

The report identified consequences 

such as lakes overloaded with zinc, too 

much antibiotics in wastewater and 

harm to bees from insecticidedipped 

seeds. 

It recommended expanding the EPA’s 

powers to require more data to be 

collected from chemical importers, 

manufacturers and sellers. 

But more funding was needed. 

Dr Davie said it was important for the 

PCE to highlight those issues. 

‘‘But he can’t enforce it and the 

government hasn’t responded. 

ECan managed 59 river rating and 

drainage districts. 

Weed management was essential to 

keep communities safe from flood risks 

and to protect biodiversity. 

Water ways were vulnerable to 

infestations of exotic pest plant species 

which choked braided rivers and 

restricted natural functions. 

Dr Davie said spraying was ‘‘the nasty 

compromise’’ to manage weeds and the 

spread of gorse around riverbeds. 

Glyphosate was widely used in New 

Zealand and other countries as a 

generalpurpose herbicide and was 

considered safe by the EPA. 

‘‘In an ideal world we would rather not 

spray,’’ Dr Davie said. 

‘‘Glyphosate is aspray which is 

reasonably short lived. It is a 

compromise and it is areally difficult 

thing to manage.’’ 

The Waimakariri District Council is 

preparing areport on spraying practices 

and chemicals used in the district. 

Waimakariri Zone Committee 

chairperson Michael Blackwell and 

deputy chairperson Arapata Reuben 

both stepped down at last week’s 

meeting. 

Carolyne Latham was elected 

chairperson, with Erin Harvie elected 

deputy chairperson. 

Former Rangiora High School student 

Ruby GillClifford was appointed as a 

youth rep to the zone committee. 

Ruby served three years on ECan’s 

Youth Rōpū and was deputy 

chairperson last year. 

She is studying for ascience degree at 

Canterbury University.

Possum Control –Poison Warning 

Excell Biosecurity wishes to advise that a 

ground-based possum control operation will 

be taking place to keep possum numbers 

under control to prevent spread of TB. This 

operation will be conducted as part of the 

TBfree New Zealand programme. 

Areas covered: Control work encompasses 

9,442 ha along the river flats and hills on 

and around Blinkers Stream, and then again 

between Quail and Stoney Flats. 

Operation date: The operation is to be 

completed from February 2023 through to 

June 2023. Excell personnel will keep in 

close contact with landholders regarding 

exact timeframes and methods on individual 

properties. 

Poisoning methods: Possum habitat will 

be targeted using Feratox cyanide capsules. 

Feratox will be placed in anon-toxic peanut 

paste, either inside biodegradable blue 

bait bags or in plastic baitstations. Bags 

and baitstations will be attached to trees in 

suitable habitat. 

Traps will be being used throughout the area 

in conjunction with poisoning methods. 

The public is warned to take care inthese 

areas and not to remove carcasses or baits. 

Baits are dangerous to people and dogs. 

General warning

• Donot touch poisoned possum carcasses 

• Keep pets under supervision 

• Donot leave children unattended 

• Follow the advice on the poison warning 

signs.
