Group takes action to stop vaping addiction<br />

action to stop young people becoming<br />

addicted to vaping.<br />

(12) launched apetition after avape<br />

store, HukkaWoodend, openedacross<br />

the road from the school recently.<br />

‘‘When Iheard that there was a<br />

vaping store openingacrossthe road<br />

from our school, Ididn’tlike it because<br />

Idon’t want youngpeopleexposedto<br />

vapes,’’ he says.<br />

The student leaders reached out to<br />

Jasper’s father, LabourList MP Dan<br />

Rosewarne, and Waimakariri MP Matt<br />

Doocey for advice.<br />

They plantopresent the petition to<br />

WaimakaririMayor Dan Gordon and<br />

are calling on the vape store ownerto<br />

take measures to protect young people<br />

in the community.<br />

The students suggested closing the<br />

store when children were going to and<br />

from school, no signage on SchoolRoad<br />

facing the school,having merchandise<br />

locked away whereyoungpeople can<br />

not see it and no seatingoutside where<br />

young peoplecould loiter.<br />

The store’s advertisedopening hours<br />

were 10am to 7pm.<br />

The sale and supply of vape products<br />

has an age restriction of 18­years, but<br />

local schools say large numbers of their<br />

students had been exposed to it.<br />

Earlierthis month the Waimakariri<br />

District Council expressed concern at<br />

the lack of regulationsaroundvaping<br />

and the lack of enforcementofthe age<br />

restriction.<br />

Mr Rosewarne says he has visited the<br />

store and has attempted to arrange a<br />

meetingwith the store owner,but had<br />

yet to receivearesponse.<br />

MrDoocey saysthe communitydid<br />

not want avape store nearthe school,<br />

but feltpowerless to stop it.<br />

He called for legislation restricting<br />

the numberofvape stores and where<br />

they couldbelocated.<br />

Bruce Kearney says vaping is abigger<br />

problemfor schools than ‘‘smoking ever<br />

was’’.<br />

Smokers wereeasy to spot as there<br />

wouldbesmoke and you could smell it<br />

on theirbreath.<br />

‘‘Butwith vaping it is almost<br />

impossible to catch people, and someof<br />

the vapes look like ahighlighter.’’<br />

Vapingwas creating anti­social<br />

behaviour, as pupils congregated<br />

aroundtoilets and prevented others<br />

from entering.<br />

Given the age restriction, Mr Kearney<br />

questionedhow his pupils were getting<br />

hold of vape products.<br />

‘‘I havenoidea how they get it, but<br />

someone is breaking the law.’’<br />

But he noted when pupilsdid get<br />

caughtwith vape‘‘90 percent of the<br />

time the parents are fullyaware of their<br />

vapinghabits’’.<br />

Kaiapoi HighSchool principal Jason<br />

Reid says while vaping was less<br />

harmful thantobacco,there are too<br />

many unknowns whenitcame to the<br />

long term effects.<br />

‘‘The teenagebrain is highly<br />

malleable, it is still developing and<br />

nicotine,like any psychoactive<br />

substance, can havesignificant<br />

negative effectsonthis process.’’<br />

He called for regulationstomake<br />

vapes ‘‘flavour­free’’ and as a<br />

prescription­only medication to help<br />

peoplegive up smoking.<br />

Rangiora New Life Schoolprincipal<br />

Stephen Walters says his school is<br />

working with parents of pupils who<br />

have become addicted to vaping.<br />

‘‘As achemistry teacherwith a<br />

knowledge of chemicalsand their<br />

effects, Ihave veryreal concerns about<br />

the chemicals that growing young lungs<br />

are being exposed to.’’<br />

Aspokesperson for Hukka Woodend<br />

said the storehad strict policy where<br />

no­oneunder­18was allowed to enter<br />

the store, even withaparent or<br />

guardian.<br />

There was no signageonSchool Road,<br />

but there weresigns facing Main <strong>North</strong><br />

Road and therewas no seating outside<br />

the store. Hukka Woodend did not<br />

promote any of its products,asguided<br />

by the Vaping Regulatory Authority, the<br />

spokesperson said.<br />

Single yellow roses, asymbol of Zonta<br />

for 24 years, were presented to three<br />

Rangiora women on International<br />

Women’s Day, in recognition of their<br />

outstanding service to their community.<br />

Zonta Club president of Waimakariri<br />

Judith Page, says the roses were a<br />

reflection of the quiet dedication and<br />

commitment of Joanne Gumbrell, Bev<br />

Alexander and Anne Schroeder to serve<br />

others in their community.<br />

Mrs Gumbrell is the immediate past<br />

chair of the Waimakariri Age Friendly<br />

group, amember of the Consumer<br />

Council of the <strong>Canterbury</strong> District<br />

Health Board, assistant at Anglican<br />

communion services in rest homes, ran a<br />

group of Memoir Writers for six years,<br />

and is chair of the committee aiming to<br />

establish an Abbeyfield communal<br />

living home in Rangiora.<br />

Ms Alexander has dedicated hours of<br />

her time over the past 15 years as a<br />

member of the Ashley Rakahuri<br />

Rivercare group monitoring birds on the<br />

river. She was afinalist in last year’s<br />

Green Ribbon wards, for her work in<br />

protecting the wide variety of<br />

threatened birds and their habitat. The<br />

work the group, and Ms Alexander as a<br />

member, have done has helped increase<br />

numbers in the river.<br />

Mrs Schroeder joined Citizens Advice<br />

<strong>North</strong> <strong>Canterbury</strong> in 2009 and became<br />

an Accredited Bureau interviewer in<br />

Community service ... Anne Schroeder, Mayor Dan Gordon, Joanne Gumbrell, and<br />

2010. Over the years, she has been an<br />

active member in many of the bureau’s<br />

teams, and has led some of them. She<br />

has been involved with the civil defence,<br />

fundraising, information, learning and<br />

development, mentoring, migrant<br />

connect, and public speaking teams.<br />

Mrs Schroeder has led the Migrant<br />

Connect team since its inception in 2014<br />

and has co­led the Learning and<br />

Development Team since 2019.<br />

She was elected to the Board of<br />

CABNC in 2012 (known then as the<br />

Management Committee) and became<br />

chairperson in 2013, aposition she held<br />

for two years. She stepped down from<br />

the Board part way through 2015, but in<br />

2019 Mrs Schroeder again accepted<br />

nomination as aboard member. Today<br />

she is also deputy chairperson.<br />

walkers safe on the MikeKean Walkway<br />

runningalongthe Ashley/Rakahuri River<br />

in the Ashley RakahuriRegional Park.<br />

‘‘There aresectionsofthis walkway that<br />

are not safe for both walkersand cyclists,<br />

as it is toonarrow and winding for both,’’<br />

he says.<br />

There had been severalaccidentsand<br />

nearmisses, betweenwalkers/runner and<br />

cyclists,and evenmotorcyclists, using the<br />

pathway.<br />

Growth leads to new speed limit<br />

Street willbereducedtoaccommodate<br />

the growing Waimak Junction Business<br />

Park.<br />

The Kaiapoi­Tuahiwi Community<br />

reduce the speed limit from 80kphto<br />

50kphonthe small stretchofroad<br />

between the southbound motorway onramp<br />

and the existing 50kph sign, 90<br />

metres to the east.<br />

WaimakaririDistrictCouncil roading<br />

and transportation manager Joanne<br />

McBride saidthe speed limit change was<br />

needed to improve safety.<br />

The Waimak Junction Business Park is<br />

expanding,with the plannedopening of a<br />

Countdown supermarket,alongside<br />

Placemakers,Bunnings, Mitre10,<br />

Briscoes and other retailers, expected to<br />

significantly increase traffic volumes.<br />

But boardmembersquestioned why<br />

the speed limit was not beingreduced<br />

fromRevells Road,including the Smith<br />

Street motorway overbridge, which was<br />

under the jurisdiction of WakaKotahi<br />

New Zealand Transport Agency.<br />

Deputy Mayor Neville Atkinson said<br />

the overbridgesection of the road,with<br />

fourentry points,was more dangerous<br />

and suggested‘‘piecemeal’’ changesto<br />

speed limits were confusing for<br />

motorists.<br />

‘‘I don’t see the sense in changing this<br />

two or threetimes. It is just nonsensical.<br />

We need to change it all at once.’’<br />

Ms McBride said council staff had<br />

approached WakaKotahi, but the agency<br />

had no plans to reduce the speed limit on<br />

the section of Smith Street underits<br />

jurisdiction.<br />

Ateam of ‘minionpolice' will be roaming<br />

the area,and can accost agroup and<br />

nominate one person in the group,tohand<br />

over their minions. The second task is to<br />

find animals —toys found in op shops and<br />

pictures of predators —with the categories<br />

havingapoints value. The third is to collect<br />

insectcards, and the fourth is to retrieve<br />

rubbish strategicallyplacedthroughout the<br />

red zone. The area has aperimeterof<br />

1.1km.Each article is numbered and will<br />

NC teams Blue Light winners<br />

Teams from Pegasus Bay School and Te<br />

Matauru School in Rangiora have won<br />

selection to compete in the final of the<br />

national Blue Light's Police Competency<br />

Test (PCT) Fear Factor competition.<br />

Te Matauru School interim principal<br />

Sharon Marsh said she was very proud of<br />

the school’s teams which entered the<br />

regional competition held recently at<br />

Cowes Stadium in Christchurch.<br />

‘‘It was our first year entering the<br />

national competition and to have one of<br />

our teams come out on top was asuper<br />

experience for all the children<br />

involved.’’<br />

Pegasus Bay School principal Jared<br />

Kelly said he was proud of his school’s<br />

team which won in the fastest time.<br />

Teacher and team coach Dan Perriam<br />

said it was abrilliant effort by the<br />

children at Pegasus Bay.<br />

‘‘We studied the videos of our teams<br />

who had entered in past years and<br />

worked out where we could be faster.<br />

‘‘We then trained hard and pulled it<br />

off with the fastest time of the day. ’’<br />

Over 90 teams of year 7and 8students<br />

from schools based in rural <strong>Canterbury</strong><br />

competed in the <strong>Canterbury</strong> Blue Light's<br />

regional (PCT) competition.<br />

Each year Police branches throughout<br />

New Zealand run local competitions to<br />

select their representatives to attend<br />

the finals held in November in<br />

Auckland, where one team will be<br />

crowned National Champions.<br />

The mixed teams of four players, (two<br />

girls and two boys aged from 11 to 12<br />

years) undertake the same physical<br />

competency test as police trainees do<br />

when joining the force.<br />

They participate in avariety of mental<br />

and physical challenges which includes<br />

the ‘police car/wheelie bin push, timed<br />

running and completing an obstacle<br />

up to 45 degrees Celsius while<br />

the nights could be as cold as a<br />

winter’s day in Rangiora.’’<br />

He is one of sevenkiwis<br />

entered for the race.<br />

Due to the currentcost of living<br />

crisis,and difficulteconomic<br />

environment, we have only put forward<br />

proposals neededtomeet legislativeor<br />

Our aim is to make prudent, futurefocuseddecisions<br />

while still keeping<br />

the high level of service our residents<br />

expect from us.<br />

face in this Annual Plan including<br />

infrastructure and more regular<br />

Deadwillows havebeenleftstanding<br />

makingaperfecttrellisfor vinesand Old<br />

Man’s Beard.<br />

The averagewaterway contains so much<br />

nitrateand phosphatethatthe willows<br />

and ‘‘aquaticweeds’’ areonhydroponics.<br />

Theyare doing agreat job keeping the<br />

water clean andless acidic, plus provide<br />

Bulbs to grow learning<br />

Rangiora Rotarians wantall primary<br />

school children to have the best<br />

possible startatschool.<br />

The Rotary Clubhas created a<br />

‘Ready to Learn’’ fund, to ensure<br />

studentshave the tools, and resources<br />

to achievethis.<br />

Project co­ordinator Dorothy<br />

Stewart says the programmehas run<br />

for about threeyears.<br />

‘‘We want everystudent to start<br />

school with an equal chanceand be<br />

‘ready to learn’.<br />

‘‘We want everystudent to havethe<br />

opportunity to attendschool with<br />

uniforms, footwear and stationery,’’<br />

says Mrs Stewart.<br />

Rotary also wants every student to<br />

have access to school activities,<br />

specialist supportand school sport<br />

without cost being abarrier.<br />

The club aims to raise around $5000<br />

per term for the fund which is<br />

administered on behalf of the Rotary<br />

Club by the <strong>North</strong> <strong>Canterbury</strong><br />

Principals’ Group.<br />

The fundsare deposited directly<br />

into aschool account and the school<br />

either buysthe appropriate<br />

equipment /resources for the family or<br />

deposits the moneydirectly into the<br />

family's schoolaccount.<br />

This year all proceeds from Rotary’s<br />

annual bulb sale willgotoward<br />

supportingthe ‘‘Ready to Learn’’<br />

programme.<br />

Thereare 42 schools in the <strong>North</strong><br />

<strong>Canterbury</strong> ‘‘catchment’’ areaand in<br />

2022,the fund supported 29 of them,by<br />

helping some families and students<br />

with items such as subsidising school<br />

camps, buyingstart­of­year stationery,<br />

providingschooluniforms, swimming<br />

togs,petrol vouchers, shoes and<br />

essentialhome packs for families.<br />

The responsefrom theschools has<br />

beenoverwhelmingly positive and for<br />

manyfamilies it has ensured their<br />

childrendonot missout on anything<br />

school related.<br />

Kaiapoi River Festival returns<br />

The Kaiapoi Riverwill takecentrestage on<br />

April 1.<br />

The Kaiapoi RiverFestival returns with<br />

water displays, races, children’s<br />

entertainmentand plentytotempt the<br />

pallet.<br />

Covid­19 intervened to force the<br />

cancellation of festival fun for the pasttwo<br />

years, withthe last riverfestival being held<br />

in 2020.<br />

The festival kicks off at 12 noon with live<br />

music on the banks of the river.<br />

Visitors will be able to feast on the<br />

selection of tasty treats in the StreetFood<br />

Alley, or visitthe localeateries in the<br />

compactKaiapoi Town Centre which the<br />

river runs through.<br />

From noon children can have loads of<br />

fun in the inflatablesand rideszone that<br />

will be set up on the regenerationland<br />

behind the Ruataniwha Service Centreand<br />

Library.<br />

An all afternoonticket costs only$5per<br />

child and can bought from Humanitix.<br />

The main eventstarts at 1pm with an<br />

official opening by Waimakariri MayorDan<br />

Gordon.<br />

The afternoon events include arange of<br />

on water displays and races.<br />

Adetailed programme of events will be<br />

published closer to thetime.<br />

There will be also be static displays from<br />

arange of community organisations, anda<br />

displayofhistoricvintage boats.<br />

An old favourite returns—the Kaiapoi<br />

River DuckRace.<br />

This event has always been popular<br />

among locals and visitors alike.<br />

Ticketsfor the Duck Race are just $5 and<br />

can be purchased online at Humanitix, or<br />

on site on the day if any are unsold.<br />

Visitors are encouraged to buy their<br />

ticketsonline as they are very popular and<br />

there are alimited number of ducks for<br />

Kaiapoi busy over the summer<br />

It has been abusy summer in Kaiapoi<br />

with increased numbers of visitors to<br />

the town taking advantage of its<br />

waterfront and the range of<br />

recreational activities centred on the<br />

Kaiapoi River, says Kaiapoi<br />

Promotion Association (KPA) chair<br />

Martin Pinkham.<br />

‘‘There has been anoticeable<br />

increase in visitors at the weekend,<br />

especially cyclists who are able to use<br />

the cycleway alongside the new<br />

Christchurch <strong>North</strong>ern Corridor,’’ he<br />

says.<br />

Mr Pinkham says KPA has noticed<br />

the relocation of the Kaiapoi Paper<br />

Plus to the recently renovated historic<br />

BNZ has been abig drawcard for locals<br />

and visitors alike.<br />

‘‘KPA congratulates Jared and the<br />

Paper Plus team, and also Jedd and<br />

Mark from PLC, the building owners,<br />

for the amazing work they have done in<br />

completing this project.’’<br />

The opening of the new Motor<br />

Caravan Association recreational<br />

vehicle (RV) park at the corner of Cass<br />

and Jones Streets has seen an influx of<br />

their members enjoying Kaiapoi, and<br />

the surrounding area.<br />

‘‘The location of the RV park enables<br />

travellers to walk to the local<br />

supermarket and cafes, and use the<br />

amazing walking and cycling paths<br />

along the Kaiapoi River.<br />

‘‘The visitors are also able to catch<br />

one of the frequent buses from<br />

Williams Street, or the Park and Ride<br />

in Charles Street, into Christchurch<br />

City.’’<br />

Mr Pinkham says while central<br />

Kaiapoi businesses have been busy<br />

over the summer, the loss of the<br />

Westpac bank, and reduced hours for<br />

the ANZ and BNZ banks, means locals<br />

are not visiting as much as they used to.<br />

‘‘Some businesses have reduced their<br />

hours of opening to match demand.’’<br />

Cycleway consultation soon<br />

The much­anticipated Kaiapoi­Woodend<br />

cycleway is astep closer to becoming a<br />

reality.<br />

The Kaiapoi­Tuahiwi and Woodend­<br />

Seftoncommunityboards have given their<br />

approvalfor council staff to consult with<br />

the community on the design of the<br />

proposed cycleway.<br />

But the Kaiapoi­Tuahiwi Community<br />

Board raised safetyconcernswith a<br />

section of the proposed cycleway which<br />

passes throughRanfurly Street in Kaiapoi.<br />

Council staffagreedtobring back some<br />

options to the boardnext month,aheadof<br />

the planned consultationinlate Apriland<br />

May.<br />

Kaiapoi­Tuahiwi Community Board<br />

chairperson Jackie Watsonsaid she<br />

looked forward to hearing the feedback<br />

fromthe community.<br />

‘‘Itisgoing to makeKaiapoi areally<br />

fantastic place to cyclethrough.’’<br />

Deputy Mayor Neville Atkinson said it<br />

was ‘‘a mammothexercise’’ from council<br />

staff to get the designready for<br />

consultation.<br />

‘‘There are some greatdesign features<br />

and some areas which we can’t do much<br />

about.’’<br />

Cr Atkinson said he accepted there were<br />

somesections where therewould need to<br />

be some ‘‘difficult compromises’’ with<br />

landownersand occupiers of road reserve<br />

land.<br />

But he was looking forward to seeingthe<br />

projectproceed.<br />

‘‘The publicwill telluswhere we have<br />

got it right andwhere we have got it wrong,<br />

in no uncertainterms.’’<br />

Waimakariri District Council civil<br />

projects teamleader Kieran Straw said<br />

council staffwould be joining with Waka<br />

Kotahi New Zealand Transport Agency<br />

staff to meet withthe ownersofPine Acres<br />

Restaurant.<br />

The cycleway would be passingPine<br />

Acres alongside State Highway 1and there<br />

wereplans to closeoff the northern<br />

entrance to Pine Acres, as part of Waka<br />

Kotahi’s safety improvements.<br />

Council staff also planned to producea<br />

cultural sensitivity reportalongside Te<br />

RūnangaoNgāiTūāhuriri,MrStrawsaid.<br />

Woodend­Sefton Community Board<br />

chairpersonShona Powell saidthe<br />

Kaiapoi­Woodend and Woodend­Pegasus<br />

cycleways had been along timecoming.<br />

‘‘It is going to complete that loop<br />

between Kaiapoi, Rangiora andWoodend<br />

and link with Pegasus, whichwehave<br />

been wantingfor so long.<br />

‘‘With the caravanpark in Kaiapoi, alot<br />

of them bring their bikes,soIcan see them<br />

doingthe loop around.<br />

‘‘Anditisgood for KaiapoiHigh School<br />

pupils (wholive in Woodend and Pegasus),<br />

because theywill have the choice to cycle<br />

to school if they wantto.’’<br />

Ms Powell said the consultation would<br />

be agood opportunity to hear from cyclists<br />

to better understand‘‘what will workand<br />

what won’t’’.<br />

and alicence to only operate acafe<br />

Strong support for Oxford Show<br />

TheOxfordA&P Show has had atricky run<br />

over the last few years, thanks to Covid<br />

restrictions.<br />

Butthe 20<strong>23</strong> show on April1,isshaping<br />

up to be acracker.<br />

The2020 and 2022events had to be<br />

cancelled, but the 2021 outing went ahead,<br />

andfalling on Easter weekend, was<br />

brilliant, says Oxford A&P Association<br />

executive officer,Christine Roberts.<br />

She’s been in the role for more than 20<br />

years,soshe hasgood grounds for<br />

comparison.<br />

Shehas high hopesfor this year’s show.<br />

‘‘Goingbythe stallbookings and<br />

competitor turnout,this yearisgoingtobe<br />

really big.’’<br />

“There are 31 shows in the central<br />

district, of which we are apart,and theyall<br />

follow aset timetable.<br />

‘‘Oxford is alwaysthe first Saturday in<br />

April, unless there are fiveSaturdays in<br />

<strong>March</strong>,’’ she says.<br />

Newtothe show thisyear is apetting<br />

area that willallow children to get up close<br />

andpersonalwith everything small and<br />

cute, from lambsand rabbits to a<br />

miniature pony.<br />

Alsoafirstwill be severalpens of<br />

milking sheep and asheep­milking<br />

demonstration.<br />

‘‘Somany peoplehave great ideas for<br />

the show;itjust dependsonwho has the<br />

timetovolunteer to make it happen,’’ says<br />

Christine.<br />

Other features of the day will be a<br />

paddock­to­plate demonstration from<br />

Oxford Butchers, accompanied by winematching<br />

recommendations from Straight<br />

Alsoonthe cards are stunt displays from<br />

FX motorbikes; the much­loved stiltwalker<br />

and magician; and the eternal<br />

favourite, the lolliescramble.<br />

‘‘The baby showisalways popular.<br />

There are two grades: infant to 12 months,<br />

then13months to two­and ahalf years.<br />

‘‘After that,wehave the junior boys and<br />

girls, agedtwo­and­a­halftofive’’” says<br />

Christine.<br />

‘‘The thingis, it’s not about how the<br />

children are presented(forget the<br />

Ballantynes bonnets) ­it’s all about their<br />

personalities.’’<br />

Alsoonthe schedule are the dairy and<br />

beefcattle young handlers, highland<br />

dancing, pet lamb and alpaca classes, and<br />

the wood­choppingand shearing contests,<br />

which Christinesays arealwaysbig draw<br />

cards.<br />

‘‘All the trade sitesthis year are also<br />

booked out, and there are only acouple of<br />

art and craft sites left.<br />

‘‘The interestinthe homeindustries<br />

competition in the GP Hallhas also been<br />

enormous,’’ Christine says.<br />

‘‘The supportall­round, and from far<br />

and wide, has justbeen huge.’’<br />

Show brings town<br />

and country together<br />

The OxfordA&P Associationpresident<br />

this year is Steve Macaulay.<br />

Stevesees this year’s event ­after the<br />

Coviddisruptions of the last few years –as<br />

an important opportunitytoput Oxford on<br />

the regional map again.<br />

He’s an agriculturalcontractor, who<br />

milksand breedssheep,and runs deeron<br />

the outskirts of the Oxford.<br />

He is concerned that so muchofthe<br />

country ­with the constant political and<br />

medianoise from government ­is<br />

forgetting rural communities are<br />

furnishing the bulkofthe country’s GDP.<br />

Like so many in the primary industry<br />

sector, he has afocus on longterm and<br />

regional improvement.<br />

Take his flock of milkingsheep, for<br />

example.<br />

‘‘I have apassion for agriculture,soit’s<br />

aconstant search to develop alternate<br />

pathways forward,’’ he says.<br />

‘‘With the milking sheep, it’sbeen a<br />

development project with economics,<br />

assessments of environmental impacts,<br />

and offeringsuccession options for people<br />

looking at moving into farming.<br />

‘‘It’s something different, and the result<br />

is arich, creamy product, with many<br />

healthbenefits,that has strong demandin<br />

the market.<br />

Jones Family Farm,which processes the<br />

Macaulay’s sheep’s milk,will have sample<br />

products in the President’s tent for people<br />

to try on showday.<br />

And that’s where showslike Oxford offer<br />

an opportunity, he says.<br />

The A&P shows themselves showhow<br />

fragile that link is, he says.<br />

‘‘The shows are financially fickle, and<br />

we depend hugelyonvolunteers in every<br />

singlerole. We were very luckytohold a<br />

successful eventtwo years ago,when<br />

otherswere struggling, but we needto<br />

keep that up. Thereare many roles crying<br />

out to be filled, so if you wanttobe<br />

involved, come and see us!”<br />

Hillary has apassion for cattle<br />

Oxford Area School’s Hillary Cooper<br />

understands cattle.<br />

She breeds them, trains them, handles<br />

them, and knows how to judge them.<br />

And it is those skills that will see her<br />

crossing the Tasman at the beginning of<br />

April to compete in the Royal Sydney<br />

Easter Show.<br />

‘‘I love animals and Ireally enjoy the<br />

outdoors.<br />

‘‘I live on adairy farm and grew up<br />

with dairy cows, but Herefords beef<br />

cattle are my real passion,’’ she says.<br />

She started showing Hereford crosses<br />

in 2015, then her family established its<br />

own Hereford stud three seasons ago.<br />

‘‘I was working with Hereford<br />

yearlings to begin with, learning the<br />

ropes in the handlers classes,’’ she says.<br />

‘‘ It’s avery particular skill set. It’s all<br />

about showing the animals top features<br />

and qualities to the judges, but also how<br />

the handler presents and relates to the<br />

animals to display those, and ourselves,<br />

to the best,’’ says Hillary.<br />

She then moved into stock judging,<br />

where the competitor faces four animals<br />

in the ring and is asked to rank the<br />

animals from first to fourth, depending<br />

on their characteristics.<br />

‘‘We grade the animals ourselves, then<br />

have to defend our decisions to the<br />

audience and judges.<br />

‘‘It’s almost like apublic debate.<br />

‘‘The competitor whose score is<br />

closest to that of the overseeing judge<br />

wins the class,’’ she says.<br />

‘‘It’s all about gaining the knowledge<br />

of what makes agood beef beast, and<br />

being able to describe that. Showing has<br />

really enhanced my interest in what that<br />

means.’’<br />

Sydney is along way from the local<br />

show season, though.<br />

‘‘I was at the Christchurch A&P Show<br />

with my animals, and Icame in first in<br />

the handlers class.<br />

‘‘I won asponsorship that would fund<br />

me offshore to show,’’ she says.<br />

‘‘I had already met Kay and Philip<br />

Worthington through helping them and<br />

learning from them and their Rangiora<br />

High School cattle handling programme.<br />

‘‘Kay and another local, Marie<br />

Timperley, put me in contact with a<br />

Real passion ... Hillary Cooper showing one of her Hereford cattle.<br />

lowline Angus breeder in Sydney, and<br />

it’s his stock that I’ll be showing.<br />

‘‘I owe them so much. Without them, I<br />

would never have been able to make this<br />

happen,’’ says Hillary.<br />

She confesses to being abit nervous,<br />

saying she has big boots to fill, but is<br />

excited at the chance to learn and to<br />

take in awhole new, different<br />

experience at Australia's biggest show.<br />

‘‘Showing cattle has been such alife<br />

lesson,’’ she says.<br />

‘‘I’ve learned how to judge them; I’ve<br />

had to get to grips with public speaking;<br />

I’ve had to learn that you can’t always<br />

win; but most of all, I’ve made lifelong<br />

friends. Sydney will offer more of the<br />

same.’’<br />

So what comes next in the long view?<br />

‘‘I’m almost 18 and in my last year of<br />

school. ‘I'm hoping to go to Lincoln Uni<br />

next year to study agricultural business.<br />

‘‘The goal after that is to become a<br />

teacher,’’ she says.<br />

The Oxford A&P woolsection has been<br />

well supported overthe years.Ithas<br />

also hosted the Golden Fleece<br />

competition, whichhas encouraged<br />

some exhibitors to enter their wool on<br />

the largerstage.<br />

This year the GoldenFleece is on<br />

May 27,and will be heldinthe function<br />

centre at the Rangiora Showgrounds.<br />

It willmark the 52nd year of this<br />

typically New Zealand tradition, after<br />

two years of cancellations due to<br />

Covid.<br />

The eventwill see the top alpaca,<br />

sheep and mohair fleeces from shows<br />

all around New Zealand presented<br />

before hand­picked judges rankthem<br />

on theirquality and characteristics,<br />

says co­ordinator Christine Roberts.<br />

‘‘Thecontestcovers avariety of<br />

fleeces, but all willhave beenentered<br />

in the hope of comingout top of their<br />

grade,’’ she says.<br />

Categories are restricted to white<br />

sheepand black or colouredsheep,<br />

alpacas, andmohairgoats.<br />

‘‘When it comes to sheepfleeces, the<br />

key goals for contestants are the Royal<br />

Supreme awardfor afinewool fleece<br />

or the Royal Supreme award forstrong<br />

wool,’’ saysChristine. ‘‘Each fleece is<br />

micron testedfor fineness within its<br />

category,and ratedbypoints.<br />

Out of that comeour winners.’’<br />

The fleeces areopen to viewing by<br />

the public at the show grounds from<br />

11am­3pm at no charge.<br />

Hawarden A&P Show co-president Anna Buist-Sidey says she was thrilled<br />

with the <strong>North</strong> <strong>Canterbury</strong> community’s response to their 115th annual show<br />

Archaeology brought to life<br />

An archaeologicalsite has been brought to<br />

life at the Kaikōura Playcentre.<br />

When the former Kaikōura Primary<br />

School dental clinic building was<br />

demolished and the site excavated five<br />

yearsago, some old hangipits were<br />

unearthed.<br />

The playcentrewas already in the<br />

process of moving intosome old classrooms<br />

and decided to incorporate the site’s<br />

heritage into its landscaping, session<br />

facilitator Jackie Wadsworth said.<br />

She saidtamarikiwere presented with a<br />

little greenstone adzewhen they headed off<br />

to school,soitwas fitting an old greenstone<br />

adze was unearthed during the excavation.<br />

Now two little whare, for the tamariki to<br />

play in, and afirepit adornthe site, and a<br />

muralhas been painted on the wall.<br />

Ms Wadsworthsaid the playcentre<br />

planned to use to firepit for family nights<br />

and sausage sizzles.<br />

She saidthe playcentre was planning an<br />

officialopening for the new site soon.<br />

‘‘It has been along time coming. It has<br />

been aprojectover more than 10 years.<br />

Over that time we have been fundraising<br />

and planning and there has beendelays<br />

and hiccups and we have been consulting<br />

with different experts and iwi<br />

representatives.<br />

‘‘There has been so many peopleinthe<br />

town who havebeen involved, including<br />

former playcentre families. It is goingtobe<br />

abig community opening.’’<br />

Rawiri Manawatu from Te Rūnanga o<br />

Kaikōura offered advice during the project<br />

on the heritageofthe area.<br />

Thereprojectwas also support from the<br />

Kaikōura Lions, the Kaikōura District<br />

Council, local businessesand volunteers.<br />

archaeological sites had been found in the<br />

area.<br />

Archaeologicalfindings had confirmed a<br />

Ngāti Kurī presence in Kaikōura going<br />

back more than700 years.<br />

But more recentdiscoveries suggested<br />

settlement as early as 1000 years ago, she<br />

said.<br />

sustainabilityofWaimakariri’s three<br />

business promotionsassociations, says<br />

Mayor Dan Gordon.<br />

stepping up to support Rangiora<br />

Promotions, Kaiapoi Promotions<br />

Association and theOxford Promotions<br />

ActionCommittee,asthey come under<br />

increasing pressure in an uncertain<br />

economic environment.<br />

Councillors voted earlier this monthto<br />

approve aone­offgrantof$20,000 to<br />

Rangiora Promotionstohelp the<br />

organisation get through atough patch.<br />

Mayor Dan Gordon said Cr Brent Cairns,<br />

the towncentres portfolio holder, will work<br />

alongside the three promotions<br />

associations andcouncil staff, to develop a<br />

plan ahead of next year’s 2024/34 Long<br />

Term Plan.<br />

‘‘The council appreciates the promotions<br />

associations have been operating in a<br />

difficultenvironment in recent yearswith a<br />

numberofbusinesses having to tighten<br />

their belts.’’<br />

He saidthe promotions associations<br />

playedanimportant role, running events<br />

such as Santa paradeswhichwere enjoyed<br />

by the community, as wellaspromoting<br />

local businesses.<br />

The $20,000grant has comefrom unspent<br />

funds from the Waimakariri Events Fund,<br />

which is administered by Enterprise <strong>North</strong><br />

<strong>Canterbury</strong>onbehalf of the council.<br />

Ditmersaid his organisation was grateful<br />

for the continued support of the council.<br />

‘‘Obviouslyitisachallengingtime we are<br />

in and whatwehave done in the past isn’t<br />

going to work any more.’’<br />

had less funds available for sponsorship,<br />

while grants wereharder to comeby.<br />

Stalwart honoured at A&P show<br />

Sidey was awarded a‘Blue’<br />

over the weekend.<br />

He says he was ‘‘humbled’’<br />

when he was awarded the<br />

Royal Agricultural Society of<br />

New Zealand’s Blue medal<br />

for Excellence in Agriculture<br />

at the 115th annual<br />

Hawarden A&P Show.<br />

The long time stalwart of<br />

the show says he is very<br />

proud to accept the award.<br />

The last RAS medal<br />

awarded by the Hawarden<br />

Agriculture and Pastoral<br />

Association was in 2016.<br />

He said he became<br />

involved with the show from<br />

an early age, when he<br />

accompanied his father Mac<br />

Sidey to shows in the region.<br />

‘‘He would leave me there<br />

to mind the sheep while he<br />

went home to get the second<br />

set of sheep to show.’’<br />

‘‘The bug bit and I’ve been<br />

interested in showing ever<br />

since.’’<br />

The former president of the<br />

show in the 1980’s is well<br />

known for his cattle and<br />

sheep breeding awards<br />

earned by the family stud<br />

farm Glen Ovis which is now<br />

run by Doc’s son Andrew<br />

‘‘At the weekends show, we<br />

only had 28 sheep on show<br />

which was the lowest number<br />

of sheep we have ever shown.<br />

‘‘In the past I’ve had up to<br />

70 on show which was abig<br />

effort .’’<br />

He said being part of the<br />

Hawarden Show has been a<br />

great tradition for his family.<br />

‘‘The Hawarden Show is all<br />

about the show putting their<br />

reputation on the line<br />

showing what they can<br />

produce in the way of<br />

livestock, talent and it<br />

includes all the crafts the<br />

children and families<br />

produce as well.’’<br />

‘‘I remember saying in the<br />

1980s, it’s abit like the<br />

Olympic tradition: it’s not<br />

winning ­it’s about taking<br />

part.’’<br />

However he was taken<br />

aback when called forth to<br />

the commentary box to<br />

receive the award last<br />

Saturday.<br />

‘‘Show patron Pat Crane<br />

spoke very well of my show<br />

career, it was humbling being<br />

honoured and Iwill treasure<br />

this award.<br />

‘‘I’m still learning today<br />

and still love taking part in<br />

shows.’’<br />

Doc say shows are all about<br />

prizes and surprises,<br />

‘‘sometimes you think your<br />

great and you get hauled back<br />

into line because something<br />

is better than yours and so<br />

you try abit harder next<br />

time.’’<br />

programme because he saw an<br />

Riley rides his way to world BMX champs<br />

Woodend School is getting in behind its<br />

BMX superstar.<br />

Riley Smart is fundraising to attend<br />

the BMX World Championships, being<br />

held in Scotland in August, where he<br />

will compete in the 13­years category.<br />

Principal Andrew Retallick says the<br />

school is proud of Riley’s efforts.<br />

‘‘I jumped on board when Iheard<br />

Riley was going to compete at the world<br />

championships.<br />

‘‘At my previous school there was<br />

student who was going to Glasgow as<br />

well, but in adifferent age category.<br />

‘‘You need to give him the opportunity<br />

because one day he could become<br />

Woodend’s next Olympian.’’<br />

Riley qualified for the world<br />

championships after winning the New<br />

Zealand 12­years BMX championships<br />

last year.<br />

He then went on to become the<br />

Oceania champion for his age group.<br />

‘‘I just enjoy going fast and trying to<br />

win and just hanging out with friends,’’<br />

Riley says.<br />

Agive­a­little page has been set up to<br />

help raise up to $8000 to get Riley and<br />

his $4000 bike to Glasgow.<br />

Mr Retallick says the school is<br />

organising two non­uniform days and a<br />

sausage sizzle as fundraisers.<br />

School embraces new curriculum<br />

Rangiora High School is leading the way<br />

in adopting the new history curriculum.<br />

The Aotearoa New Zealand history<br />

curriculum was introduced in term one<br />

this year, but Rangiora High School<br />

began implementing some of the new<br />

curriculum last year in collaboration<br />

with its partner Pūketeraki Kahui Ako<br />

(community of learning) schools.<br />

‘‘It was launched as adocument last<br />

year and we started working around it<br />

late last year, and we have implemented<br />

more of it this year,’’ social sciences<br />

leader of learning, Rebecca Sweney­<br />

McKee said.<br />

‘‘We were the first off the rack for years<br />

1to10and we are leading the way.’’<br />

Schools have until 2026 to fully embed<br />

the new curriculum, which is integrated<br />

into social studies for years 1to10, while<br />

the NCEA Level 1, 2and 3history<br />

curriculum has also been refreshed.<br />

Mrs Sweney­McKee said the benefit of<br />

working collaboratively across the Kahui<br />

Ako meant there was some consistency in<br />

learning across the schools.<br />

The Pūketeraki Kahui Ako schools<br />

were now teaching the background to the<br />

signing of Te Tiriti oWaitangi in years 7<br />

and 8, meaning the focus at high school<br />

could move on to ‘‘what happened next’’.<br />

She said the new Aotearoa New<br />

Zealand history curriculum was not all<br />

about Māori history.<br />

‘‘But Māori history is given more of a<br />

focus and an equal status.’’<br />

Rangiora High School’s year 9and 10<br />

students were learning about topics such<br />

as the New Zealand Land Wars, the<br />

Waitangi Tribunal, Bastion Point, the<br />

Dawn Raids, the 1981 Springbok tour, the<br />

nuclear free movement and the recent<br />

Ihumātao land settlement.<br />

‘‘And in afew year times we might be<br />

looking at things like Covid.’’<br />

While it was mostly New Zealand<br />

history, there was plenty of scope for<br />

some international context, she said.<br />

‘‘The year 10s have been doing social<br />

action for human rights looking at Rosa<br />

Parks and the bus boycotts alongside<br />

Bastion Point.<br />

‘‘And you can’t look at the Springbok<br />

tour without the context of what was<br />

happening in South Africa.’’<br />

year 9s were learning about social action<br />

for the environment, looking at<br />

An idea borrowedfrom one of Africa’s<br />

largest game reserves is taking hold in the<br />

WaimakaririDistrict.<br />

In September 2022 Colette Ann started a<br />

‘Bookclub with aTwist’ because she’d<br />

movedtoRavenswood and knewno­one<br />

there.<br />

‘‘Every time I’vemoved, Istarta<br />

‘Bookclub with aTwist’ as away to meet<br />

people,’’she says.<br />

She borrowed the ideayears ago from<br />

her sister who was livinginthe Kruger<br />

National Park in SouthAfrica.<br />

She sayswith the game park beingso<br />

remote ­afive­hourdrive fromwhereshe<br />

livedatthe time, they welcomed her with<br />

open arms.<br />

‘‘I loved the format,and the friendships I<br />

experienced thereand how nobodyreally<br />

wanted to go home at the end of the night<br />

because theywere all havingsomuchfun.’’<br />

She enjoyed the variety of books<br />

available and lovedhearing about books<br />

she might neverhave read.<br />

Colette says she started two book clubsin<br />

SouthAfrica which are is stillgoing 10<br />

yearslater.<br />

When she moved to Hamilton in 2020 she<br />

started a‘Bookclubwith aTwist’ which still<br />

thrives today.<br />

overwhelming.<br />

‘‘I believe people are desperate to make<br />

connections and form friendships,<br />

like herself, moved here recently, not<br />

knowing asoul.<br />

‘‘Thebookclubs are such afun, easyand<br />

asafe way to meetpeople.’’ The twist she<br />

said was where they findbooks to review.<br />

collection of books to read and talk about.’’<br />

Dra Annual Plan Open for Feedback<br />

Waimakariri District Council has opened the<br />

Dra Annual Plan 20<strong>23</strong>-24 for public feedback.<br />

Since Council adopted the LTPin2021, the<br />

Waimakariri District, like the rest of New Zealand and<br />

the World,has faced many challenges. Theseinclude,<br />

the effects of Covid-19, supplychain issues, rising<br />

energy costsand ongoing inflationary pressures.<br />

Simply, there’s been no economic period quite like<br />

this in the last 30 years.<br />

Council had projected arise in rates of 4.3% for<br />

this year, but as inflation has increased, it has<br />

put significant pressure on operational budgets.<br />

To continue toprovide the level of service<br />

rate payers expect, ithas forced ahigher rate<br />

increase than expected.<br />

Council started with aproposed rates increase<br />

of 14.4%. Aer thoroughly reviewing work<br />

programmes, looking for savings and at what<br />

projects can be deferred to keep increases as<br />

low aspossible –asignificantly lower increase of<br />

5.97% has been reached.<br />

Mayor Dan Gordon says he is pleased the Council<br />

was able to achieve its goal of keeping rates<br />

increases under the cpi inflation rate of 7.2%.<br />

“We are pleased to report we have managed to<br />

cap our proposed rates significantly lower than<br />

forecasted at5.97%.<br />

“During the pandemic we made it apriority to<br />

ensure rates were kept low. At the start of the<br />

pandemic, we had just a1.5% increase and<br />

subsequent 4.5% increases.<br />

“Inboth instances we hadone of thelowest increases<br />

in <strong>Canterbury</strong>,but unfortunately,wecan’t keeprates<br />

artificiallylow foreverwithoutdoing adisservice<br />

to ourresidents in the future whilemaintainingthe<br />

levels of service the community expects.”<br />

Key issues in the Dra Annual Plan:<br />

1. New regulations mean Council needs totest<br />

water supplies more regularly and potentially<br />

bring forward planned upgrades.<br />

2. Immediate improvements need to be made to<br />

the stormwater network following flooding<br />

from extreme weather events.<br />

3. Inflation is affecting the roading budget and<br />

more isneeded to make sure local roads are<br />

maintained at ahigh standard.<br />

Other issues<br />

In Local Government there continues to be alot of<br />

uncertainty with four central-government driven<br />

reform programmes underway –Three Waters,<br />

Resource Management Reforms, the Future for<br />

Local Government Review as well as Modernising<br />

the Emergency Management Framework.<br />

There’s also new legislation aimed to meet the<br />

challenges of achanging climate. This will affect<br />

how the Council runs, as well as new urban<br />

planning rules which Council is required to follow.<br />

Waimakariri Volunteer Expos<br />

Waimakariri District Council’s Community Team<br />

are joining with their volunteer sector partners to<br />

run aseries of Volunteer Expos across the District.<br />

Following the expo in Kaiapoi atthe weekend there<br />

will more coming up in Pegasus and Rangiora.<br />

Wendy Howe, Council’s Community Development<br />

Facilitator says, “This is agreat opportunity for<br />

people who might be thinking about volunteering to<br />

find out what opportunities are out there. There’s a<br />

volunteer opportunity for everyone with arange of<br />

activities, needing various skills and experience.”<br />

“Volunteering can be anything from cooking a<br />

community meal to helping out at working bees to<br />

training to help in civil emergencies. It’s incredibly<br />

rewarding and can help people learn news skills<br />

and gain experience too.”<br />

Volunteers enrich our communities and provide<br />

an amazing support to many different services<br />

across the District. There are lots of organisations<br />

completely run by volunteers or heavily reliant on<br />

the volunteers to deliver services. Groups who will<br />

be at the Expos range from emergency services,<br />

social services, information services, environmental,<br />

arts, community safety and friendship.<br />

Event Funds<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong> isinviting<br />

The Pegasus Town Knitting<br />

Group, founded in 2019 to knit (in<br />

Pure Wool) for the Neonatal and<br />

Maternity Units at Christchurch<br />

Women’s Hospital, is now<br />

providing avaluable service to<br />

many charity organisations and<br />

others with the products they<br />

produce.<br />

The Rangiora Hospital<br />

Maternity Unit is now a<br />

beneficiary of its baby knitwear.<br />

The group has extended its<br />

range over the years to help raise<br />

funds for more wool to keep<br />

production going.<br />

Fundraisers include barbie doll<br />

clothes, Christmas Tree<br />

decorations, commission knitting,<br />

knitted Poppies for Poppy Day,<br />

and knitted Santa Claus.<br />

Other charities benefitting from<br />

the group’s handiwork include<br />

Cholomondely Children’s Home<br />

who have benefitted from winter<br />

jerseys, fingerless gloves and<br />

slippers.<br />

The Christchurch City Mission<br />

Men’s Shelter has also received<br />

bennies, fingerless gloves, and<br />

slippers.<br />

The lovingly crafted muffs and<br />

sleeves are double sided, and are<br />

adorned with tactile little buttons,<br />

pom poms and other items which<br />

can distract people and calm<br />
