Group takes action to stop vaping addiction
By DAVID HILL,
Local Democracy Reporter
WoodendSchool pupilsare taking
action to stop young people becoming
addicted to vaping.
StudentleaderJasper Rosewarne
(12) launched apetition after avape
store, HukkaWoodend, openedacross
the road from the school recently.
‘‘When Iheard that there was a
vaping store openingacrossthe road
from our school, Ididn’tlike it because
Idon’t want youngpeopleexposedto
vapes,’’ he says.
The student leaders reached out to
Jasper’s father, LabourList MP Dan
Rosewarne, and Waimakariri MP Matt
Doocey for advice.
They plantopresent the petition to
WaimakaririMayor Dan Gordon and
are calling on the vape store ownerto
take measures to protect young people
in the community.
The students suggested closing the
store when children were going to and
from school, no signage on SchoolRoad
facing the school,having merchandise
locked away whereyoungpeople can
not see it and no seatingoutside where
young peoplecould loiter.
The store’s advertisedopening hours
were 10am to 7pm.
The sale and supply of vape products
has an age restriction of 18years, but
local schools say large numbers of their
students had been exposed to it.
Earlierthis month the Waimakariri
District Council expressed concern at
the lack of regulationsaroundvaping
and the lack of enforcementofthe age
restriction.
Mr Rosewarne says he has visited the
store and has attempted to arrange a
meetingwith the store owner,but had
yet to receivearesponse.
MrDoocey saysthe communitydid
not want avape store nearthe school,
but feltpowerless to stop it.
He called for legislation restricting
the numberofvape stores and where
they couldbelocated.
Rangiora High School principal
Bruce Kearney says vaping is abigger
problemfor schools than ‘‘smoking ever
was’’.
Smokers wereeasy to spot as there
wouldbesmoke and you could smell it
on theirbreath.
‘‘Butwith vaping it is almost
impossible to catch people, and someof
the vapes look like ahighlighter.’’
Vapingwas creating antisocial
behaviour, as pupils congregated
aroundtoilets and prevented others
from entering.
Given the age restriction, Mr Kearney
questionedhow his pupils were getting
hold of vape products.
‘‘I havenoidea how they get it, but
someone is breaking the law.’’
But he noted when pupilsdid get
caughtwith vape‘‘90 percent of the
time the parents are fullyaware of their
vapinghabits’’.
Kaiapoi HighSchool principal Jason
Reid says while vaping was less
harmful thantobacco,there are too
many unknowns whenitcame to the
long term effects.
‘‘The teenagebrain is highly
malleable, it is still developing and
nicotine,like any psychoactive
substance, can havesignificant
negative effectsonthis process.’’
He called for regulationstomake
vapes ‘‘flavourfree’’ and as a
prescriptiononly medication to help
peoplegive up smoking.
Rangiora New Life Schoolprincipal
Stephen Walters says his school is
working with parents of pupils who
have become addicted to vaping.
‘‘As achemistry teacherwith a
knowledge of chemicalsand their
effects, Ihave veryreal concerns about
the chemicals that growing young lungs
are being exposed to.’’
Aspokesperson for Hukka Woodend
said the storehad strict policy where
nooneunder18was allowed to enter
the store, even withaparent or
guardian.
There was no signageonSchool Road,
but there weresigns facing Main North
Road and therewas no seating outside
the store. Hukka Woodend did not
promote any of its products,asguided
by the Vaping Regulatory Authority, the
spokesperson said.
Public interest journalism funded
through New ZealandonAir.
Single yellow roses, asymbol of Zonta
for 24 years, were presented to three
Rangiora women on International
Women’s Day, in recognition of their
outstanding service to their community.
Zonta Club president of Waimakariri
Judith Page, says the roses were a
reflection of the quiet dedication and
commitment of Joanne Gumbrell, Bev
Alexander and Anne Schroeder to serve
others in their community.
Mrs Gumbrell is the immediate past
chair of the Waimakariri Age Friendly
and is chair of the committee aiming to
establish an Abbeyfield communal
Ms Alexander has dedicated hours of
her time over the past 15 years as a
member of the Ashley Rakahuri
Rivercare group monitoring birds on the
river. She was afinalist in last year’s
Green Ribbon wards, for her work in
protecting the wide variety of
threatened birds and their habitat. The
work the group, and Ms Alexander as a
member, have done has helped increase
numbers in the river.
The Waimak Junction Business Park is
the speed limit was not beingreduced
fromRevells Road,including the Smith
Deputy Mayor Neville Atkinson said
the overbridgesection of the road,with
and suggested‘‘piecemeal’’ changesto
speed limits were confusing for
motorists.
‘‘I don’t see the sense in changing this
two or threetimes. It is just nonsensical.
We need to change it all at once.’’
Ms McBride said council staff had
approached WakaKotahi, but the agency
the section of Smith Street underits
jurisdiction.
NC teams Blue Light winners
By JOHN COSGROVE
Teams from Pegasus Bay School and Te
Matauru School in Rangiora have won
Te Matauru School interim principal
Sharon Marsh said she was very proud of
the school’s teams which entered the
regional competition held recently at
Cowes Stadium in Christchurch.
‘‘It was our first year entering the
national competition and to have one of
our teams come out on top was asuper
experience for all the children
involved.’’
Pegasus Bay School principal Jared
Kelly said he was proud of his school’s
team which won in the fastest time.
Teacher and team coach Dan Perriam
said it was abrilliant effort by the
children at Pegasus Bay.
‘‘We studied the videos of our teams
who had entered in past years and
worked out where we could be faster.
‘‘We then trained hard and pulled it
off with the fastest time of the day. ’’
Over 90 teams of year 7and 8students
from schools based in rural Canterbury
competed in the Canterbury Blue Light's
Each year Police branches throughout
New Zealand run local competitions to
select their representatives to attend
the finals held in November in
Auckland, where one team will be
crowned National Champions.
The mixed teams of four players, (two
girls and two boys aged from 11 to 12
years) undertake the same physical
competency test as police trainees do
when joining the force.
They participate in avariety of mental
and physical challenges which includes
the ‘police car/wheelie bin push, timed
running and completing an obstacle
consultation.
The AnnualPlan is Council's budget
for the financial year 2023/24 and is
produced in the years between the
Long TermPlan.
This is the finalAnnualPlan before
we do the Long TermPlan next year.
The AnnualPlan explains how
Council intends to finance the
activities and services it provides
duringthe year.
Due to the currentcost of living
crisis,and difficulteconomic
environment, we have only put forward
proposals neededtomeet legislativeor
currentservice levels.
Our aim is to make prudent, futurefocuseddecisions
while still keeping
the high level of service our residents
expect from us.
There are somekey challengeswe
face in this Annual Plan including
potentially bringing forward planned
upgrades to our drinking water
testingofwater to meetnew
regulations.
We mustmake immediate
improvements to the stormwater
Bulbs to grow learning
By ROBYN BRISTOW
Rangiora Rotarians wantall primary
school children to have the best
possible startatschool.
The Rotary Clubhas created a
‘Ready to Learn’’ fund, to ensure
studentshave the tools, and resources
to achievethis.
Project coordinator Dorothy
Stewart says the programmehas run
for about threeyears.
‘‘We want everystudent to start
school with an equal chanceand be
‘ready to learn’.
‘‘We want everystudent to havethe
opportunity to attendschool with
uniforms, footwear and stationery,’’
says Mrs Stewart.
Rotary also wants every student to
have access to school activities,
specialist supportand school sport
without cost being abarrier.
The club aims to raise around $5000
per term for the fund which is
administered on behalf of the Rotary
Club by the North Canterbury
Principals’ Group.
The fundsare deposited directly
into aschool account and the school
either buysthe appropriate
equipment /resources for the family or
deposits the moneydirectly into the
family's schoolaccount.
This year all proceeds from Rotary’s
annual bulb sale willgotoward
supportingthe ‘‘Ready to Learn’’
programme.
Thereare 42 schools in the North
Canterbury ‘‘catchment’’ areaand in
2022,the fund supported 29 of them,by
helping some families and students
with items such as subsidising school
camps, buyingstartofyear stationery,
providingschooluniforms, swimming
togs,petrol vouchers, shoes and
essentialhome packs for families.
The responsefrom theschools has
beenoverwhelmingly positive and for
manyfamilies it has ensured their
childrendonot missout on anything
school related.
Loburn Schoolprincipal Stuart
Priddy says most schools havesome
capability to support families to
ensure their children do not miss out,
but having additional support from
Rotary means more families and
childrencan be supported.
‘‘The schools are extremelygrateful
for theongoing support of Rangiora
Rotary.’’
Rangiora Rotary willhave astall
Kaiapoi busy over the summer
It has been abusy summer in Kaiapoi
with increased numbers of visitors to
the town taking advantage of its
waterfront and the range of
recreational activities centred on the
Kaiapoi River, says Kaiapoi
Promotion Association (KPA) chair
Martin Pinkham.
‘‘There has been anoticeable
increase in visitors at the weekend,
especially cyclists who are able to use
the cycleway alongside the new
Christchurch Northern Corridor,’’ he
says.
Mr Pinkham says KPA has noticed
the relocation of the Kaiapoi Paper
Plus to the recently renovated historic
BNZ has been abig drawcard for locals
and visitors alike.
‘‘KPA congratulates Jared and the
Paper Plus team, and also Jedd and
Mark from PLC, the building owners,
for the amazing work they have done in
completing this project.’’
The opening of the new Motor
Caravan Association recreational
vehicle (RV) park at the corner of Cass
and Jones Streets has seen an influx of
their members enjoying Kaiapoi, and
the surrounding area.
‘‘The location of the RV park enables
travellers to walk to the local
supermarket and cafes, and use the
amazing walking and cycling paths
along the Kaiapoi River.
‘‘The visitors are also able to catch
one of the frequent buses from
Williams Street, or the Park and Ride
in Charles Street, into Christchurch
City.’’
Mr Pinkham says while central
Kaiapoi businesses have been busy
over the summer, the loss of the
Westpac bank, and reduced hours for
the ANZ and BNZ banks, means locals
are not visiting as much as they used to.
‘‘Some businesses have reduced their
hours of opening to match demand.’’
The KaiapoiTuahiwi and Woodend
Deputy Mayor Neville Atkinson said it
was ‘‘a mammothexercise’’ from council
staff to get the designready for
consultation.
‘‘There are some greatdesign features
and some areas which we can’t do much
about.’’
Cr Atkinson said he accepted there were
somesections where therewould need to
be some ‘‘difficult compromises’’ with
landownersand occupiers of road reserve
land.
But he was looking forward to seeingthe
projectproceed.
‘‘The publicwill telluswhere we have
got it right andwhere we have got it wrong,
in no uncertainterms.’’
Angus, and Missy, their huntaway.
Show brings town
and country together
The OxfordA&P Associationpresident
this year is Steve Macaulay.
Stevesees this year’s event after the
Coviddisruptions of the last few years –as
an important opportunitytoput Oxford on
the regional map again.
He’s an agriculturalcontractor, who
milksand breedssheep,and runs deeron
the outskirts of the Oxford.
He is concerned that so muchofthe
country with the constant political and
medianoise from government is
forgetting rural communities are
furnishing the bulkofthe country’s GDP.
Like so many in the primary industry
sector, he has afocus on longterm and
regional improvement.
Take his flock of milkingsheep, for
example.
‘‘I have apassion for agriculture,soit’s
aconstant search to develop alternate
pathways forward,’’ he says.
‘‘With the milking sheep, it’sbeen a
development project with economics,
assessments of environmental impacts,
and offeringsuccession options for people
looking at moving into farming.
‘‘It’s something different, and the result
is arich, creamy product, with many
healthbenefits,that has strong demandin
the market.
Jones Family Farm,which processes the
Macaulay’s sheep’s milk,will have sample
products in the President’s tent for people
to try on showday.
And that’s where showslike Oxford offer
an opportunity, he says.
If you bringtown and country together,
you build new understandings and foster
new opportunities.
‘‘It’snot just the biggest day of the year
for our townasacommunity, but this is
also whenwehave achancetoconnect
with an urbanpopulation thatisnot
closely linkedtowhat’shappening onfarm,”hesays.
The A&P shows themselves showhow
fragile that link is, he says.
‘‘The shows are financially fickle, and
we depend hugelyonvolunteers in every
singlerole. We were very luckytohold a
successful eventtwo years ago,when
otherswere struggling, but we needto
keep that up. Thereare many roles crying
out to be filled, so if you wanttobe
involved, come and see us!”
Hillary has apassion for cattle
By RACHEL MACDONALD
Oxford Area School’s Hillary Cooper
understands cattle.
She breeds them, trains them, handles
them, and knows how to judge them.
And it is those skills that will see her
crossing the Tasman at the beginning of
April to compete in the Royal Sydney
Easter Show.
‘‘I love animals and Ireally enjoy the
outdoors.
‘‘I live on adairy farm and grew up
with dairy cows, but Herefords beef
cattle are my real passion,’’ she says.
She started showing Hereford crosses
in 2015, then her family established its
own Hereford stud three seasons ago.
‘‘I was working with Hereford
yearlings to begin with, learning the
ropes in the handlers classes,’’ she says.
‘‘ It’s avery particular skill set. It’s all
about showing the animals top features
and qualities to the judges, but also how
the handler presents and relates to the
animals to display those, and ourselves,
to the best,’’ says Hillary.
She then moved into stock judging,
where the competitor faces four animals
in the ring and is asked to rank the
animals from first to fourth, depending
on their characteristics.
‘‘We grade the animals ourselves, then
have to defend our decisions to the
audience and judges.
‘‘It’s almost like apublic debate.
‘‘The competitor whose score is
closest to that of the overseeing judge
wins the class,’’ she says.
‘‘It’s all about gaining the knowledge
of what makes agood beef beast, and
being able to describe that. Showing has
really enhanced my interest in what that
means.’’
Sydney is along way from the local
show season, though.
‘‘I was at the Christchurch A&P Show
with my animals, and Icame in first in
the handlers class.
‘‘I won asponsorship that would fund
me offshore to show,’’ she says.
‘‘I had already met Kay and Philip
Worthington through helping them and
learning from them and their Rangiora
High School cattle handling programme.
‘‘Kay and another local, Marie
Timperley, put me in contact with a
Real passion ... Hillary Cooper showing one of her Hereford cattle.
lowline Angus breeder in Sydney, and
it’s his stock that I’ll be showing.
‘‘I owe them so much. Without them, I
would never have been able to make this
happen,’’ says Hillary.
She confesses to being abit nervous,
saying she has big boots to fill, but is
excited at the chance to learn and to
take in awhole new, different
experience at Australia's biggest show.
‘‘Showing cattle has been such alife
lesson,’’ she says.
OXFORD A&P SHOW
The North Canterbury News, March 23, 2023
‘‘I’ve learned how to judge them; I’ve
had to get to grips with public speaking;
I’ve had to learn that you can’t always
win; but most of all, I’ve made lifelong
friends. Sydney will offer more of the
same.’’
So what comes next in the long view?
‘‘I’m almost 18 and in my last year of
school. ‘I'm hoping to go to Lincoln Uni
next year to study agricultural business.
‘‘The goal after that is to become a
teacher,’’ she says.
Archaeology brought to life
By DAVID HILL
Local Democracy Reporter
An archaeologicalsite has been brought to
life at the Kaikōura Playcentre.
When the former Kaikōura Primary
School dental clinic building was
demolished and the site excavated five
yearsago, some old hangipits were
unearthed.
The playcentrewas already in the
process of moving intosome old classrooms
and decided to incorporate the site’s
heritage into its landscaping, session
facilitator Jackie Wadsworth said.
She saidtamarikiwere presented with a
little greenstone adzewhen they headed off
to school, soitwas fitting an old greenstone
adze was unearthed during the excavation.
Now two little whare, for the tamariki to
play in, and afirepit adornthe site, and a
muralhas been painted on the wall.
Ms Wadsworthsaid the playcentre
planned to use to firepit for family nights
and sausage sizzles.
She saidthe playcentre was planning an
officialopening for the new site soon.
‘‘It has been along time coming. It has
been aprojectover more than 10 years.
Over that time we have been fundraising
and planning and there has beendelays
and hiccups and we have been consulting
with different experts and iwi
representatives.
‘‘There has been so many peopleinthe
town who havebeen involved, including
former playcentre families. It is goingtobe
abig community opening.’’
Rawiri Manawatu from Te Rūnanga o
Kaikōura offered advice during the project
on the heritageofthe area.
Thereprojectwas also support from the
Kaikōura Lions, the Kaikōura District
Council, local businessesand volunteers.
Te Rūnanga oKaikōura chairperson
Hariata Kahu saidalargenumber of
archaeological sites had been found in the
area.
Archaeologicalfindings had confirmed a
Ngāti Kurī presence in Kaikōura going
back more than700 years.
But more recentdiscoveries suggested
settlement as early as 1000 years ago, she
said.
Aplan is needed to supportthe longterm
sustainabilityofWaimakariri’s three
business promotionsassociations, says
Mayor Dan Gordon.
The Waimakariri District Councilis
stepping up to support Rangiora
Promotions, Kaiapoi Promotions
Association and theOxford Promotions
ActionCommittee,asthey come under
increasing pressure in an uncertain
economic environment.
Councillors voted earlier this monthto
approve aoneoffgrantof$20,000 to
Rangiora Promotionstohelp the
organisation get through atough patch.
Mayor Dan Gordon said Cr Brent Cairns,
the towncentres portfolio holder, will work
alongside the three promotions
associations andcouncil staff, to develop a
plan ahead of next year’s 2024/34 Long
Term Plan.
‘‘The council appreciates the promotions
associations have been operating in a
difficultenvironment in recent yearswith a
numberofbusinesses having to tighten
their belts.’’
He saidthe promotions associations
playedanimportant role, running events
such as Santa paradeswhichwere enjoyed
by the community, as wellaspromoting
local businesses.
The $20,000grant has comefrom unspent
funds from the Waimakariri Events Fund,
which is administered by Enterprise North
Canterburyonbehalf of the council.
Rangiora Promotions chairpersonRoss
Ditmersaid his organisation was grateful
for the continued support of the council.
‘‘Obviouslyitisachallengingtime we are
in and whatwehave done in the past isn’t
going to work any more.’’
Local businesseswere doingittough and
had less funds available for sponsorship,
while grants wereharder to comeby.
Mr Ditmer saidthe Rangiora Promotions
Ross Ditmer
board would be meetingsoon to rethink
what events it could run.
The HappyHire Eats and Beats,on
March 18, and the Rangiora Big Splash
were going ahead, whileSantaClaushas
confirmed he is returning to Rangiora in
December.
Kaiapoi Promotions Association
chairperson MartinPinkhamsaid areview
of the funding model was long overdue.
‘‘The funding we are gettinghasn’t changed
in seven years and our costskeep going up
with the changes to traffic managementand
the regulatoryrequirementsweneed to
do.’’
But hisorganisationwas holdingits own,
thankstothe generosity of local businesses.
Enterprise NorthCanterbury chief
executive HeatherWarwick saidthere had
been fewer events applying for funding
over the last two years due to Covid
uncertainty.
She was looking forward to updating the
Waimakariri Economic Development
Strategy withcouncil staffthis year to set
the economic directionfor the district.
‘‘The lastone was written 10 yearsago and
was based around the earthquake recovery
and we have well and truly moved on from
that.’’
Stalwart honoured at A&P show
By JOHN COSGROVE
Wellknown Hawarden stud
sheep and cattle breeder,
A&P show supporter, author
and historian David (Doc)
Sidey was awarded a‘Blue’
over the weekend.
He says he was ‘‘humbled’’
when he was awarded the
Royal Agricultural Society of
New Zealand’s Blue medal
for Excellence in Agriculture
at the 115th annual
Hawarden A&P Show.
The long time stalwart of
the show says he is very
proud to accept the award.
The last RAS medal
awarded by the Hawarden
Agriculture and Pastoral
Association was in 2016.
He said he became
involved with the show from
an early age, when he
accompanied his father Mac
Sidey to shows in the region.
‘‘He would leave me there
to mind the sheep while he
went home to get the second
set of sheep to show.’’
‘‘The bug bit and I’ve been
interested in showing ever
since.’’
The former president of the
show in the 1980’s is well
known for his cattle and
sheep breeding awards
earned by the family stud
farm Glen Ovis which is now
run by Doc’s son Andrew
Humbled ... David (Doc) Sidey with his medal.
Sidey.
Over the years he says he
has entered many hundreds
of animals in shows.
PHOTO: ANNA BUISTSIDEY
‘‘At the weekends show, we
only had 28 sheep on show
which was the lowest number
of sheep we have ever shown.
‘‘In the past I’ve had up to
70 on show which was abig
effort .’’
He said being part of the
Hawarden Show has been a
great tradition for his family.
‘‘The Hawarden Show is all
about the show putting their
reputation on the line
showing what they can
produce in the way of
livestock, talent and it
includes all the crafts the
children and families
produce as well.’’
‘‘I remember saying in the
1980s, it’s abit like the
Olympic tradition: it’s not
winning it’s about taking
part.’’
However he was taken
aback when called forth to
the commentary box to
receive the award last
Saturday.
‘‘Show patron Pat Crane
spoke very well of my show
career, it was humbling being
honoured and Iwill treasure
this award.
‘‘I’m still learning today
and still love taking part in
shows.’’
Doc say shows are all about
prizes and surprises,
‘‘sometimes you think your
great and you get hauled back
into line because something
is better than yours and so
you try abit harder next
time.’’
Riley rides his way to world BMX champs
Woodend School is getting in behind its
BMX superstar.
Riley Smart is fundraising to attend
the BMX World Championships, being
held in Scotland in August, where he
will compete in the 13years category.
Principal Andrew Retallick says the
school is proud of Riley’s efforts.
‘‘I jumped on board when Iheard
Riley was going to compete at the world
championships.
‘‘At my previous school there was
student who was going to Glasgow as
well, but in adifferent age category.
‘‘You need to give him the opportunity
because one day he could become
Woodend’s next Olympian.’’
Riley qualified for the world
championships after winning the New
Zealand 12years BMX championships
last year.
He then went on to become the
Oceania champion for his age group.
‘‘I just enjoy going fast and trying to
win and just hanging out with friends,’’
Riley says.
Agivealittle page has been set up to
help raise up to $8000 to get Riley and
his $4000 bike to Glasgow.
Mr Retallick says the school is
organising two nonuniform days and a
sausage sizzle as fundraisers.
‘‘Our student leaders and some of
Riley’s friends are organising anonuniform
day where the students will
dress as ‘your sporting hero’.’’
Riley says his sporting hero is
American professional BMX racer
Connor Fields, who won the Olympic
gold medal in 2016.
He has plenty of role models closer to
home, including New Zealand Olympic
BMX racers Trent Jones and Sarah
Walker, and Woodend born Olympic
Games mountain bike rider Anton
Cooper.
School embraces new curriculum
By DAVID HILL
Local Democracy Reporter
Rangiora High School is leading the way
in adopting the new history curriculum.
The Aotearoa New Zealand history
curriculum was introduced in term one
this year, but Rangiora High School
began implementing some of the new
curriculum last year in collaboration
with its partner Pūketeraki Kahui Ako
(community of learning) schools.
‘‘It was launched as adocument last
year and we started working around it
late last year, and we have implemented
more of it this year,’’ social sciences
leader of learning, Rebecca Sweney
McKee said.
‘‘We were the first off the rack for years
1to10and we are leading the way.’’
Schools have until 2026 to fully embed
the new curriculum, which is integrated
into social studies for years 1to10, while
the NCEA Level 1, 2and 3history
curriculum has also been refreshed.
Mrs SweneyMcKee said the benefit of
working collaboratively across the Kahui
Ako meant there was some consistency in
learning across the schools.
The Pūketeraki Kahui Ako schools
were now teaching the background to the
signing of Te Tiriti oWaitangi in years 7
and 8, meaning the focus at high school
could move on to ‘‘what happened next’’.
She said the new Aotearoa New
Zealand history curriculum was not all
about Māori history.
‘‘But Māori history is given more of a
focus and an equal status.’’
Rangiora High School’s year 9and 10
students were learning about topics such
as the New Zealand Land Wars, the
Waitangi Tribunal, Bastion Point, the
Dawn Raids, the 1981 Springbok tour, the
nuclear free movement and the recent
Ihumātao land settlement.
‘‘And in afew year times we might be
looking at things like Covid.’’
While it was mostly New Zealand
history, there was plenty of scope for
some international context, she said.
‘‘The year 10s have been doing social
action for human rights looking at Rosa
Parks and the bus boycotts alongside
Bastion Point.
‘‘And you can’t look at the Springbok
tour without the context of what was
happening in South Africa.’’
With the focus on climate change, the
year 9s were learning about social action
for the environment, looking at
degradation in general and from aMāori
Mrs SweneyMcKee said the school was
rebuilding its social science curriculum,
with good support for its NCEA history
classes.
‘‘It is becoming more relevant and for
people considering law degrees, it is
going to set students up with areally good
foundational understanding of our
history and the development of human
rights. If you can understand how people
you can function better in society.’’
Dra Annual Plan Open for Feedback
Waimakariri District Council has opened the
Dra Annual Plan 2023-24 for public feedback.
Since Council adopted the LTPin2021, the
Waimakariri District, like the rest of New Zealand and
the World, has faced many challenges. Theseinclude,
the effects of Covid-19, supplychain issues, rising
energy costsand ongoing inflationary pressures.
Simply, there’s been no economic period quite like
this in the last 30 years.
Council had projected arise in rates of 4.3% for
this year, but as inflation has increased, it has
put significant pressure on operational budgets.
To continue toprovide the level of service
rate payers expect, ithas forced ahigher rate
increase than expected.
Council started with aproposed rates increase
of 14.4%. Aer thoroughly reviewing work
programmes, looking for savings and at what
projects can be deferred to keep increases as
low aspossible –asignificantly lower increase of
5.97% has been reached.
Mayor Dan Gordon says he is pleased the Council
was able to achieve its goal of keeping rates
increases under the cpi inflation rate of 7.2%.
“We are pleased to report we have managed to
cap our proposed rates significantly lower than
forecasted at5.97%.
“During the pandemic we made it apriority to
ensure rates were kept low. At the start of the
pandemic, we had just a1.5% increase and
subsequent 4.5% increases.
“Inboth instances we hadone of thelowest increases
in Canterbury,but unfortunately,wecan’t keeprates
artificiallylow foreverwithoutdoing adisservice
to ourresidents in the future whilemaintainingthe
levels of service the community expects.”
Key issues in the Dra Annual Plan:
1. New regulations mean Council needs totest
water supplies more regularly and potentially
bring forward planned upgrades.
2. Immediate improvements need to be made to
the stormwater network following flooding
from extreme weather events.
3. Inflation is affecting the roading budget and
more isneeded to make sure local roads are
maintained at ahigh standard.
Other issues
In Local Government there continues to be alot of
uncertainty with four central-government driven
reform programmes underway –Three Waters,
Resource Management Reforms, the Future for
Local Government Review as well as Modernising
the Emergency Management Framework.
There’s also new legislation aimed to meet the
challenges of achanging climate. This will affect
how the Council runs, as well as new urban
planning rules which Council is required to follow.
Waimakariri Volunteer Expos
Waimakariri District Council’s Community Team
are joining with their volunteer sector partners to
run aseries of Volunteer Expos across the District.
Following the expo in Kaiapoi atthe weekend there
will more coming up in Pegasus and Rangiora.
Wendy Howe, Council’s Community Development
Facilitator says, “This is agreat opportunity for
people who might be thinking about volunteering to
find out what opportunities are out there. There’s a
volunteer opportunity for everyone with arange of
activities, needing various skills and experience.”
“Volunteering can be anything from cooking a
community meal to helping out at working bees to
training to help in civil emergencies. It’s incredibly
rewarding and can help people learn news skills
and gain experience too.”
Volunteers enrich our communities and provide
an amazing support to many different services
across the District. There are lots of organisations
completely run by volunteers or heavily reliant on
the volunteers to deliver services. Groups who will
be at the Expos range from emergency services,
social services, information services, environmental,
arts, community safety and friendship.
Upcoming expos:
• Friday 24 March -Pegasus Community Centre
