Tennis club aims for two new courts<br />

VACANT RED Zone land could be<br />

used by the Sumner Tennis and Squash<br />

Club for two new tennis courts, which<br />

would be open to the public.<br />

The courts would go in on the corner<br />

of Nayland St and Heberden Ave.<br />

The courts, which would include<br />

landscaping and fencing, are expected<br />

to cost about $250,000.<br />

The club intends to cover costs<br />

through existing funds, fundraising<br />

and potential funding applications.<br />

“We’re lucky to have a bit of money in<br />

the bank,” club treasurer Nelson Glass<br />

said.<br />

The additional courts would help<br />

the club clear its waitlist and create<br />

more space for its large events like<br />

tournaments. It would also provide<br />

free courts for the community to use.<br />

Last week the club asked the city<br />

council if it could lease the land longterm.<br />

“It looks like we can get the land,”<br />

Glass said.<br />

The club will now consult with<br />

its members and work towards a<br />

definitive plan for the project.<br />

email to McLellan on Monday<br />

night, after not getting a response<br />

to a previous email, sent<br />

last Tuesday, asking for her support<br />

over the chlorination issue.<br />

“So I take it that our small<br />

township and<br />

announced a schedule for<br />

Christchurch water supply zones,<br />

in compliance with the Water<br />

Services Act.<br />

The rollout follows Government<br />

water regulator Taumata<br />

Arowai advising the city council<br />

it intended to decline the council’s<br />

first exemption applications.<br />

“We believe that our water is<br />

perfectly good and the council<br />

have done enough,” James said.<br />

Birdlings Flat currently has<br />

a 188m deep bore, James said.<br />

Water travels through UV<br />

disinfectants and filters and the<br />

supply is regularly tested for<br />

contaminants.<br />

“Our water quality is extremely<br />

high . . . We call it pristine,”<br />

James said.<br />

In November, residents temporarily<br />

stopped the city council’s<br />

plan to chlorinate water within<br />

a few days of notifying the community<br />

it would be added.<br />

“You can’t just spring on<br />

people that all of a sudden you’re<br />

going to start putting poison in<br />

our water,” James said.<br />

“We have a lot of flora and fauna<br />

James and fellow community<br />

representative Joy Dixon also<br />

have concerns for the community’s<br />

health, should chlorine be<br />

introduced.<br />

“We’re a widespread community,”<br />

Dixon said. “The chlorine<br />

has to be a minimum concentration<br />

at the end of the network,<br />

which is 0.2 (milligrams per<br />

litre). But, to get it to be 0.2 at the<br />

end of the network some people<br />

will be being exposed to higher<br />

levels of chlorine in their water at<br />

the start.”<br />

Dixon and James said the community<br />

are keeping ongoing plans<br />

to themselves, however another<br />

protest could be on the way.<br />

Banks Peninsula Ward city<br />

councillor Tyrone Fields said he<br />

would continue to support the<br />

Birdlings Flat community.<br />

“We have a very, very small<br />

community with an exemplary<br />

water supply,” he said.<br />

“I’ve got their back on this,<br />

but I’m going to work through<br />

the levers that I have available.<br />

Whether or not the regulator<br />

will listen, that’s another thing.”<br />

Chlorine is set to be added to<br />

the Birdlings Flat water supply<br />

from next week.<br />

Eco collective shifts focus<br />

new projects in the sights of<br />

the community group which<br />

has won a battle over proposed<br />

cattle barns in Kaituna Valley.<br />

The Little River Eco Collective<br />

says it is relieved farming<br />

company Wongan Hills Ltd has<br />

withdrawn its application to<br />

Environment Canterbury for the<br />

four proposed barns.<br />

“There’s a lot<br />

of enthusiastic<br />

relief,” spokesperson<br />

Donald<br />

Matheson said.<br />

about flooding in<br />

the valley and its<br />

potential impact<br />

on the barns and Waihora-Lake<br />

Ellesmere.<br />

“The valley is not just occasionally<br />

flood-prone,” Matheson<br />

said. “According to the residents,<br />

there are floods regularly and<br />

quite significantly.”<br />

Matheson said the place where<br />

the barns were planned would<br />

be underwater in the event of a<br />

flood, causing the composting<br />

process to go anaerobic, creating<br />

a stench as it omitted methane.<br />

Wongan Hills Ltd said<br />

the Kaituna Valley site would<br />

potentially be revisited in<br />

the future.<br />

While the fight against<br />

Wongan Hills Ltd is over, the<br />

collective plans to build on the<br />

momentum it has gained over<br />

the past 16 months.<br />

“Interest in our group has<br />

grown since we started this<br />

campaign,” Matheson said.<br />

He said there were numerous<br />

projects on Banks Peninsula the<br />

collective could turn its efforts<br />

towards, like pest control and<br />

tree planting.<br />

Wongan Hills Ltd applied<br />

for a discharge permit and<br />

land use consent in March last<br />

year, to build four composting<br />

feed barns on a Kaituna Valley<br />

property, which could house<br />

up to 2200 cattle, 24 hours<br />

a day.<br />

In November, the collective<br />

started a community petition<br />

and protested outside ECan’s<br />

Tuam St office to have the<br />

application publicly notified,<br />

which it was the following<br />

month.<br />

The application received<br />

128 submissions, most in<br />

opposition to the plan. Twentyeight<br />

submitters, including the<br />

collective, were set to be heard at<br />

an ECan hearing in July.<br />

Wongan Hills Ltd said<br />

the decision to withdraw its<br />

application had been driven by<br />

a need to develop an alternative<br />

site first. It was also concerned<br />

the hearing process for the<br />

Kaituna Valley proposal would<br />

be extensive and costly.<br />

ECan consents planning<br />

manager Aurora Grant said<br />

withdrawn applications are a<br />

normal part of the Resource<br />

Management Act process.<br />

“This can be for a range of<br />

reasons, but often it can be due<br />

to the significant work and<br />

associated time and expense<br />

hearing,” she said.<br />

“This can sometimes result in<br />

a reconsideration of the effects<br />

and merits of the proposal from<br />

the applicant’s perspective,<br />

and result in deciding not to<br />

proceed.”<br />

The collective had been<br />

fundraising through online donation<br />

platform Givealittle since<br />

March, for legal and specialist<br />

support at the hearing, with a<br />

goal of $19,000.<br />

The group raised $7600.<br />

Just over $5000 has already<br />

been spent on legal fees in<br />

preparation for the hearing.<br />

“We’ve spent quite a lot of it<br />

on lawyers,” Matheson said.<br />

“We were expecting to, in a<br />

couple of weeks, present a legal<br />

case to ECan.”<br />

The collective has decided<br />

the remaining $2343 will be<br />

returned to donors.<br />

Metro has announced new fares<br />

within greater Christchurch from<br />

July 1 after its half-price fares end.<br />

All Metro buses will cost $2 for<br />

Metrocard cardholders and $1 for<br />

students, under 25s, community<br />

service and total mobility<br />

cardholders. The Diamond<br />

<strong>Harbour</strong> Ferry, currently $2.35<br />

for Metrocard holders with a 50<br />

per cent Government discount,<br />

playing jerseys from a $6900<br />

New Zealand Community<br />

Trust grant. The NZCT operates<br />

gaming machines, from which a<br />

portion of the proceeds go to the<br />

community. More than $851,000<br />

was allocated in grants from the<br />

trust, to support Canterbury<br />

sports clubs, schools and<br />

organisations.<br />

PLANTING DAY SUCCESS<br />

Seven hundred native trees were<br />

planted on a Lyttelton section on<br />

Sunday. More than 40 volunteers<br />

planted the section between<br />

Dalleys Lane and Harmans Rd,<br />

organiser Bianca Woyak said.<br />

Woyak said the native trees<br />

planted included kōwhai, cabbage<br />

trees and lancewood.<br />

Billy Bush - a front row view on life<br />

Bill Bush (Billy Bush) has a life story unlike any other All Black. A kina diver at<br />

primary school, a labourer at the Marsden Point refinery at <strong>14</strong>, it took a promise<br />

of a Fanta and a pie to get him to play rugby, a sport he initially reckoned was<br />

too rough for him. The reluctant warrior became a fearsome, revered All Black<br />

prop, and captained and coached the Maori All Blacks. His insights on rugby,<br />

and its place in New Zealand life, are unique. The journey Bill takes readers on<br />

in Billy Bush is not all about playing rugby but explains his whakapapa (lineage),<br />

his upbringing, his beliefs, and hopefully demonstrates that there are other ways<br />

to get on in life and to be successful. Bill offers some simple life lessons: don’t<br />

get trapped into seeing the grass as being greener on the other side of the fence.<br />

created after a meeting over the<br />

Community leaders, police,<br />

city council staff and residents<br />

met on Friday to create a list<br />

of action points to tackle the<br />

ongoing problem on the roads<br />

around Lyttelton <strong>Harbour</strong> and<br />

the surrounding bays.<br />

councillor Tyrone Fields: “It’s<br />

really ruining [residents] quality<br />

of life.<br />

“Somebody is going to get<br />

hurt.”<br />

The plan includes borrowing<br />

cameras from Waka Kotahi New<br />

Zealand Transport Agency to<br />

identify drivers, city council staff<br />

investigating speed limits<br />

in the area and more police<br />

visibility on the roads.<br />

Coastal hazards planning takes step forward<br />

THE CITY council has released<br />

two key reports as part of its<br />

planning for coastal hazards<br />

caused by sea-level rise.<br />

The reports follow engagement<br />

with Lyttelton <strong>Harbour</strong><br />

and Port Levy communities to<br />

better understand local values<br />

and priorities in relation to<br />

the coastal environment as the<br />

impacts of climate change are felt<br />

through increased coastal flooding,<br />

coastal erosion and rising<br />

groundwater.<br />

The information will be used<br />

by the city council and the Whakaraupō<br />

Lyttelton <strong>Harbour</strong> and<br />

Koukourarata Port Levy Coastal<br />

Panel to help develop draft adaptation<br />

plans for the area, which<br />

communities will be able to give<br />

feedback on later this year.<br />

The city council ran a series<br />

of community events between<br />

October and December last year<br />

as part of its main engagement<br />

programme, including a family<br />

fun day at Allandale Hall.<br />

It also worked with local<br />

schools to deliver “beachinars”,<br />

where students talked on the<br />

beach with experts about how<br />

coastal hazards may affect<br />

A total of 294 respondents<br />

contributed to the main consultation,<br />

with a further 151 contributing<br />

to a secondary survey<br />

specifically about what impacts<br />

coastal hazards may have on<br />

transport. The two consultations<br />

formed the basis for the two<br />

reports released last week.<br />

“During the engagement<br />

period we asked the community<br />

to tell us what they value in the<br />

area,” said Morgan.<br />

“This information then formed<br />

the basis of the coastal panel’s<br />

work to develop the community<br />

objectives, which are critical to<br />

the assessment of adaptation<br />

options and plans alongside<br />

technical, cultural, ecological<br />

and cost considerations.”<br />

Adaptation options could<br />

include flood-proofing infrastructure,<br />

retreating assets, or<br />

using planning tools to avoid<br />

developing in at-risk areas and<br />

increasing the risk of harm to<br />

people and property.<br />

The coastal panel has also<br />

agreed on the locations that will<br />

be prioritised for adaptation<br />

planning within the Lyttelton<br />

<strong>Harbour</strong> and Port Levy area.<br />

“We can’t reasonably plan for<br />

every inch of the coastline, so the<br />

coastal panel has agreed on six<br />

priority adaptation locations to<br />

focus on,” said Morgan.<br />

“These are defined as particularly<br />

at-risk locations that will receive<br />

an adaptation plan. They’re<br />

areas where clusters of public<br />

assets, particularly critical assets,<br />

and networks of infrastructure<br />

are vulnerable to coastal hazards<br />

over the next 30 years.”<br />

The priority adaptation locations<br />

have been confirmed as<br />

Rāpaki, Allandale, Teddington,<br />

Southern Charteris <strong>Bay</strong>, Purau,<br />

and Port Levy.<br />

“In recognition of the interconnectedness<br />

and criticality<br />

of transport assets across the<br />

harbour, the coastal panel have<br />

also agreed that roading and marine<br />

infrastructure assets will be<br />

considered together as part of a<br />

separate and wider assessment,”<br />

said Morgan.<br />

“This reflects feedback from<br />

the community who identified<br />

jetties, wharves and piers<br />

as highly valued assets for<br />

consideration.”<br />

Grants help young achievers<br />

compete against the world<br />

Holly Sawyer and Amelie Wink,<br />

competing on the international<br />

stage is not an expensive exercise<br />

and fundraising is essential.<br />

Foundation trustee John<br />

Christensen said while its focus<br />

is on annual scholarships and<br />

awards programme, it also<br />

provides grants to individuals<br />

and community organisations in<br />

the <strong>Bay</strong> <strong>Harbour</strong> News area.<br />

“When I look at the calibre<br />

of those applying for the travel<br />

grants, I suspect they will be<br />

applying for one of the academic<br />

scholarships or awards once they<br />

start their tertiary education,<br />

or for an Outward Bound<br />

scholarship. We have some<br />

talented kids in our community,<br />

and it’s great to be able to assist<br />

them represent their country.<br />

Amelie, a year 13 Christchurch<br />

Girls’ High School student, has<br />

just returned from El Salvador<br />

where she was the youngest<br />

member in the NZ team competing<br />

in the ISA world longboard<br />

championships.<br />

Amelie’s love surfing started<br />

when she learned to ride a standup<br />

paddle board with her dad as<br />

a 7-year-old. Amelie attended her<br />

first national surfing competition<br />

when she was 13. But her trip<br />

to El Salvador marked her first<br />

international competition, where<br />

she competed against some<br />

of the top female surfers from<br />

around the world.<br />

“It was a fantastic experience.<br />

We had 20 minutes to surf, and<br />

as there were only two others<br />

out there with me, I had plenty<br />

of opportunities to catch some<br />

great waves. Whilst I was happy<br />

with the waves I caught, I got a<br />

nasty gastro bug and it impacted<br />

on my performance,” said<br />

Amelie.<br />

“I had done a lot of land based<br />

training to build muscle memory<br />

before I went, and any spare<br />

moment I had I’d be in the water<br />

practising.”<br />

Meanwhile, Iona, a year 12<br />

St Andrew’s College student,<br />

will head to the to the world<br />

pipe band championships in<br />

Glasgow from August 18-19. She<br />

started playing in the school’s C<br />

Band in year 9 and worked her<br />

way up through the grades. In<br />

2021, she won the grade 2 New<br />

Zealand championships but the<br />

Covid pandemic stopped her<br />

competing internationally until<br />

this year.<br />

Said Iona: “We needed to raise<br />

a lot of money so I’ve been working<br />

at the local supermarket,<br />

busking and applying for grants.<br />

I need to fit this in between<br />

school work, the Duke of Edinburgh<br />

Award and sport, so fortunately,<br />

I’m pretty organised.”<br />

Iona said Scotland is well and<br />

truly in her blood. She was born<br />

there and is considering moving<br />

to Dunedin to attend university.<br />

mates will attend the International<br />

Future Problem Solving<br />

Competition in the United<br />

States after winning the New<br />

Zealand competition last November.<br />

competing at the five-day event<br />

where they must solve a hypothetical<br />

problem of the future.<br />

The competition teaches critical<br />

and creative thinking, problem<br />

solving and decision making.<br />

Said Holly: “For the New Zealand<br />

competition the topic was<br />

mining and for the international<br />

competition it will be currency.<br />

“Whilst we don’t know what<br />

the actual hypothetical problem<br />

concerning currency will be, we<br />

can do some research before we<br />

go. We then use a six step process<br />

to come up with a solution<br />

within two hours. The challenge<br />

is to balance the creativity of the<br />

solution with a degree of practicality,<br />

it’s a fine balance.”<br />

Like all the grant applicants,<br />

Holly must balance raising funds<br />

to travel with study and playing<br />

sport.<br />

“It gets pretty busy when you<br />

are studying, playing football,<br />

lifeguarding, applying for grants,<br />

baby-sitting and doing a paper<br />

run, but it’s worth it!”<br />

Sophia, a year 11 Rudolph<br />

Steiner School student, will<br />

represent New Zealand at the<br />

Australian youth climbing<br />

competition in the lead climbing<br />

section.<br />

Sophie has always loved<br />

climbing. As a child, it was rocks<br />

and trees, but when she began<br />

climbing in a gym two years ago<br />

she “got the bug”.<br />

Initially she began bouldering<br />

in the gym – when no ropes are<br />

used and the focus is the difficulty<br />

of the movements – as part of<br />

an after-school programme. She<br />

then progressed to lead climbing<br />

where ropes are used and the<br />

focus is endurance. Sophia finished<br />

second at the New Zealand<br />

nationals in the lead climbing<br />

section, qualifying her to join the<br />

NZ youth team.<br />

One of the highlights of Sophia’s<br />

climbing career was her<br />

recent experience in Fiordland.<br />

“Climbing outdoors brings<br />

new challenges, particularly<br />

mental challenges where you<br />

have to overcome the fear of falling,<br />

and you need to stay calm<br />

to control your breathing as you<br />

plan your route.”<br />

A self-confessed “sort of<br />

adrenaline junkie” Sophia loves<br />

skiing, surfing, skate boarding<br />

and hiking.<br />

Regatta rivalry<br />

YACHTING HAS<br />

long been a favoured<br />

pastime in Whakaraupō<br />

Lyttelton <strong>Harbour</strong>, with<br />

the Lyttelton Regatta<br />

Committee’s first<br />

competition being held on<br />

May 24, 1851 to celebrate<br />

Queen Victoria’s 32nd<br />

birthday – barely six<br />

months after the arrival of<br />

the Canterbury colony’s<br />

‘first four ships’.<br />

A decade later, in 1862,<br />

the Lyttelton New Year’s<br />

Day Regatta was established.<br />

After the railway<br />

tunnel opened in December<br />

1867, the regatta began<br />

to attract large crowds<br />

from the growing city<br />

of Christchurch and the<br />

Waitaha Canterbury Plains<br />

beyond. By the 1870s, Lyttelton’s<br />

annual New Year’s<br />

Day Regatta had become<br />

the colony’s largest aquatic<br />

sporting festival.<br />

In 1870, Scotsman<br />

William Sinclair and his<br />

Australian-born son Jimmy<br />

set up their shipwright<br />

business in Lyttelton Port’s<br />

Dampier <strong>Bay</strong> next to what<br />

would become, in 1883, the<br />

port’s graving or dry dock.<br />

They were especially<br />

active in the competitive<br />

yachting scene through<br />

the 1880s with Jimmy<br />

Sinclair’s prize-winning<br />

racer Little Wonder. A<br />

lightly built centreboarder,<br />

she included an innovative<br />

stacking board for the<br />

crew to ‘hike’ or ‘lean out’<br />

over the side as the yacht<br />

heeled upwind. Taking on<br />

all-comers, Little Wonder<br />

was the region’s champion<br />

racing yacht through<br />

the mid-1880s.<br />

Attracted by the ‘fame<br />

and fortune’ the Sinclair’s<br />

were winning for their<br />

business, fellow Scotsman<br />

and shipwright Malcolm<br />

Miller decided to join the<br />

competition, and in 1886<br />

built his own racing yacht,<br />

the famous Pastime, in<br />

his shipbuilding yard at<br />

Corsair <strong>Bay</strong>.<br />

At five tonnes, she was<br />

cutter-rigged and carvelbuilt<br />

of kauri and red birch<br />

timbers. Initially 8.5m<br />

long with a 2m beam, 1.2m<br />

draft and a lead ballast<br />

jarrah keel, she was built<br />

to take on Sinclair’s Little<br />

Wonder as well as the<br />

champion Dunedin built<br />

yacht Mahanga, but she<br />

failed to dominate in a<br />

series of races over the next<br />

two years.<br />

Not one to give up,<br />

Miller went back to the<br />

drawing board and rebuilt<br />

Pastime in 1889, adding<br />

extra length to her hull<br />

and rigging 125sq m of<br />

sail. The new Pastime was<br />

completed in time for what<br />

would become the race<br />

of the century at the 1890<br />

Lyttelton New Year’s Day<br />

Regatta.<br />

The 1890 regatta began<br />

promisingly enough with<br />

the morning’s fine weather<br />

welcoming the growing<br />

crowds along with his<br />

excellency, the newly<br />

appointed Governor of<br />

New Zealand, Sir William<br />

Hillier Onslow.<br />

However, as people<br />

gathered along the port<br />

town’s wharves and vantage<br />

points, the festivities<br />

were rudely interrupted<br />

by a sudden mid-morning<br />

storm that scuppered a<br />

number of rowing and<br />

swimming events while<br />

drenching their audience.<br />

The storm cleared<br />

soon enough and the sun<br />

shone through to allow<br />

the main yacht race to<br />

start with Pastime, Mahanga,<br />

Zephyr and Little<br />

Wonder all getting away<br />

in a handy north-easterly<br />

breeze.<br />

Unfortunately, this reprieve<br />

from the inclement<br />

weather did not last long<br />

and the harbour waters<br />

were soon whipped by<br />

a fierce sou’wester gale<br />

that cancelled the day’s<br />

remaining events, while<br />

the racing yachts, at times<br />

barely visible, battled on in<br />

heavy winds.<br />

While the lead changed<br />

hands several times over<br />

the first half of the race, the<br />

increasingly rough conditions<br />

favoured Pastime.<br />

before the storm forced<br />

the latter to retire along<br />

with Zephyr.<br />

In the end, Malcolm<br />

Miller’s Pastime took the<br />

honours in heavy squalls<br />

with his arch-rival Jimmy<br />

Sinclair’s Little Wonder the<br />

runner up some 50 minutes<br />

behind.<br />

Little Wonder would<br />

never challenge Pastime<br />

again, and it would be<br />

Jimmy Sinclair’s turn to<br />

up the ante with a new<br />

champion racing yacht,<br />

the Mascotte, launched just<br />

11 months later.<br />

I AM FEELING deflated and<br />

disappointed by the lack of Government<br />

foresight and investment in flood<br />

protection for our region.<br />

As the regional council in New Zealand’s<br />

largest region, it feels like we are<br />

being neglected when it comes to future-proofing<br />

Canterbury. I know others<br />

feel the same.<br />

That’s not to say support isn’t needed<br />

for areas badly impacted by Cyclone<br />

Gabrielle – we received considerable<br />

support during the earthquake recovery,<br />

so we know the response up north is<br />

critical – however, to not invest in protection<br />

of other at-risk areas in Waitaha is<br />

short-sighted.<br />

Flooding is the number one natural<br />

disaster in New Zealand and, with the<br />

impacts of climate change becoming<br />

more significant and frequent, we are at<br />

risk here in Canterbury.<br />

Along with other regional councils,<br />

Environment Canterbury made a joint<br />

submission to the Government asking for<br />

co-investment in a major flood protection<br />

programme. Our proposal was for<br />

central and local governments to co-invest<br />

$257 million over the next three<br />

years, to fund 92 urgent flood protection<br />

projects across Aotearoa.<br />

We have been asking central<br />

Government to co-invest with us in<br />

flood prevention measures and river<br />

management since 1989, however it<br />

has been ratepayers across the country<br />

footing the bill.<br />

The recent devastation of Cyclone<br />

Gabrielle could happen anywhere in the<br />

South Island, and we shouldn’t wait for<br />

that to happen before taking action. Prevention<br />

is still better than a cure.<br />

We thought we had a strong case for<br />

funding in the <strong>2023</strong> Budget, especially<br />

given what’s at risk if there is significant<br />

flooding along our 78,000 kilometres<br />

of river systems. That includes national<br />

assets such as Waka Kotahi NZ Transport<br />

Agency roads, KiwiRail bridges that run<br />

near rivers, power and internet infrastructure<br />

– which would all be impacted,<br />

and disrupt our supply chains in the<br />

event of another major flood event.<br />

And that doesn’t factor in our ongoing<br />

ability to live in some areas, or people’s<br />

ability to get insurance or how events<br />

might impact on premiums – a sad<br />

reality that some families in the badly<br />

affected areas in the North Island are<br />

grappling with.<br />

I am hoping this decision by the<br />

Government isn’t final. I will be working<br />

over the coming days and weeks with my<br />

regional colleagues around the country<br />

to make sure our concerns are heard in<br />

Wellington.<br />

Dog walkers unaware of prohibition<br />

PEOPLE HAVE been<br />

unknowingly exercising their<br />

pets in a regional park where<br />

dogs have been prohibited for at<br />

least <strong>14</strong> years.<br />

Dogs are not permitted in<br />

Birdlings Flat Regional Park,<br />

which borders Lake Forsyth, and<br />

haven’t been since at least 2008.<br />

But locals have been<br />

unwittingly taking them there<br />

for years, due to a lack of city<br />

council signage.<br />

Esther Phillips has lived in<br />

Birdlings Flat for about 20<br />

years and has been walking her<br />

dog at the regional park, near<br />

Christchurch Akaroa Rd, for<br />

more than five years.<br />

Phillips said “everyone” takes<br />

their dogs to the park.<br />

She was recently approached at<br />

the park by a city council ranger<br />

while walking her dog Amber.<br />

“(The ranger) was really polite.<br />

He just indicated that because<br />

it’s a wildlife reserve, dogs aren’t<br />

permitted,” she said.<br />

Phillips posted the<br />

information to the Birdlings Flat<br />

community Facebook page.<br />

“There’s no signage anywhere<br />

to indicate to anyone that dogs<br />

were not welcome,” she said.<br />

City council regional parks<br />

manager Kay Holder said<br />

old signage at the park was<br />

vandalised.<br />

“We are currently working on<br />

improving the signage,” Holder<br />

said.<br />

City council head of regulatory<br />

compliance Tracey Weston said a<br />

warning may be issued or a $300<br />

infringement under the Dog<br />

Control Act.<br />

“The area is marked as a prohibited<br />

area, dog owners breaching<br />

the bylaw may incur the<br />

above penalties,” Weston said.<br />

In August, Phillips phoned<br />

the city council to report a local<br />

whose dogs were running off<br />

the lead in the park. The council<br />

phone operator did not tell<br />

her dogs were not permitted at<br />

all.<br />

Phillips now wonders where<br />

she can exercise her dog locally.<br />

“Dogs like to run around in a<br />

park,” she said.<br />

There is a dog exercise area<br />

in Little River Wairewa, but for<br />

Phillips, driving 12km to walk<br />

her dog is not an option.<br />

Little River resident Steve Attwood<br />

found he couldn’t take his<br />

dog to the regional park when he<br />

saw Phillips’ Facebook post.<br />

“It was a good place to take a<br />

dog,” he said.<br />

“There are no signs anywhere<br />

to say no dogs.<br />

“Councils do have to think<br />

about where people can safely<br />

exercise their dogs,” he said.<br />

While Attwood appreciates the<br />

dog park, he said it can be boring<br />

for his pet.<br />

“I think it’s a great idea, but<br />

nevertheless it’s just a grass<br />

paddock.”<br />
