NC Mayors call for apause on water reform<br />

Two <strong>North</strong><strong>Canterbury</strong> Mayorsare<br />

calling on the Government to ‘‘push<br />

pause’’ on Three Waters reform.<br />

Hurunui MayorMarie Black says<br />

thereisnoneed to rush the Water<br />

ServicesEntities AmendmentBill<br />

through, with lessthan 100 days until<br />

the election.<br />

She saysifthe government is reelected<br />

in October it would be able to<br />

progress the preferred options of the<br />

remaining Bill quicklywith the<br />

support of aclear electoral mandate.<br />

‘‘If there is achange in government,<br />

it would not have to repeal<br />

legislation passed prior to the<br />

election,’’ she says.<br />

Meanwhile Waimakariri Mayor<br />

Dan Gordon told the Governance and<br />

Administration Select Committee<br />

hearing last Friday, the Government<br />

needs to ‘‘pause and seeka<br />

mandate’’, before proceeding any<br />

further withits controversial<br />

Affordable Water reform programme.<br />

(C4LD)/He hapori mō te Manapori<br />

submissiononthe Government’s<br />

Water Services Entities Amendment<br />

Bill.<br />

‘‘ThisBill shouldn’t go ahead<br />

because it’sbased on flawed<br />

assumptions, models not suitablefor<br />

New Zealand, andthere’s no<br />

mandate from Kiwis nationwide,’’ Mr<br />

Gordonsays.<br />

Mrs Black saysC4LD has developed<br />

a10­pointproposal for reform that<br />

would achieve majoritysupport,<br />

while still respecting fundamental<br />

community property rights.<br />

‘‘There could have been cross party<br />

support on this reform, but no<br />

attempt has really ever been made.’’<br />

The Governmenthas madesome<br />

changes, suchasforming 10 entities,<br />

instead of four.<br />

But C4LD is united in its beliefthe<br />

governmenthas not doneenough to<br />

address the matters of concern to<br />

councils and communities, Mrs Black<br />

says.<br />

‘‘The critical flaws it has noted in<br />

the programmeinclude unrealistic<br />

deliverables, unconvincing figures<br />

with unobtainable efficiencies, and<br />

the fact that community assetswill be<br />

taken without compensation,<br />

meaning substantial lossofcontrol<br />

for councils.’’<br />

Mr Gordon says the Bill does not go<br />

far enough in addressing matters of<br />

concerntocouncils and their<br />

communities.<br />

The governmentcontinues to push<br />

ahead withthe removal of assets<br />

from communities resulting in the<br />

loss of control thatownership<br />

confersonthem.<br />

‘‘The Waimakariri communitydoes<br />

not support this,and the loss of<br />

ownership and effective control is<br />

the crux of the issue.’’<br />

Councils preparetraineestorespond to disasters<br />

Five days, fivecourses, fourcouncils.<br />

When 26 eager trainees gathered in<br />

<strong>North</strong> <strong>Canterbury</strong> to be put through<br />

their pacesrecently, it wasn't for a<br />

new reality television series.<br />

Instead, says Hurunui District<br />

Council EmergencyManagement<br />

Officer Allan Grigg, it was the result of<br />

acollaborative effort to boost<br />

<strong>Canterbury</strong>'s ability to respond to the<br />

very realthreat of adisaster situation.<br />

Staff fromHurunui, Waimakariri<br />

and Selwyn district councils joined<br />

Environment <strong>Canterbury</strong> staff last<br />

week to be trained up, with amix of<br />

theory and practical training,onhow<br />

to respondinaCivil Defence<br />

emergency.<br />

‘‘The aim is to provide consistency<br />

in training aroundthe country so that<br />

when disasterstrikes, Emergency<br />

Operations Centres (EOC)can be set<br />

up quickly and seamlessly,’’ Mr Grigg<br />

says.<br />

‘‘AnEOC is where we work together<br />

withother agencies to respond to an<br />

emergency.<br />

‘‘The people in the EOC cover awide<br />

range of roles to support their<br />

communities with information, water<br />

and food,emergency accommodation,<br />

and co­ordinating emergency<br />

services.<br />

‘‘It’s too late to prepare an<br />

emergency response when the<br />

disaster is uponus. Peopleneed to be<br />

trained and ready to respond at any<br />

time.’’<br />

Grigg said staffattending the<br />

courses ranged from those who were<br />

relatively new, withlittle experience<br />

in theCivilDefence space, to those<br />

who wereseasonedcampaigners.<br />

CoursetrainerRoss Pringle,from<br />

ECan,and Mr Grigg are both members<br />

of the New Zealand Emergency<br />

Management Assistance Team<br />

(NZEMAT), whichisdeployed to assist<br />

districts or regions in managing<br />

emergencies.<br />

DistrictCouncil Emergency<br />

Management Advisor,alongwith<br />

Messrs Pringle and Grigg,are also<br />

members of <strong>Canterbury</strong> 10 (C10), a<br />

regional version of NZEMAT.<br />

They werejoined by Allan Wilson,a<br />

retired Emergency Management<br />

Officer and Local CDEMController<br />

from the WestCoast.<br />

Eventslike the <strong>Canterbury</strong><br />

earthquakes reinforcethe value of<br />

havingtrained staff who are ready to<br />

respond.<br />

Alot of this training was reduced<br />

becauseofCovid, so it was important<br />

to get it rolledout again,'' Mr Grigg<br />

said.<br />

Staff willgoback to theircouncils<br />

with agood knowledge of Civil<br />

Defence processes.<br />

Mr Grigg said all agencies and<br />

councils follow anational framework<br />

to manage incidentssovolunteers can<br />

be immediately slotted into different<br />

roleswith an understanding of their<br />

responsibilities.<br />

These range fromLogisticsand<br />

Intelligence, to Planning and<br />

Operations, Grigg said.<br />

While push­ups and planksweren't<br />

included in the training, stafffrom the<br />

fourcouncils leftfeeling pumped and<br />

ready for action.<br />
