NC Mayors call for apause on water reform
By STAFF REPORTERS
Two NorthCanterbury Mayorsare
calling on the Government to ‘‘push
pause’’ on Three Waters reform.
Hurunui MayorMarie Black says
thereisnoneed to rush the Water
ServicesEntities AmendmentBill
through, with lessthan 100 days until
the election.
She saysifthe government is reelected
in October it would be able to
progress the preferred options of the
remaining Bill quicklywith the
support of aclear electoral mandate.
‘‘If there is achange in government,
it would not have to repeal
legislation passed prior to the
election,’’ she says.
Meanwhile Waimakariri Mayor
Dan Gordon told the Governance and
Administration Select Committee
hearing last Friday, the Government
needs to ‘‘pause and seeka
mandate’’, before proceeding any
further withits controversial
Affordable Water reform programme.
They werespeaking to the
Communities 4Local Democracy
(C4LD)/He hapori mō te Manapori
submissiononthe Government’s
Water Services Entities Amendment
Bill.
‘‘ThisBill shouldn’t go ahead
because it’sbased on flawed
assumptions, models not suitablefor
New Zealand, andthere’s no
mandate from Kiwis nationwide,’’ Mr
Gordonsays.
Mrs Black saysC4LD has developed
a10pointproposal for reform that
would achieve majoritysupport,
while still respecting fundamental
community property rights.
‘‘There could have been cross party
support on this reform, but no
attempt has really ever been made.’’
The Governmenthas madesome
changes, suchasforming 10 entities,
instead of four.
But C4LD is united in its beliefthe
governmenthas not doneenough to
address the matters of concern to
councils and communities, Mrs Black
says.
‘‘The critical flaws it has noted in
the programmeinclude unrealistic
9
deliverables, unconvincing figures
with unobtainable efficiencies, and
the fact that community assetswill be
taken without compensation,
meaning substantial lossofcontrol
for councils.’’
Mr Gordon says the Bill does not go
far enough in addressing matters of
concerntocouncils and their
communities.
The governmentcontinues to push
ahead withthe removal of assets
from communities resulting in the
loss of control thatownership
confersonthem.
‘‘The Waimakariri communitydoes
not support this, and the loss of
ownership and effective control is
the crux of the issue.’’
Councils preparetraineestorespond to disasters
Five days, fivecourses, fourcouncils.
When 26 eager trainees gathered in
North Canterbury to be put through
their pacesrecently, it wasn't for a
new reality television series.
Instead, says Hurunui District
Council EmergencyManagement
Officer Allan Grigg, it was the result of
acollaborative effort to boost
Canterbury's ability to respond to the
very realthreat of adisaster situation.
Staff fromHurunui, Waimakariri
and Selwyn district councils joined
Environment Canterbury staff last
week to be trained up, with amix of
theory and practical training,onhow
to respondinaCivil Defence
emergency.
‘‘The aim is to provide consistency
in training aroundthe country so that
when disasterstrikes, Emergency
Operations Centres (EOC)can be set
up quickly and seamlessly,’’ Mr Grigg
says.
‘‘AnEOC is where we work together
withother agencies to respond to an
emergency.
‘‘The people in the EOC cover awide
range of roles to support their
communities with information, water
and food,emergency accommodation,
and coordinating emergency
services.
‘‘It’s too late to prepare an
emergency response when the
disaster is uponus. Peopleneed to be
trained and ready to respond at any
time.’’
Grigg said staffattending the
courses ranged from those who were
relatively new, withlittle experience
in theCivilDefence space, to those
who wereseasonedcampaigners.
CoursetrainerRoss Pringle,from
ECan,and Mr Grigg are both members
of the New Zealand Emergency
Management Assistance Team
(NZEMAT), whichisdeployed to assist
districts or regions in managing
emergencies.
Brennan Wiremu, Waimakariri
DistrictCouncil Emergency
Management Advisor,alongwith
Messrs Pringle and Grigg,are also
members of Canterbury 10 (C10), a
regional version of NZEMAT.
They werejoined by Allan Wilson,a
retired Emergency Management
Officer and Local CDEMController
from the WestCoast.
Eventslike the Canterbury
earthquakes reinforcethe value of
havingtrained staff who are ready to
respond.
Alot of this training was reduced
becauseofCovid, so it was important
to get it rolledout again,'' Mr Grigg
said.
Staff willgoback to theircouncils
with agood knowledge of Civil
Defence processes.
Mr Grigg said all agencies and
councils follow anational framework
to manage incidentssovolunteers can
be immediately slotted into different
roleswith an understanding of their
responsibilities.
These range fromLogisticsand
Intelligence, to Planning and
Operations, Grigg said.
While pushups and planksweren't
included in the training, stafffrom the
fourcouncils leftfeeling pumped and
ready for action.
