Lines companies unite to deliver wind farm<br />

<strong>North</strong> <strong>Canterbury</strong>’s Mt CassWind<br />
Farm, whichwhen built will be the<br />
largest in the South Island, has taken on<br />
astrategic partner.<br />
MainPower New Zealand Limited<br />
(MainPower) has confirmed<br />
Marlborough Lines Limited, through its<br />
subsidiary EnergyMarlborough, has<br />
boughta50 percentstake in the Mt Cass<br />
Wind Farm.<br />
It is believedto be the first time two<br />
lines companies havecome together to<br />
deliver amajor infrastructure project<br />
for New Zealand.<br />
The wind farm has already got the<br />
required resource consents, and<br />
construction is expected to begin in<br />
<strong>20</strong>24.<br />
MainPower Chief Executive, Andy<br />
Lester, says the partnership makes<br />
sense with both companies already<br />
collaborating on anumber of projects,<br />
being consumerowned and having<br />
aligned strategies.<br />
‘‘We’re bothfirmly committed to<br />
delivering value to our shareholders —<br />
who are also our customers —and this<br />
project delivers valueinmultiple<br />
ways,’’ he says.<br />
The constructionphase is expected to<br />
deliver about 100 jobs, along with about<br />
$100 million of direct local investment.<br />
‘‘The projectwill also create 127<br />
hectares of protected land with<br />
predator freeareas of native shrub and<br />
forest, and the existing Mt Cass<br />
walkway will be extended, adding a<br />
greatleisure resourceand visitor<br />
attraction,’’ says Mr Lester.<br />

been actively seeking new<br />
opportunities to invest in renewable<br />
generation.<br />
‘‘The Mt Cass Wind Farm aligned with<br />
our visiontoenergise Marlborough's<br />
future.<br />
‘‘It will deliver much needed<br />
renewable generation to the upper<br />
South Island and greater resilience to<br />
the electricity supply.<br />
‘‘It’sapositive step towardsreaching<br />
New Zealand’s net zero emissions<br />
targets,’’MrCosgrove says.<br />

The $350 million Mt CassWind Farm<br />
projectwill have 22 turbines generating<br />
amaximum of 95MW of electricity—<br />
enough to power 40,000 homes.<br />

<strong>North</strong> <strong>Canterbury</strong>.<br />
Overall, the wind farm will<br />
potentially save around 100,000 tonnes<br />
of greenhouse CO2 emissions eachyear.<br />
‘‘Weare delighted to have<br />
Marlborough Linesonthe team to<br />
deliver it.<br />
‘‘Our focus now is continuing to shape<br />
the project so it remains on track,’’ Mr<br />
Voice says.<br />
The turbines are rated at 4.3MW each,<br />
givingthe wind farm amaximum power<br />
outputof94.6MW.They haveatip<br />
height—ground to highestpoint — of<br />
136.5m.<br />
Largerturbines will now be<br />
constructed. This has reducedthe<br />

number from the 26 originally<br />
consented to 22, and will increase the<br />
windfarm generation output.<br />
The turbines are the same model as<br />
those beinginstalled at Harapaki Wind<br />
FarminHawkes Bay, and use direct<br />
drive technology.<br />
Temporary Meteorological (Met)<br />
masts are alreadyvisible on site. They<br />
willobtainthree months of valid wind<br />
data, and will be replaced by two<br />
permanent masts.<br />

Peanuthas now been missing fortwo<br />

This is despitePolice enquiries and<br />
social media carryingthe story of the<br />
missing Kaiapoi Chihuahua.<br />
Peanut’s ownerNat O'Donnell, says she<br />
andher family aredevastated by the<br />
disappearanceofPeanut.‘‘I’m an<br />
emotional wreck, it’s been avery hardtwo<br />
weeks looking for Peanut.Weare all just<br />
exhausted.’’<br />
On Saturday <strong>July</strong>8,Peanut went<br />
missing from Allison Crescent in Kaiapoi<br />
whereshe was beinglooked after by a<br />
closefamily friendwhile the O’Donnell<br />
familywere on holiday in Australia.<br />
‘‘My bestfriend is alsodevastated,she<br />
hasbeen beside herself. Butit’snot her<br />
fault.’’<br />
Natand herchildren arrived back from<br />
aholiday late on Sunday night,<strong>July</strong> 9, and<br />
have been searchingnonstop forPeanut,<br />
alongwith many othersinthe Kaiapoi<br />
community.<br />
Socialmedia usersin<strong>North</strong> <strong>Canterbury</strong><br />
have followedthe searchfor Peanut<br />
online, with many hundredslogging<br />
messages of support.<br />
During thefirst week, calls for Police<br />
actionsurfaced as rumoured sightings of<br />
aman picking up aChihuahua and<br />
walking awaywith it, pluslatersocial<br />
media posts claimingPeanut had been<br />
rehomed by aperson known to take and<br />
rehomedogs in the Kaiapoiarea before,<br />
surfaced.<br />

mentionedinthe online report, in<br />
Christchurch.<br />

Noise contours in focus at ChCh Airport<br />

Noise contoursfor Christchurch<br />
International Airport are being<br />
reviewed, as Environment<strong>Canterbury</strong><br />
beginswork on its regional policy<br />
statement.<br />
The council has received updated<br />
noise contours requested from<br />
ChristchurchInternational Airport,<br />
which will helpinform areview of the<br />
<strong>Canterbury</strong> Regional PolicyStatement,<br />
which has been operativesince <strong>20</strong>13.<br />
The airport’s modelling was reviewed<br />
by an international panel of experts,<br />
who worked with airport staff to<br />
finalise the noisecontours, an<br />
Environment <strong>Canterbury</strong> spokesperson<br />
said.<br />
‘‘At this stage, the new contours are<br />
considered to be technical information<br />
only.’’<br />
In the meantime, the existing noise<br />
contours identified in the operative<br />
regional policy statement will be used<br />
for land use planning purposes.<br />
The policy helps Environment<br />
<strong>Canterbury</strong> and local councils identify<br />
areas exposed to aircraft noise, so<br />
appropriate measures can be<br />
developed to mitigate any negative<br />
impacts, the spokespersonsaid.<br />
The existing noise contours were<br />
developed morethan 10 years ago to<br />
inform the GreaterChristchurch Urban<br />
Development Strategy, the <strong>20</strong>13<br />
Regional Policy Statement and the<br />
district plans for Christchurch, Selwyn<br />
and Waimakariri.<br />
‘‘They are essentially afootprint an<br />
airportmust operatewithin,’’ the<br />
spokespersonsaid.<br />
‘‘This might include limiting<br />
development or requiring noise<br />
protection in buildings in areas likely to<br />
be adversely affected by the noise.’’<br />
Noise contours werealso beingused<br />
in developing the GreaterChristchurch<br />
spatialplan, along withother<br />
environmental and hazard<br />
considerations.<br />
Thisspatial planning will set the<br />
longterm direction for where and how<br />
the GreaterChristchurch urbanarea<br />
willgrow over time.<br />
Public consultation on the spatial<br />
planisopen until<strong>July</strong> 23.<br />
Oncethe spatialplan has been<br />
developed it willbeincorporated into<br />
the regional policy statement and then<br />
the Christchurch,Selwynand<br />
Waimakariri District Plans.<br />
Anew <strong>Canterbury</strong> Regional Policy<br />
Statement is expected to be notified in<br />
December next year.<br />

Celebration asparkling affair<br />

Ahuge audience and anew venue made<br />
for asparklingMatarikicelebration in<br />
Kaiapoi lastFriday evening.<br />
All Together Kaiapoi hosted the<br />
event,which was heldatanew site in<br />
Kaiapoi’s red zone —Norman Kirk<br />
Park. JackieWatson, Chairperson of<br />
All Together Kaiapoi says, they were<br />
thrilled with the audience.<br />
‘‘We can’tbelievethe numbers. The<br />
community has really rallied around<br />
and supported us.<br />
‘‘It’sfantastic to be part of this<br />
spectacle.’’<br />
It is the secondtime All Together<br />
Kaiapoi has run the event.<br />
Jackiesays the weatherconditions<br />
were perfect overall,with only one<br />
smallspellofrain during the earlypart<br />
of the evening.<br />
‘‘It was abeautiful night and not even<br />
frosty, so every one was havingaball.’’<br />
Thousandsofvisitorsattended which<br />
later caused extended traffic delays in<br />
nearbystreets.<br />
For some these delays lasted over an<br />
hour.<br />
All TogetherKaiapoi arranged an<br />
extensive performancelist for the<br />
three hour concert.<br />
It included the Kapa Haka groups<br />
from Kaiapoi<strong>North</strong> and Borough<br />
Schools, Kaiapoi High School staff<br />
band‘‘“Viking Thunder’’,bands<br />
Meanazz and FamilyAffair.<br />
Dance groups using LEDS as part of<br />
their act included Funkdafied Dance<br />
Club and Jenna McKenzieSchool of<br />
Dance for contemporary dance<br />
performances.<br />
Alarge number of food trucks and<br />
merchandisingstalls circled the event<br />
area catering to the thousands of<br />
visitors, while many family groups<br />
congregatedinand around the LED<br />
light stationsscattered throughout the<br />
park.<br />

kept children entertained while the All<br />
Together Kaiapoivolunteerswere kept<br />
busy handingout LED wands.<br />

South in avariety of ensembles<br />
including Cafe Operana, The Manuka<br />
Hunnies, Dr Tand the Dangerous<br />
Women and others. She is the director<br />
of the <strong>Canterbury</strong> Folk Festival, and<br />
Head of Music at Rangiora High<br />
School.<br />
The event is part of the Down by the<br />
River, Kaiapoi Music Series, in<br />
association with Miller Bell Music’s<br />
Acoustic South Project, supported by<br />

Businesses changing places in Rangiora<br />

The face of Rangiora’s central business<br />
district is changing.<br />
The changes have meant changing<br />
spaces, which have come with much<br />
sadness and alot of happiness.<br />
It was asad day for Chikako Sasaki<br />
when she closed the door for the last<br />
time at her High Street business Crema<br />
Café and she shed many tears.<br />
The closure had been forced on<br />
Chikako because the building housing<br />
her cafe, at 190 High Street, was being<br />
demolished.<br />
She feared this would signal the end<br />
of the business she had worked so hard<br />
to establish.<br />
However, on the day demolition work<br />
began on the old building last month,<br />
there were no tears because Chikako<br />
had reestablished Crema Café ina<br />
caravan parked near the John Knox<br />
Presbyterian Church on the corner of<br />
High and King Streets.<br />
The support from her customers has<br />
been huge.<br />
‘‘All my customers have followed me<br />
to my new site,’’ she says.<br />
Chikako is grateful for their continued<br />
support and happy to have found such a<br />
good site for her caravan.<br />
But she is also looking forward to<br />
moving her cafe back into amore<br />
permanent home when the new building<br />
is completed.<br />
For Debbie Grice and her daughter<br />
Ashe Barrett, the owners of homewares<br />
and gift shop I'Adore, closing day at<br />
their former premises in Durham Street<br />
was the start of an exciting journey.<br />
They closed their business on <strong>July</strong> 14<br />
and plan to reopen next Monday (<strong>July</strong><br />
24) in the former Rangiora courthouse.<br />
The historic brick building at 143<br />
Percival Street was opened in 1893, and<br />
now has aHistoric Places Trust category<br />
II listing and obtained Landmarks status<br />
in <strong>20</strong>03. ‘‘I am very excited to be moving<br />
there,’’ Debbie says.<br />
‘‘We think the building is more suited<br />
to our style.’’<br />

railways in Palmerston <strong>North</strong>, my two<br />
uncles also worked on the railways, my<br />
youngersister did as well, and whenI<br />
turned 16, Itoo started working in the<br />
NZR ticket offices in Dunedin.’’<br />
Nola’s father even met her mother<br />
while working in the railways.<br />
Nolasays she started work at the<br />
bookingscounteratthe Dunedin<br />
Railway Station.<br />

in the South Island usingthe road and<br />
rail system forday trips.<br />

Nola saidshe hated the hardseats of<br />
the overnight‘‘Cabbage’’ train she and<br />
her sisterhad to ride on to get to catch<br />
the ferry at Picton.<br />
‘‘It was along,long trip,Iwas<br />
pregnantatthe time and thought Ihad<br />
better usemypass before Ileft the<br />
company.’’<br />
‘‘Seeing Natasha next to the old<br />
steam train brought backsomany<br />

give feedback on the district’s goals for<br />
the next10years.<br />
The Waimakariri District Council will<br />
consult on its draftcommunity<br />
outcomes later thismonth,asitbegins<br />
work on the <strong>20</strong>24/34 Long Term Plan<br />
(LTP).<br />
Mayor Dan Gordon said it was an<br />
important part of the LTP process and<br />
he encouraged residents to give<br />
feedback.<br />
‘‘The purpose of the longterm planis,<br />
amongst otherthings,todescribe the<br />
community outcomes of the local<br />
authority’s district or region.<br />
‘‘Community outcomesare the<br />
outcomes alocal authority aims to<br />
achieveinordertopromote social,<br />

The Pacific wasn’ttoo cold for the<br />
hundreds of swimmers takingpart in<br />
the Waikuku Beach Surf Life Saving<br />
Club’sannual Matariki midwinter<br />
swim on Friday.<br />
There were ballerinas, Where’s<br />
Wally’s, Hawaiian dancers,and lots of<br />
tutus on show, before the shivering<br />
crowd dashed into the surf.<br />
Seniorclub lifeguardDai Brooks<br />
says surprisingly, the water<br />
temperaturereached double figures<br />
as over 250 people enjoyed the midwinterdip.<br />
‘‘It was an amazing day and our only<br />
concern was the water reaching<br />
double digits in temperature, which<br />
was abit concerning.But maybe next<br />
year it will be back to singledigits<br />
again.’’<br />
Mild sunny weather helped as<br />
participants made the annualrun<br />
from the club’s rooms downinto the<br />
surf, dipped their headsinand then<br />
trotted back to the clubrooms for adry<br />
toweland ahot cup of potato curry<br />
soup sponsored by Oamaru Organics.<br />
Instead of holding their annual<br />
midwinterswim on the winter<br />
solstice day as many other regions do,<br />
the clubdecided several years ago to<br />
align their swim with the new<br />
Matariki day holiday, to make it<br />
easier to organise.<br />

warmer than last year's frostycold<br />
conditions.<br />

‘‘This was all Icould find to wear<br />
that wouldn’t drownme,’’she says.<br />

‘‘My toes wereabit cold,but I<br />
wished Ihad bought my boogie<br />
board,’’ she says as she headed out for<br />
asecond run in the surf.<br />
Others found it invigorating despite<br />
the cold.<br />

second timetoenjoy the mild<br />

At TaranakiStream,the banks had<br />
risen overtimeand thegrasseshad<br />
beeneatenaway by farmanimals.<br />
The council nowownsthe land, with<br />
the stream fenced offand thebanks<br />
lowered and replanted, to providesix<br />
regeneratedspawning habitats.<br />
The earthworks happened around 18<br />
months ago,withthe planting<br />
completed last year.<br />
Planningwas essentialasthe right<br />
plants andgrasses were needed to<br />
ensurethe eggs stayed dampand did<br />
not get sunburnt, Ms Allen said.<br />

composer fromOhokaisplanning to add a<br />
commercialpilot licence to her impressive<br />
list of achievements.<br />
‘‘My aim is to become acomposer who<br />
sings and flies,’’ says Alexandra Watson,<br />
who also has aBachelor of ScienceDegree<br />
in Mathematics and aBachelor of Music in<br />
Performance fromthe University of<br />
<strong>Canterbury</strong>.<br />
She is studying for aMaster of Arts in<br />
Music,specialising in Composition and<br />
Performance Voice.<br />
Alexandra, who was born in England,<br />
and performs using herChristianname,<br />
AlexandraHope, decided she wanted to<br />
learn to fly after atrialflightatRangiora<br />
Airfield.<br />
She gained her private pilot’s licence in<br />
<strong>20</strong>19, when she was 17, and is hoping to<br />
qualify as acommercial pilot later this<br />
year.<br />
There is never adull moment in<br />
Alexandra's busylife.<br />
So far this year she has performed in<br />
several concerts at Christchurch and<br />
Rangiora venues, and she also travelled to<br />
Francein<strong>July</strong> and England in January<br />
where she attended aconcertperformed<br />
by popular Welshmezzo soprano,<br />
KatherineJenkins, at London'sRoyal<br />
AlbertHall.<br />
‘‘Katherine has beenmyinspiration for<br />
many years. Ihave been in the audience<br />
for manyofher concerts throughoutthe<br />
UnitedKingdomand most recently a<br />
concert in the New Year at the Royal<br />
AlbertHall in London.’’<br />
Alexandraisalso the musical director of<br />
the <strong>North</strong> <strong>Canterbury</strong> Academy of Music<br />
which is celebratingabig anniversary<br />
later this year.<br />
‘‘This is my third year as musical<br />
director of <strong>North</strong> <strong>Canterbury</strong> Academy of<br />
Music,’’ Alexandra says.<br />

wereintroduced to an instrument on a<br />
termly basis, and Icould not resist the<br />
temptation to learn,’’ she says.<br />
She enjoys differentmusic genres from<br />
classical to contemporaryand musical<br />
theatre.<br />

Charles, together with his wife<br />
Sandi, farmed their sheep and<br />
beef property(Inverness) at<br />
Parnassusall theirmarried life.<br />
Charles perhaps became<br />
better known for his wine<br />
production from vines in<br />
Marlborough.<br />
Cricket was apassion where he<br />
was involved firstly with the<br />
Parnassus Club, that become<br />
part of the CheviotClub.<br />
At the time of his death he had<br />
remained involved witha<br />
fundraisingproject to upgrade<br />
the existing clubrooms. He had<br />
along time involvement with the<br />
old Hurunui Cricket sub<br />
association, and also with the<br />
<strong>Canterbury</strong> Country District<br />
Association,where he had<br />
servedasPresident from <strong>20</strong>17<br />
until his death.<br />

Zone committee<br />
Dear Editor,<br />
The article in your <strong>July</strong> 13 edition about funding for native bird monitoring in the<br />
Ashley/ Rakahuri being provided by the Waimakariri Zone Committee, reminded me<br />
that here in the Hurunui we still have no zone committee.<br />
The previous Hurunui Waiau Zone Committee was disbanded in September <strong>20</strong><strong>20</strong><br />
by the Hurunui District Council —almost three years ago now— on the basis that<br />
the council would be responsible for reforming and establishing anew group with<br />
more of afocus on implementation.<br />
Now almost three years later nothing has happened.<br />
While Environment <strong>Canterbury</strong> is distributing funds, of Ithink $50,000 per annum,<br />
per zone committee, there is no formal body to distribute this to, for the benefit of<br />
rivers and wetlands in the Hurunui council area.<br />
Iamaware that funds have been allocated for work in the Waiau River, in<br />
accordance with the support given by the previous zone committee, but there are<br />
other projects and organisations that could use funding for eligible projects.<br />
Any distribution of zone committee funding should be transparent and community<br />
lead.<br />
Action by the council is Isuggest, now well overdue, together with an explanation<br />
for the delay in the reestablishment of aZone Committee.<br />

Aproposed Rangiora cycleway project has<br />
been deferred to avoid aforecast $1.7<br />
million budget blowout.<br />
The Waimakariri District Council has<br />
decided not to proceedwith the proposed<br />
onroad cycleway, along Ashley, Ivory and<br />
Percival Streets, andSouthbrook Road,<br />
afterstafffoundduringthe design stage it<br />
wouldnot meet Waka Kotahi New Zealand<br />
Transport Agency’s design criteria.<br />
In areport presented at arecent council<br />
meeting seniorengineeringadvisor Don<br />
Youngsaid the extrasafety provisions<br />
wouldrequireapaintedmedian on a<br />
separatedcycleway, which had not been<br />
allowed for in the original design.<br />
The project was one of four cycleways<br />
approved under the government’s<br />
Transport Choices funding package.<br />
Mr Young said meeting Waka Kotahi’s<br />
design criteria could lead to abudget<br />
blowout of up to $1.7 million across the<br />
four cycle ways. It was estimated the<br />
Rangiora cycle way’s budgetwould<br />
blowout from $745,000to$1.585 million to<br />
provide forthe extra safetyprovisions.<br />
‘‘To go aheadwouldlead to asignificant<br />
shortfall in funding and the loss of up to<br />
224 car parks,’’ he said.<br />
‘‘We feel it would not be agood step at<br />
this stage.’’<br />
The total budgetfor all four cycleways<br />
had been expected to cost morethan $6<br />
million, with $4.86 millioncomingfrom the<br />
Transport Choicespackageand $1 million<br />
from the government’s‘‘Better Off’’<br />
funding.<br />
The council wouldcover the costs of<br />
drainage improvements, additional<br />
landscaping and culturalsignage.<br />
Waka Kotahi staff had indicatedthe<br />
budgetallocated for the Rangiora project<br />
could be usedtooffset the cost overruns<br />
from the other threeproposed cycle ways,<br />
Mr Young said.<br />
‘‘WakaKotahihas indicated they would<br />
rathersee us completethree cycle ways,<br />
than have the entire projectfall over.’’<br />
Staff were asked to provide areport on<br />
options for arevised Rangiora cycle way as<br />
part of next year’s<strong>20</strong>24/34Long TermPlan.<br />

meet their environmental commitments.<br />
The Waimakariri Zone Committee, in<br />
partnership withEnvironment<br />
<strong>Canterbury</strong> and the Waimakariri<br />
District Council, hasdeveloped a<br />
resourcetosupportthe growing number<br />
of lifestyle blockowners.<br />
The Waimakariri district has more<br />
than 6500lifestyle blocks, which is<br />
thought to be one of the highestnumber<br />
in the country.<br />
Zone committeechairperson<br />
Carolyne Latham saysitwas found<br />
lifestylers oftenfell under the radar,<br />
during the process of developing the<br />
Waimakariri zone implementation plan<br />
in <strong>20</strong>18,whichbecame Plan Change 7 to<br />
the <strong>Canterbury</strong> Landand Water<br />
RegionalPlan.<br />
‘‘We knowthat they want to be doing<br />
theirbit for the environment, but<br />
sometimes it is difficulttoknow where<br />
to start.’’<br />
Collectively, lifestyle blockscould<br />
have asignificant impact on our<br />
environmentasthey typically had more<br />
people and infrastructure on asmaller<br />
land area.<br />
The zone committee’s lifestyle block<br />
working grouphas produced anew<br />
resourcecalled Top Ten Tipsfor<br />
Lifestylers.<br />
‘‘This resource condenses all the<br />
information availableinto the most<br />
important areas where improvements<br />
will make adifference,’’ Ms Latham<br />
says.‘‘It was surprisinglydifficult to put<br />
it togetherbecause, while there is alot<br />
of information out there on good<br />
managementpractice, we needed to<br />
look at it fromalifestyleperspective.<br />

‘‘Often they don’thave to do much,<br />
sometimesitmight just be putting things<br />

or moving troughs.’’<br />
Not all lifestyle blockswere the same,<br />
she says. Some were like mini farms,<br />
somewere extended sections, somehad<br />
sheds for storing vintage cars or<br />
machinery and othershad businesses<br />
run out of them.<br />
The tips included protecting<br />
waterways, understanding yourland,<br />
takingcare of plants and animals,<br />
monitoring septic tanks,managing<br />
fertiliserand manure, and being<br />
responsible with rubbish disposal.<br />
Advice is also available from the New<br />
Zealand LandcareTrust, the<br />
Waimakariri Biodiversity Trust,<br />
Environment<strong>Canterbury</strong> and the<br />
Waimakariri District Council. Ms<br />
Latham saysthe zone committeewas<br />

Helping the Hāpuku wetland to flourish<br />

Acollaboration between Environment<br />
<strong>Canterbury</strong> and landowners at the<br />
Hāpuku scarp wetland, near Kaikōura,<br />
is bearing fruit.<br />
Senior biodiversity officer Heath<br />
Melville said the project was spread<br />
over several sites over alarge area,<br />
tackling woody weeds such as vines and<br />
willows.<br />
‘‘If we allowed the vines to proliferate<br />
they would likely smother this and kill<br />
the bush.’’<br />
The site provided the southern most<br />
limit of two large native trees, the matai<br />
and the black mairi, Mr Melville said.<br />
‘‘This is the sort of environment that<br />
hopefully they can hopefully regenerate<br />
in.’’<br />
While he was unsure whether pre<br />
European Māori utilised the black<br />
mairi, ‘‘the incredibly hard, dense<br />
wood’’ was once exploited as fuel for<br />
steam trains.<br />
Gorse, broom and banana passionfruit<br />
plants were other woody weeds in the<br />
area.<br />
‘‘There is some really good seed<br />
sources, so if we can keep the weed<br />
sources under control, the natives will<br />
flourish.<br />
‘‘The natives provide so much more<br />
value for the birds and invertebrates,<br />
and grow better as acommunity.’’<br />
The wetland was home to several<br />
native bush birds and the pūkeko, with<br />
feral cats amajor predator in the area.<br />
‘‘The pūkeko anecdotally appeared to<br />
be declining, so quite afew people have<br />
been trapping,’’ Mr Melville said.<br />
He said the Hāpuku catchment<br />
comprised amix of farmers and lifestyle<br />
block owners, as well as the Hāpuku<br />
village.<br />
The project started with one<br />
landowner and has quickly spread to<br />
include 10 properties, with other<br />
property owners looking to get involved.<br />
Arecent woody weed workshop,<br />
hosted by the Kaikōura Zone Committee<br />
and with input from the Department of<br />
Conservation, was held in Hāpuku to<br />
introduce landowners to some new<br />
tactics for removing pest plants in their<br />
area.<br />
‘‘It was agreat event for learning how<br />
to tackle noxious vine pest plants in our<br />
area, it was areal eyeopener, and I<br />
gained some great skills to add to my<br />
toolkit to manage our block by the<br />
Hāpuku River,’’ landowner Heli Wade<br />
said.<br />
Another local landowner William<br />
Loppe said landowners could feel<br />
overwhelmed when facing the extent of<br />
the woody weeds.<br />
‘‘We all know that the simple sum of<br />
our individual efforts is just not enough,<br />
if not coordinated around good<br />
expertise and astrong methodology.’’<br />
The Kaikōura Zone Committee<br />
contributing some funding from its<br />
<strong>20</strong>22/23 action plan fund budget, while<br />
landowners were also contributing to<br />
the project.<br />
Mr Melville said he hoped the project<br />
could be spread out to other areas<br />
within the wider Kaikōura zone and<br />
there was already plenty of interest.<br />
‘‘But we may have to look at it<br />
differently, in terms of how we allocate<br />
the funding.’’<br />

planned in Waimakariri.<br />
The InCommon campaign was<br />
initially developedinresponse to<br />
the ChristchurchMosque shootings<br />
in <strong>20</strong>19.<br />
It encourages people to examine<br />
theirthoughts and beliefs about<br />
others, who at first glance might<br />
seem differenttothem, andfocus on<br />
the common thingshumansshare.<br />
The Waimakariri poster campaign<br />
is acollaboration betweenthe<br />
Waimakariri District Council’s<br />
communityteam and the InCommon<br />
project team.<br />

Griffin says she is excitedtobe<br />
collaborating with the council for<br />
this campaign.<br />

township intoawinter wonderland.<br />
Many homesand businesses joined<br />
in thefestivities,lighting up their<br />
properties, creating anighttimescene<br />
thatsparkled for two weeks.<br />

Farm Plans help with farm improvements<br />
Farmers and rural consultants taking<br />
part in the Waimakariridistrict Next<br />
Generation Farmingthree yearpilot<br />
study,say the process has opened their<br />
eyes to possibilities for improvement in<br />
their farming businesses.<br />
However, they also found it<br />
challenging.<br />
The pilot study is in its third year and<br />
looks at how IntegratedFarm Plans<br />
(IFPs)help farmers work with<br />
consultants to develop practical<br />
solutions for managingfarms in ways<br />
that are environmentally and culturally<br />
sustainable,whileremaining profitable<br />
and financially secure.<br />
The initiative is led by the<br />
WaimakaririLandcare Trust (WLT) with<br />
funding from the Ministry for Primary<br />
Industries Sustainable Food &Fibre<br />
Futures fund.<br />
IFPs involve pulling together activities<br />
many farmers and theirconsultants<br />
already do, but often in separate,<br />
unconnected processes.<br />
The ideaofthe IFPsistomake these<br />
processes moreeffective by bringing<br />
them together underone plan.<br />
Factors considered include: Business<br />
planning; animalwelfare, biosecurity,<br />
employeewellbeing and management<br />
(including health and safety),<br />
agricultural greenhouse gas emissions,<br />
freshwater, intensive winter grazing,<br />
biodiversity, waste management,<br />
nutrientmanagement, adverse event<br />
plan (to ensure an agribusiness can keep<br />
operating during astorm), Te Manaote<br />
Wai, consents and permits and food<br />
safety.<br />

Meijer saysdespite him being on the<br />
wrongside of 60, the integratedprocess<br />
has shown him how improving the<br />
humanresources side of his business<br />
will givebetter results.<br />
‘‘Theinitial conversation(with the<br />
consultants helping develop IFPs)<br />
identified we were on track with our<br />
farm and business management.<br />
‘‘However, we had opportunities in our<br />
humanresources side of things. We were<br />
interviewedbyspecialists in that area<br />
and some of the questionswere quite<br />
uncomfortable.<br />
‘‘Butthat made us delve abit more into<br />
what we do, especially regarding how I<br />
instruct and encourage staff so they can<br />
perform at theirbest,’’ Harry says.<br />
‘‘I've had lots of great mentors who<br />
have givenmeopportunities as I've<br />
growninfarming.<br />
‘‘It's my role now to give those<br />
opportunities to new ones. Thatmeans<br />
giving space.<br />
‘‘I've grown as aperson through this<br />
process, because I've learned to be less<br />
involved, less hung up and step backa<br />
bit.’’<br />
SarahWatson, owner of People MAD<br />
(People Management and Development)<br />
is aspecialist in human resource<br />
management and is working with WLT<br />
on the IFP project.<br />
She shares Mr Meijers views on the<br />
benefits farmers can obtainfrom<br />
improved people management.<br />
‘‘What typically happens with most<br />
farmsisthat they'rereally good at<br />
seeking advice around the technical stuff<br />
they know they need.<br />
‘‘Butoften, thereare people<br />
management and leadership gaps,’’says<br />
Sarah.<br />
My roleistohelp farmerssee that<br />
having goodpeople management<br />
processes in place makes it easier for<br />
them to focusondoingagood job across<br />
the whole of the business.<br />
John Donkers of DairyFarm<br />
Management Services says his<br />
experienceofthe IFP pilot is how often<br />
farm ownerscan be really good farmers,<br />
but poor business managers.<br />
‘‘I'm constantlysurprised at how poorly<br />
some farmers run theirbusiness.<br />
‘‘Not their farm, but their farm<br />
business. The irony is that they get up<br />
every day and manage the risk of the<br />
weather.<br />
‘‘Most farmersgenerally do this pretty<br />
well. But in terms of risk management,<br />
that's where it stops.<br />
‘‘They don'tapply those sameskills to a<br />
whole lot of otherareasoftheirbusiness,<br />
such as peoplemanagement and<br />
environmental,animal welfare, and<br />
financial risks.’’<br />
Mr Donkers says that while he focuses<br />
on risk management, the positive side of<br />
this is that by identifying and managing<br />
risk properly,opportunities are also<br />
revealed.<br />
‘‘I ask farmingcouples and families,<br />
are you having the rightconversations?<br />
Do you talkabout the performance of<br />
your business and how you might<br />
improveand how you mightmanage<br />
risk?’’<br />
In an analysisofthe IFP pilottodate,<br />
ASB Area Manager Tom Norris says<br />
longertermrisk analysis across IFP<br />
areas is not being undertaken well.<br />
‘‘Consultants and advisers are not<br />
being used to their full potential. They<br />
are not being asked to challenge and<br />
push the farmers.’’<br />
The advantage of the IFP process, he<br />
says, is it is full of challengingquestions,<br />
causingfarmerstoconsider things in<br />
ways they might not have considered<br />
previously.<br />

<strong>Canterbury</strong> hosted an Afghan<br />
multisports festival in<br />
Rangiora over the Matariki<br />
weekend.<br />

first national sporting festival<br />
for Afghans.<br />
‘‘We hosted the first<br />
tournament of mixed sports for<br />
the <strong>Canterbury</strong> area last year,<br />
but then decided to extend it to<br />
all of New Zealand, to make it<br />
more inclusive.’’<br />
Atotal of 17 volleyball teams,<br />
12 Futsal teams, six women's<br />
netball teams and eight junior<br />
Futsal teams spent the<br />
weekend competing at<br />
MainPower Stadium.<br />

supporters and coaches from<br />
regional teams from all over<br />

‘‘Normally these teams only<br />
contest their regional titles,<br />
but we wanted to bring them all<br />
together because sport is the<br />

Now is an important time to have asay<br />
about <strong>Canterbury</strong>’s future, says<br />
Environment <strong>Canterbury</strong> councillor<br />
Grant Edge.<br />
The <strong>North</strong> <strong>Canterbury</strong> councillor is<br />
encouraging Waimakariri, Hurunui and<br />
Kaikōura residents to share their views<br />
as the regional council begins areview<br />
of the <strong>Canterbury</strong> Regional Policy<br />
Statement (RPS).<br />
The RPS is expected to be notified by<br />
December next year, and Environment<br />
<strong>Canterbury</strong> is seeking public feedback.<br />
It will ultimately form part of an<br />
Integrated Plan for <strong>Canterbury</strong>, being<br />
merged with the Coastal Environment<br />
Plan and the <strong>Canterbury</strong> Land and<br />
Water Regional Plan.<br />
‘‘The whole integrated planning<br />
process is quite exciting,’’ Cr Edge says.<br />
‘‘And it is coming about at atime of<br />
new legislation with the RMA (Resource<br />
Management Act) reforms.’’<br />
Merging the three plans into one<br />
Integrated Plan will simplify the process<br />
and ‘‘give people more certainty for land<br />
use,’’he says.<br />
The RPS set the framework for local<br />
councils when preparing District Plans.<br />
Under the proposed RMA reform<br />
legislation, District Plans may soon be<br />
replaced by Regional Plans, making it<br />
important local voices were heard, he<br />
says.<br />
‘‘We seem to duplicate things alot, so<br />
I’m hoping in the end it will lead to the<br />
regional council, district councils and<br />
the government working more closely<br />
together.<br />
‘‘With climate change impacts and<br />
adaptation, anew way of funding is<br />
needed within the regional space,<br />
because it will become unaffordable<br />
through rates alone.<br />
‘‘So the best way is having government<br />
around the table and listening, with<br />
local people contributing.’’<br />
The Greater Christchurch<br />
Partnership provides an example of how<br />
this could work, with local and central<br />
government, and treaty partners sitting<br />
around the table and negotiating to find<br />
aconsensus.<br />
Cr Edge praised the Hurunui District<br />
Council for ‘‘forward thinking’’ in<br />
developing acoastal adaptation plan in<br />
partnership with the Amberley Beach<br />
community.<br />
It is believed to be the first of its kind<br />
in the country.<br />

Waimakariri Calls for Pause<br />
TheGovernment needs to pauseand seekamandate<br />
before pushing any further ahead with itscontroversial<br />
ThreeWaterReforms, says WaimakaririMayor Dan Gordon.<br />
Mayor Dan Gordon spoke on behalf of the Council in<br />
opposition tothe Government’s Water Services Entities<br />
Amendment Bill at the Governance and Administration<br />
Select Committee hearing.<br />
“This Bill shouldn’t go ahead because it’s based on flawed<br />
assumptions, models not suitable for New Zealand, and<br />
there’s no mandate from Kiwis nationwide. This process<br />
overall should be stopped until at least aer the General<br />
Election in October,” says Mayor Gordon.<br />
“A pause is the most sensible option. This is because if<br />
the current government is re-elected then they will have<br />
won anelectoral mandate to push ahead, on the other<br />
hand, if anew government is elected, they won’thave to<br />
waste precious reform time repealing poor legislation.”<br />
In the submission, the Council recognised there was a<br />
need for change in water provision, but this Bill didn’t<br />
go far enough to address the matters of concern to<br />
councils and their communities<br />
“Thegovernment continues to pushahead with theremoval<br />
of assets from communitiesresulting in the loss of control<br />
thatownershipconfers onthem,” saidMayor Gordon.<br />
“The Waimakariri community does not support this and<br />
the loss of ownership and effective control is the crux of<br />
the issue.<br />
“There is abetterway to undertake ThreeWaters Reform<br />
andourCouncil as well as Communities4LocalDemocracy<br />
(C4LD) we’veprovided modelsand alternatives thatwould<br />
deliver on the Government’s objectives.<br />
“Wegenuinely want areform thatworksfor all. We don’t<br />
support this Billand ask foritnot to proceedfurther<br />
pending the outcomeofthe generalelection.”<br />
It’s Back to School this Week<br />
School holidays are over and our children will be heading<br />
back to school this week. Winter time adds extra risk to<br />
road user’s journeys, particularly for children who don’t<br />
have as much experience or are easily distracted.<br />
Darker mornings and evenings, and wet orfoggy days all<br />
contribute to reduced visibility so making sure they are<br />
able to be clearly seen isimportant.<br />
For those that live rural, make sure your youngsters<br />
wear some type of reflective garment ifthey’re walking<br />
or cycling to school or to catch the bus. Giving drivers<br />
every opportunity to see them helps reduce the risks.<br />
Remember to check lights are working on bicycles if<br />
riding in dark or low light conditions.<br />
Drivers –allow plenty of space and slow down when you<br />
see younger people walking or cycling. Children cannot<br />
accurately judge the speed and distance of approaching<br />
cars – so slow down and expect the unexpected.<br />
In areas where there are vulnerable road users, like<br />
schools, please reduce your speed regardless of the<br />
speed limit. Driving to the conditions means being<br />
aware of what is happening around you and driving<br />
appropriately so you can react should something change.<br />
Police have alow tolerance for speed around schools<br />
and when passing stationary school buses. Drivers are<br />
required to slow down to <strong>20</strong>km/h no matter what side of<br />
the road they are on when passing. School patrols also<br />
rely on courtesy and safe behaviour from all road users to<br />
help keep children safe on their journey toschool.<br />
We ask all drivers to be extra careful on the roads as<br />
children settle into the new school term.<br />
