Lines companies unite to deliver wind farm
By ROBYN BRISTOW
North Canterbury’s Mt CassWind
Farm, whichwhen built will be the
largest in the South Island, has taken on
astrategic partner.
MainPower New Zealand Limited
(MainPower) has confirmed
Marlborough Lines Limited, through its
subsidiary EnergyMarlborough, has
boughta50 percentstake in the Mt Cass
Wind Farm.
It is believedto be the first time two
lines companies havecome together to
deliver amajor infrastructure project
for New Zealand.
The wind farm has already got the
required resource consents, and
construction is expected to begin in
2024.
MainPower Chief Executive, Andy
Lester, says the partnership makes
sense with both companies already
collaborating on anumber of projects,
being consumerowned and having
aligned strategies.
‘‘We’re bothfirmly committed to
delivering value to our shareholders —
who are also our customers —and this
project delivers valueinmultiple
ways,’’ he says.
The constructionphase is expected to
deliver about 100 jobs, along with about
$100 million of direct local investment.
‘‘The projectwill also create 127
hectares of protected land with
predator freeareas of native shrub and
forest, and the existing Mt Cass
walkway will be extended, adding a
greatleisure resourceand visitor
attraction,’’ says Mr Lester.
Marlborough Lines Chief Executive,
Tim Cosgrove, sayshis company has
been actively seeking new
opportunities to invest in renewable
generation.
‘‘The Mt Cass Wind Farm aligned with
our visiontoenergise Marlborough's
future.
‘‘It will deliver much needed
renewable generation to the upper
South Island and greater resilience to
the electricity supply.
‘‘It’sapositive step towardsreaching
New Zealand’s net zero emissions
targets,’’MrCosgrove says.
Wind power ... Asimulated 3D model of the Mt Cass wind farm which is expected to begin to take shape in 2024.
The $350 million Mt CassWind Farm
projectwill have 22 turbines generating
amaximum of 95MW of electricity—
enough to power 40,000 homes.
Mt Cass WindFarm Ltd Chief
Executive,Todd Voice,says it is an
exciting infrastructure projectfor
North Canterbury.
Overall, the wind farm will
potentially save around 100,000 tonnes
of greenhouse CO2 emissions eachyear.
‘‘Weare delighted to have
Marlborough Linesonthe team to
deliver it.
‘‘Our focus now is continuing to shape
the project so it remains on track,’’ Mr
Voice says.
The turbines are rated at 4.3MW each,
givingthe wind farm amaximum power
outputof94.6MW.They haveatip
height—ground to highestpoint — of
136.5m.
Largerturbines will now be
constructed. This has reducedthe
IMAGE: SUPPLIED
number from the 26 originally
consented to 22, and will increase the
windfarm generation output.
The turbines are the same model as
those beinginstalled at Harapaki Wind
FarminHawkes Bay, and use direct
drive technology.
Temporary Meteorological (Met)
masts are alreadyvisible on site. They
willobtainthree months of valid wind
data, and will be replaced by two
permanent masts.
Noise contours in focus at ChCh Airport
By DAVID HILL,
LocalDemocracy Reporter
Noise contoursfor Christchurch
International Airport are being
reviewed, as EnvironmentCanterbury
beginswork on its regional policy
statement.
The council has received updated
noise contours requested from
ChristchurchInternational Airport,
which will helpinform areview of the
Canterbury Regional PolicyStatement,
which has been operativesince 2013.
The airport’s modelling was reviewed
by an international panel of experts,
who worked with airport staff to
finalise the noisecontours, an
Environment Canterbury spokesperson
said.
‘‘At this stage, the new contours are
considered to be technical information
only.’’
In the meantime, the existing noise
contours identified in the operative
regional policy statement will be used
for land use planning purposes.
The policy helps Environment
Canterbury and local councils identify
areas exposed to aircraft noise, so
appropriate measures can be
developed to mitigate any negative
impacts, the spokespersonsaid.
The existing noise contours were
developed morethan 10 years ago to
inform the GreaterChristchurch Urban
Development Strategy, the 2013
Regional Policy Statement and the
district plans for Christchurch, Selwyn
and Waimakariri.
‘‘They are essentially afootprint an
airportmust operatewithin,’’ the
spokespersonsaid.
‘‘This might include limiting
development or requiring noise
protection in buildings in areas likely to
be adversely affected by the noise.’’
Noise contours werealso beingused
in developing the GreaterChristchurch
spatialplan, along withother
environmental and hazard
considerations.
Thisspatial planning will set the
longterm direction for where and how
the GreaterChristchurch urbanarea
willgrow over time.
Public consultation on the spatial
planisopen untilJuly 23.
Oncethe spatialplan has been
developed it willbeincorporated into
the regional policy statement and then
the Christchurch,Selwynand
Businesses changing places in Rangiora
By SHELLEY TOPP
The face of Rangiora’s central business
district is changing.
The changes have meant changing
spaces, which have come with much
sadness and alot of happiness.
It was asad day for Chikako Sasaki
when she closed the door for the last
time at her High Street business Crema
Café and she shed many tears.
The closure had been forced on
Chikako because the building housing
her cafe, at 190 High Street, was being
demolished.
She feared this would signal the end
of the business she had worked so hard
to establish.
However, on the day demolition work
began on the old building last month,
there were no tears because Chikako
had reestablished Crema Café ina
caravan parked near the John Knox
Presbyterian Church on the corner of
High and King Streets.
The support from her customers has
been huge.
‘‘All my customers have followed me
to my new site,’’ she says.
Chikako is grateful for their continued
support and happy to have found such a
good site for her caravan.
But she is also looking forward to
moving her cafe back into amore
permanent home when the new building
is completed.
For Debbie Grice and her daughter
Ashe Barrett, the owners of homewares
and gift shop I'Adore, closing day at
their former premises in Durham Street
was the start of an exciting journey.
They closed their business on July 14
and plan to reopen next Monday (July
24) in the former Rangiora courthouse.
The historic brick building at 143
Percival Street was opened in 1893, and
now has aHistoric Places Trust category
II listing and obtained Landmarks status
in 2003. ‘‘I am very excited to be moving
there,’’ Debbie says.
‘‘We think the building is more suited
to our style.’’
On the move ... Mother and daughter
Debbie Grice and Ashe Barrett, of Rangiora,
the owners of I’Adore, which is relocating to
the former Rangiora Court House at 143
Percival Street.
Caravan style ... Chikako
Sasaki, owner of the Crema
Cafe in Rangiora is trading from
atemporary mobile shop near
the John Knox Presbyterian
Church on the corner of High
Street and King Street after her
former cafe premises at 190
High Street in Rangiora was
recently demolished.
Acelebratory dip
By JOHN COSGROVE
The Pacific wasn’ttoo cold for the
hundreds of swimmers takingpart in
the Waikuku Beach Surf Life Saving
Club’sannual Matariki midwinter
swim on Friday.
There were ballerinas, Where’s
Wally’s, Hawaiian dancers,and lots of
tutus on show, before the shivering
crowd dashed into the surf.
Seniorclub lifeguardDai Brooks
says surprisingly, the water
temperaturereached double figures
as over 250 people enjoyed the midwinterdip.
‘‘It was an amazing day and our only
concern was the water reaching
double digits in temperature, which
was abit concerning.But maybe next
year it will be back to singledigits
again.’’
Mild sunny weather helped as
participants made the annualrun
from the club’s rooms downinto the
surf, dipped their headsinand then
trotted back to the clubrooms for adry
toweland ahot cup of potato curry
soup sponsored by Oamaru Organics.
Instead of holding their annual
midwinterswim on the winter
solstice day as many other regions do,
the clubdecided several years ago to
align their swim with the new
Matariki day holiday, to make it
easier to organise.
dependent on the weather, but their
regularsalways show up and take to
the cold surf.
To be officially recognised,
participants have to dip under twice.
‘‘They can’t just splasharound, they
have to go undertwice,’’ says Dai.
AntoinetteLewis saysthat wasn’ta
problem as the surfdoused her
several times.
‘‘It was pretty cold but the sun made
it better as the surf started soaking my
friends and I.’’
The Bigginsfamily of Waikuku said
the midwinter swimwas
‘‘refreshing’’but way morefun and
warmer than last year's frostycold
conditions.
Shirley Sutherland of Amberley,
wore aHawaiianbeach outfit to the
event.
‘‘This was all Icould find to wear
that wouldn’t drownme,’’she says.
Kathie Nicholson founditalittle
bit chilly.
‘‘My toes wereabit cold,but I
wished Ihad bought my boogie
board,’’ she says as she headed out for
asecond run in the surf.
Others found it invigorating despite
the cold.
Many returned to the water a
second timetoenjoy the mild
conditions on the beach.
Zone committee
Dear Editor,
The article in your July 13 edition about funding for native bird monitoring in the
Ashley/ Rakahuri being provided by the Waimakariri Zone Committee, reminded me
that here in the Hurunui we still have no zone committee.
The previous Hurunui Waiau Zone Committee was disbanded in September 2020
by the Hurunui District Council —almost three years ago now— on the basis that
the council would be responsible for reforming and establishing anew group with
more of afocus on implementation.
Now almost three years later nothing has happened.
While Environment Canterbury is distributing funds, of Ithink $50,000 per annum,
per zone committee, there is no formal body to distribute this to, for the benefit of
rivers and wetlands in the Hurunui council area.
Iamaware that funds have been allocated for work in the Waiau River, in
accordance with the support given by the previous zone committee, but there are
other projects and organisations that could use funding for eligible projects.
Any distribution of zone committee funding should be transparent and community
lead.
Action by the council is Isuggest, now well overdue, together with an explanation
for the delay in the reestablishment of aZone Committee.
Yours, KFRoche, Amberley.
Aproposed Rangiora cycleway project has
been deferred to avoid aforecast $1.7
million budget blowout.
The Waimakariri District Council has
decided not to proceedwith the proposed
onroad cycleway, along Ashley, Ivory and
Percival Streets, andSouthbrook Road,
afterstafffoundduringthe design stage it
wouldnot meet Waka Kotahi New Zealand
Transport Agency’s design criteria.
In areport presented at arecent council
meeting seniorengineeringadvisor Don
Youngsaid the extrasafety provisions
wouldrequireapaintedmedian on a
separatedcycleway, which had not been
allowed for in the original design.
The project was one of four cycleways
approved under the government’s
Transport Choices funding package.
Mr Young said meeting Waka Kotahi’s
design criteria could lead to abudget
blowout of up to $1.7 million across the
four cycle ways. It was estimated the
Rangiora cycle way’s budgetwould
blowout from $745,000to$1.585 million to
provide forthe extra safetyprovisions.
‘‘To go aheadwouldlead to asignificant
shortfall in funding and the loss of up to
224 car parks,’’ he said.
‘‘We feel it would not be agood step at
this stage.’’
The total budgetfor all four cycleways
had been expected to cost morethan $6
million, with $4.86 millioncomingfrom the
Transport Choicespackageand $1 million
from the government’s‘‘Better Off’’
funding.
The council wouldcover the costs of
drainage improvements, additional
landscaping and culturalsignage.
Waka Kotahi staff had indicatedthe
budgetallocated for the Rangiora project
could be usedtooffset the cost overruns
from the other threeproposed cycle ways,
Mr Young said.
‘‘WakaKotahihas indicated they would
rathersee us completethree cycle ways,
than have the entire projectfall over.’’
Lifestyle help available
By DAVID HILL,
LocalDemocracy Reporter
Support is beingoffered to
Waimakariri’s lifestyle blockowners to
meet their environmental commitments.
The Waimakariri Zone Committee, in
partnership withEnvironment
Canterbury and the Waimakariri
District Council, hasdeveloped a
resourcetosupportthe growing number
of lifestyle blockowners.
The Waimakariri district has more
than 6500lifestyle blocks, which is
thought to be one of the highestnumber
in the country.
Zone committeechairperson
Carolyne Latham saysitwas found
lifestylers oftenfell under the radar,
during the process of developing the
Waimakariri zone implementation plan
in 2018,whichbecame Plan Change 7 to
the Canterbury Landand Water
RegionalPlan.
‘‘We knowthat they want to be doing
theirbit for the environment, but
sometimes it is difficulttoknow where
to start.’’
Collectively, lifestyle blockscould
have asignificant impact on our
environmentasthey typically had more
people and infrastructure on asmaller
land area.
The zone committee’s lifestyle block
working grouphas produced anew
resourcecalled Top Ten Tipsfor
Lifestylers.
‘‘This resource condenses all the
information availableinto the most
important areas where improvements
will make adifference,’’ Ms Latham
says.‘‘It was surprisinglydifficult to put
it togetherbecause, while there is alot
of information out there on good
managementpractice, we needed to
look at it fromalifestyleperspective.
Help available ... Tips are being offered
for Waimakariri’s lifestyle block owners to
meet their environmental commitments.
PHOTO: SUPPLIED
‘‘Often they don’thave to do much,
sometimesitmight just be putting things
in adifferent place,like moving fences
or moving troughs.’’
Not all lifestyle blockswere the same,
she says. Some were like mini farms,
somewere extended sections, somehad
sheds for storing vintage cars or
machinery and othershad businesses
run out of them.
The tips included protecting
waterways, understanding yourland,
takingcare of plants and animals,
monitoring septic tanks,managing
fertiliserand manure, and being
responsible with rubbish disposal.
Advice is also available from the New
Zealand LandcareTrust, the
Waimakariri Biodiversity Trust,
EnvironmentCanterbury and the
Waimakariri District Council. Ms
Latham saysthe zone committeewas
working withthe councilstolaunch a
website withthe top 10 tips, and a
lifestyle workshop wasinthe pipeline.
Helping the Hāpuku wetland to flourish
21
By DAVID HILL,
Local Democracy Reporter
Acollaboration between Environment
Canterbury and landowners at the
Hāpuku scarp wetland, near Kaikōura,
is bearing fruit.
Senior biodiversity officer Heath
Melville said the project was spread
over several sites over alarge area,
tackling woody weeds such as vines and
willows.
‘‘If we allowed the vines to proliferate
they would likely smother this and kill
the bush.’’
The site provided the southern most
limit of two large native trees, the matai
and the black mairi, Mr Melville said.
‘‘This is the sort of environment that
hopefully they can hopefully regenerate
in.’’
While he was unsure whether pre
European Māori utilised the black
mairi, ‘‘the incredibly hard, dense
wood’’ was once exploited as fuel for
steam trains.
Gorse, broom and banana passionfruit
plants were other woody weeds in the
area.
‘‘There is some really good seed
sources, so if we can keep the weed
sources under control, the natives will
flourish.
‘‘The natives provide so much more
value for the birds and invertebrates,
and grow better as acommunity.’’
The wetland was home to several
native bush birds and the pūkeko, with
feral cats amajor predator in the area.
‘‘The pūkeko anecdotally appeared to
be declining, so quite afew people have
been trapping,’’ Mr Melville said.
He said the Hāpuku catchment
comprised amix of farmers and lifestyle
block owners, as well as the Hāpuku
village.
The project started with one
landowner and has quickly spread to
include 10 properties, with other
property owners looking to get involved.
Arecent woody weed workshop,
hosted by the Kaikōura Zone Committee
and with input from the Department of
Conservation, was held in Hāpuku to
introduce landowners to some new
tactics for removing pest plants in their
area.
‘‘It was agreat event for learning how
to tackle noxious vine pest plants in our
area, it was areal eyeopener, and I
gained some great skills to add to my
toolkit to manage our block by the
Hāpuku River,’’ landowner Heli Wade
said.
Another local landowner William
Loppe said landowners could feel
overwhelmed when facing the extent of
the woody weeds.
‘‘We all know that the simple sum of
our individual efforts is just not enough,
if not coordinated around good
expertise and astrong methodology.’’
The Kaikōura Zone Committee
contributing some funding from its
2022/23 action plan fund budget, while
landowners were also contributing to
the project.
Mr Melville said he hoped the project
could be spread out to other areas
within the wider Kaikōura zone and
there was already plenty of interest.
‘‘But we may have to look at it
differently, in terms of how we allocate
the funding.’’
Public interest journalism funded
through New Zealand on Air.
By SHELLEY TOPP
Aposter campaign focusing on the
similarities between people, rather
planned in Waimakariri.
The InCommon campaign was
initially developedinresponse to
the ChristchurchMosque shootings
in 2019.
It encourages people to examine
theirthoughts and beliefs about
others, who at first glance might
The Waimakariri poster campaign
is acollaboration betweenthe
Waimakariri District Council’s
communityteam and the InCommon
project team.
InCommon project manager Holly
collaborating with the council for
this campaign.
‘‘We have already seensome
Farm Plans help with farm improvements
Farmers and rural consultants taking
part in the Waimakariridistrict Next
Generation Farmingthree yearpilot
study, say the process has opened their
eyes to possibilities for improvement in
their farming businesses.
However, they also found it
challenging.
The pilot study is in its third year and
looks at how IntegratedFarm Plans
(IFPs)help farmers work with
consultants to develop practical
solutions for managingfarms in ways
that are environmentally and culturally
sustainable,whileremaining profitable
and financially secure.
The initiative is led by the
WaimakaririLandcare Trust (WLT) with
funding from the Ministry for Primary
Industries Sustainable Food &Fibre
Futures fund.
IFPs involve pulling together activities
many farmers and theirconsultants
already do, but often in separate,
unconnected processes.
The ideaofthe IFPsistomake these
processes moreeffective by bringing
them together underone plan.
Factors considered include: Business
planning; animalwelfare, biosecurity,
employeewellbeing and management
(including health and safety),
agricultural greenhouse gas emissions,
freshwater, intensive winter grazing,
biodiversity, waste management,
nutrientmanagement, adverse event
plan (to ensure an agribusiness can keep
operating during astorm), Te Manaote
Wai, consents and permits and food
safety.
NorthCanterbury Dairyfarmer Harry
Meijer saysdespite him being on the
wrongside of 60, the integratedprocess
has shown him how improving the
humanresources side of his business
will givebetter results.
‘‘Theinitial conversation(with the
consultants helping develop IFPs)
identified we were on track with our
farm and business management.
‘‘However, we had opportunities in our
humanresources side of things. We were
interviewedbyspecialists in that area
and some of the questionswere quite
uncomfortable.
‘‘Butthat made us delve abit more into
what we do, especially regarding how I
instruct and encourage staff so they can
perform at theirbest,’’ Harry says.
‘‘I've had lots of great mentors who
have givenmeopportunities as I've
growninfarming.
‘‘It's my role now to give those
opportunities to new ones. Thatmeans
giving space.
‘‘I've grown as aperson through this
process, because I've learned to be less
involved, less hung up and step backa
bit.’’
SarahWatson, owner of People MAD
(People Management and Development)
is aspecialist in human resource
management and is working with WLT
on the IFP project.
She shares Mr Meijers views on the
benefits farmers can obtainfrom
improved people management.
‘‘What typically happens with most
farmsisthat they'rereally good at
seeking advice around the technical stuff
they know they need.
‘‘Butoften, thereare people
management and leadership gaps,’’says
Sarah.
My roleistohelp farmerssee that
having goodpeople management
processes in place makes it easier for
them to focusondoingagood job across
the whole of the business.
John Donkers of DairyFarm
Management Services says his
experienceofthe IFP pilot is how often
farm ownerscan be really good farmers,
but poor business managers.
‘‘I'm constantlysurprised at how poorly
some farmers run theirbusiness.
‘‘Not their farm, but their farm
business. The irony is that they get up
every day and manage the risk of the
weather.
‘‘Most farmersgenerally do this pretty
well. But in terms of risk management,
that's where it stops.
‘‘They don'tapply those sameskills to a
whole lot of otherareasoftheirbusiness,
such as peoplemanagement and
environmental,animal welfare, and
financial risks.’’
Mr Donkers says that while he focuses
on risk management, the positive side of
this is that by identifying and managing
risk properly,opportunities are also
revealed.
‘‘I ask farmingcouples and families,
are you having the rightconversations?
Do you talkabout the performance of
your business and how you might
improveand how you mightmanage
risk?’’
In an analysisofthe IFP pilottodate,
ASB Area Manager Tom Norris says
longertermrisk analysis across IFP
areas is not being undertaken well.
‘‘Consultants and advisers are not
being used to their full potential. They
are not being asked to challenge and
push the farmers.’’
The advantage of the IFP process, he
says, is it is full of challengingquestions,
causingfarmerstoconsider things in
ways they might not have considered
previously.
The Hazara Association of
weekend.
Organiser Belal Haidari says
it was agreat turn out for the
for Afghans.
‘‘We hosted the first
tournament of mixed sports for
the Canterbury area last year,
but then decided to extend it to
all of New Zealand, to make it
more inclusive.’’
Atotal of 17 volleyball teams,
12 Futsal teams, six women's
netball teams and eight junior
Futsal teams spent the
weekend competing at
MainPower Stadium.
‘‘We had over 350 players,
supporters and coaches from
regional teams from all over
the country.
‘‘Normally these teams only
contest their regional titles,
but we wanted to bring them all
together because sport is the
only way for us all to get
together, to meet and enjoy
each others company and
renew friendships.’’
Mr Haidari says all were
Have asay on Canterbury’sfuture
By DAVID HILL,
Local Democracy Reporter
Now is an important time to have asay
about Canterbury’s future, says
Environment Canterbury councillor
Grant Edge.
The North Canterbury councillor is
encouraging Waimakariri, Hurunui and
Kaikōura residents to share their views
as the regional council begins areview
of the Canterbury Regional Policy
Statement (RPS).
The RPS is expected to be notified by
December next year, and Environment
Canterbury is seeking public feedback.
It will ultimately form part of an
Integrated Plan for Canterbury, being
merged with the Coastal Environment
Plan and the Canterbury Land and
Water Regional Plan.
‘‘The whole integrated planning
process is quite exciting,’’ Cr Edge says.
‘‘And it is coming about at atime of
new legislation with the RMA (Resource
Management Act) reforms.’’
Merging the three plans into one
Integrated Plan will simplify the process
and ‘‘give people more certainty for land
use,’’he says.
The RPS set the framework for local
councils when preparing District Plans.
Under the proposed RMA reform
legislation, District Plans may soon be
replaced by Regional Plans, making it
important local voices were heard, he
says.
‘‘We seem to duplicate things alot, so
I’m hoping in the end it will lead to the
regional council, district councils and
the government working more closely
together.
‘‘With climate change impacts and
adaptation, anew way of funding is
needed within the regional space,
because it will become unaffordable
through rates alone.
‘‘So the best way is having government
around the table and listening, with
local people contributing.’’
The Greater Christchurch
Partnership provides an example of how
this could work, with local and central
government, and treaty partners sitting
around the table and negotiating to find
aconsensus.
Cr Edge praised the Hurunui District
Council for ‘‘forward thinking’’ in
developing acoastal adaptation plan in
partnership with the Amberley Beach
community.
It is believed to be the first of its kind
in the country.
Waimakariri Calls for Pause
TheGovernment needs to pauseand seekamandate
before pushing any further ahead with itscontroversial
ThreeWaterReforms, says WaimakaririMayor Dan Gordon.
Mayor Dan Gordon spoke on behalf of the Council in
opposition tothe Government’s Water Services Entities
Amendment Bill at the Governance and Administration
Select Committee hearing.
“This Bill shouldn’t go ahead because it’s based on flawed
assumptions, models not suitable for New Zealand, and
there’s no mandate from Kiwis nationwide. This process
overall should be stopped until at least aer the General
Election in October,” says Mayor Gordon.
“A pause is the most sensible option. This is because if
the current government is re-elected then they will have
won anelectoral mandate to push ahead, on the other
hand, if anew government is elected, they won’thave to
waste precious reform time repealing poor legislation.”
In the submission, the Council recognised there was a
need for change in water provision, but this Bill didn’t
go far enough to address the matters of concern to
councils and their communities
“Thegovernment continues to pushahead with theremoval
of assets from communitiesresulting in the loss of control
thatownershipconfers onthem,” saidMayor Gordon.
“The Waimakariri community does not support this and
the loss of ownership and effective control is the crux of
the issue.
“There is abetterway to undertake ThreeWaters Reform
andourCouncil as well as Communities4LocalDemocracy
(C4LD) we’veprovided modelsand alternatives thatwould
deliver on the Government’s objectives.
“Wegenuinely want areform thatworksfor all. We don’t
support this Billand ask foritnot to proceedfurther
pending the outcomeofthe generalelection.”
It’s Back to School this Week
School holidays are over and our children will be heading
back to school this week. Winter time adds extra risk to
road user’s journeys, particularly for children who don’t
have as much experience or are easily distracted.
Darker mornings and evenings, and wet orfoggy days all
contribute to reduced visibility so making sure they are
able to be clearly seen isimportant.
For those that live rural, make sure your youngsters
wear some type of reflective garment ifthey’re walking
or cycling to school or to catch the bus. Giving drivers
every opportunity to see them helps reduce the risks.
Remember to check lights are working on bicycles if
riding in dark or low light conditions.
Drivers –allow plenty of space and slow down when you
see younger people walking or cycling. Children cannot
accurately judge the speed and distance of approaching
cars – so slow down and expect the unexpected.
In areas where there are vulnerable road users, like
schools, please reduce your speed regardless of the
speed limit. Driving to the conditions means being
aware of what is happening around you and driving
appropriately so you can react should something change.
Police have alow tolerance for speed around schools
and when passing stationary school buses. Drivers are
required to slow down to 20km/h no matter what side of
the road they are on when passing. School patrols also
rely on courtesy and safe behaviour from all road users to
help keep children safe on their journey toschool.
We ask all drivers to be extra careful on the roads as
children settle into the new school term.
the city,Salem, under thepriestMelchizedek, being
ruled by the Jebusites, captured by King David,
and finally being the capital city of Israel until the
Jewishpeoplewere scatteredinto the far corners of
the Earth. The Bible reveals that in the near future,
Jesus Christ will return to fulfill the prophecies
concerning Jerusalem.
Value in bilingual signs
By DAVID HILL,
Local Democracy Reporter
Bilingual signage is good in
principle, provided it does not
compromise road safety, says
Waimakariri Mayor Dan Gordon.
Mr Gordon says there is ‘‘value
in bilingual signage’’, when
speaking to his council's
submission to Waka Kotahi New
Zealand Transport Agency’s
Land Transport Rule on Traffic
Control Devices (bilingual signs).
In the submission, chief
executive Jeff Millward said as
English was still the dominant
language, English names and
directions should be placed
above Te Reo versions,
especially for the benefit of
international visitors.
‘‘We would ask that careful
consideration be given to
PUBLIC MEETING TO ELECT WAIPARA
/OMIHI MEMBERS OF KATE VALLEY
LANDFILL COMMUNITY LIAISON GROUP
Transwaste Canterbury Ltd (TCL) intends to hold a
public meeting for residents of the Waipara /Omihi
area to elect three members to the Community
Liaison Group (CLG).
The meeting will be held at:
7:30pm on Wednesday 26 July 2023
WaiparaPavilion –GlenmarkDomain
The meeting will be chairedbyMrRichard Murchison.
All residents of the Waipara /Omihi area are invited
to attend.
Nominations for the three positions will be called for at
the meeting. The members will be selected bysecret
ballot. Only residents of the Waipara/Omihi area can
be nominated, make or second anomination, or vote.
The Community Liaison Group meets quarterly with
Kate Valley Landfill operations staff, with the prime
purpose of the meetings being to:
•Outline and explain the progress of the landfill
operations.
•Listen to and discuss any community and
culturalconcerns aboutlandfill operations.
•Present and discuss the complaints register
and results of any monitoring and/or reporting
as required by the conditions of regional and
district council consents.
Hayden Leach
Regional Manager
CanterburyWaste Services
whether bilingual signage may
contribute to an increased
accident rate by international
visitors.
‘‘We are concerned that there
is arisk of some of the signs
becoming busy and proving to be
adistraction to road safety.’’
Waka Kotahi has said there is
evidence bilingual signs provide
benefits, including safety
enhancement, tourism
promotion, language protection,
cultural enhancement, and
enhanced social cohesion.
It has said bilingual signs were
common in other countries and
there was little evidence for
increased accidents.
The agency is relying on a 39
page report, Bilingual traffic
signage –aresearch note:
International experiences and
outcomes.
2598900
The report provides examples
of where there were increased
risks to road safety, as well as
safety improvements.
Examples from China and
Wales suggested road users ‘‘may
compensate for increased
comprehension times and time
lost, with driving behaviours that
are less safe’’.
Public consultation closed on
June 30.
Afinal decision is expected
from Waka Kotahi in March next
year.
