Zone committee
Dear Editor,
The article in your July 13 edition about funding for native bird monitoring in the
Ashley/ Rakahuri being provided by the Waimakariri Zone Committee, reminded me
that here in the Hurunui we still have no zone committee.
The previous Hurunui Waiau Zone Committee was disbanded in September 2020
by the Hurunui District Council —almost three years ago now— on the basis that
the council would be responsible for reforming and establishing anew group with
more of afocus on implementation.
Now almost three years later nothing has happened.
While Environment Canterbury is distributing funds, of Ithink $50,000 per annum,
per zone committee, there is no formal body to distribute this to, for the benefit of
rivers and wetlands in the Hurunui council area.
Iamaware that funds have been allocated for work in the Waiau River, in
accordance with the support given by the previous zone committee, but there are
other projects and organisations that could use funding for eligible projects.
Any distribution of zone committee funding should be transparent and community
lead.
Action by the council is Isuggest, now well overdue, together with an explanation
for the delay in the reestablishment of aZone Committee.
Yours, KFRoche, Amberley.
Local Democracy Reporter
Aproposed Rangiora cycleway project has
been deferred to avoid aforecast $1.7
million budget blowout.
The Waimakariri District Council has
decided not to proceedwith the proposed
onroad cycleway, along Ashley, Ivory and
Percival Streets, andSouthbrook Road,
afterstafffoundduringthe design stage it
wouldnot meet Waka Kotahi New Zealand
Transport Agency’s design criteria.
In areport presented at arecent council
meeting seniorengineeringadvisor Don
Youngsaid the extrasafety provisions
wouldrequireapaintedmedian on a
separatedcycleway, which had not been
allowed for in the original design.
The project was one of four cycleways
approved under the government’s
Transport Choices funding package.
Mr Young said meeting Waka Kotahi’s
design criteria could lead to abudget
blowout of up to $1.7 million across the
four cycle ways. It was estimated the
Rangiora cycle way’s budgetwould
blowout from $745,000to$1.585 million to
provide forthe extra safetyprovisions.
‘‘To go aheadwouldlead to asignificant
shortfall in funding and the loss of up to
224 car parks,’’ he said.
‘‘We feel it would not be agood step at
this stage.’’
The total budgetfor all four cycleways
had been expected to cost morethan $6
million, with $4.86 millioncomingfrom the
Transport Choicespackageand $1 million
from the government’s‘‘Better Off’’
funding.
The council wouldcover the costs of
drainage improvements, additional
landscaping and culturalsignage.
Waka Kotahi staff had indicatedthe
budgetallocated for the Rangiora project
could be usedtooffset the cost overruns
from the other threeproposed cycle ways,
Mr Young said.
‘‘WakaKotahihas indicated they would
rathersee us completethree cycle ways,
than have the entire projectfall over.’’
Staff were asked to provide areport on
options for arevised Rangiora cycle way as
part of next year’s2024/34Long TermPlan.
