So we used the Official<br />

Information Act to get what<br />

the public is entitled to<br />

know.<br />

But police delayed their<br />

response (they have 20<br />

working days) not once but<br />

twice, and then they refused<br />

to answer questions. We<br />

also asked for any reports<br />

or business plan on the<br />

24-hour strategy. Police said<br />

they don’t exist.<br />

Parents plea for lower speed limit<br />

High School have a 50km/h<br />

limit, which has parents like<br />

as traffic and the number<br />

of pupils and students increases.<br />

He said since then<br />

there has been<br />

two incidents in which teachers’<br />

vehicles were hit while parked on<br />

the road.<br />

The most recent crash was<br />

in June when a car hit three<br />

teachers’ vehicles. Police are still<br />

investigating the incident, which<br />

saw the injured driver walk away<br />

from the stolen vehicle after the<br />

crash on James St.<br />

“We have had several near<br />

misses on crossings around the<br />

school,” Nord said.<br />

“On a regular basis, I get contacted<br />

by members of the community<br />

about their concerns.”<br />

The school has asked the<br />

district council to bring forward<br />

its plan to lower the speed limit<br />

around the school to 30km/h but<br />

was told this wasn’t possible as<br />

public consultation on the speed<br />

limit changes must be done<br />

first.<br />

The district council aims<br />

to lower the speed limit<br />

outside both schools by<br />

June 30 next year as part<br />

of the safe speeds around<br />

schools programme. Consultation<br />

on the change is<br />

planned for October.<br />

Kathy Paterson is also concerned<br />

about road safety issues. Paterson<br />

said she was aware of a recent<br />

near miss where a primary<br />

school-aged child was nearly hit<br />

by a vehicle on North Belt. She<br />

said there has also been issues<br />

with parents not following the<br />

road rules.<br />

“We have observed<br />

parents dropping kids off<br />

at the pedestrian crossing<br />

and that included getting<br />

their bags out of the boot,”<br />

Paterson said.<br />

Parking has also become<br />

an issue with parents using<br />

the high school’s driveway<br />

as a turnaround bay.<br />

“As a parent, I would like to see<br />

(the speed limit lowered) as soon<br />

as possible but, if we have to wait<br />

till next year, I guess that’s what<br />

we will do.”<br />

But Springs Ward district<br />

councillor Grant Miller does not<br />

think speed was the main issue.<br />

“A lot of it schools need to<br />

work on, particularly you’ve got<br />

children getting out the wrong<br />

side of vehicles . . . children not<br />

crossing at the pedestrian crossing,”<br />

he said.<br />

Miller believes the safest longterm<br />

safety fix would be a traffic<br />

light crossing on James St.<br />

Miller said a large proportion<br />

of primary school students live<br />

nearby and could walk or bike<br />

to school, relieving traffic issues<br />

and parking. The district council<br />

aims to adopt its new speed<br />

management plan for all roads<br />

in the district in the first half of<br />

next year.<br />

District council transportation<br />

delivery manager Geoff Rhodes<br />

said the roads around schools are<br />

a priority. To help with traffic issues<br />

the high school also shifted<br />

its finishing time to 2.45pm,<br />

which has relieved some of the<br />

pressure on the roads but not all<br />

of it.<br />

Nord said there are more<br />

than 2000 students from both<br />

schools coming and going each<br />

day – and their rolls are set to<br />

grow. At the start of 2<strong>02</strong>2, the<br />

primary school had 623 pupils<br />

but will have 760 by the end of<br />

the year.<br />

For now, parents,<br />

including Chakraborty, will<br />

stick to walking their children<br />

to school.<br />

Pedersen bought their property,<br />

lakeside views were not on the<br />

listing.<br />

A month of rain fell across<br />

Canterbury from July 22-23,<br />

forcing the couple to move out<br />

of their Tancreds Rd, Ladbrooks,<br />

property with their three young<br />

children for the second winter in<br />

a row.<br />

“We have been in this property<br />

three years now – this is the second<br />

winter we have had a moat<br />

around our house,” Anna said.<br />

“This year in particular is<br />

worse. It has gone over our septic<br />

tank, we have to move the kids<br />

out and we can’t currently live<br />

where we are.”<br />

Anna said it can take up to<br />

six weeks for their 4ha property<br />

to drain completely. They keep<br />

some animals on the property,<br />

including 12 cattle, sheep, and<br />

pigs. When the flooding hits,<br />

the cattle and sheep have to be<br />

moved.<br />

Said Josh: “All our animals as<br />

well, they are currently at the<br />

neighbour’s place, we can’t feed<br />

and hold them here.”<br />

Anna said they won’t be able to<br />

bring their cattle back for at least<br />

a month to six weeks.<br />

She said if a solution is not<br />

found they may have to sell the<br />

animals.<br />

The couple say the water comes<br />

from the Halswell River, which is<br />

2.5km from their property.<br />

Said Anna: “We have a big<br />

drainage system behind us. The<br />

Halswell River starts increasing<br />

in flow and actually comes up<br />

our drainage system.<br />

“It comes over the banks and<br />

floods our area. The rain stopped<br />

on the Sunday and (the water)<br />

kept rising until (Tuesday).”<br />

The family blames<br />

Environment Canterbury<br />

which they say is not listening to<br />

their concerns over the flooding.<br />

Said Anna: “We have had some<br />

dealings with ECan on these<br />

issues and they are telling us that<br />

our drainage system is working<br />

correctly. But this is not okay.<br />

“I feel like they are just<br />

expecting us to put our heads in<br />

the sand and go away.”<br />

Aires said the drainage system is<br />

in good condition.<br />

“The condition of<br />

Blacklers drain prior to this<br />

rain period could not have been<br />

better.<br />

“Weed-cutting had just<br />

been completed in the<br />

Halswell River, improving<br />

flood-carrying capacity and there<br />

was a relatively low lake level at<br />

Te Waihora/Lake Ellesmere.”<br />

Aires said it was possible<br />

for water to flow back up the<br />

drainage system when the river<br />

was in high flood.<br />

“This property, along with<br />

others, is located in an area<br />

called Blacklers drain/Lethams<br />

swamp,” Aires said.<br />

• an early feeling of fullness when eating<br />

• pain in the stomach that may sometimes occur unrelated to meals or<br />

After a two-week lead-in period, we will provide you with mānuka honey<br />

or a honey-like product to eat before breakfast and dinner every day for<br />

six-weeks. Two weeks later we will again ask you about your functional<br />

dyspepsia symptoms.<br />

The time commitment for this study will be about 10 hours and you will<br />

attend six clinic visits in total. You will receive up to $220 in supermarket<br />

vouchers in recognition of the actual or reasonable costs associated with<br />

participating in this study (e.g., parking and/or travel costs).<br />

natural ponding basin, prone to<br />

surface flooding in significant<br />

rain events.<br />

“As ground conditions have<br />

been wet to saturated for some<br />

time, even moderate rainfall<br />

is likely to cause surface water<br />

flooding.”<br />

Aires said there was “no<br />

immediate long-term plan” to<br />

address flooding in the area.<br />

When the Pedersens bought the<br />

property in 2<strong>02</strong>0, they weren’t<br />

aware of the issues but knew the<br />

area was a floodplain.<br />

Said Anna: “We understand<br />

that we live in the lower area, we<br />

understand flooding and surface<br />

flooding, but we are getting a<br />

phenomenal amount of rain<br />

and flooding and it’s not going<br />

away.”<br />

Anna said flooding like this<br />

was expected once every 50<br />

years in the area but “for the<br />

last two out three years we have<br />

flooded”.<br />

Said Josh: “I think the obvious<br />

solution is a one-way floodgate<br />

on the Halswell River to stop the<br />

water coming up the drainage<br />

system,” he said.<br />

“The Halswell River is full<br />

but not overflowing so there is<br />

capacity within to handle water.”<br />

The Pedersens also found an<br />

ECan storm water discharge<br />

report from 2018, pointing<br />

towards increased development<br />

causing more water drainage<br />

issues in low-lying areas around<br />

the Halswell River.<br />

Said Anna: “ECan knows<br />

about this because we have<br />

found a report online and<br />

it’s saying that all the new<br />

developments in Lincoln,<br />

Halswell, Prebbleton are raising<br />

their levels causing more<br />

flooding.”<br />

The report points to<br />

subdivisions having an impact<br />

on drainage systems as the water<br />

flow increases.<br />

But Aires said a Halswell<br />

drainage scheme review was<br />

completed in 2019 after the<br />

report was written. The review<br />

investigated drainage and<br />

flooding in the catchment but<br />

put no firm proposals forward<br />

to improve it. The review also<br />

showed protecting one area<br />

would displace floodwaters to<br />

other areas.<br />

“To avoid this impact, any<br />

flood protection proposal would<br />

likely require a multimilliondollar<br />

solution. The main<br />

strategy for new development<br />

in the catchment is to avoid<br />

building in high-hazard areas,”<br />

Aires said.<br />

Aires said ECan would need<br />

to investigate the merits of a<br />

floodgate. He said the Halswell<br />

drainage network remains very<br />

sensitive to additional flow.<br />

“New urban developments<br />

have to put in a high degree of<br />

attenuation for stormwater to<br />

avoid increasing flood flows,<br />

either as part of a consented<br />

stormwater management plan.”<br />

Rolleston 24/7 model: Police<br />

say documents don’t exist<br />

POLICE HAVE refused to<br />

release documentation relating<br />

to their 24/7 coverage in the<br />

district.<br />

And they say reports, business<br />

plans, surveys and studies<br />

undertaken by police or done<br />

for police which led to the model<br />

don’t exist.<br />

The <strong>Selwyn</strong> <strong>Times</strong> made an<br />

Official Information Act request<br />

for the information in May.<br />

Police had 20 working days to<br />

respond, but asked for more<br />

time shortly before deadline,<br />

citing they were in consultation<br />

over the request.<br />

But they failed to make the<br />

next 20-day deadline completely.<br />

When the <strong>Selwyn</strong> <strong>Times</strong><br />

questioned why, police said<br />

they were still in consultation.<br />

Four working days later (July<br />

25) police responded, declining<br />

the OIA request. The <strong>Selwyn</strong><br />

<strong>Times</strong> has complained to<br />

the Ombudsman about the<br />

response.<br />

In their decision, police said<br />

internal reports and emails<br />

sought could not be released as<br />

it would be likely to prejudice<br />

the maintenance of the law,<br />

NOTHING TO SEE HERE: Police have refused to release<br />

documentation relating to their 24/7 coverage in the<br />

district. And they say planning documents do not exist.<br />

including the prevention,<br />

investigation, and detection of<br />

offences, and the right to a fair<br />

trial. They also said a business<br />

plan and other planning<br />

documents did not exist.<br />

The six-month trial of the<br />

24/7 model officially began<br />

on May 1. It has led to officers<br />

being withdrawn from some<br />

stations in the district and<br />

based at <strong>Selwyn</strong> headquarters in<br />

Rolleston.<br />

Police chiefs say the new<br />

strategy involves public safety<br />

teams operating a 24-hour roster<br />

from the Rolleston station across<br />

most of the district. Darfield’s<br />

staffing was unchanged because<br />

of its distance from Rolleston.<br />

The <strong>Selwyn</strong> <strong>Times</strong> has been<br />

told police staff asked for a<br />

public safety team to consist of<br />

five constables and a sergeant.<br />

But it was settled on with four<br />

constables and a sergeant. That<br />

number can drop if staff are<br />

away.<br />

There also appeared to be a<br />

question over when discussions<br />

and planning started for the 24-<br />

hour model.<br />

In <strong>August</strong> last year, the <strong>Selwyn</strong><br />

<strong>Times</strong> reported there were plans<br />

to withdraw officers from the<br />

Lincoln and Leeston stations to<br />

bolster Rolleston.<br />

In late 2019, police had confirmed<br />

a review of staffing was<br />

under way and could not rule<br />

out cutting numbers at some<br />

stations to bolster a 24-hour,<br />

seven days a week service.<br />

But in <strong>August</strong> police said:<br />

“There is no plan to do anything<br />

to the Lincoln station or<br />

anywhere in <strong>Selwyn</strong>. There is<br />

no proposal, there is nothing to<br />

see. We talk about things, we<br />

talk about the best things to do<br />

with our staff. If there was ever<br />

a proposal to change things, the<br />

first people to see it would be<br />

the staff and, all due respect, it<br />

wouldn’t be a media alley.”<br />

Questioned about that<br />

response again, police said they<br />

were “accurate at the time of<br />

reporting.”<br />

“Formal planning for a 24/7<br />

trial began early this year,”<br />

police said in an emailed<br />

statement.<br />

Alex had tried a number of different<br />

ways to entice four-and-a-half<br />

month-old Gus down, including<br />

out, to no effect. Deputy chief fire<br />

officer Tim Quinlivan said Gus<br />

had been up the tree on<br />

Waterholes Rd, Springston, for<br />

about five hours when they arrived<br />

last week. “We’re always willing<br />

to help out animal rescues . . .<br />

he was quite happy to be down,”<br />

Quinlivan said. Alex thanked the fire<br />

brigade for helping out. “They were<br />

awesome.”<br />

been used before. You have to<br />

think outside the square with<br />

Popularity of women’s group growing<br />

A FRIENDSHIP group at<br />

West Melton is growing<br />

in membership as district<br />

newcomers join.<br />

About 75 women belong to<br />

West Melton Women’s Group,<br />

the number having almost doubled<br />

from pre-Covid levels.<br />

Speaker organiser Isabel Kirk<br />

said the group meets for dinner,<br />

featuring a guest speaker,<br />

each month, at Larcombs Event<br />

Centre.<br />

Those joining were seeking<br />

connection. Members came from<br />

throughout the district, with<br />

some from Christchurch.<br />

“I think there’s quite a lot of<br />

loneliness in the community,<br />

particularly for people who move<br />

into <strong>Selwyn</strong> District,” Isabel said.<br />

The group was open to all ages.<br />

Current members were from<br />

their 40s to 80s.<br />

She said the group was<br />

established in 1995 by Isobel<br />

Knight, who was a resident of<br />

West Melton at the time. She<br />

modelled it on a similar group<br />

her mother had belonged to in<br />

Te Anau.<br />

“The group was particularly<br />

good for women who did not<br />

have children involved in the<br />

playcentre and school, or were<br />

away working during the day<br />

which meant they did not have<br />

the time to join any day time<br />

groups,” Isabel said.<br />

“The first committee was of<br />

five ladies whom Isobel rang to<br />

get together and an announcement<br />

was placed in West Melton<br />

News.”<br />

Forty-five women attended<br />

the first dinner, held at Langdale<br />

Vineyard Restaurant. The dinners<br />

continued to be held there<br />

until the earthquakes.<br />

The group had climbed to<br />

120 members by that time, and<br />

there had even been a waiting list<br />

to join. However, membership<br />

dropped after the earthquakes<br />

due to a break in meetings.<br />

There were about 40 members in<br />

2019. Covid saw another break<br />

in meetings, and now numbers<br />

were climbing again.<br />

For each dinner, members<br />

were seated with different people<br />

each time.<br />

“The beauty of it for me is<br />

you sit at a different table every<br />

month, so you are meeting six<br />

to eight new ladies each month,”<br />

Isabel said.<br />

She herself had joined after<br />

moving to West Melton in<br />

2013 and meeting one of the<br />

group’s members through her<br />

church.<br />

“She invited me to the group<br />

dinner where I met local ladies,<br />

and like many have formed<br />

lasting friendships.”<br />

Member Gillian Roberts said<br />

one of the group’s members had<br />

responded to a post she put up<br />

on Facebook, saying she was new<br />

to Rolleston.<br />

“We met and chatted and she<br />

encouraged me to come and<br />

try the West Melton Women’s<br />

Group,” Gillian said.<br />

“It has been great, and I have<br />

met women who are from all<br />

walks of life, as well as enjoying<br />

listening to some very interesting<br />

guest speakers. In addition I<br />

have made friends, which has<br />

been a bonus.”<br />

Robyn Farrar, who has been a<br />

member for more than 20 years,<br />

said she had been on the waiting<br />

list to join before she and her<br />

family moved to West Melton.<br />

“I was so excited to meet such<br />

a variety of women from all sorts<br />

of vocations, plus great speakers<br />

and good food. I have learnt so<br />

much over the years from others,<br />

this is part of women doing<br />

community.”<br />

The role of cow, goat or sheep milk in<br />

the nutrition and health of older women.<br />

Milk provides important nutrients that help older people to maintain<br />

muscle and bone health, and low milk intake is often associated with<br />

poor nutrition in older adults.<br />

We are looking for female volunteers aged 60 to 80 years to participate<br />

in the YUMMI study, a 12-week research study investigating the health<br />

effects of consuming different types milk – cow, goat, or sheep.<br />

We will provide you with cow, goat or sheep milk powder to drink<br />

twice a day for 12-weeks, or you will be asked to eat your normal diet<br />

(control group). The time commitment for the study will be about 11<br />

hours and you will attend five clinic visits. You will receive up to $220 in<br />

supermarket vouchers in recognition of the actual or reasonable costs<br />

involved with participating in this study (e.g. parking and/or travel costs).<br />

If you are a woman aged 60 to 80 years and can drink milk, we would<br />

love to hear from you.<br />

Prison, which houses low and<br />

medium-risk prisoners.<br />

John hopes his new-found<br />

skills – and enjoyment in his<br />

work – will continue once he’s<br />

released.<br />

“Man, I love it,” he smiles. “It<br />

helps fill the day, too.”<br />

For the past decade, the<br />

unique partnership between<br />

the Department of Corrections<br />

and Kāinga Ora has offered men<br />

in the prison an opportunity<br />

to work, “develop confidence<br />

and work aptitudes”, earn<br />

qualifications and learn<br />

employable skills so they can<br />

work upon their release, while<br />

contributing to the Canterbury<br />

social housing pool.<br />

It began after the devastating<br />

2010/11 earthquake sequence<br />

and helped with the mammoth<br />

rebuild of the city.<br />

Around 70 social and private<br />

houses were moved to the prison<br />

from the ‘red zone’ – including<br />

Bexley, Shirley, Dallington and<br />

Bromley – after the quakes and<br />

refurbished in the yard.<br />

And three years ago, new<br />

builds were added to the programme,<br />

giving workers in the<br />

yard a broader set of skills and<br />

qualifications.<br />

“Employment is a key to people<br />

maintaining a crime-free life on<br />

release,” said Williamson.<br />

“As much as Rolleston is<br />

a working prison, it is also a<br />

learning prison. The skills the<br />

men are learning through this<br />

partnership are needed in the<br />

community, making them very<br />

employable.<br />

“Our expectation for the<br />

workmanship on houses leaving<br />

the yard is extremely high. The<br />

men appreciate this – and take<br />

great pride in the quality of their<br />

work and in seeing the houses<br />

finished and ready to be home<br />

were sent as emergency housing<br />

Council accepting late dog registrations<br />

Owners who forgot to register their dogs with the Council by 31 July<br />

are being encouraged to pay their registration as soon as possible to<br />

avoid infringements.<br />

All dogs aged three months and over in the district must be registered with<br />

the Council every year, with the annual dog registration month taking place<br />

in July.<br />

Those who paid before 1 <strong>August</strong> were eligible for a discounted fee of $45, but<br />

anyone who didn’t register on time must now pay the regular $60 fee for<br />

their dog.<br />

new Chief Executive Sharon Mason.<br />

Council’s Head of Regulatory Susan Atherton says she was pleased to see so<br />

many owners registering on time.<br />

“Thank you to everyone who paid their dog rego this July. Registering your<br />

pets and working dogs with us is an important part of being a responsible<br />

owner, and we appreciate all those who made sure to pay on time, either<br />

online or in person at one of our facilities.”<br />

“If you missed the 31 July deadline, it’s important that you pay your dog<br />

registration as soon as you can. We’ll soon begin sending out reminders to<br />

Transalpine tunnel celebrates 100 years<br />

One of New Zealand’s most impressive railway tunnels, located in the Southern Alps,<br />

will this week celebrate a significant birthday, marking 100 years since it opened.<br />

The Ōtira Tunnel, which connects Arthur’s Pass with Ōtira, officially opened on 4<br />

<strong>August</strong> 1923. At the time of its construction, it was the longest tunnel in the British<br />

Empire, measuring 8,529m in length.<br />

The tunnel is celebrated for its engineering excellence and role in connecting the<br />

South Island’s east and west coasts. It is reported that when construction at each<br />

end of the tunnel finally met in 1918, the centre lines were less than 30mm apart: an<br />

impressive achievement at the time.<br />

The tunnel remains in use today, with the TranzApline train climbing through the<br />

tunnel several days a week.<br />

To celebrate the 100th anniversary of the tunnel’s opening, a special event will be held<br />

at Ōtira on 4 <strong>August</strong>, with more than 500 people expected to attend.<br />

The day will feature history displays, guided walking tours, a cake and ribbon cutting,<br />

as well as a plaque and panel unveiling. <strong>Selwyn</strong> Libraries staff will also be on hand<br />

delivering children’s programmes, recording oral histories, and digitising historic<br />

photos and documents.<br />

Interesting historical facts<br />

• According to Engineering NZ Te Ao Rangahau, although expected to take five<br />

years to complete, the Ōtira Tunnel actually took 15 years.<br />

• When the tunnel opened in 1923, it marked the completion of the Midland railway,<br />

which had started almost 40 years prior.<br />

Scholarships to help rangitahi thrive<br />

in study<br />

Support for <strong>Selwyn</strong> young people to thrive in further study is available again.<br />

Tertiary Scholarship applications are now open for secondary students in<br />

<strong>Selwyn</strong> to apply for scholarships to support them into tertiary studies in 2<strong>02</strong>4.<br />

Each year the Council awards scholarships to year 12 or 13 students<br />

studying in the district, with funding going towards further education for<br />

these rangitahi at a tertiary institute — often helping to pave the way for<br />

their future.<br />

Students are encouraged to apply for the scholarship if they have achieved<br />

academic, sporting, cultural or art successes at school, in clubs or<br />

organisations, and if they have overcome any hardships or barriers. The<br />

scholarships provide payment towards course fees and costs associated with<br />

the purchase of books or equipment required for the study or training.<br />

Last year, five tertiary scholarships were awarded to young people at Darfield<br />

High School, Lincoln High School, Rolleston College and Ellesmere College.<br />

Scholarship recipient Jonathan Morris, who is in his first year studying<br />

Ecology and Conservation at Lincoln University says the scholarship is a great<br />

help and encouraged people to apply.<br />

“The Tertiary Scholarship fund allowed me to focus on achieving high marks<br />

rather than worrying about earning money to afford text books and lab coats.<br />

The scholarship takes the pressure off and allows you to focus on university<br />

study, your hobbies, and your social life.”<br />

Clean up continues after heavy rain<br />

The clean up is continuing after the heavy rain and flooding over the weekend and start of<br />

last week.<br />

Civil Defence volunteers and staff, along with our roading and water teams were active across the<br />

time of the flooding and our welfare team is still working to support those affected, while our water<br />

and roads team are hard at work with the clean up.<br />

Water updates<br />

People on the Hororātā water supply are reminded<br />

that a boil water notice remains in place. Please keep<br />

boiling your water. A tanker with clean drinking water<br />

is available at 23 Hororata Road, outside the Hororātā<br />

Domain. The river is slowly clearing and we will keep<br />

working to get clean water into the supply.<br />

Road updates<br />

Our roading crews have started repairs and we are<br />

working hard to make sure roads are safe,<br />

but some repairs will take time. All fords remain closed and there are a number of other road<br />

closures while repairs are carried out. Please remember to check our road closures map at<br />

selwyn.govt.nz/roadclosures.<br />

Please be careful with berms as well as these are still very wet and very soft at the moment, so if<br />

you do need to pull off the road please look for a hard standing area to safely pull over.<br />

Flooding causes potholes, and when water gets under the road the damage isn't always visible.<br />

Travelling at high speeds can increase the damage to the roads and to you if anything goes wrong.<br />

The best thing you can do to stay safe and help get the roads repaired is report any potholes or<br />

damage via Snap Send Solve (selwyn.govt.nz/snapsendsolve) and slow down.<br />

Flood repairs are taking place around the district.<br />

The following roads are closed for flood repairs<br />

and maintenance: Adams Road from the Dip Road<br />

intersection; Malvern Hills Road from Auchenflower Road<br />

to Waianiwaniwa Road and Zig Zag Road from SH77 to<br />

Lake Coleridge Road. Flood repairs are also taking place<br />

around Leeston, Rolleston and Sheffield, with speed<br />

restrictions in place around road works. Please take care<br />

around these areas and slow down.<br />

Springs Road is one way from Tancreds Road to Boundary Road from<br />

7am–4pm for maintenance. Stop/Go controls are in place for maintenance on Trices Road<br />

and 2<strong>02</strong>2 finals, earning them<br />

a reputation of being finals<br />

chokers.<br />

But they put<br />

the moniker<br />

to rest in<br />

emphatic style<br />

at Rhodes Park<br />

on Saturday,<br />

scoring four<br />

tries in their first<br />

“It’s been<br />

building for a<br />

few years now,”<br />

Fitzgerald said.<br />

“This club is built around a<br />

really positive culture and the<br />

result was a testament to that.<br />

Prebbleton’s emergence as<br />

an Ellesmere powerhouse was<br />

underlined with their colts,<br />

under-18 and women’s teams<br />

winning titles.<br />

The colts side beat Lincoln<br />

Bales 23-15, the under-18s<br />

defeated Waihora 20-10 and<br />

the women downed Springston<br />

45-18.<br />

Club members formed a guard<br />

of honour.<br />

While the scoreline looked like<br />

a rout, the first half was tight,<br />

dominated by both teams’ strong<br />

defence.<br />

Waihora were first on the<br />

scoreboard with an early penalty,<br />

which would end up being the<br />

only points the Magpies could<br />

manage. Prebbleton found the<br />

tryline on the last play of the first<br />

half, but with the scoreline 13-3<br />

at halftime, it was still anyone’s<br />

game.<br />

Fitzgerald’s message to his<br />

team at halftime was “just hold<br />

on to the ball”.<br />

“I felt like the score was close<br />

at halftime but we were on top,”<br />

he said.<br />

Stirling-Rowling set the tone for<br />

the second half after being given<br />

tries before a second yellow card<br />

was handed to Waihora secondfive<br />

The royal-blue pack of<br />

Prebbleton supporters could<br />

hardly contain their excitement<br />

when the Penguins dotted down<br />

again for their fourth try of the<br />

match.<br />

First-five Ted Coleman capped<br />

off the game by slotting his<br />

seventh attempt at the posts to<br />

finish the final with 100 per cent<br />

accuracy. It was Prebbleton’s<br />

third win against the Magpies<br />

this season – and undoubtedly<br />

the best.<br />

Fitzgerald said Prebbleton’s<br />

kicking game had<br />

been a focus since losing<br />

the Luisetti Seeds Combined<br />

Country final 19-7 to Ashburton<br />

Celtic in June.<br />

“Our kicking game was really<br />

good,” he said.<br />

“We had a kicking plan which<br />

worked, and the guys are really<br />

happy that what they had been<br />

doing at training has paid off.<br />

“And a big credit to defence<br />

coach Ant Sharpe, as we didn’t<br />

concede a try in the semi or<br />

final.”<br />

Fitzgerald already has a hunger<br />

to “do the double” and claim the<br />

Coleman Shield and combined<br />

country trophies next year –<br />

a feat Prebbleton has never<br />

achieved.<br />

“We believe we can do (the<br />

Coleman Shield) again,” he said.<br />

“We really want to win the<br />

combined as well.”<br />

PREBBLETON’S first Coleman<br />

Shield win in almost 50 years<br />

brought back fond memories<br />

for Alistar Busch<br />

who was a part of the<br />

last team to win the<br />

coveted silverware in<br />

1974.<br />

Alongside his<br />

former teammate<br />

Bevan Chiplin and<br />

several hundred<br />

supporters, Busch, 70,<br />

saw Prebbleton lift<br />

the shield again after<br />

their comprehensive<br />

victory over Waihora.<br />

“It felt absolutely<br />

fantastic,” Busch said.<br />

“I might be a tough rugby<br />

player but it brought a few tears<br />

to my eyes.”<br />

One of five brothers who<br />

grew up in Prebbleton, Busch<br />

says he and his siblings were all<br />

involved with the club.<br />

“We all played for<br />

Prebbleton,” said<br />

Busch who notched<br />

up almost 200<br />

senior games in 30<br />

years.<br />

“I’ve always been<br />

involved and always<br />

watch them play<br />

even now.”<br />

Busch and two of<br />

his brothers were<br />

part of the 1974<br />

team which won the<br />

shield for the second<br />

time in the club’s history.<br />

Prebbleton won 11 of their<br />

14 games that year, beating<br />

Southbridge in the last game of<br />

Alistar Busch<br />

round robin to win the shield,<br />

a feat which the club had been<br />

unable to repeat until Saturday.<br />

Busch played at No 8 for the<br />

duration of the game. He said it<br />

was a very different competition<br />

compared to today.<br />

“(The shield) stayed at the<br />

Lincoln pub, and we nicked it<br />

off the wall and took it home,”<br />

he said.<br />

2<strong>02</strong>2 Coleman Shield finals<br />

when Prebbleton lost to<br />

Southbridge and Darfield.<br />

“It was special to see them<br />

win the competition,” he said.<br />

“I told them: ‘If you don’t win<br />

it soon, I might not be able to<br />

see you do it’.<br />

“But I’m just overwhelmed<br />

they finally got there, it was a<br />

great thrill.”

Promising season ends with semi-final<br />

A PROMISING season in the<br />

Miles Toyota Premiership came<br />

to a close for <strong>Selwyn</strong> Schools’<br />

with a nail-biting 28-27 loss to<br />

St Andrew’s College in the plate<br />

semi-final on Saturday.<br />

Jono Wilson managed to score<br />

for <strong>Selwyn</strong> in the 75th minute,<br />

but conversion attempt from out<br />

wide went astray and prevented<br />

them from getting their second<br />

win over St Andrew’s this year.<br />

<strong>Selwyn</strong> beat them 31-24 in the<br />

opening round of the competition<br />

on May 13.<br />

The combined team were first<br />

out of the blocks in the clash between<br />

the fifth and eighth-placed<br />

teams, scoring within the first 10<br />

minutes.<br />

However, St Andrew’s were<br />

strong in the middle stages, and<br />

went in to the last quarter of the<br />

game with a 10-point lead.<br />

<strong>Selwyn</strong> came close to a thirdconsecutive<br />

win with a late comeback<br />

eighth. It was the first time the<br />

competition has had 10 teams<br />

after it was split into two grades<br />

– the premiership and the championship.<br />

Despite the loss, it was<br />

a memorable game for Freddy<br />

Cambridge, Joel Wilson and Kai<br />

Tiltman who were all capped for<br />

playing 10 games.<br />

Last year’s beaten finalists<br />

were too strong for Broadfield<br />

A last week, with a 12-6 third<br />

quarter propelling Greenpark to<br />

a 57-32 win.<br />

Shooters Maia Hill and Kersha<br />

Timpson were once again<br />

accurate for Greenpark, shooting<br />

at an 88 per cent accuracy<br />

combined.<br />

Last week’s loss saw Broadfield<br />

all-but knocked out of playoffs<br />

contention, with the team<br />

staying put on five points.<br />

However, they will have the<br />

chance to add to their points<br />

against Malvern A tomorrow,<br />

who sit at the foot of the table<br />

with two points.<br />

A first win in premier 1 was<br />

out of reach for Malvern last<br />

week, who suffered a hefty<br />

65-37 loss to Burnham A. The<br />

defending champions were too<br />

Native plantings and the ETS<br />

The annual Friends of Te Ara Kākāriki<br />

meeting, Tuesday 25 July at Lincoln<br />

University, drew a crowd of 70: longterm<br />

supporters, landowners, volunteers,<br />

newer faces, and two founding members<br />

from 2005, Ian Spellerberg and Frances<br />

Schmechel.<br />

Achievements<br />

Co-Chair Craig Pauling reflected on the<br />

group’s progress in planting a series of<br />

stepping stones to link the Canterbury<br />

foothills to the sea.<br />

Jobs for Nature funding in 2<strong>02</strong>1<br />

allowed the Trust to double its efforts<br />

by employing field workers to plant and<br />

maintain specific sites. An impressive<br />

43,298 native seedlings were planted by<br />

volunteers, students and field workers last<br />

year alone.<br />

There are now 132 Greendots across the<br />

Plains, together covering 43 hectares, with<br />

191,299 seedlings planted in total.<br />

Guest speaker<br />

Sam Mander, a Managing Director of<br />

Agri Intel, was welcomed by an audience<br />

curious to learn whether landowners can<br />

register their young native plantings in the<br />

Emissions Trading Scheme (ETS).<br />

Sam confirmed that there are significant<br />

opportunities for Greendot-style sites.<br />

While the ETS was set up with exotic<br />

species and naturally-regenerating bush<br />

in mind, newly planted native forests are<br />

included, and data is regularly updated so<br />

that true carbon capture can be calculated.<br />

Site criteria include:<br />

• minimum 1 hectare<br />

• 30% canopy cover when mature<br />

• a certain number of trees will become<br />

at least 5m tall and average 30m wide<br />

Just a year after planting, landowners<br />

can begin receiving yearly credits. The<br />

market fluctuates but landowners can<br />

sell when they choose. Agri Intel uses<br />

drones to record canopy cover and species,<br />

and calculates how many tonnes will be<br />

sequestered. From there, the Ministry for<br />

Primary Industries assesses the data and<br />

gives accreditation.<br />

For Te Ara Kākāriki landowner<br />

plantings, where a variety of species is<br />

planted to replicate natural forest, Sam<br />

recommended to consider the plant layout<br />

as not all will meet the criteria.<br />

After much discussion about returns,<br />

the conclusion was that Te Ara Kākāriki<br />

is already planting for biodiversity, so if<br />

landowners can benefit from the ETS then<br />

that’s a great extra bonus.<br />

Month’s worth of rain<br />

While the heavy rains over the weekend<br />

of 22 July mercifully did not reach the<br />

disaster level of the flooding in Canterbury<br />

2<strong>02</strong>1 or the North Island 2<strong>02</strong>3, they were<br />

serious enough to make rural life pretty<br />

grim for the humans and animals affected.<br />

Soggy livestock stoically waited it out.<br />

Flooded and muddy land took longer to<br />

dry, making conditions difficult over the<br />

following week for all beings and vehicles<br />

using it.<br />

The MetService told us that over a<br />

month’s worth of rain fell in Canterbury<br />

in 36 hours – but what does that mean,<br />

in a context where we’ve experienced so<br />

many 1-in-10, 1-in-50 and 1-in-100 year<br />

events in the last decade? NIWA predicts<br />

that, unless real reduction happens in<br />

greenhouse gas emissions, Canterbury’s<br />

winters could be 40% wetter by 2090.<br />

I don’t think anyone’s excited by the<br />

prospect of 40% more of this!<br />

Zero Data: free phone access<br />

to key support services<br />

Two bugbears of rural life are cell<br />

signal reliability and the physical<br />

distance to health and social services.<br />

The website zero.govt.nz – launched<br />

by the Health Minister in May – is a<br />

practical fix towards both problems.<br />

It’s called Zero Data, and the<br />

premise is simple. It’s a portal for<br />

other key information and service<br />

websites. Accessing them on your<br />

phone or tablet through this portal<br />

will not use any of your mobile<br />

data. Instead, the government pays.<br />

While helpful for all financially<br />

struggling kiwis, the concept<br />

is especially beneficial rurally.<br />

We have less access to decent<br />

broadband and wi-fi domestically,<br />

and are not surrounded by free<br />

wi-fi options as in town. So when<br />

we use our phones, we’re chewing<br />

through expensive mobile data.<br />

Also, rural cellphone service itself<br />

is increasingly overloaded. Of the<br />

1,200 farmers surveyed in the 2<strong>02</strong>2 Federated Farmers<br />

Rural Connectivity Survey, 32% said their mobile<br />

service declined in the previous year and 69% reported<br />

problems even with two signal bars.<br />

So anything that frees up precious mobile data<br />

instead of wasting it is good news.<br />

Whetῡrangitia (death of a baby or child).<br />

How do I use Zero Data?<br />

1. Be in cell range, and turn mobile data on.<br />

2. Open your web browser and search for<br />

zero.govt.nz<br />

3. You’ll see topics per government entity, eg<br />

ACC, Health, Education. Tap on the topic<br />

you want.<br />

4. You’ll then see the websites available on<br />

that topic. Tap on the service you want.<br />

5. That service’s normal website will open,<br />

with the Zero Data pale green ribbon across<br />

the top.<br />

You’re now using that website for free – your<br />

data will not decrease or be charged. And no directly<br />

identifiable information is recorded or stored.<br />

Zero Data arose from the government’s Digital<br />

Inclusion Action Plan, aiming to decrease the digital<br />

divide and make essential information and services<br />

equally available to all.<br />

Buying in a subdivision<br />

Section availability is mostly in new<br />

housing estates and the district generally<br />

has a number to choose from, especially in<br />

Rolleston and Lincoln.<br />

Factors influencing section choice will be:<br />

the distance from your workplace, ease of<br />

travelling, services available, size and price<br />

of available sections, and where you would<br />

like to live.<br />

Ground conditions may also be a<br />

consideration. In <strong>Selwyn</strong>, the land<br />

is generally good for building with<br />

only a standard 364 foundation often<br />

required. Many people are choosing a<br />

RibRaft foundation as it offers seismic<br />

strengthening and may work out more<br />

economical.<br />

A factor which should be high on your<br />

list should be the covenants a developer has<br />

in place and whether these will present any<br />

issues for you.<br />

Any new housing subdivision is likely<br />

to have covenants stipulating what can<br />

and cannot be constructed, in terms of<br />

minimum and maximum house size on<br />

a given section, and aesthetic features<br />

like the roof pitch, acceptable claddings,<br />

landscaping and what is permitted on view<br />

The covenants will be supplied with the<br />

asking your lawyer for advice and checking<br />

with your builder to ensure these can be<br />

met before signing on the dotted line.<br />

Before finalising your house plan<br />

with your builder and building consent<br />

application is lodged with Council, send<br />

this and a landscape plan to the developer<br />

for approval. This will avoid costly changes<br />

or problems down the line. There may<br />

be a charge associated with Developer’s<br />

Approval or a refundable bond may be<br />

incurred. This process is put in place to<br />

protect the overall look and integrity of<br />

the housing estate and ensure any damage<br />

incurred during construction is put right.<br />

Certain covenants may seem annoying<br />

however, they protect the environment you<br />

are buying into and can be accommodated<br />

with good design.<br />

The standard of builds in respective<br />

subdivisions may vary from smaller<br />

economic housing to larger sections and<br />

homes. There may also be variations in<br />

the features in each subdivision such as<br />

the street width, number of children’s play<br />

areas, walkways and beautification.<br />

Where you are purchasing off a plan for<br />

a section in a new stage of a subdivision,<br />

ask questions so you appreciate what the<br />

area will ultimately look like. Doing your<br />

homework will help give you surety that<br />

what is proposed will happen. This includes<br />

when title is due, something which can be<br />

slowed by Council consent requirements or<br />

the weather delaying earthworks.<br />

Closeness to schools, shops and public<br />

transport may also be considerations,<br />

especially if you want your children to have<br />

independence by walk to school, a park<br />

or sporting activities. Consider how each<br />

subdivision might suit your lifestyle.<br />

Weatherproofing tips<br />

for your house design<br />

Insulation and double glazed windows are compulsory in new homes making<br />

them infinitely superior to their older counterparts for warmth yet more can be<br />

done to weatherproof a new home.<br />

Underfloor insulation<br />

Foam insulated expanded polystyrene panels<br />

under the concrete slab act as an insulating<br />

barrier, stopping cold coming through from<br />

under the house.<br />

Garages<br />

Insulating the garage and its door will cut<br />

down on a steady stream of cold air sneaking<br />

into the house. An insulated garage door<br />

can lift the temperature substantially even<br />

when the garage itself is not heated, making<br />

it a more pleasant place to spend time. Any<br />

home appliances kept in the garage will use<br />

less electricity as they will not have to work<br />

as hard and your car battery may last longer.<br />

Roof design<br />

Roof designs vary. The simplest way to<br />

achieve a weather tight house is to have a<br />

simple roof design with an overhanging<br />

surfeit. Architectural flat roofs will work<br />

though more care is needed to achieve<br />

weather tightness especially where there are<br />

hidden or back roof gutters. Having a roof<br />

double glazing with thermally broken<br />

joinery and low-emissivity argon gas filled<br />

windows and doors, increasing insulation<br />

Energy efficient heating<br />

Explore heating options, selecting what will<br />

needs. Heat pumps are an efficient form of<br />

get a good price. While market performance<br />

will largely influence this, presenting your<br />

moment they walk through the front<br />

door.<br />

Weed the garden, cut back unruly<br />

shrubs and prune trees where needed.<br />

Kill off weeds in the lawn, sprinkle<br />

grass seed over bald patches and<br />

fertilise the lawn.<br />

Indoors, tidy up. Get rid of excess<br />

or bulky furniture, toys, books, hobby<br />

items or fitness equipment and if too<br />

many photos on the wall pack these<br />

away so the home looks roomy.<br />

If there is a gap or a room needs<br />

enhancing, look at what you have. A<br />

piece of furniture might be painted up<br />

or an old leather bound book popped<br />

on the coffee table. Shelves will also<br />

add depth to a narrow space while<br />

mirrors may give the illusion of a<br />
