All ages. Explore imaginary, colorful<br />

alebrijes on display throughout the Library.<br />

"Alebrijes" stem from Mexican folklore,<br />

and embody characteristics from many<br />

animals to create fantastical creatures.<br />

The 20 (8 large and 12 small) sculptures<br />

include Goliath, a 16-foot deer, giraffe and<br />

eagle, and Lacuarium, a seahorse-meets-dragon.<br />

Battle of the Books is starting its 50th season!<br />

Students in public, private, and home schools read<br />

books from a set list and compete throughout<br />

the school year. A year-end event celebrates<br />

accomplishments and provides students with an<br />

opportunity to meet an author or illustrator. It is<br />

estimated that 18,500 kids have participated in the<br />

previous 49 years. This program is a collaborative<br />

2023 Newsletter<br />

New to the City of Elgin in 2023 is Hispanic Heritage Month: Canta<br />

con Orgullo (Sing with Pride) on Saturday, <strong>Sept</strong>ember 16, 2023 at<br />

Festival Park in downtown Elgin. This event brings together community<br />

partners including the Gail Borden Public Library and the Friends of<br />

Masons, both known for their fantastic Hispanic Heritage Month<br />

celebrations.<br />

Activities will include a Mexican Independence Day car parade leading<br />

to Festival Park where event-goers can participate in the traditional<br />

“Grito de Independencia,” an interactive Frida Kahlo sculpture, live<br />

music by Somos Colombia, Trabucco, DJ Ayoo and Amor Prohibido:<br />

Selena Tribute Band, ballet folklorico performances, themed food and<br />

drinks and much more! The event culminates in a spectacular fireworks<br />

display at 9:00 p.m.<br />

Chicago Street continues in 2023! This<br />

us.” The Zombie Defense Initiative has<br />

Elgin Short Film Festival<br />

The Elgin Short Film Festival (ESFF) will<br />

celebrate its 15th year on Saturday,<br />

<strong>Sept</strong>ember 23, 2023, with a hybrid<br />

event – in person viewing and a virtual<br />

screening option.<br />

Since 2009 the ESFF has become a<br />

world-wide competition, with entries<br />

from around the globe and prizes going<br />

to filmmakers from the US, Canada, Spain and South Korea.<br />

Welcoming an in-house audience as well as those screening the<br />

festival from afar, the 2023 ESFF is sure to be another impressive<br />

event showcasing the best in short cinema.<br />

There are two categories of films: Live action<br />

and animation. Prizes up to $1,000 plus a trophy!<br />

Fall Leaf Collection Programs Begin in <strong>October</strong><br />

Free Yard Waste Bag Collection<br />

Beginning <strong>October</strong> 2, WM (formally known as Waste Management) will not<br />

require stickers for yard waste bags as part of the fall leaf collection program.<br />

Bagged leaves are collected weekly on residents’ regular garbage pickup day.<br />

State law prohibits the disposal of leaves and other yard waste in landfills;<br />

therefore, these materials cannot be placed in plastic garbage bags or mixed<br />

with normal garbage. Leaf burning is prohibited in Elgin.<br />

Yard waste includes materials such as leaves, brush, branches, grass clippings,<br />

plants, weeds, and other similar waste. Yard waste must be placed in<br />

biodegradable paper bags (maximum 33 gallons and 45 pounds) for collection.<br />

Yard waste placed in plastic bags will not be collected.<br />

On-Street Leaf Collection<br />

Beginning Monday, <strong>October</strong> 30, weather permitting, the City of Elgin will collect<br />

leaves raked out into the street in designated areas. Leaves should be raked<br />

along the curb by 6:00 a.m. on the special collection day for the designated<br />

area, shown on the map to the right. Leaves placed in the street after the crews<br />

have passed will not be collected until the next scheduled date. Note: The<br />

on-street collection day may differ from your bagged leaf collection day.<br />

▪ <strong>October</strong> 2- No stickers required for yard waste bags<br />

begins, citywide.<br />

▪ <strong>October</strong> 30- On-street leaf collection begins in<br />

designated areas.<br />

▪ December 8- Last day of collection, weather<br />

permitting.<br />

▪ All yard waste bag pickups occur on residents' regular<br />

garbage collection day. See map below for on-street<br />

leaf collections days based on designated area.<br />

▪ Avoid parking on streets on scheduled leaf collection<br />

days. Piles blocked by cars will not be collected.<br />

Residents living in the on-street collection areas may also place leaves in<br />

yard waste bags for free collection by WM on regular garbage collection days<br />

<strong>October</strong> 2-December 8.<br />

Trick-or-Treating Hours<br />

This year Halloween takes place on<br />

Tuesday, <strong>October</strong> 31. Elgin’s official<br />

trick-or-treating hours are from 3:00<br />

p.m. to 7:00 p.m. Remember to stay<br />

visible, use sidewalks and if you are a<br />

participating home, please keep your<br />

exterior lights on. Have a safe and<br />

enjoyable Halloween!<br />

Don’t Care to Rake? Recycle Your Leaves<br />

As part of Elgin’s sustainability efforts, residents<br />

are encouraged to compost or mulch leaves<br />

into their lawn with a lawnmower.<br />

Mulching controls weeds, uses less fertilizer,<br />

enables better water infiltration, reduces thatch<br />

and improves soil quality.<br />

Uno de los eventos nuevos en la Ciudad de Elgin este año es ¡Mes de la<br />

Herencia Hispana: Canta con Orgullo! Acompáñenos el sábado, 16 de<br />

septiembre de 2023 en Festival Park en el centro de Elgin para celebrar.<br />

Este evento reúne a organizaciones comunitarias, incluyendo la Biblioteca<br />

Pública Gail Borden y Friends of Masons, ambos conocidos por sus<br />

fantásticas celebraciones del Mes de la Herencia Hispana.<br />

Las actividades incluirán un desfile de autos del Día de la Independencia<br />

de México que terminara en Festival Park, donde podrán participar en el<br />

tradicional Grito de Independencia y música en vivo de Somos Colombia,<br />

Trabucco, DJ Ayoo y Amor Prohibido: Selena Tribute Band. También habrá<br />

una escultura interactiva de Frida Kahlo, actuaciones de ballet folklórico,<br />

comida y bebidas temáticas ¡y mucho más! El evento culminará con un<br />

espectáculo de fuegos artificiales a las 9:00 p.m.<br />

Nightmare on Chicago Street<br />

¡El evento anual de Nightmare on Chicago<br />

Street de la Ciudad de Elgin continúa en 2023!<br />

El tema de este año es "Todo es real. Ellos están<br />

entre nosotros." La Iniciativa de Defensa contra<br />

los Zombis ha preparado una experiencia que<br />

una competencia mundial, con<br />

Corea del Sur. Dando la bienvenida a una audiencia local y a aquellos<br />

que ven el festival desde lejos, el ESFF 2023 seguramente será otro<br />

evento impresionante que mostrará lo mejor del cortometraje.<br />

Hay dos categorías de películas: acción en<br />

Los programas de recolección de hojas de otoño comienzan en octubre<br />

Recolección gratuita de bolsas de residuos de jardín<br />

A partir del 2 de octubre, WM (formalmente conocido como Waste Management) no<br />

requerirá calcomanías para las bolsas de residuos de jardín como parte del programa de<br />

recolección de hojas de otoño. Las hojas embolsadas se recogen semanalmente en el<br />

día habitual de recolección de basura.<br />

La ley estatal prohíbe la eliminación de hojas y otros residuos de jardín en los<br />

vertederos; por lo tanto, estos materiales no se pueden colocar en bolsas de basura de<br />

plástico o mezclarse con la basura normal. Está prohibido quemar hojas en Elgin.<br />

Los residuos de jardín incluyen materiales como hojas, ramas, recortes de césped,<br />

plantas, malas hierbas y otros residuos similares. Los residuos de jardín deben colocarse<br />

en bolsas de papel biodegradables (máximo 33 galones y 45 libras) para su recolección.<br />

Los residuos de jardín colocados en bolsas de plástico no serán recogidos.<br />

Recolección de hojas de otoño en la calle<br />

A partir del lunes 30 de octubre, si las condiciones climáticas lo permiten, la Ciudad de<br />

Elgin recolectará las hojas que se hayan rastrillado y colocado en la calle en áreas<br />

designadas. Las hojas deben ser rastrilladas a lo largo del bordillo de la calle antes de<br />

las 6:00 a.m. en el día especial de recolección para el área designada, que se muestra<br />

en el mapa a la derecha. Las hojas colocadas en la calle después de que los equipos de<br />

limpieza hayan pasado no se recolectarán hasta la próxima fecha programada. Nota: El<br />

día de recolección de hojas en la calle puede ser diferente al día de recolección de<br />

bolsas de residuos.<br />

Por favor, no mezcle basura, ramas u otros desechos de jardín con las pilas de hojas.<br />

Evite estacionarse en la calle en los días programados de recolección de hojas; las pilas<br />

de hojas bloqueadas por autos no se recolectarán.<br />

Los residentes que vivan en áreas de recolección en la calle también pueden colocar<br />

hojas en bolsas de desechos de jardín para su recolección gratuita por parte de WM en<br />

los días regulares de recolección de basura del 2 de octubre al 8 de diciembre.<br />

Fechas clave e información<br />

▪ 2 de octubre: Comienza la recolección de bolsas de<br />

desechos de jardín sin necesidad de calcomanías en toda<br />

la ciudad.<br />

▪ 30 de octubre: Comienza la recolección de hojas de<br />

otoño en la calle en áreas designadas.<br />

▪ 8 de diciembre: Último día de recolección, si el clima lo<br />

permite.<br />

▪ Todas las recolecciones de bolsas de desechos de jardín<br />

se realizan en el día regular de recolección de basura y<br />

reciclaje de los residentes. Vea el mapa para conocer los<br />

días de recolección de hojas de otoño en la calle según el<br />

área designada.<br />

▪ Evite estacionarse en las calles en los días programados<br />

de recolección de hojas de otoño. Las pilas de hojas<br />

Horario de "Trick-or-Treat"<br />

Este año, Halloween se lleva a cabo el<br />

martes 31 de octubre. El horario oficial<br />

de "trick-or-treat" de Elgin es de 3:00<br />

p.m. a las 7:00 p.m. Recuerde<br />

mantenerse visible, caminar sobre las<br />

aceras y, si es un hogar participante,<br />

mantenga las luces exteriores<br />

encendidas. ¡Que tengan un Halloween<br />

seguro y agradable!<br />

¿No quiere rastrillar? Recicle sus hojas.<br />

Como parte de los esfuerzos de sostenibilidad de<br />

Elgin, se anima a los residentes a compostar o triturar<br />

las hojas en su césped con una cortadora de césped.<br />

El triturado controla las malas hierbas, utiliza menos<br />

fertilizantes, permite una mejor infiltración del agua,<br />

reduce el enmarañado y mejora la calidad del suelo.<br />
