The Gail Borden Public Library District Board of Trustees and Staff 

are honored to serve this community as we recognize 150 years 

of service. 

We are asking all of you to help us celebrate this monumental 

milestone in 2024. 

This community holds the distinct honor of being the first in the 

state to establish a public library by vote on April 2, 1872, after the 

State of Illinois passed the “Free Library Act” in March 1872. Much 

of the impetus for this act followed the Great Chicago Fire of 1871 

and the gift of books from England with bookplates that were 

inscribed with “Her Majesty the Queen Victoria.” 

While this community was first to vote on establishing a public 

library in Illinois, the doors of our first library opened in 1874 on 

the third floor of the Home Bank block that once stood where the 

Tower Building now stands. 

Please plan to celebrate throughout 2024 with us at many 

150 th -themed programs, presentations, exhibits, and more. 

From all the Board of Trustees, staff, volunteers, Foundation 

Directors and many more from this library district both past and 

present, we thank you for your many years of support. It means 

the world to us.

boxcars, to Maggie Oates, first Black valedictorian at Elgin High School 

in 1879, to The Settlement—the three-block span of Fremont, Hickory

Did you know that . . . 

The Great Chicago Fire of 1871 led to the 

City of Elgin establishing a public library? 

After the Great Chicago Fire of 1871, 

officials in the country of England mistakenly thought 

that the library in Chicago burned down and sent the City 

of Chicago 8,000 books. But Chicago did not have a public 

library before the fire! 

The donation set in motion the passing of an Illinois 

state law that authorized tax-supported 

libraries. Elgin residents voted to approve 

the establishment of a public library in 

1872. The Free Public Library of the City 

of Elgin opened on March 19, 1874.
