“You just do those community<br />
things, and that’s how we were<br />
bought up. I enjoyed helping<br />
people out, that’s what it is all<br />
about.<br />
“I enjoyed Rotary for that reason,<br />
it was one way to give back<br />
to the community. We always had<br />
projects that involved teamwork,<br />
which makes it much more enjoyable.<br />
“I’m starting to slow down now<br />
but I’ll keep it doing while I can,”<br />
he said.<br />
Wal was awarded a baggy cap –<br />
life membership – of the Lincoln<br />
Cricket Club last year (above). He<br />
is also patron of Lincoln rugby,<br />
and is a keen social bowler.<br />

The unanimous decision was<br />
made by district councillors<br />
behind closed doors last week. It<br />
was followed by the issuing of a<br />
public notice on Saturday, catching<br />
many by surprise.<br />
Said Carrick:<br />
“I’m mystified<br />
to be honest<br />
why the<br />
Commissioner’s<br />
decision on<br />
the proposed<br />
district plan,<br />
which affects the<br />
whole of <strong>Selwyn</strong>,<br />
was not publicly<br />
announced before the council<br />
voted on it.”<br />
She said Lincoln Voice will<br />
now be complaining about the<br />
process to Ombudsman.<br />
Carrick also said they are also<br />
considering their options of appeal,<br />
which could involve going<br />
to the High Court.<br />
“We’re just kind of regrouping<br />
at the moment,” Carrick said.<br />

closed to the public to ensure<br />
all the documents relating to<br />
the change could be released at<br />
once.<br />
“It was made so all the information<br />
would come out at a set<br />
time so nobody could get the<br />
jump on the information and<br />
leap in and buy a piece of land.<br />
By releasing the decisions all<br />
at once it makes a level playing<br />
field for everyone,” he said.<br />
The district council had<br />
already voted to approve the<br />
Carter Group development<br />
on June 8, 2022. But Lincoln<br />
Voice appealed the decision<br />
on <strong>August</strong> 8, 2022 due to parts<br />
of the development being on<br />
highly productive land. Their<br />

Lyall said the plan had been<br />
six to seven years in the making<br />
with the hearings over the past<br />
18 months. He said the recent<br />
national policy statements have<br />
complicated the process.<br />
“Eighty or 90 per cent of the<br />
way through the hearing of all<br />
the decisions the Government<br />
brought out the National Policy<br />
Statement on Urban Density,<br />
the National Policy Statement<br />
on Highly Productive Land and<br />
the MDRS, the medium density<br />
residential rules, which they<br />
basically imposed upon us.<br />
“What the council had to do<br />
in a planning framework was to<br />
have a variation to its plan that<br />
wasn’t even out yet.”<br />
Developments in any area<br />
zoned for medium density have<br />
to achieve a minimum net density<br />
of 15 households per hectare,<br />
averaged over the area unless<br />
there are demonstrated constraints<br />
in which case a minimum<br />
net density of no less than<br />
12 households per hectare has to<br />
be achieved.<br />
Alongside the Lincoln South<br />
subdivision, several other areas<br />
have been rezoned in Rolleston<br />
– 15 of 17 developments<br />
are now zoned for medium<br />
density. All six development<br />
areas in Prebbleton are zoned<br />
for medium density. Lincoln has<br />
seven development areas zoned<br />
for medium density, including<br />
Lincoln South, and one mix of<br />
medium density and large lot<br />
residential.<br />
Appeals on the District<br />
Plan can be made through the<br />
Environment Court until 5pm,<br />
September 29. During this time,<br />
anyone who made a submission<br />
or further submission on the<br />
Proposed District Plan can lodge<br />
an appeal with the Environment<br />
Court. A copy of any appeal<br />
must be given to the district<br />
council.<br />
