‘I enjoy
helping
“You just do those community
things, and that’s how we were
bought up. I enjoyed helping
people out, that’s what it is all
about.
“I enjoyed Rotary for that reason,
it was one way to give back
to the community. We always had
projects that involved teamwork,
which makes it much more enjoyable.
“I’m starting to slow down now
but I’ll keep it doing while I can,”
he said.
Wal was awarded a baggy cap –
life membership – of the Lincoln
Cricket Club last year (above). He
is also patron of Lincoln rugby,
and is a keen social bowler.
“None of us can still fathom
how it can be rezoned while it
was under appeal.”
The unanimous decision was
made by district councillors
behind closed doors last week. It
was followed by the issuing of a
public notice on Saturday, catching
many by surprise.
Said Carrick:
“I’m mystified
to be honest
why the
Commissioner’s
decision on
the proposed
district plan,
which affects the
whole of Selwyn,
was not publicly
announced before the council
voted on it.”
She said Lincoln Voice will
now be complaining about the
process to Ombudsman.
Carrick also said they are also
considering their options of appeal,
which could involve going
to the High Court.
“We’re just kind of regrouping
at the moment,” Carrick said.
Deputy mayor Malcolm Lyall
was acting mayor at the meeting.
Sam Broughton was ill.
Approval of District Plan paves
way for controversial subdivision
Lyall said the meeting was
closed to the public to ensure
all the documents relating to
the change could be released at
once.
“It was made so all the information
would come out at a set
time so nobody could get the
jump on the information and
leap in and buy a piece of land.
By releasing the decisions all
at once it makes a level playing
field for everyone,” he said.
The district council had
already voted to approve the
Carter Group development
on June 8, 2022. But Lincoln
Voice appealed the decision
on August 8, 2022 due to parts
of the development being on
highly productive land. Their
South
development
is likely to go
ahead now,
which will see
1710 homes
built in Lincoln.
appeal was backed up by the
Environmental Defence Society.
Lyall said the plan had been
six to seven years in the making
with the hearings over the past
18 months. He said the recent
national policy statements have
complicated the process.
“Eighty or 90 per cent of the
way through the hearing of all
the decisions the Government
brought out the National Policy
Statement on Urban Density,
the National Policy Statement
on Highly Productive Land and
the MDRS, the medium density
residential rules, which they
basically imposed upon us.
“What the council had to do
in a planning framework was to
have a variation to its plan that
wasn’t even out yet.”
Developments in any area
zoned for medium density have
to achieve a minimum net density
of 15 households per hectare,
averaged over the area unless
there are demonstrated constraints
in which case a minimum
net density of no less than
12 households per hectare has to
be achieved.
Alongside the Lincoln South
subdivision, several other areas
have been rezoned in Rolleston
– 15 of 17 developments
are now zoned for medium
density. All six development
areas in Prebbleton are zoned
for medium density. Lincoln has
seven development areas zoned
for medium density, including
Lincoln South, and one mix of
medium density and large lot
residential.
Appeals on the District
Plan can be made through the
Environment Court until 5pm,
September 29. During this time,
anyone who made a submission
or further submission on the
Proposed District Plan can lodge
an appeal with the Environment
Court. A copy of any appeal
must be given to the district
council.
