RMA replacement slammed By ROBYN BRISTOW FederatedFarmers has slammed the Government’scynical decisiontorush its fatally flawed1000page RMA replacementBills through the House in the final sittingdaysofthisGovernment. FederatedFarmers RMA reform spokespersonMark Hoopersaysitisa nightmare forfarmersand rural communities and will add nothing but costand complexitytotheir lives. ‘‘FederatedFarmershas repeatedly raised serious concerns aboutthis legislation on behalfofour membership, andthose concerns remaincompletely unresolved. ‘‘Localcommunitiesare to be stripped of theirdemocraticdecisionmaking ability,whichwill be passed offtonew regionalplanningcommittees. ‘‘Thelegislation stillincludes along list of vague and uncertain terms that will simplyleadtoendlessand expensive litigation.’’ Theonlything worsethanthe content of theBillsisthe process they’ve followedtoget here. ‘‘This isn’t the waygood lawsare made,’’ Mr Hooper says. ‘‘Thousandsofpages of amendments havebeen rushed throughParliament at breakneckspeedtotry andpassthe reformsbeforethe upcomingelection. ‘‘It’s hardtobelieve all MP’shavehad the time or capacity to properly readthe law and understand theimplicationsof the changesthat arebeing made, particularly as they prepare foran election campaign. ‘‘Given the contentiousnature of this reform the Government shouldhave taken it to theelectiontoseek a mandate from New Zealanders,’’ he says.
