There are 25 appeals and on pages 1, 4 and 5 we focus on three – rezoning of land at Lincoln for a business park, land in Prebbleton which a company wants to subdivide, and the New Zealand Defence Force having another shot at ensuring the future of its West Melton rifle range. That has been a contentious one for years. The NZDF has been trying to get a covenant placed on properties near the range news to stop noise complaints, of which there has been one since 2009. Rolleston Ward councillors Nicole Reid and Sophie McInnes called for streets in urban areas to be dropped to see more 50km/h areas changed to 40km/h during a discussion on the draft Speed Management Plan. The plan, which is part of new Waka Kotahi NZTA rules, is now out for public consultation. It would see the town centres in Lincoln, Leeston and Southbridge dropped to 30km/h, and some rural roads dropped to 80km/h or 60km/h. During a council discussion on the plan, Reid said lower speed limits are needed if children are going to be able to safely walk and bike to school. Council road safety manager Mike Patterson said driver compliance was a consideration made in not making widespread urban changes. Patterson said the council is not in a position to put in infrastructure and enforcement from police, such as speed cameras, to help with driver compliance. Rolleston Ward councillor Phil Dean, who was in the police for 25 years – including a stint as Canterbury road policing manager, was supportive of the plan, but did not speak about urban limit changes. “As the person who has been out there scraping up the people, there is nothing that we can do for people on our roads (that is) better than reducing the speed,” Dean said. “I remind myself that the four pillars of safety on our roads is the cars, speed, road and drivers, two of those – road and Phil Dean speed – fall under council or Waka Kotahi’s space.” Patterson said areas where the council have suggested lowering the speed below the safe and appropriate speed is because they are either urban areas that have not been added to the Waka Kothai database, or because of an intersection. The consultation will run until November 10 and, once complete, the plan will go to Waka Kotahi for approval with the hope that some of the school speed limits can be changed over the summer break before schools start back next year. The council has now clarified the 50km/h will only apply for 200m north of Edward St. It was also reported Gerald St in Lincoln would drop from 50 km/h to 30km/h.
