THE RESERVE Bank has left the<br />

official cash rate unchanged at 5.5<br />

per cent.<br />

<strong>The</strong> RBNZ warned inflation<br />

remained too high and monetary<br />

policy would remain restrictive.<br />

<strong>The</strong> central bank’s forecast<br />

interest rate track suggested no<br />

rate cuts were on the horizon until<br />

mid-2025.<br />

That puts the central bank at<br />

odds with market expectations,<br />

which had started to price in cuts<br />

from May 2024.<br />

<strong>The</strong> Kiwi dollar rose on the<br />

news that rates could be higher for<br />

longer.<br />

<strong>The</strong> monetary policy committee<br />

said it was confident the current<br />

level of the OCR was restricting<br />

demand.<br />

“However, ongoing excess demand<br />

and inflationary pressures<br />

are of concern, given the elevated<br />

level of core inflation.”<br />

If inflationary pressures were<br />

to be stronger than anticipated,<br />

the OCR would likely need to<br />

increase further, it said.<br />

<strong>The</strong> committee agreed interest<br />

rates would “need to remain at<br />

a restrictive level for a sustained<br />

period of time, so that consumer<br />

price inflation returns to target<br />

and to support maximum sustainable<br />

employment”.<br />

Inflation came in at 5.6 per cent<br />

for the 12 months to September<br />

and was up 1.8 per cent for the<br />

quarter, according to Stats NZ.<br />

– but his name cannot be<br />

published due to a suppression<br />

order.<br />

<strong>The</strong> man – who listed<br />

his occupation on court<br />

documents as “athlete” – is<br />

facing two charges in the<br />

district court.<br />

AN ORNATE period home<br />

once featured on Grand<br />

Designs New Zealand is on the<br />

market for up to $4.3 million,<br />

having been relocated from<br />

Christchurch to an isolated spot<br />

near Queenstown.<br />

<strong>The</strong> Turret House, a villa that’s<br />

more than 100 years old, featured<br />

on the television show in<br />

2017 when former owners Jamie<br />

and Melissa McMurtie spent<br />

over a year taking it apart and<br />

reassembling it in its new spot.<br />

<strong>The</strong>y sold the house in 2018<br />

for $2.14 million. Now there is<br />

a deadline sale of the property,<br />

closing on December 20.<br />

describing the home as having<br />

“a huge amount of the original<br />

<strong>The</strong> five-bedroom 400 sq m<br />

home sits on one hectare in<br />

<strong>The</strong> home has a large openplan<br />

kitchen and dining room<br />

with a Rayburn cooker that<br />

car “dishonestly and without<br />

claim” but not in circumstances<br />

amounting to theft. He<br />

is also accused of intentionally<br />

damaging the car owner’s garage<br />

door.<br />

For the first charge, the man<br />

is facing a maximum penalty<br />

of seven years in prison.<br />

<strong>The</strong> second charge carries<br />

a maximum penalty of three<br />

months in prison or a $2000<br />

adjoins “a large scullery with a<br />

near-new double width Smeg<br />

oven, prep sink and bench, perfect<br />

for catering dinner parties<br />

or events”.<br />

“<strong>The</strong> formal living is straight<br />

from a fairy tale with an ornate<br />

fireplace, wooden panelling and<br />

cabinetry.<br />

“Modern additions include<br />

the internal access garage,<br />

private home cinema, partial<br />

double glazing, radiator heaters<br />

fine.<br />

While the man’s charges<br />

were listed in court last week,<br />

he is yet to appear in person.<br />

His next court appearance is<br />

scheduled for December.<br />

for comment through a<br />

spokeswoman.<br />

An inmate died at Christchurch<br />

Men’s Prison on Monday<br />

following attempts made by staff<br />

to revive him. Prison director Jo<br />

Harrex said the death is not being<br />

treated as suspicious, but cause of<br />

death will be investigated by the<br />

coroner and an investigation will<br />

be carried out by the independent<br />

Corrections Inspectorate. Harrex<br />

said Corrections’ thoughts were<br />

with the man’s family and friends,<br />

Former cathedral<br />

musical director dies<br />

Retired director of music for<br />

Christ Church Transitional<br />

Cathedral Brian Law passed<br />

away peacefully in his home on<br />

Monday. Law conducted many big<br />

international orchestras during<br />

his career and worked in both<br />

opera and ballet. <strong>The</strong> conductor<br />

moved to Christchurch in 1990<br />

and frequently worked with the<br />

Christchurch Symphony and was<br />

a founding director of Cantores.<br />

Law was director of music with<br />

the cathedral choir from 2003 to<br />

2014 when he retired. <strong>The</strong>re will<br />

be no funeral, at his request, but<br />

a memorial service will be held<br />

early next year.<br />

P-3K2 Orion named<br />

<strong>The</strong> Lockheed P-3K2 Orion is the<br />

winner of the Air Force Museum’s<br />

aircraft of the year. Kiwis<br />

voted for their favourite of the<br />

9. <strong>The</strong> P-3K2 Orion recently<br />

retired from the RNZAF after<br />

more than 50 years’ service. <strong>The</strong><br />

harness racing<br />

investigation<br />

A MAJOR undercover police<br />

investigation into alleged race<br />

fixing and drug offences in the<br />

harness racing industry appears<br />

to have ended with the final<br />

charges being dropped.<br />

Operation Inca was a<br />

17-month investigation involving<br />

phone taps, bugged cars and<br />

hotel rooms, and police officers<br />

following harness racing drivers<br />

to race meetings, the bulk of<br />

the inquiry focused on the<br />

Canterbury harness racing scene.<br />

It became public when 11<br />

racing industry participants were<br />

arrested in September 2018, most<br />

charged with involvement in<br />

fixing the outcome of races.<br />

It can now be revealed Judge<br />

Michael Crosbie ruled in the<br />

district court on <strong>November</strong> 10<br />

the last two charges should be<br />

stayed, effectively dropped. No<br />

race fixing or corruption has<br />

been proven, the New Zealand<br />

Herald has reported.<br />

Other similar or related<br />

charges were also dropped last<br />

year after lengthy delays.<br />

Most of the 11 people charged<br />

have interim name suppression<br />

and are applying for that to<br />

become permanent.<br />

Some of harness racing’s most<br />

successful horse people were<br />

among those arrested, while<br />

many others were questioned<br />

by police – but none have been<br />

found guilty of race fixing or any<br />

form of corruption involving<br />

racing.<br />

<strong>The</strong>re were admissions of recreational<br />

drug use after evidence<br />

of that was also scooped up in<br />

the Operation Inca net but that<br />

resulted in guilty pleas and, being<br />

of a minor nature, diversion<br />

was granted.<br />

Harness Racing New Zealand<br />

bosses are awaiting Judge Crosbie’s<br />

written findings, scheduled<br />

for February.<br />

“HRNZ is still waiting for official<br />

confirmation that Operation<br />

Inca has come to an end and that<br />

charges have been dropped. We<br />

are currently seeking that information<br />

and confirmation,” says<br />

HRNZ chief operating officer<br />

Mauro Barsi.<br />

“This has been a challenging<br />

time for the industry and once<br />

we know more, we may well look<br />

to see how these events unfolded<br />

and what next steps are needed<br />

to support our participants and<br />

our integrity.”<br />

Police yesterday declined to<br />

comment until February citing<br />

suppression orders in place.<br />

James Rapley KC, who acted<br />

for three of those charged said<br />

while the cases are now over, the<br />

damage to his clients and the<br />

others charged remains.<br />

“<strong>The</strong>re were accusations of<br />

corruption and race fixing and<br />

the arrests were very public, but<br />

after five years it has come to<br />

nothing,” Rapley<br />

said.<br />

real human<br />

consequences.”<br />

One of the accused has spent<br />

more than $400,000 on legal<br />

bills. Rapley said his clients will<br />

be seeking costs but a “woefully<br />

outdated act dating back to<br />

1967” makes it near impossible<br />

for defendants cleared of any<br />

wrongdoing to get adequate<br />

compensation.<br />

<strong>The</strong> <strong>Star</strong> understands a large<br />

part of at least one defendant’s<br />

legal bill was fighting to stop the<br />

Racing Integrity Board gaining<br />

access to the police evidence,<br />

which may have led to prosecutions<br />

under the rules of racing,<br />

for which the penalties including<br />

lengthy bans can be severe.<br />

Judge Raoul Neave made a<br />

final order several months ago<br />

denying the RIB access to the<br />

police file.<br />

<strong>The</strong> New Zealand Herald<br />

reported questions will be asked<br />

as to how the investigation got<br />

so big when, in one example of<br />

alleged match fixing, the race<br />

in question involved a bet of a<br />

mere $200 by one of the winning<br />

horse’s owners for a $280 profit.<br />

Horse race or match fixing<br />

is an unusual charge in New<br />

Zealand because the prosecution<br />

must prove that an act was done<br />

with intent to influence a betting<br />

outcome by manipulating the<br />

race result, and in doing so, the<br />

accused obtained an advantage<br />

or caused loss to another.<br />

GOVERNMENT water<br />

regulator Taumata Arowai has<br />

declined Christchurch’s bid<br />

to gain two exemptions from<br />

chlorinating the city’s drinking<br />

water supplies.<br />

<strong>The</strong> applications were for a<br />

Brooklands-Kainga residual<br />

disinfection exemption and a<br />

continuous monitoring and chlorine<br />

contact time exemption for<br />

the city’s treatment plants and<br />

pump stations.<br />

Cit council head of three<br />

waters Brent Smith said Taumata<br />

Arowai’s decision was disappointing<br />

but expected.<br />

“With this final decision,<br />

we’re in a better position to<br />

understand what would need<br />

to occur to be successful in any<br />

future applications,” Smith said.<br />

Several factors led to the<br />

decisions, including a lack of<br />

a bacterial treatment barrier<br />

and an inadequate backflow<br />

prevention programme.<br />

Taumata Arowai also declined<br />

the council’s application for<br />

an exemption from two rules<br />

relating to the chlorination of the<br />

city’s supply.<br />

One of the rules meant<br />

continuous equipment was<br />

needed to monitor chlorine<br />

levels at the pump stations, while<br />

the other aimed to ensure there<br />

was enough chlorine ‘contact<br />

time’ in the water to kill microorganisms<br />

before it reached<br />

consumers.<br />

<strong>The</strong> city council received draft<br />

versions of the decisions in May,<br />

indicating the applications would<br />

be declined.<br />

<strong>The</strong> council then gave its<br />

feedback and Taumata Arowai’s<br />

final report took the feedback<br />

into account.<br />

city councillors on the decisions<br />

and indicated a willingness to<br />

explore solutions with council.<br />

“Our exemptions process is<br />

new and the council was one of<br />

the first to make an application.<br />

<strong>The</strong> requirement for chlorine<br />

contact time is because some<br />

micro-organisms take time to<br />

kill.<br />

“We suggested working<br />

together to get high quality<br />

research done into the aquifers<br />

that supply Christchurch’s<br />

drinking water to find out if<br />

these micro-organisms are in<br />

those deep, secure aquifers.<br />

“We know Christchurch’s<br />

drinking water supply has<br />

characteristics that make it<br />

unlike other supplies, and the<br />

research would be of immense<br />

value and hopefully a way to<br />

emergency response to the<br />

mosque terror attacks to trying<br />

to put together a 1000-piece<br />

jigsaw puzzle dumped upside<br />

down on the floor.<br />

room to sit alongside incident<br />

controller Senior Sergeant Roy<br />

Appley in the Southern Communications<br />

Centre as the crisis<br />

unfolded on March 15, 2019.<br />

<strong>The</strong> policeman told the inquest<br />

into the deaths of 51 people murdered<br />

at the Al Noor Mosque<br />

and Linwood Islamic Centre that<br />

he was working very hard.<br />

“It was like someone had<br />

dumped a thousand-piece jigsaw<br />

on the floor and all those pieces<br />

were upside down and each piece<br />

of that jigsaw was a relevant<br />

piece of information that we had<br />

to know, but I’d pick each one of<br />

them up and put it in the jigsaw<br />

and try and figure out where it fit<br />

were six armed offenders at Linwood,<br />

shots being fired at Eastgate<br />

mall, while the terrorist had<br />

falsely claimed there were nine<br />

other shooters in Canterbury.<br />

Given what had occurred at<br />

Al Noor, the officer said the<br />

possibility of six armed gunmen<br />

at Linwood was a “catastrophic<br />

thought”.<br />

Plan to fix council shortcomings<br />

THE CITY council has released<br />

an action plan to address the<br />

shortcomings found in an<br />

independent report into its Three<br />

Waters department.<br />

<strong>The</strong> author of the report,<br />

consultancy KPMG, found the<br />

department had dozens more<br />

positions than budgeted for and<br />

had racked up a $6.5 million<br />

staffing cost blow out since July<br />

2019.<br />

In response, the city council<br />

said key staff had developed an<br />

action plan to improve its systems<br />

and try to prevent similar<br />

situations in future.<br />

“<strong>The</strong> council is currently<br />

undertaking a significant level<br />

of work to actively address the<br />

planned actions based on priority<br />

and feasibility,” it said in a<br />

statement.<br />

<strong>The</strong> plan addresses 15 findings<br />

in the KPMG report with more<br />

than <strong>30</strong> planned actions.<br />

Nine were considered high<br />

priority, and all were to be in<br />

place by the end of September<br />

2024. <strong>The</strong>y included “annual<br />

training on minute-taking” for<br />

all executive support staff, and<br />

training on how to use employment<br />

forms correctly for all staff<br />

who use them.<br />

between operating expenditure<br />

and capital expenditure,<br />

formally defining job positions<br />

and ensuring the master council<br />

job chart was up to date also had<br />

high priority status in the action<br />

plan.<br />

related to new, reviewed or<br />

upgraded systems, namely a new<br />

System, the city council said.<br />

“Executive and senior leaders<br />

at council are committed to<br />

improve the council processes<br />

and systems to mitigate the risks<br />

identified,” it said.<br />

“But it’s really important at<br />

a governance level that we do<br />

get some reassurance from<br />

senior management around the<br />

robustness of other departments’<br />

information as well.”<br />

Johanson said he was heartened<br />

by the improvement action<br />

plan.<br />

“I think there’s a number of<br />

really important things that<br />

(executive management) had undertaken<br />

to address and the key<br />

thing is to make sure that we’re<br />

monitoring that at a governance<br />

level, again to make sure that it’s<br />

implemented,” he said.<br />

<strong>The</strong> Office of the Auditor-<br />

General has been in<br />

contact with the city<br />

council following the<br />

resignation of senior<br />

staff members and the<br />

publication of two reports<br />

on the management of<br />

council assets.<br />

Healing packs for sexual assault victims<br />

VICKI-ANNE Parker wants to<br />

open up the taboo conversation<br />

of child sexual abuse.<br />

It is a “touchy subject” that<br />

people “shy away from,” but<br />

she understands the damage it<br />

causes.<br />

Said Parker: “I have had very<br />

severe childhood sexual abuse<br />

from a very young age . . . and<br />

sexual assaults as an adult. I am<br />

still in weekly counselling to deal<br />

with the severity of the abuse I<br />

encountered.<br />

“It is about getting the word<br />

out, so people know we exist and<br />

learn how they can help, how to<br />

be involved and how to open the<br />

conversation.”<br />

To help, Parker’s charity NZ<br />

Gifts of Love and Strength,<br />

founded in 2019 following the<br />

March 15 mosque attacks, has<br />

changed its focus.<br />

What began as delivering<br />

meals and care packages to<br />

victims of the mosque attacks<br />

and their families, refugees,<br />

flood relief and trauma survivors<br />

is now operating as the first and<br />

only charity in Canterbury to<br />

offer healing care packs to youth,<br />

aged 13 to 18 years old, who are<br />

affected by sexual harm.<br />

Parker said the charity was<br />

her way of “repaying the help”<br />

she had received after several<br />

traumatic experiences includng<br />

the loss of her home, her marriage,<br />

friends in the CTV building<br />

which collapsed during the<br />

February 22, 2011 earthquake,<br />

a small house fire and sexual<br />

assault.<br />

“Whilst I also struggle with<br />

chronic health conditions (Lyme<br />

disease), it allows me to have<br />

huge empathy for others who<br />

have gone through trauma,” said<br />

Parker.<br />

“I was told I had to scale back<br />

due to my health issues and my<br />

doctor agreed that focusing on<br />

one key area, where the medical<br />

professionals refer to us, would<br />

be manageable.”<br />

<strong>The</strong> healing packs include a<br />

lap blanket, wheat bag, worry<br />

worm, pencil case and pencils,<br />

handmade lavender hearts,<br />

mindfulness books, toiletries,<br />

hot chocolate, bars, tissues, bags<br />

and lip balms.<br />

<strong>The</strong> packs are distributed via<br />

the free confidential medical<br />

service of <strong>The</strong> Cambridge Clinic,<br />

based in Wainoni.<br />

Said Parker: “<strong>The</strong> packs are not<br />

just for girls but for boys, genderneutral<br />

clients, and the rainbow<br />

community.<br />

“While the charity does not<br />

take referrals from the general<br />

public, we are referred to the<br />

youth who have to go through<br />

DNA testing or invasive treatments<br />

from the clinic.”<br />

Eighty per cent of the packs<br />

are handmade by volunteers or<br />

donated by the public and every<br />

pack is approved by staff at the<br />

clinic to help aid youth on their<br />

healing journey.<br />

Said Parker: “Some who have<br />

made items have health issues,<br />

others are survivors of sexual<br />

harm, so their contribution<br />

means something more personally<br />

to them.<br />

“(Some people) have stated<br />

they are healing by helping youth<br />

in the same situation.”<br />

Parker said the charity doesn’t<br />

meet their clients so it is hard to<br />

attract funders without direct<br />

feedback from youth.<br />

“But we do via their medical<br />

professionals – that it made a<br />

Maria recalls ‘bride flight’ air race<br />

that brought her to Christchurch<br />

MARIA WYNANDS has a love<br />

story for the ages.<br />

Seventy years ago, she flew on a<br />

‘bride flight’ to be with her fiancé<br />

Peter, from their home country<br />

the Netherlands to New Zealand,<br />

as part of an international air<br />

race.<br />

<strong>The</strong> London to Christchurch<br />

challenge was organised in 1953.<br />

<strong>The</strong> reward for first place – in<br />

what was then the world’s longest<br />

air race, 19,756km – was mainly<br />

glory but also a Harewood Gold<br />

Cup, named after Christchurch<br />

Airport’s operating name in the<br />

1950s.<br />

Maria’s betrothed Peter<br />

Wynands had already been<br />

in New Zealand for almost a<br />

year-and-a-half, with the young<br />

couple writing weekly letters to<br />

each other.<br />

Maria remembers the couple<br />

met by chance on a Dutch skating<br />

rink, after she was invited by<br />

a girl friend.<br />

“We often went skating after<br />

work . . . I was putting my skates<br />

on and there was a big light, and<br />

I said ‘hey get out of my light’. At<br />

that time I was 18 or 19 and then<br />

my friend introduced me to him<br />

and then he came over and put<br />

was inspired by the 1953<br />

my other skate on, pulled me up<br />

and we went skating.<br />

“He had very strong hands and<br />

I felt so secure, and I said (to my<br />

friend) ‘oh, I really like him’.”<br />

When her parents questioned<br />

Maria about her new boyfriend,<br />

they said they didn’t want him to<br />

be a factory worker, so she had<br />

to check and was relieved to find<br />

out he wasn’t.<br />

<strong>The</strong> couple were engaged just<br />

before Peter left in early 1952 for<br />

a secure job in New Zealand.<br />

Maria, now 91, said many years<br />

later when she met her future<br />

daughter-in-law, Tracey, the first<br />

thing she did was help her put on<br />

a pair of ten pin bowling shoes.<br />

“We had a tour through<br />

London, we had a beautiful<br />

dinner and we met all the staff –<br />

so it was absolutely fantastic.<br />

“We were one big family in the<br />

plane,” she said.<br />

On departure from Heathrow<br />

on October 8, the aircraft –<br />

known as Dr Ir M H Damme<br />

– was waved off by the Duke of<br />

Gloucester. <strong>The</strong> flight was long.<br />

Different aircraft made various<br />

stopovers including in Rome,<br />

Baghdad, Karachi, Rangoon,<br />

Jakarta, Colombo, Darwin,<br />

Brisbane and onwards.<br />

Maria remembers a frosty<br />

pre-dawn arrival at Harewood<br />

Airport on October 11 – though<br />

the RAF’s Canberra had already<br />

taken honours in terms of speed,<br />

finishing the day before.<br />

<strong>The</strong> arrivals were heralded<br />

on the front page of <strong>The</strong><br />

Christchurch <strong>Star</strong>-Sun. <strong>The</strong> DC-<br />

6A Liftmaster won the transport<br />

section (given it was carrying the<br />

prospective brides and others) in<br />

49 hours, 57 minutes.<br />

From the 1970s, Maria and<br />

Peter enjoyed travelling back to<br />

Europe, where Maria’s father<br />

was fulsome in his approval of a<br />

successful marriage.<br />

“My father said, ‘no I’ve<br />

forgiven you’, because he could<br />

see how happy I was.”<br />

<strong>The</strong> couple were very happily<br />

married and in their 65th year<br />

of marriage when Peter passed<br />

in 2019.<br />

jokes that Peter (who’d had his<br />

outward ship fare paid by the<br />

New Zealand Government)<br />

arranged the flight because he<br />

didn’t want her to repeat his<br />

trip on the boat, given all the<br />

shenanigans he had witnessed on<br />

board.<br />

<strong>The</strong> couple had decided to<br />

move away from post-World<br />

War 2 Europe. Due to housing<br />

shortages, and a slow gradual<br />

economic recovery, they would<br />

have been left living with family,<br />

Maria said.<br />

“It’s all Hitler’s fault we’re here.<br />

Because we’d had five years of<br />

war . . . and if Peter and I wanted<br />

to get married in a couple of<br />

years we had to live with our<br />

parents. I didn’t want to live with<br />

his parents and we couldn’t live<br />

with my parents because I still<br />

had two younger siblings,” she<br />

said.<br />

While living in Tilburg, Holland,<br />

she’d grown up in a loving<br />

Chinese<br />

modernisation<br />

leaves no one<br />

behind<br />

Modernisation is the common pursuit<br />

of all people around the world. As a<br />

developing country with 1.4 billion<br />

people, how can China achieve its<br />

modernisation? This topic has drawn<br />

worldwide attention and discussion<br />

through these years. Some people<br />

may not be so familiar with the term<br />

Chinese modernisation. Here, I would<br />

like to interpret the implication of<br />

Chinese modernisation from the<br />

perspective of common prosperity<br />

which makes modernisation not a<br />

luxury for the privileged few, but every<br />

household.<br />

As President Xi Jinping points<br />

out, common prosperity is what<br />

socialism is essentially about and<br />

what the people want. Since the 18th<br />

National Congress of the Communist<br />

Party of China, achieving common<br />

prosperity for all has featured<br />

ever more prominently in China’s<br />

agenda. Through balancing regional<br />

development and winning the fight<br />

against poverty, China is getting closer<br />

to the goal of building a moderately<br />

prosperous society in all respects.<br />

Common prosperity is not the same<br />

as absolute egalitarianism. China’s<br />

common prosperity aims at vigorously<br />

promoting high-quality development,<br />

generally raising the income levels of<br />

urban and rural residents, gradually<br />

narrowing the distribution gap,<br />

resolutely preventing polarisation and<br />

unifying efficiency, equality together<br />

with social stability. We allow some<br />

people to get rich first, and encourage<br />

those having got prosperous first<br />

to help others catch up, so that the<br />

prosperity of the entire population will<br />

be realised in the end.<br />

In recent ten years, China has realised<br />

remarkable achievements, creating<br />

good conditions for realising common<br />

prosperity. <strong>The</strong> value added by<br />

manufacturing sector takes up nearly<br />

<strong>30</strong> percent of the global total, topping<br />

the world. Its per capita food supply<br />

is over 470 kg, far above the 400 kg<br />

international food security line. More<br />

than 200 million Chinese people<br />

have received higher education.<br />

Around 60 percent of its economic<br />

growth are spurred by scientific and<br />

technological advancement. China<br />

boasts a notable edge in emerging<br />

sectors like new energy vehicles and<br />

artificial intelligence. In 2022, China<br />

contributed 17 percent of the world’s<br />

GDP. Its urban/rural ratio of per<br />

capita disposable income, an index on<br />

income disparity, has lowered from<br />

2.88 ten years ago to the current 2.45.<br />

China has claimed unprecedented<br />

victory in the tough battle against<br />

poverty, lifting 100 million people out<br />

of poverty, which is one of the most<br />

celebrated achievements at home and<br />

abroad. <strong>The</strong> following are some typical<br />

measures taken in this process:<br />

First, targeted poverty alleviation.<br />

A primary-level government identifies<br />

each and every poor household under<br />

its jurisdiction, creates a file for it<br />

and starts the ongoing process of<br />

lifting it out of poverty. Second, blood<br />

making rather than blood transfusion.<br />

Poor households are encouraged<br />

to seek sustainable development<br />

on their own, by tapping into their<br />

unique location advantages and<br />

local resources, focusing more on<br />

the production side, such as helping<br />

people to set up businesses, secure<br />

start-up loans and get skills training.<br />

Third, all-out efforts by governments<br />

at all levels. Poverty alleviation<br />

performance is a key criterion in<br />

the evaluation, appointment and<br />

promotion of public servants at all<br />

levels of government. And finally, full<br />

participation of the society. Many<br />

Internet companies in China have<br />

voluntarily helped remote regions sell<br />

their products via live streaming, and<br />

taught rural residents how to utilise<br />

social media platforms to grow their<br />

business. As a result, many must-buy<br />

local products and must-visit places<br />

are known to the world.<br />

Prosperity is not real until common<br />

prosperity is achieved, and<br />

development is true only when<br />

development of all countries has<br />

been made. In 2021, President Xi<br />

Jinping proposed Global Development<br />

Initiative. While marching toward<br />

modernisation, China will increase<br />

its input to global development<br />

cooperation, provide more<br />

opportunities for the world, share the<br />

development fruits more widely and<br />

fairly, and embrace a brighter future<br />

of common development with people<br />

of all countries in the world.<br />

Sea level rise a worry for<br />

Coastal Pathway users<br />

<strong>The</strong> finished Coastal Pathway will be a<br />

great asset for those living in the east and<br />

able to use it daily or weekly. To be riding<br />

along so close to the sea is a big part of<br />

the attraction, but I do wonder about the<br />

decision to spend so much on this when<br />

important access roads on Banks Peninsula<br />

will be threatened by sea level rising in 25<br />

years time.<br />

<strong>The</strong> ocean rises and falls equally around<br />

the world and certainly within the same<br />

city limits (Banks Peninsula is part of<br />

Christchurch city).<br />

If the access roads on Banks Peninsula<br />

face uncertainty, surely the road across Mc-<br />

Cormacks Bay and the whole pathway will<br />

be threatened as well.<br />

<strong>The</strong> pathway is certainly nice to have, but<br />

can ratepayers afford increases to pay for<br />

such luxuries?<br />

drills, once they pick that habit<br />

footy and in general.”

represents Canterbury-Otago,<br />

won both divisions in 2022, and<br />

will compete against Auckland,<br />

Districts (Central/Northern) and<br />

Wellington/Tasman during the<br />

while Elmwood takes<br />

on Bishopdale in the women’s<br />

competition. Both finals start<br />

at 1pm. All four teams had an<br />

easy passage to the finals with<br />

resounding wins in last week’s<br />

semi-finals.<br />

Elmwood, boosted with James<br />

Watt playing in the top singles<br />

slot, beat Burnside Park, with its<br />

only loss being the bottom doubles<br />

rubber, while Cashmere only<br />

conceded one singles in its win<br />

against Bishopdale. Both teams<br />

in the women’s final won all their<br />

semi-final matches – Elmwood<br />

beating Shirley 6-0, and Bishopdale<br />

equally convincing against<br />

Waimairi.<br />

Watt, 23, has a hectic weekend<br />

of finals tennis. He will play in<br />

the final of the Caro Bowl Auckland<br />

competition with his Next<br />

Generation team on Friday night<br />

before flying back to Christchurch<br />

on Saturday morning to<br />

join his Elmwood teammates.<br />

Last Friday his unbeaten record<br />

this season in Caro Bowl was<br />

the South Island primary and<br />

intermediate championships in<br />

whose national ranking is 13,<br />

joined by other experienced players<br />

Tessa McCann and Louise<br />

Oxnevad. Holly-Jane Feutz – who<br />

to notch up significant wins in<br />

“I’m studying engineering as well<br />

as playing tennis and the college<br />

is strong from an academic and a<br />

sport perspective.”<br />

She has inherited her love of<br />

the game from her father, Greg, a<br />

former top junior and long-time<br />

Christchurch premier interclub<br />

player. He introduced her and her<br />

sister Lucy to the game when they<br />

were about five years old and still<br />

hits regularly with his daughters.<br />

“Dad is really passionate and<br />

knowledgeable about tennis,”<br />

Young said.<br />

“I’m playing for the same reason<br />

he did – I absolutely love it.”<br />

world titles in Italy<br />

PENNY YANG and Callum<br />

Maule have powered up a<br />

level after returning from<br />

representing New Zealand<br />

at the world powerlifting<br />

championships held in Italy.<br />

Yang, a year 13 student<br />

at Burnside High School,<br />

competed in the female youth<br />

(U18) under 72kg division and<br />

was first in her weight and age<br />

classes.<br />

She competed in three<br />

categories and was squatting<br />

up to 133kg, bench pressing up<br />

to 60kg and deadlifting up to<br />

127kg.<br />

Maule, 18, a former Burnside<br />

High student was first in the<br />

youth division and competed in<br />

men’s under 85kg.<br />

He squatted up to 194kg,<br />

bench pressed up to 120kg and<br />

deadlifted up to 225kg.<br />

<strong>The</strong> championship was Yang’s<br />

first international competition.<br />

“I had been overseas before<br />

but never this far . . . it was very<br />

different to local competitions<br />

as it is so far from home, so I<br />

don’t have the support from my<br />

entire family as well, and just<br />

being on a bigger stage brings<br />

a bit of unwanted stress and<br />

anxiety,” she said.<br />

“Leading up to the<br />

competition I was training<br />

around six days a week . . . at a<br />

small gym called Limit Zero,<br />

and everyone has been very<br />

supportive of me.”<br />

She has been powerlifting for<br />

about four years.<br />

Yang broke her national squat<br />

record earlier this year for her<br />

weight class and lifted 1<strong>30</strong>kg –<br />

nearly double her body weight.<br />

“I don’t really know what’s<br />

next as I move up an age class<br />

next year. I also start university<br />

next year which will be a new<br />

challenge for me,” said Yang.

If you have just bought your first home or<br />

already own a property, then the answer to<br />

this is yes. Purchasing a home is one of the<br />

biggest investments you may make during<br />

your lifetime.<br />

It is, therefore, necessary to decide who<br />

will be the benefactor/s of your property and<br />

belongings should you suddenly pass away. To<br />

do this, you need to create a will. A will states<br />

who receives what in the event of your death.<br />

According to the Public Trust, over 50%<br />

of New Zealanders do not have a will. Young<br />

people, aged from 25 to 39 years, who are<br />

financially independent, feature highly in this<br />

area, and yet they are a group more likely to<br />

indulge in adventurous holidays and take part<br />

in risky extreme sports. Accumulated assets of<br />

this age group might include a bike, car, TV,<br />

house, and furniture, along with a vast range<br />

of electronic and digital gear.<br />

With the arrival of a family, having a will in<br />

place is even more essential and yet, according<br />

to the survey taken in 2014, only <strong>30</strong>% of 25-40<br />

year-olds, with children, have a will in place.<br />

A will not only legally takes care of the<br />

property, and the monetary side of things but<br />

can also state who will take care of children in<br />

the event of an untimely death.<br />

What happens if there is no will<br />

<strong>The</strong> lack of a will can create problems<br />

over who will benefit from the estate - this<br />

is especially important if there are children,<br />

de facto relationships, children from<br />

previous relationships, family members with<br />

addictions, or where a business is involved.<br />

Save time and money<br />

manager Jason Marsden<br />

said while there were a lot,<br />

there were not many that<br />

were “actually capable of<br />

stopping a vehicle at speed.”<br />

Said Marsden: “Most are<br />

more visual markers to<br />

require major belowground<br />

works which adds a huge<br />

amount of cost and once<br />

looking for mass-based<br />

above-ground options.<br />

“Whils there were some<br />

available in New Zealand,<br />

typically they were on the small<br />

side and I was sceptical about<br />

their ability to stop a vehicle<br />

travelling at speed which could<br />

potentially just push them aside<br />

rendering them useless,” he<br />

said.<br />

Marsden settled on the shape<br />

based on a chess pawn and<br />

wen through many iterations<br />

looking at proportions, base<br />

size and height, along with the<br />

size of the top sphere while<br />

considering the centre of mass<br />

and its stability.<br />

“<strong>The</strong> Hub has a culture of innovation,<br />

so I set about designing<br />

something that would meet<br />

our requirements. <strong>The</strong> target<br />

weight was 1.5t and would require<br />

lifting points to be able to<br />

be easily placed and relocated,”<br />

said Marsden.<br />

“Further, something that<br />

would be pedestrian and<br />

trolley-friendly without corners<br />

or sharp edges. Once I was<br />

happy with the design, I then<br />

had to locate a company that<br />

could produce them.”<br />

was located just down the road<br />

in Rolleston.<br />

Said Marsden: “Cancast had<br />

the skills and knowledge to<br />

produce the mould, design the<br />

required internal reinforcing<br />

to incorporate the single top<br />

lifting bolt and successfully<br />

cas the bollards to a very high<br />

standard of finish.<br />

“We are very happy with the<br />

result and have received a lot of<br />

positive feedback.”<br />
