As the cochair of Communities 4 Local Democracy (C4LD), Iamreally delighted by this news, it is what we lobbiedfor. Iwill continue to support localisation over centralisation when it comes to decisions around our assets. Iknow from the overwhelming feedback from our community that the vast majority of you feel the same way. C4LD put forward acommunityled, commonsensealternativefor water reform that sees higher standards delivered throughout the country while making sure local communities have control and say over their assets. We welcomeworking with the new government on this model. Iwould also like to acknowledge the integral support of our local MPs Matt Doocey and Stuart Smith on this issue, as well as working closely with neighbouring <strong>North</strong> <strong>Canterbury</strong> Mayors Marie Black and Craig Mackle. This summer has been one for the books, but the down side of ahot, dry summer is fires. I’d just like to acknowledge the tremendous work done by the fire brigadesinthe Waimakariri District. Not only keeping the residents in this District safe, but also working hard to contain the fires in neighbouring Hurunui and Christchurch City. It has been abusy fire season and I know all of the crews who have been working on the Port Hills and Waikari Valley are certainly tired. Lets all remember to do our bit and ensurenot to partake in any activity whichhas the potentialtostart afire. Remember <strong>Canterbury</strong> is in a prohibited fire season. Iamcontinuing to meet residents who were affected by the recentLoburn fires. It is still avery difficult time for them. Ivisited Swannanoa Fire Station last week to recognise the achievement of the brigade reaching its 1000th callout at the end of last year. The brigade had planned a celebration, with neighbouring brigades, family and special guests but the fires on the Port Hills and Waikari Valley took priority. Ialso attendedthe memorialofthe <strong>Canterbury</strong>Earthquakes last week and laidawreath on behalf the District. It’s hard to believe that it’s been 13 years since that fateful day where 185 people lost their lives. Butthey will be foreverremembered in the hearts of all Cantabrians. Ohoka appeal hearing By DAVID HILL, Local Democracy Reporter Six parties havebeen confirmed for an Environment Court hearing to consider aproposed 850home development at Ohoka, <strong>Canterbury</strong>. Rolleston Industrial Developments Ltdappealed against the Waimakariri District Council’s decision to decline its private plan change for the massive housing development at Ohoka, near Rangiora. The council voted unanimously to reject the proposed 850home development on a156 hectaresite in November, following arecommendation from independent commissioners. An Environment Court spokesperson saidthe period for parties to join the appeal has now ended. Six parties will make submissions, including RollestonIndustrial Developments Ltd, the Waimakariri District Council, the OxfordOhoka Community Board, the Ohoka Residents Association, the Mandeville Village LimitedIncorporated and Environment <strong>Canterbury</strong>. Local voices need platform in council By DAVID HILL, Local Democracy Reporter AWaimakariri community advocate says she hopes local voices will continue to have aplatform in council decisionmaking around water and environmental issues. It comes as Environment <strong>Canterbury</strong> reviews the future of water zone committees, which were established in 2010 under the <strong>Canterbury</strong> Water Management Strategy to give communities avoice for issues at the council table. Waimakariri Zone Committee chairperson Carolyne Latham said there was aneed for community input in big decisions, but the cost of this has to stack up. ‘‘I think people are doing it hard at the moment and rates are increasing, so the zone committees need to be giving value. ‘‘But it would be ashame to have a group like ours, with representatives of the community, and then to have it no longer exist.’’ The Waimakariri Zone Committee is apartnershipbetween Environment <strong>Canterbury</strong> and the Waimakariri District Council, and has representatives from the two councils, Te Ngāi Tūāhuriri Rūnanga and community representatives. There are 10 zone committees throughout <strong>Canterbury</strong>, which were first established in 2010. While community representatives were unelected volunteers, council staff were assigned to work with the committees and Environment <strong>Canterbury</strong> allocated $75,000 to each committee to support local initiatives. The Waimakariri Zone Implementation Plan Addendum was amajorpiece of work for the Waimakariri Zone Committee. It was worked on over several years. It finally became operative last year as Plan Change 7 to Environment <strong>Canterbury</strong>’s land and water regional plan. Ms Latham presented the zone committee’s annual report to the Waimakariri District Council earlier this month. Highlights last year included supporting the Ashley Rakahuri River /Saltwater Creek estuary shorebird monitoring, avisioning workshop for the Waimakariri Biodiversity Trust and inanga (whitebait) spawning habitat improvements in Taranaki Stream, near Waikuku Beach. Ms Latham also led the development of aresource for lifestyle block owners. Waimakariri Mayor Dan Gordon said the Waimakariri Zone Committee has been ‘‘very effective’’. ‘‘While Iaccept that may not be the case for all zone committees, it certainly is for ours. ‘‘The workithas done has led to Plan Change 7, and last year it also introduced the Waimakariri Environmental Awards.’’ Mr Gordon said he was keen to have ajoint workshop between the council and the zone committee to discuss their joint aspirations. The Hurunui district has not had an active zone committee since 2019, but Environment <strong>Canterbury</strong>has continued to support initiatives in the area. The Hurunui District Council has appointed aland and water coordinator, Rima Herber. She has continued to workclosely with Environment <strong>Canterbury</strong>, Te Rūnanga oKaikōura and Te Ngāi Tūāhuriri Rūnanga and local environmental groups. The KaikōuraZone Committee continues to be active in supporting arange of local projects. It is acollaboration between the KaikōuraDistrict Council, Environment <strong>Canterbury</strong>, Te Rūnanga oKaikōura and community representatives. An Environment <strong>Canterbury</strong> spokesperson said areview of the zone committees is under way. The review will focus on what structure, function and resourcing needed to support local freshwater leadership in the future. Zone committee chairs were consulted in December, with an update to be presented to the <strong>Canterbury</strong> Mayoral Forum in May. LDR is local body journalism cofunded by RNZ and NZ On Air.
