Navigating change
For centuries, the maritime industry has benefited
from its ability to adapt to changes in geopolitics, recognise
the resulting opportunities, and exploit them by
using innovative ship designs. Shipbuilding and shipping
have not only experienced upheavals throughout
the centuries but have always played a tangible role in
shaping them. European history in particular offers
countless examples of this, from the ancient Greeks, the
Vikings, the Iberian explorers, the Hanseatic League,
the East India Companies to the heydays of the British
Empire.
Also today, we witness a period of fundamental
changes, not least with regard to the global security architecture.
Important sea routes are coming under pressure
whether in the South China Sea or the Red Sea. Also, the
sabotage of underwater critical infrastructure in the Baltic
Sea shows how the maritime domain is affected by
political tensions and rivalries.
The maritime industry is of course essential to build
the vehicles facilitating the global transport of goods.
However, its remit goes far beyond this purpose. Naval
and security units play a critical role in protecting
national interests. And a whole range of specialised tonnage
is required for the construction and maintenance of
critical infrastructure at sea such as energy and data networks.
Furthermore, harvesting a vast array of biological
and mineral resources from the sea also contributes to the
welfare of people. For all this, it is our engineers that develop
ever more effective and efficient hardware.
In Germany this is who we are since centuries. Fundamental
technical developments and changes have accompanied
VSM since it was founded 140 years ago. When we
talk about »twin transition« today we refer to defossilisation
and digitalisation. 140 years ago, we were also in
the midst of another twin transition, the use of new materials
and new propulsion systems: ships were built of
iron instead of wood and propulsion energy was generated
by steam engines instead of sails. Technical change
led to tremendous upheavals in society and business –
and created tremendous growth impulses.
Today, technical developments are not only driven by
economic incentives, but also aim to find solutions for societal
objectives. Key climate and environmental protection
targets are redefining technical requirements. The
goal to operate in a climate-neutral manner is not only a
political and regulatory goal but has become a firmly established
target for most companies. For the maritime industry,
this will entail countless changes, some of them of
fundamental nature.
For the maritime industry, it will create the biggest
growth impulse in decades, as the entire technology stock
will essentially have to be rethought, retrofitted, or rebuilt.
Instead of exploiting oil and gas fields offshore, the
seas will become a production site for renewable energy.
The use of sustainable energy will increase the cost of
shipping many times over. This means our engineers will
be very busy as their efficient, energy-saving solutions
will be in much greater demand.
Digitalisation has also been changing shipbuilding and
marine technology for decades. Design and production
processes have already undergone an impressive evolution.
Further significant leaps in change will arise, particularly
using artificial intelligence. At the same, digitalisation
also harbours considerable risks. Ever more often
cyber-attacks are paralysing entire companies also in the
maritime sector. Therefore, we pay highest attention that
our solutions will exploit the benefits while safeguarding
also to secure operation.
The challenges are evolving. Our ability to adopt to them
defines the success of Maritime Made in Germany.
»The maritime
industry is of
strategic importance
for Germany«
Dieter Janecek
Coordinator of the Federal Government
for Maritime Economy and Tourism
Dear Readers,
The maritime industry is of strategic importance for Germany
as a centre of industry and high technology. It
stands for high added value and therefore makes an important
contribution to Germany as a business location.
We are currently experiencing major changes in energy
policy, security policy and demographics, which are taking
place at an enormous speed. Hardly any other sector
is currently undergoing as much upheaval as the maritime
industry. On the road to climate neutrality, shipyards,
shipping and suppliers are facing major challenges,
but also great opportunities:
New business areas and sales markets
The sea is no longer just important as a source of transport
and food, it also provides us with the energy of the
future. The expansion of renewable energy generation in
the offshore sector is becoming an important pillar for the
German shipbuilding industry. Around 5 % of total electricity
consumption in Germany is already covered by offshore
wind energy. The aim is to reach 30 GW of generation
capacity by 2030. The demand for specialised ships
and converter platforms will increase significantly. The
German government supports the establishment of production
capacities for the new generation of 2 GW offshore
converter platforms in Germany. It also welcomes
the intensive planning currently underway at a number of
German shipyard locations to enter the converter platform
construction sector. Companies often face major
challenges when it comes to financing converter platform
projects. In order to improve the financial framework
conditions for the production of converter platforms, we
are talking to the federal states about ways to support
them in financially securing the projects. In this way, we
want to counter foreseeable financing bottlenecks in converter
platform construction and contribute to accelerating
the energy transition.
Decarbonisation of shipping
Another important focus of the maritime industry is the
goal of achieving climate neutrality in shipping. It is encouraging
that the IMO (International Maritime Organi -
zation) has succeeded in reaching an agreement at international
level on specific reduction targets towards climate
neutrality by 2050. This will result in huge investments
in the global shipping fleet, from which German
shipyards can also benefit. The first major shipping companies
are already ordering new container ships powered
by methanol or are converting ships to methanol pro-
Confidence, but also concern
Even 2022 was not easy – 2023 was a new year characterised by global challenges
and uncertainties. Nevertheless, the German shipbuilding industry has not lost its
confidence. If politicians do their bit, a lot can be achieved, even in new markets
The many geopolitical conflicts and environmental
problems will pose major challenges for the world in
2024. »However, the shipbuilding industry in particular
continues to show courage,« says the German Shipbuilding
and Ocean Industries Association (VSM). A look at
the year 2023 shows not only the difficulties, but also the
positive developments and forward-looking projects.
»The courage to tackle the many tasks ahead and
translate them into success is unbroken, at least in the
shipbuilding industry,« VSM states. The shipbuilding industry
will make its contribution, the association announces:
equipping the navy with high-performance
ships and boats, offering effective and efficient technical
solutions for a climate-neutral future and producing important
hardware for the generation of renewable energy
offshore. The industry wants to invest in this and inspire
and train even more people for shipbuilding and marine
technology. »Bad moods can be dispelled by getting
down to work, with solutions, with results,« it is said.
There are certainly good reasons for optimism: global
newbuilding orders remain at a high level for the
third year in a row, ensuring high capacity utilisation
in the German maritime supplier industry.
Global shipyard production increased by 10 % yearon-year
to 35 million compensated gross tonnes
(CGT) in 2023, with China for the first time accounting
for 50 % of CGT production, South Korea
26 % and Japan 14 %. China has achieved its top position
by leading the market in bulk carriers (62 % of
production vs. 33 % for Japan), tankers (41 % vs. 39 %
for South Korea) and now containerships (61 % vs.
29 % for South Korea), although South Korea dominates
in LNG (83 % vs. 17 % for China).
Historically, South Korea’s share of production
peaked at around 35 % in 2016, according to Clarksons
data, but Japan was around 50 % at times in both
the 1970s and 1980s (the UK was often above 50 % between
1900 and 1950).
have »LNG ready« status, 322 have »ammonia ready«
status and 272 have »methanol ready« status.
Acceptance also varies between shipping segments:
83 % of the container ship newbuilding capacity ordered
this year (94 % including orders with »ready« status) and
79 % of the car carriers ordered (98 % including orders
with »ready« status) are capable of running on alternative
fuels, while the proportion is much lower for bulk
carriers and tankers.
»Overall, 6 % of global fleet capacity can now run on
alternative fuels (up from 2.3 % in 2017), and we expect
this to rise to almost a quarter of total fleet capacity by
the end of the decade (2030:~23 %),« the report says.
Europe’s shipyards are also seeing renewed interest
from customers and recorded newbuilding orders totalling
$ 7.1 bn by the end of October, an increase of almost
50 % compared to the previous year as a whole.
Cruise ships, by far the most important market segment
in the civil shipbuilding industry in Europe and
Germany, are reporting »new booking records and
strong sales«. Interest in orders for new builds in this
market is declining. »The shipping companies know
how important their industrial partners are, because it
is only thanks to the high performance and innovative
strength of the shipbuilding industry that the expectations
the commercial ship segments that dominate the
Clarksons statistics, capacity utilisation at many local
yards is currently described as »very high«. Success in a
number of challenging orders for public clients at
home and abroad has contributed significantly to this.
Repair yards were also well booked and reported »satisfactory«
results.
Success in offshore wind
The news that the expansion of offshore renewable
energy generation is becoming an important additional
pillar for the German shipbuilding industry
was also encouraging. This message was not only heard
as a declaration of intent at the National Maritime
Conference (NMK), but has now also manifested itself
in the first concrete construction contracts. The huge
expansion plans, coupled with the realisation that they
need to be tackled by reliable, secure partners within
the EU, are fuelling expectations. »The German shipbuilding
industry has used the past year intensively to
develop dedicated production concepts for the construction
of large converter platforms at several locations
and to back them up with corresponding investment
Both industry and politics took important steps in this
area in 2023. Key points of the VSM paper »Shipbuilding
the heart of the event is the expectation that politics
and business will work together to make progress in
shaping a target-oriented framework for a strong
maritime location in Germany. This is what distinguishes
the NMK from all other event formats«, says
the shipbuilding association.
Last year, under the motto »Cast off, set course for
growth!«, the association had already called on the German
government and the EU to »finally make it possible
to realise the enormous growth prospects for the maritime
industry in Germany«.
The VSM sees enormous tasks to be mastered, but
also potential for the country’s shipyards and shipbuilders:
economical and clean merchant ships, offshore
renewable energy plants and ships, securing
raw materials, a sustainable energy import infrastructure,
a powerful naval fleet for national and alliance
defence or security for the protection of critical infrastructure
on and under water.
The past year has highlighted more than ever the
strategic value of the maritime dimension – and how
much catching up we have to do. »Germany has
understood that it needs to reduce dependencies,
better identify and prevent risks, and correct past mistakes.
The much-vaunted resilience also includes the
ability to master the major maritime challenges in Europe
ourselves and not to further strengthen system
rivals through false incentives,« said the association,
led by CEO Reinhard Lüken and President Harald
Fassmer.
German shipbuilding to invest over € 1 billion
According to the VSM, the maritime industry in Germany
must grow by at least a factor of two in the next five
to ten years in order to make an appropriate contribution
to the major tasks. However, the shipbuilders are prepared
to invest »more than € 1 bn« and will continue to
invest »above average« in training the skilled workers of
tomorrow. »We want to look ahead, get down to business
and not fall into the bad mood that is so widespread at
One major point of criticism remains: According to the
VSM, the international market, which is dominated by
China and South Korea in particular, continues to be
characterised by an uneven playing field: However, after
decades of largely unhindered distortion of competition
in the international shipbuilding market, a sustainable
trend reversal could now be initiated with the tailwind of
high demand in Europe. »However, this will only succeed
if Germany is prepared to break new ground,« he said.
Lüken also warned of growing dependency. China and
South Korea currently dominate global shipbuilding –
more than ever before. However, the Koreans now have
ever larger financial holes to fill. It remains to be seen
how long society, and therefore the state, will support the
massive subsidisation. China’s market power would then
be even more pronounced.
Adjustments needed
Orders are an essential prerequisite for growth. The
VSM listed a number of criteria for awarding contracts
that need to be adjusted:
• In merchant shipping, the construction price is by
far the most important decision criterion today.
Bids below cost, despite record demand, are a clear
indication of market distortions – something that
has characterised the shipbuilding market for decades.
»The cost of capital has little influence on the
price of the transport service and is economically irrelevant.
This is all the more true as low construction
prices are an obstacle to a technically
possible, significant improvement in energy efficiency«.
The association believes that a consistent
fleet renewal programme for coastal transport within
Europe, linked to value creation in the European
single market, could compensate for this market
failure. Lueken believes that the cabotage market in
particular is a »huge market« and that the local
shipbuilding industry could contribute to fleet
renewal and is ready to invest if the political framework
is right.
• The expansion targets for offshore renewable energy
production are very ambitious, not only in Europe.
The shipbuilding industry believes that Europe
should not be dependent on third countries for the
ships and systems required, but should create sufficient
production capacity of its own. »This is the
only way to ensure our own capability profile and
availability. Again, moderately higher capital costs
are insignificant compared to the cost of generating
electricity. The advantages of domestic value creation,
especially in terms of security, far outweigh
this. This must be consistently recognised through
appropriate framework conditions in Germany and
at EU level.«
• The procurement processes for the German Navy are
a particular cause for concern. The association is not
alone in criticising the fact that the turnaround has
not changed the situation with regard to naval equipment.
Concrete procurement plans to be implemented
in the short term, with a fundamental and
comprehensive consideration of the defence industry‘s
key technology of naval shipbuilding and
national security of supply, are not discernible.
Hydrogen can be stored at moderate pressure as metal hydride
»Coriolis«, the future research vessel of the Helmholtz Centre Hereon, will be
equipped with a federally funded hydrogen plant to generate electricity. The
project was awarded € 560,000 in the framework of the German government’s
mobility and fuel strategy. The project, which costs a total of € 1.4 million, focuses
on the procurement of the fuel cell, the bunker station, the metal hydride
tank and the control and regulation of the hydrogen storage system. The metal
hydride tank for hydrogen storage was developed by Hereon and researched at
its Institute for Hydrogen Technology. The safe and compact design has the advantage
that hydrogen can be stored at moderate pressure (50 bar) and temperature
conditions (operating temperatures in the tank -30 to ~50 °C), according to
to stand for the high performance of shipbuilding in Germany.
In December 2021, the Meyer-Fassmer-Spezialschiffbau
consortium was commissioned to build the research
vessel »Meteor IV« following a Europe-wide
tender by the BMBF.
The new vessel will serve as the successor to the research
vessel »Meteor«, which has been in service worldwide
since 1986, and the research vessel »Poseidon«,
which has already been decommissioned. The new »Meteor«
has a length of around 125 metres and offers space
for 35 scientists and 36 nautical and technical crew
Production begins for German-Norwegian submarine project
The Type 212CD submarines are considered to be the
most modern conventional submarines in the world.
Thyssenkrupp Marine Systems (TKMS) is now starting
production in Kiel. In September 2023, Thyssenkrupp
Marine Systems started production of the submarines a
joint programme with the Royal Norwegian Navy and the
German Navy in Kiel. The order placed in July 2021 is the
largest in the history of TKMS to date, and the company
even expanded the facilities at its site in Kiel.
The 212CD programme will be the first time that the
navies of two northern European nations will use identical
submarines in their fleets and benefit from interoperability
and shared resources. The order comprises the delivery
of two submarines to the German Navy and four to
the Norwegian Navy. The first submarine for Norway is
expected to be delivered in 2029, while the two boats for
the German Navy are scheduled for delivery in 2032 and
2034.
TKMS has upgraded its Kiel shipyard for the 212CD programme
With advanced situational awareness capabilities, enhanced
networkability with allied units and a reduced
signature, the new Class 212CD submarines not only
place new demands on production due to their size, but
also require state-of-the-art production lines for shipbuilding
The past 2023 financial year at Rostock-based
repair and newbuilding
shipyard Tamsen Maritim was characterised
above all by the completion
and delivery of a total of five new
ships. A first in the history of the
shipyard, which has been operating
as Tamsen Maritim at the site for almost
15 years. Among other things,
the company developed and built two
20-metre-long STS workboats (security,
transport, towing) for Wehrtechnische
Dienststelle 71 (defence technology
service centre of the German
Army) in Eckernförde. This is the
first new build order that the shipyard
on the Warnow has received from the
Bundeswehr. Both STS boats, the
»Schleswig« and the »Holstein«, were
christened at the shipyard pier.
With the development and construction
of two patrol boats, each
23 metres long, for the German General
Customs Directorate, Tamsen
completed another ambitious new
construction project last year. Both
vessels have been designed with a flat
hull for future use in the Wadden Sea.
In addition, the 10-metre-long sea rescue
boat (SRB) »Courage«, the twelfth
new SRB built at the Rostock shipyard,
was delivered to the German Maritime
Search and Rescue Service (DGzRS)
in spring.
»The deliveries this year confirm
our strategy of establishing Tamsen
Maritim as a newbuild shipyard in the
long term with self-developed government,
naval and specialised vessels«,
comments Managing Director Christian
Schmoll. The company’s shipbuilding
and engineering expertise
has also persuaded the Mecklenburg-
Vorpommern State Department of
Agriculture, Food Security and
Fisheries to commission the Rostock
shipbuilder to construct a 17-metrelong
fisheries inspection boat. The
keel of the vessel was laid this year.
The shipyard has also been in demand
as a repair shipyard. In 2023,
there were around 40 dockings of
passenger ships, motor yachts, ferries
and fireboats, among others. In addition,
two DGzRS rescue cruisers as
well as naval minehunting vessels
and harbour tugs were serviced,
modernised and converted.
Carnival orders »Carnival Jubilee« sister vessel
Like »Carnival Jubilee«, the new vessel use the »Helios« platform
US cruise shipping company Carnival Cruise Line has
ordered another cruise ship of the »Helios« series in February.
Delivery is scheduled for 2027. It is a sister ship to
the »Carnival Jubilee«, which was delivered in December.
»We are very pleased that the partnership will
continue with this new order,« said the new Meyer CEO
Bernd Eikens. The shipyards in Papenburg and Turku,
Finland, have delivered a total of nine ships for four Carnival
brands between 2018 and 2023, all of which are
based on the »Helios« design platform. All of these ships
are 345 metres long, 42 metres wide and can accommodate
up to 6,400 passengers. Once again, the US shipping
company is relying on gas (LNG) as the energy
source for propulsion and hotel operations. However, the
latest generation of Wärtsilä main engines will be installed
instead of the Caterpillar engines previously
chosen. The reason for this is the closure of the MaK
plant in Rostock by the US manufacturer two and a half
years ago.
Most recently, two Helios-class ships, the »Mardi
Gras« (built in 2020) and the »Carnival Celebration«
(built in 2022), were built at the shipyard in Turku, Finland.
A later change by the parent company Carnival
Corp. then ensured that the »Carnival Jubilee« was the
first ship to be built for the Miami-based shipping company
at Meyer’s headquarters in Papenburg. It was originally
intended to be another ship for the Carnival
brand Aida Cruises.
The order will keep the shipbuilding company busy
until 2027. And it comes at the right time in view of a recently
very tight order situation. In an interview with
HANSA in May last year, senior partner Bernard Meyer
said that an order would have to be placed in 2024 »in
order to be able to retain our team as far as possible«.
is currently still subject to regulatory approval from
the competition authorities and is expected to be operational
To reach the German government’s ambitious targets
for offshore wind, a jump in size and technology for the
converter platforms is needed: to 2 GW capacity and to
high voltage direct current (HVDC) transmission technology.
»We are combining the Meyer Group’s expertise
the foredeck and the second on the aft deck. There is a
large beach club in the stern area.
Another striking feature of the design are the ten exhaust
pipes on the funnel with the distinctive tailpipes.
The value of the yacht, which is based in Georgetown, is
estimated at around $ 500 million. What the interior of
the yacht looks like is a secret. It is assumed that the
»Opera« will have around 24 cabins for around 48 guests
and a further 40 crew cabins. The yacht will be powered
»Opera« is the replacement for the former »Sassi« project
by MTU engines, giving it a top speed of up to 20 kn and
a cruising speed of 14 kn. The »Opera« is the replacement
for the former »Sassi« project, which was largely destroyed
in a fire.
Superyacht »Livao« delivered
It is the largest yacht ever built by Abeking & Rasmussen.
The 118 metre long »Livao« was delivered to her new
owner in August 2023. The design was created by Joseph
Dirand Architecture in Paris. »I wanted this boat to be
timeless, elegant, classic and contemporary at the same
time«, said the designer. It was a challenge for the shipyard
to combine aesthetics and technology. The new
mega yacht (5,054 GT) uses a sophisticated diesel-electric
propulsion system that has been developed for exceptionally
quiet operation. The two 2,200 kW electric propulsion
motors were manufactured by Ramme Electric
Machines and supplied by SER Schiffselektronik Rostock.
To ensure a continuous power supply, the vessel is also
equipped with two 2,240 kW main generators and three
auxiliary generators of 599 kW each from Caterpillar.
Four Voith propellers provide the vessel with a maximum
speed of 18 kn. Four stabilizer fins from SKF are intended
to increase comfort on board. The ship also has a tender
»Livao« is the largest yacht ever built by Abeking & Rasmussen
garage on the lower deck to accommodate a 16-metrelong
day boat. A second tender garage on the main deck
forward offers space for three more boats as well as a Triton
submarine for up to seven guests. Other features include
the Neptune Lounge, which offers a view of the
world below the surface of the sea through a 3.40 metres x
1.30 metres underwater window. A mobile 12 metres x
4 metres pool awaits on the main deck. The yacht also has
a fully certified helicopter platform on the sky deck.
2023 award goes
to Meyer Werft
Papenburg-based Meyer Werft
wins the 39 th edition of HANSA‘s
prestigious »Ship of the year« award
Five years after the last award, the Papenburgbased
shipbuilding group, which also has shipyards
in Rostock-Warnemünde on the German
Baltic coast and in Turku, Finland, has again been
honoured for its work. In 2018, it was the cruise
ship »Aidanova« that won the »Ship of the Year«
award, not least for the LNG technology installed.
Now the »Silver Nova« follows. Once again, propulsion
technology plays an important role in the selection
process.
The innovative vessel design is the result of years of
research and development by the shipbuilding
group‘s »Global Design« team of more than 1,300
people, which brings together all the development
and design activities of the group.
The cruise vessel for operator Silversea Cruises,
part of US-based group Royal Caribbean, follows the
German research vessel »Uthörn«, which was developed
by the Berne-based shipyard Fr. Fassmer – winning
the award in the previous year.
The newbuilding for Silversea Cruises is one of
the relatively »smaller« ships in the world fleet.
However, with its hybrid propulsion concept, the
»Silver Nova« represents a novelty in the cruise industry.
The use of fuel cells and batteries allows the
ship to operate emission-free in port.
Liquefied natural gas (LNG) will be used as fuel
during the cruise. Sustainable features include a
Micro Auto Gasification System, which reduces the
amount of waste on board and therefore combustion
emissions.
The shore power system will allow the ship to
switch off its main generators in selected ports and
provide shore-side power, reducing local emissions
on board to zero. »Silver Nova« and her sister
»Silver Ray« also feature an asymmetrical design
and horizontal layout, with public areas and suites
running the length of the ships.
»Silver Nova«: A game changer
Among the new cruise ships that entered service last
year, one stands out. Not because it is an ultraluxury
ship, but because of its inner values: the »Silver
Nova« of Royal Caribbean‘s luxury line Silversea Cruises
is currently the most environmentally conscious cruise
ship on the world market.
It was built as a prototype at the Meyer shipyard in Papenburg,
Germany. An identical sister ship, »Silver Ray«,
will follow this summer. According to reports, other luxury
cruise operators are also eyeing the ship platform developed
by Meyer Werft.
The Royal Caribbean Group, which had acquired Silversea
Cruises shortly before the contract was awarded,
and which is now the world‘s second largest cruise line
with the brands Royal Caribbean International, Celebrity
Cruises and Silversea under one roof, wanted something
new after a series of ships from the Italian shipyard
Fincantieri. The result is a milestone in the cruise industry‘s
quest for greater environmental responsibility.
Shipyard boss Jan Meyer expressed his pride in a company
press release last year, saying the ship would set the
standard for the entire industry on the road to carbonneutral
cruising. This is made possible by a propulsion
system that combines liquefied natural gas (LNG) with
what the shipyard claims are the world‘s most efficient
four-stroke engines, a fuel cell system and batteries.
The 4-megawatt fuel cell system, which Meyer Werft
says will be installed on board as soon as the technical
components are in working order, will be used on the
»Silver Nova« in addition to the LNG engines and will
then be able to supply the entire hotel operation. This
will completely eliminate harmful emissions during the
ship‘s stay in port. The system was developed by Freudenberg
e-Power Systems, the Papenburg shipyard and
consumers on board, such as the air conditioning, lighting,
bow thrusters and, in particular, the water treatment
this to optimise it for future vessels. In the future, artificial
intelligence will be used to generate and supply
energy for the water treatment system in a customised
manner. »It will also be possible to balance how much
SHIPS MADE IN GERMANY
Out of steam… The verve has fizzled out. It was in
autumn 2023 already – the disillusionment with the
Bundeswehr special fund and the »Zeitenwende« was already
palpable. By the end of the year, the Federal Constitutional
Court‘s decision had raised more questions
than the promises to achieve the »two per cent« NATO
target could have resolved. At the time this article was
written, the main consequences for the defence budget
were still beyond the horizon of perception. It seems
legitimate to speculate that, in keeping with the tradition
of making special demands on the Bundeswehr when
consolidating the general budget, the consequences for
the armed forces will be considerable.
Federal governments draft – Budget 14
(in billion €)
• 2023 – 50.118
• 2024 – 51.800
• 2025 – 52.000
• 2026 – 52.000
• 2027 – 51.900
These thoughts are no coincidence. The Ministry of
Finance‘s announcement that it intends to use the Bundeswehr‘s
special fund (»Sondervermögen«) to pay for
the replacement of defence equipment handed over to
Ukraine in future is a cause for concern. More than half a
billion euros are to be offset in this way for 2024. This
raises the spectre that the Bundeswehr will not be
exempt from cuts to the overall budget.
When launched, the special fund was to be earmarked
for urgently needed new investments. Now the draft 2024
federal budget reallocates projects that have already been
approved to the special fund. This means that the procurement
of armaments projects already underway, the second
batch of the K130 corvette, the 126 frigate, U212CD and
the procurement of three further maritime patrol vessels,
will now be funded from the special fund. U212CD saw its
first steel cut in August, F126 in December 2023, while the
corvette »Köln«, the first unit of the second batch K130,
was christened in April 2022. The other procurement
measures for the navy, which are now part of the special
assets, are the Future Naval Strike Missile (FNSM), the
Sonix underwater detection system, multi-purpose combat
boats (share of naval battalion) and the successor to
the rigid-hulled inflatable boat (RHIB) 1010 for the KSM.
SHIPS MADE IN GERMANY
There are still options for two F126 frigates and two
U212CD submarines. It is rumoured in Berlin and on
the coast that the deadline for their redemption is due to
expire in June 2024 according to the construction
contract.
In addition, the two bunker tankers, which are budgeted
at 882 million euros, are now under construction. In
contrast, the new reconnaissance ships (»Flottendienstboote«)
are awaiting the steel to be cut. A procurement
bill approved by the Budget Committee on 5 July shows
that their construction will cost 3.3 billion euros.
As one of the last acts of 2023, the Budget Committee
of the German Bundestag approved a further
three P-8A Poseidons. This means that a total of eight
maritime patrol vessels with a total volume of 2.803
billion euros will be procured via the Foreign Military
System (FMS).
The prospects for German naval shipbuilding remain
good for the time being. However, at a glance at the F125
or K130 or naval helicopters shows, there is a problem in
the system. There is no lack of knowledge here. Rules
and regulations as well as the fundamental relationship
between public clients and contractors need to be
scrutinised.
hum
The prestigious F126 project reached a
major milestone: at the Peene shipyard
in Wolgast main contractor Damen Naval
and project partner NVL Groupcelebrated
the cutting of the first steel for the
new multi-purpose frigates for the German
Navy. The ships will be built entirely
in Germany. The steelwork and preassembly
for the stern will take place at
the Peene shipyard in Wolgast, part of
the NVL Group. The foreship will be
built in Kiel at German Naval Yards,
where it will be assembled with the stern
and towed by sea to Blohm+Voss in
Hamburg. There, final outfitting, commissioning,
testing and delivery, as well
as outfitting of the on-board systems,
will take place. Delivery of the first ship
is scheduled for 2028.
SHIPS MADE IN GERMANY
On track for innovation
Like many other industries, German inland shipyards are suffering from
global economic effects. But they are carving out niches with innovative new
designs and projects. However, the order book needs to be refilled
German shipbuilders yards continue to offer high
quality, flexibility, broad experience, and technological
competence. The 50 or so inland waterway
shipyards, employing some 2,000 people directly, are
mostly family-run businesses with a long tradition, and
are committed to maintaining their position in a demanding
and competitive market.
They are indispensable service partners for the environmentally
friendly transport mode of inland navigation,
for the waterways and shipping authorities and
all other activities on the waterways and in the ports,
contributing to the smooth operation of ships with their
maintenance and repair services.
However, geopolitical and global economic turmoil
continues to have an impact. Several companies have experienced
significant delays in receiving key components
and have also seen their newbuildings delayed.
Examples include the »Missunde III«, built by Barthel,
and the first E-Spatz, a workboat for the Federal Waterways
Administration, only recently being christened as
the new »Mühlheim.«
At the same time, both ships are among the highlights
of the shipbuilding year 2023. Also worth mentioning
are the STS boats for the German Navy, built at the SET
shipyard in Tangermünde as a subcontractor of Tamsen
Maritim in Rostock, and the research catamaran »Wavelab«,
built at the Gebr. Friedrich shipyard in Kiel, which
will help to advance autonomous navigation.
This year will see a number of other high-profile deliveries:
The research vessel »Coriolis« is nearing completion
at the Hitzler shipyard in Lauenburg on the river
Elbe. Built for the Helmholtz Centre Geesthacht, it will be
equipped with a fuel cell on board that produces energy
based on a pulverized hydrogen known as metal hydride.
At Bolle, the first of five sisters of the »Emmerich«, a
surveillance and work boat, is already under construction.
At SET, three innovative new ferries will be
delivered to Hadag at four-month intervals starting this
spring. The new vessels will be equipped with plug-in
hybrid propulsion systems and batteries to enable occasional
zero-emission operation. They will also be
»H2-ready«, meaning that they could run on hydrogen
in the future.
The German inland navigation industry can still be
described as »small but sophisticated«. It continues to
specialise in naval vessels, work boats, passenger ferries
and again, thanks to a new major contract awarded to
the Neptun ship yard in Rostock-Warnemünde by the US
based company Viking River Cruises, river cruise ships.
For almost a decade now, cargo ships have no longer
been built in Germany, but in the neighbouring Netherlands.
Even large German companies such as HGK Shipping
and Rhenus, Europe’s market leader in inland navigation,
rather place their orders in the Netherlands on
the other side of the Rhine, as do smaller shipowners, but
only in very rare cases, if at all.
Congratulations
on the title
“Inland Waterway
Our battery storage systems helped the Mülheim become the Inland Waterway Vessel of the
Year. And along the way, it made inland waterway and maritime transport cleaner and quieter
as a whole. Without compromising on performance. Reducing emissions by means of partially
»Wavelab« – Autonomous ship for the Kiel Fjord
The Wavelab is powered by electric motors
The research catamaran »Wavelab« has been christened
at the Gebrüder Friedrich shipyard in Kiel last year. The
© Gebr. Friedrich Werft
ship, built as part of the CAPTN initiative (Clean Autonomous
Public Transport Network), will be used for research
into autonomous shipping.
The construction of the autonomous test vessel was led
by the Kiel University of Applied Sciences Research and
Development Centre. Local companies such as the navigation
expert Anschütz and Kiel University cooperated.
The »Wavelab« catamaran will not only offer the opportunity
to test state-of-the-art energy sources such as
purely electric propulsion using batteries and fuel cells,
but also autonomous shipping on the Kiel Fjord.
The research platform in the form of a catamaran is
made of aluminium and is approx. 20 metres long and
eight metres wide. The research catamaran is powered by
two 50kW electric motors, which are fed by batteries. The
electric motors were supplied by Torqeedo. The utilisation
of a green hydrogen-powered fuel cell is also
planned. The supply of the catamaran with modern fuels
is assured. This is because the ultra-modern hybrid pier
in front of the Gebr. Friedrich shipyard has already been
put into operation, where, among other things, shore
power can be »bunkered«.

LUX WERFT
»Klein Romy« and »Klein Heini« expand the fleet
In May 2023, the two passenger ships »Klein Romy« and
»Klein Heini« joined the fleet of the Hamburg-based passenger
ship operator Rainer Abicht. The sister ships were
built at the Lux shipyard in Mondorf. The 41 metre long
and 7.50 metre wide newbuilds offer space for up to 250
people in the fully glazed interior. The open-air deck also
offers a place in the sun.
As a highlight, the newbuilds have a sliding colour
glass roof so that up to 2/3 of the ships can be used as a
convertible when the weather is fine. With a draught of
85 cm, they are also built so shallow that they can be used
to explore not only the port of Hamburg, but also the canals
of the historic Speicherstadt warehouse district.
During construction, emphasis was also placed on the
most modern technology available on the market and the
latest, lowest-emission engines. The engines of both ships
run on AdBlue and a catalytic converter with a soot particle
filter.
OSTSEESTAAL
Double order from Italy
The Stralsund-based shipbuilding company Ostseestaal
has received a double order from Italy. This involves the
construction of two new passenger ferries with electric
propulsion. The contract was awarded by the local authority
for the catchment area of Lake Iseo (Autorità di
Bacino Lacuale dei Laghi d‘Iseo, Endine e Moro).
Designed as a catamaran with a length of around 26
metres, the new vessels are to be used in future on Lake
Iseo in northern Italy, which lies between Lake Como and
Lake Garda.
Up to 140 people and six bicycles can be transported on
board the emission-free vessels. They will travel on various
lake routes, including to the island of Monte Isola.
The electric passenger ferries are being built by Ostseestaal
and Ampereship.
The Iseo project marks the shipyard‘s successful entry
into the Italian market. Over the past two years, Ostseestaal
has built and delivered three identical electric passenger
ferries for use on Lake Zurich in Switzerland.
A new ferry has recently entered service on the Schlei estuary
with particularly low noise and emissions, as it is 100%
The ferry was built at the shipyard Hermann Barthel. It
was ordered by the State Agency for Coastal Defence,
National Park and Marine Protection in Schleswig-Holstein
(LKN.SH). As with the predecessor ferry »Missunde
II«, LKN.SH commissioned Schiffstechnik Buchloh from
Bruchhausen to design the new vessel, prepare the tender
and supervise construction.
The new ferry has a battery-electric propulsion system,
which is supplemented by a powerful photovoltaic system.
Baumüller motors and Tesvolt batteries are used to
propel the €3.3 million cable ferry. Via a gearbox, they
supply a guide cable and a drive cable that moves the
»Missunde III« from one shore to the other. The permanent
magnet motor and the batteries usually receive their
energy from shore power systems. The ferry has space for
eight cars, 45 passengers and ten bicycles.
