here have ga<strong>in</strong>ed legitimacy ma<strong>in</strong>ly through their networks <strong>in</strong> the private sphere, unlike men<br />
leaders, most <strong>of</strong> whom cont<strong>in</strong>ue to lead because they have had previous leadership experience<br />
and status and have built important adm<strong>in</strong>istrative networks.<br />
4.4.2. Social, Religious and Spiritual Leaders<br />
These leaders have established strong horizontal relationships among their peers and with<br />
the villagers. It was observed that village and commune leaders have good <strong>in</strong>teractions and<br />
relationships with them and are <strong>of</strong>ten seek<strong>in</strong>g their cooperation. These ���������and achar<br />
<strong>of</strong>ten have good connections with almost every actor, <strong>in</strong>clud<strong>in</strong>g those from higher levels,<br />
especially politicians. As pagodas now need networks to attract contributions, achar have been<br />
play<strong>in</strong>g an <strong>in</strong>creas<strong>in</strong>g role <strong>in</strong> network<strong>in</strong>g. Strong achar are able to seek resources from district<br />

They also create networks with other wat committees (<strong>of</strong> different regions) to raise funds for<br />
such th<strong>in</strong>gs as funeral ceremonies <strong>of</strong> the abbots.<br />
The strik<strong>in</strong>g po<strong>in</strong>t <strong>of</strong> their network<strong>in</strong>g, <strong>in</strong> particular for religious leaders, is how they can<br />
forge l<strong>in</strong>ks with the rul<strong>in</strong>g party’s patrons. As <strong>Cambodia</strong> has adopted a democratic path, which<br />
automatically makes elections important tools for political parties to ga<strong>in</strong> legitimacy, pagodas<br />

recent years, achar become important bridges l<strong>in</strong>k<strong>in</strong>g people, through their pagodas, to rul<strong>in</strong>g<br />
party patrons. This form <strong>of</strong> newly emerg<strong>in</strong>g modern fund rais<strong>in</strong>g allowed many pagodas to<br />
beautify themselves. It is clear what the CPP expects to receive from those religious leaders.<br />

I am <strong>of</strong>ten told by the excellency to <strong>in</strong>form the local elders to vote for his party if we<br />
wish to get more support for the temple construction. (�����, commune B, <strong>in</strong>terview,<br />

From what they say, achar need to comply with the <strong>in</strong>direct orders <strong>of</strong> party patrons; if they do<br />
not, they risk los<strong>in</strong>g the golden opportunity to attract fund<strong>in</strong>g for their pagodas. The prom<strong>in</strong>ent<br />
achar <strong>of</strong> commune A proudly tells us that he is probably the only achar <strong>in</strong> <strong>Cambodia</strong> who is<br />
able to build a temple with<strong>in</strong> four years. While it is true that he is capable <strong>of</strong> complet<strong>in</strong>g the<br />
work with<strong>in</strong> a short period, without the party’s policy to favour pagoda development, he would<br />
not be able to be such a competent network builder.<br />
The outstand<strong>in</strong>g issue <strong>of</strong> achar networks thus centres mostly on the rul<strong>in</strong>g party and its important<br />
politicians because they are the ma<strong>in</strong> source <strong>of</strong> supply for local pagoda development. Another<br />
po<strong>in</strong>t worth not<strong>in</strong>g is that achar tend to have good relations with the local authorities and the<br />
villagers at large.
