I had the pleasure of participating in a CQ10O demonstration at the Chapter 63 Meeting in Oklahoma City. lt was lots of fun surprising<br />

the members of Chapter 63.<br />

Quarter Century Wlreless Assoc ation<br />

On Tuesday, September 22, 2009, three members of<br />

Northern California Chapter 1 l, traveled to Livermore in<br />

Alameda County to install a complete HF radio station in<br />

the home of Chris Pelton, AF6Jl. Chris is a relatively new<br />

ham who has earned her Extra Class license. The radio<br />

was a Yeasu FT 920, with an Astron 35m power supply.<br />

The G5RV was erected in the side yard.<br />

The equipment was supplied by Ron Carmichael, NC6U,<br />

Terry Finn, 446[, provided a grounding strap and coax ,<br />

and Stan Towle, WA6ZGI did most of the installation.<br />

This HF radio station was owned by Ken Beck, WB6UyV<br />

of Lancaster, CA. Ken became a SK in the spring of 2009<br />

and his family asked Ron, NC6U, to find a new home for<br />

the equipment where it would be put to use by a new<br />

ham who would really appreciate the gift.<br />

in was referred to as the<br />

" Marqate Safari Net " .<br />

There were 40-50 active<br />

members of this net, and<br />

over 100 counting occasional<br />

checkins.<br />

lvlargate, a noted tourist site in<br />

Natal, South Africa, is located on the lndian<br />

Ocean about 375 miles Northeast of Port<br />

Elizabeth. The net control station for the Margate<br />

Safari Net was the late Manny Laxton, ZS5WX, a<br />

Margate resident, a World War ll hero of the war<br />

in the desert against Rommel; and a famous big<br />

game hunter, safari guide, and movie actor.<br />

Manny changed from a big game killer, trophy collector<br />

and safari leader to become an avid game conservationist.<br />

ln fact, in addition to several qame farms he<br />

owns, he purchased a 3,000 acre spread, north of Margate and when last heard from,<br />

had fenced the farm and was stocking it with natrve animals. His plan was to provide<br />

an area like our Pacific Northwest Trek, where children could view the wild animals of<br />

Africa in a wild native environment.<br />

ln the late 1980s and early 1990s, lwas an active participant in the Margate Safari Net.<br />

Several mornings each week, I would tune my radio to the proper frequency at the correct<br />

time and would check in to the net. For about an hour, hams from the world over<br />

but mostly from our state of California, would discuss numerous topics of mutual interest<br />

We would tell about ourselves, our other hobbies, work experience and you name<br />

it. Many lasting friendships were achieved via The Margate Safari Net.<br />

The late Bill Rea, WGVZZ, from Pasadena, California was the alternate net control station.<br />

When Manny couldn't make it orwe did not have propagation to Africa, Bill<br />

would take over the net control.<br />

Several of the group have visited Manny and his loving wife Stella, now deceased, at<br />

lVargate and on at least one occasion, Manny visited the USA at one of the Visalia DX<br />

conventions. which are held each year at Visalia, California. Hams from all over the<br />

world get together for eyeball QSOs, and camaraderie. I have participated in several of<br />

the Visalia DX conventions but have never had the opportunity for an eyeball to eyeball<br />

conversation with Manny, however, did correspond with him and wife Stella.<br />

ln 1994, the low in the eleven year sunspot cycle cut off much of our world wide communicatrons<br />

and contact with Africa became very difficult to achieve. Our Margate<br />

Safari Net ceased ro exist.<br />

ln 1995, Gus Gilkas, W5HRF, from San Antonio, Texas, one of my active net friends,<br />

sent me a copy of a letter he had received from Mannys wife Stella. lquote from<br />

SAFETY - The recent tragedy in Florida should serve as a reminder of the importance of reading and following all safety rnfo in manuals<br />

and rnstallatton instructions of our ham equipment and antennas. While much of our equipment operates at low voltages, pnmary power<br />

is as much of, and is still, an area where safety needs to be considered. Please read your manuals and if you have safety questions, always<br />

contact the manufacturer of the item-radio or antennal We send our condolences from QCWA to the family of these hams.<br />

QCWA SCHOLARSHIPS - Agarn this year, we are happy to provide the photos and a summary of the actrvities of our QCWA<br />

Foundation of Amateur Radro for therr support in reviewing all the applications received each year, and for their effort in selecting the<br />

winners. This effort is accomplrshed at no cost to QCWA<br />

CHAPTER WEB PAGES Bob Roske, changing from his "President's hat" to his "Web Master hat", has been posting links on the<br />

QCWA web page to various chapter web pages. This allows those chapters to post various activities, which may be of interest to local<br />

hams or even members who might be traveiing through the area. While you might not have anyone in your chapter who has the computer<br />

programs or ski ls to prepare a web page, Bob can help by listing the important contact information for your chapter on a generic<br />

I am a freshman biomedical engineering<br />

major at Case Western University in<br />

Cleveland, OH. I have been a licensed<br />

Amateur Radio operator since 2000, when<br />

I was in 5th grade and first discovered the<br />

world of ham radio, achieving the Extra<br />

class level in 2003. I have been active off<br />

and on since then, and even operated<br />

briefly in Australia while I worked there for<br />

5 months last year using the call VK2AQB. I<br />

am planning on using the Case Western<br />

Ham Radio Club station, W8<strong>ED</strong>U while I<br />

am here. i am planning on either attending<br />

medical school or physical therapy school<br />

after I graduate, but plan on remaining<br />

active in the amateur radio community. I<br />

I am a Computer Engineering student at<br />

the University of Delaware, minoring in<br />

Computer Science. My interests are in high<br />

performance computing and in collecting<br />

old computer "junk" with which I can clutter<br />

crossover with the amateur radio club, I am<br />

working on becoming a VE so I can assist<br />

the University's amateur radio club in<br />

bringing in new members, as it has been a<br />

Jonathan is a 22-year old Amateur Extra<br />

currently attending the University of lllinois<br />

at Urbana-Champaign as a second-year<br />

graduate student and teaching assistant.<br />

He graduated Magna Cum Laude from<br />

Colorado State University in May 2008,<br />

earning a B.S. in Mathematics. He heard<br />

about amateur radio through his family<br />

and shortly after receiving his novice<br />

license, discovered an amateur radio club<br />

for kids called BARC Jr. This organization<br />

helped him earn his Extra within the same<br />

year, when he was 12 years old. Jonathan<br />

still greatly enjoys ham radio contests and<br />

Kerry Manderbach is an adult student who<br />

has returned to college in order to complete<br />

his education. He has an Associate of<br />

Science in Mass Communications, and is<br />

seeking a Bachelor's of Science in Media<br />

Studies with an emphasis on broadcasting.<br />

He attends the University of Missouri at St<br />

Louis, and participates in many charitable<br />

activities through his membership in several<br />

student organizations on campus. Kerry is a<br />

co-founder of "The U--UMSL Student<br />

Radio" at the University, and helped set up<br />

broadcasting facilities for the station along<br />

with advisor Dr. Charles Granger (KBOPCZ)<br />

and lT Specialist Marcel Bectoldt (N9NJY)<br />

Kerry enjoys working 2, 40 and 75 meters,<br />

as weil as 70CM. He is an avid SWL and<br />

participates in the activities of the St. Louis<br />

I am the fourth ham in our family. My<br />

father, WA3LWR, is a QCWA member, and<br />

my mother, Sue, KD3GG, will soon be<br />

licensed long enough to be a QCWA. My<br />

brother, KA3SRC, just graduated from<br />

Pennsylvania State University with an<br />

lnformation Technology degree, double<br />

minors, and high honors. I enjoy VHF and<br />

I am active with our APRS network, as<br />

well as remote packet node system, ARES<br />

and RACE5. I have also served as an officer<br />

in some of the local clubs and assisted in<br />

teaching various ham radio classes over the<br />

years. lt is my hope to follow in a similar<br />

path to my brother's and obtain degree in<br />

lnformation Technology, I hope to be able<br />

to combine it with my amateur radio inter<br />

Jack H. Short is a first-year medical student<br />

at the University of Missouri School of<br />

Medicine. A 2009 graduate from Mizzou<br />

(B.S. Biology), he has been an active ham<br />

and weather spotter in Columbia, MO and<br />

his hometown, Kansas City, MO. He has<br />

been active in amateur radio since 2003,<br />

and has chaired numerous field day activities<br />

with his club, the Northeast Kansas<br />

ARC (KOHAM). Being involved in ham<br />

radio helped Jack further his interests in science<br />

and community involvement, as well<br />

as meet many new friends. Recommended<br />

(sk), Jack hopes to keep meeting new<br />

friends around the world, and sharing the<br />

spirit of volunieerism and activism that is<br />

There have been a lot of changes in my life<br />

since graduation from East Hampton High<br />

School. A summer work experience<br />

arranged by a Ham Radio friend opened<br />

new doors for me. I changed my major to<br />

Electrical Engineering, and am attending<br />

Clemson University in South Carolina.<br />

After setting up my apartment and computer,<br />

I gained permission to put up an<br />

antenna on the top of the building. lt still<br />

needs some tweaking, but I am able to get<br />

some RF out. Over Labor Day weekend, I<br />

attended the Shelby Hamfest in Charlotte,<br />

North Carolina. Now I am trying to join up<br />

with the Clemson Amateur Radio Club. As<br />

you can see, Ham Radio is a huge part of<br />

my life I<br />

Technician Class Amateur Radio License<br />

issued by the Federal Communications<br />

Commission and currently hold an Extra<br />

Class License, ln January 2004, 1 received<br />

certification through the Amateur Radio<br />

Relay League to administer amateur radio<br />

examinations. I am a member of the<br />

Massillon Amateur Radio Club and the<br />

American Radio Relay League. My father,<br />

mother, and sister also hold Extra Class<br />

licenses and are volunteer examiners.<br />

of Professional Accountinq (MPA) at<br />

lndiana University. After I complete these<br />

degree programs I will be eligible to take<br />

the CPA exam and pursue a career in the<br />

I currently volunteer an average of five to<br />

six hours a week with the Argus Canine<br />

Search and Rescue Team in my hometown<br />

of Bloomington, lndiana. I actively participate<br />

in helping to reinforce training and<br />

various skills for five to ten dogs and handlers.<br />

Wow. I couldn't be more surprised by this<br />

award. I've been an amateur radio operator<br />

since I was about 12 years old when my<br />

dad taught a class for my scout troop. l'm<br />

1B years old now and am attending WKU<br />

in Bowling Green, KY to major in Broadcast<br />

Journalism. I was active in the St Aloysius<br />

Radio Club, a big project school and assisted<br />

occasionally after my graduation from<br />

grade school. l'm currently a General Class<br />

Operator, but my scope of activities is not<br />

limited to ham radio, alone.<br />

ln hiqh school, I maintained a 3.89 GPA,<br />

graduating 3rd in my class For my senior<br />

project, I spearheaded a theological program<br />

based on the Church's teachings on<br />

the Theology of the Body. lt lasted for<br />

twelve weeks and I personally accumulated<br />

nearly 70 service hours. On top of that, I<br />

have a gift at the piano, train altar servers<br />

at my local parish, was a starting pitcher<br />

for my Varsity Baseball Team, attained the<br />

Rank of Life Scout in my troop, and have<br />

worked numerous organizations like the<br />

when she earned her Novice License while<br />

N9BRH, until Lori moved out of the area to<br />

Lori attended the University of<br />

lndianapolis from 1987-1991, earning a<br />

B.A. in psychology. Lori is currently a student<br />

Columbus. Lori is in her final year of nursing<br />

hobby - it has given me direction for my<br />

a ham more than half of my life, it will be<br />

another dozen years until I am eligible for<br />

the QCWA membership. The day I turned<br />

1B years old, I signed up to be a volunteer<br />

examiner with the ARRL VEC and I was the<br />

youngest VE in the nation. I look forward a<br />

day when I will be the youngest (or maybe<br />

one of the younger) QCWA member. ln the<br />

mean time, I will use the scholarship money<br />

wisely to be able to graduate from the<br />

My hometown is Dryden, Ontario, Canada.<br />

My parents, grandparents, aunt and uncle,<br />

as weli as many family friends are qualified<br />

Amateur Radio operators. My uncle, Scott<br />

Moody-VA3EXl, got me interested in amateur<br />

radio; he supplied me with all of the<br />

materials I need to get my licenses. My<br />

grandfather, Neil Moody, VE3VNM, encouraged<br />

me to get my basic license, and gave<br />

me my 2m handheld as a gift for succeeding.<br />

At the age of 12, I got my basic qualifications<br />

and 6 months later my Morse<br />

code, and finally at 13, I completed my<br />

advanced qualification. I can still remember<br />

one of my first contacts made to ltaly while<br />

I was driving with my uncle. Memories like<br />

that make this hobby all worthwhile.<br />

I am studying Linguistics at the University<br />

of Ottawa with hopes of going into<br />

class license and was first licensed at the<br />

age of 1 0. She has been very active in her<br />

community amateur radio club, RAGS, participating<br />

in numerous community service<br />

activities such as communications for the<br />

St. Patrick's Day Parade, the YMCA<br />

triathlon and the Mountain Goat Run. She<br />

also participated in a Department of<br />

Environmental Conservation study of the<br />

endangered lndiana bat, tracking their<br />

nesting patterns using radio tags. Lauren is<br />

thrilled to be attending Cornell this fall and<br />

Shall Not Perish<br />

Good morn i n g, Vol u nteer-exam i ner Coord i nators.<br />

Welcome to Gettysburg and the 2009 VEC Conference.<br />

Keeping with the long-ago established protocol for an<br />

address delivered on these hallowed grounds, only this<br />

morning during the ride from Washington was this humble<br />

report lotted down on the back of an envelope.<br />

We have been using our National Park Service Senior<br />

Pass to visit as many United States battlef ields as possible.<br />

It is amazing that most of our Nation's battles, like<br />

Gettysburg, have been fought in National and State<br />

Parks.<br />

Threescore and 15 years ago our fathers brought forth<br />

to this continent a new Communication Act; conceived in<br />

liberty and dedicated to the proposition that our<br />

American public would benefit from the regulation of<br />

interstate and foreign communications transmitted by<br />

wire or radio. lncluded in that law were provisions for<br />

some very uniquely-qualified people: duly authorized persons<br />

interested in radio technique solely with a personal<br />

aim and without pecuniary interest.<br />

Their purpose was to empower these amateur operators<br />

to carry out self-training, intercommunication and<br />

technical investigations. The FCC was created therewith<br />

and directed to prescribe the qualifications of radio operators,<br />

classifying them according to the duties to be performed,<br />

fixing the forms of such licenses, and issuing<br />

them to persons found to be qualified.<br />

The FCC thereupon codified those directives into its<br />

ruies: To become duly authorized. a license grant must<br />

be requested and the person must pass an examination<br />

sufficrent to prove possession of the operational and technical<br />

qualifications necessary to perform properly the<br />

duties of an amateur operator"<br />

After a half-century of preparing and administering<br />

those examrnations, the FCC was further authorized to<br />

accept the voluntary and uncompensated services of amateur<br />

operators to carry out these tasks. lt was directed to<br />

prescribe rules for selecting, overseeing, sanctionrng and<br />

dismissing any person so accepted.<br />

Now we are engaged in our great volunteer examiner<br />

system, testing whether our system - or any system so<br />

conceived and so dedicated - can Iong endure. We are<br />

assembled here to confer with the FCC and to plan for<br />

the future. lt is altogether fitting and proper that we<br />

should do this.<br />

We must remember that our VEs have their unique<br />

tasks to carry out: they must prepare each question on<br />

each pool; they must prepare each question set according<br />

to instructions from their volunteer-examiner coordinator<br />

or obtain them from a supplier; they must administer the<br />

examinations; they must determine the correctness of the<br />

examinee's answers. They do a superb job.<br />

We must also remember that you VECs also have your<br />

FCC-assigned coordination tasks to carry out. You must<br />

seek a broad representation of amateur operators to be<br />

VEs. You must determine that the volunteer is competent<br />

to perform the VE functions. Your must determine that<br />

no questions of the person's integrity or honesty could<br />

compromise the examinations. You must not discriminate<br />

in accrediting VEs on the basis of race, sex, religion or<br />

national origin; nor on the basis of membership in an<br />

amateur service organization; nor on the basis of the person<br />

accepting or declining to accept reimbursement.<br />

All fourteen VECs, additionally, must cooperate in<br />

maintaining one question pool for each examination element,<br />

giving assurance that there is uniformity in the<br />

questions being asked regardless of where they are<br />

administered.<br />

With these responsibilities in mind, here are my recommendations:<br />

Make public your VEC instructions to VE Teams.<br />

Disclose to all volunteers your conditions for VE accreditation<br />

so that they can make an informed choice when<br />

selecting the VEC to coordinate their work. Document<br />

your policies such that all VEs know what they are.<br />

Repudiate your call to make "... the amateur service<br />

accessible to as many citizens as possible." Part 95<br />

already provides citizens and non-citizens alike with<br />

access to HF CB, VHF Multi-Use, and UHF Family and<br />

General Mobile Personal Radio Services. No examination<br />

is required. ln most of these, the Iicense grant is by rule.<br />

They are domestrc services; they are not recognized nor is<br />

spectrum allocated internationally. Experimentation is not<br />

allowed. Equipment type certification, moreover, is<br />

mandatory.<br />

Our rules Parl97, however, in addition to the<br />

Communications Act and the international Radio<br />

Regulations, say that our service is for those aforementioned<br />

uniquely-qualified amateur operators. Equipment


type certification is not required. Experimentation, rather,<br />

is expected and encouraged.<br />

Do not blur the distinction between CB and amateur.<br />

Stand against the trivralization of our radio service. Enable<br />

our VEs to fulfill their duties so as to allow our amateur<br />

service community to uphold its reputation of high standards<br />

of legitimacy in being beneficial to the American<br />

pu blic.<br />

Adopt a set of VEC instructions to your Question<br />

Pool Committee. You have created your question pool<br />

committee to carry out your obligation. Very few VECS,<br />

however, have ever participated on your committee.<br />

Become involved! Cooperate, at least, by joining with the<br />

other VECs in developrng a set of instructions for your<br />

committee to follow. Because your QPC members are<br />

sublect to change every year, a set of agreed-to instructions<br />

can help assure continuity and demonstrate permanence<br />

in that your considered policy is directing your question<br />

pool-maintaining process.<br />

A noteworthy commerce has evolved for providing<br />

examination preparation services. lts practitioners, their<br />

employees and associates depend upon your question<br />

pools. lt is their lifeblood. Your obligation, nevertheless,<br />

is to maintain your question pools for the VEs. Frequent<br />

revisions obviously benefit exam preparation services commerce.<br />

but the constant churning of the questions disadvantages<br />

the examinees, the VEs and our instructors. lt<br />

obsoletes and disrupts unreasonably their administration<br />

and training materials and curricula.<br />

Do not tolerate your pools being revised unnecessarily.<br />

Only revamp a pool when it needs updating because of<br />

rule amendments or evolving good amateur and engineering<br />

practices.<br />

You are exceptionally fortunate to have (QCWA<br />

Member) Rol Anders as your Question Pool Committee<br />

chair. ln the Baltimore area, he is our most respected<br />

amateur radio instructor and expert. He loves to teach.<br />

He is unencumbered by any examination preparation services<br />

commerce. Do not let him get away.<br />

Comply fully with the FCC element standards. First<br />

and foremost, a working knowledge of the pertinent FCC<br />

rules is fundamental to operating an amateur station properly.<br />

Also required is an understanding of our good amateur<br />

and good engineering practices, along with a grasp<br />

of the related technical rudiments sufficient to make those<br />

rules and practices meaningful. Keep on track! You have<br />

no rightful excuse to shape the pools to manipulate licensing<br />

trends or to faciliiate commerce.<br />

On my website is a list of the technical terms taken<br />

from the FCC rules that need to be understood in order<br />

for the rules and practices to make sense.<br />

Do not compromise any question just to satisfy the<br />

constraints of the multiple-choice format. Enable our<br />

VEs to prepare, administer and grade in the format of<br />

their choice. Although it is probably the most widely<br />

administered type, that lowly-regarded multiple-choice<br />

answer format is not an FCC rule requirement. Unless you<br />

condition your VE accreditation upon the volunteer's consent<br />

to admrnister only multiple-choice examinations, it is<br />

not obligatory.<br />

Heretofore, the FCC staff examiners also employed a noknowledge-to-grade<br />

multiple-choice format. Holding an<br />

amateur operator Iicense grant, however, was not in their<br />

position descriptions. The questions and answers, moreover,<br />

were not disclosed beforehand.<br />

Our VE system cannot lay claim to any similar justification.<br />

Every VE must have passed not only the examination<br />

element that he or she is preparing or administering but<br />

also the next higher element, where there is one. Your<br />

multiple-choice format, with the exact questions and<br />

answers publicized beforehand encourages quickie memorization<br />

rather than benef icial learning.<br />

For example, the very first statement codified in Part 97<br />

is the basis and purpose for the rules in locations where<br />

the FCC regulates the amateur radio service. Any person<br />

seeking a license should be aware of the FCC's expectations<br />

on how he or she is to make use of the privileges<br />

conferred thereby. Hence, those fundamental principles<br />

should be addressed in the very first examination for a<br />

license. Your multiple-choice format question and answer<br />

character constraints, however, will not accommodate it<br />

satisfactorily. The question-preparing VE, therefore, must<br />

dumb-down the question to fit your 210-character constraint.<br />

One shortcut is to state briefly the knowledge<br />

amateur operator needs to know and then simply ask the<br />

examinee to identify its source; maybe something like this:<br />

It looks like it addresses the basis and purpose of the rules.<br />

But it is not the fundamental expertrse a truly qualified<br />

FCC-licensed amateur operator must possess. That knowledge<br />

has been subjugated to satisfy the constraints of<br />

your limiting format.<br />

Don't take our spectrum for granted. We are all concerned<br />

about disturbing news reports of spectrum<br />

demands for Internet services. The BPL may be only the<br />

opening shot. Congress now knows of the billions that<br />

the Dallas QCWA Convention and<br />

for Manny that in the afternoons, after lunch, I lie next to him<br />

on the bed & promptly pass out! I think of you both a lot and<br />

was very sorry to hear that you, Gus, have not been well, but t<br />

surely hope that by now you are completely recovered-so please<br />

stay well-there's no future in being sick! Unfortunately, I can,t<br />

give you any good news about Manny He is now confined to his<br />

wheel chair and can no longer stand or walk and is in constant<br />

pain and at the mercy of pain killers. His morale is very low and<br />

the joy of his life, ham radio, has clealt him a cruel blow in that<br />

reception has been so bad for so long between the Margate<br />

Safari Net members that he can no longer enjoy his daily eSO,s<br />

with all his friends anymore. He rs so happy when he can get you,<br />

Gus, but unfortunately, the reception both ways is not so hot, I<br />

believe. I push him into the shack every afternoon, bring him his<br />

tea and 15 minutes later bring him out again-nothing! He's<br />

always so disappointed. I suggested yesterday that he come on a<br />

little later than he does now-mebe you chaps don't feet tike getting<br />

up early on a cold winter's morning for a QSO?"<br />

I wrote a letter to Stella in April and received a reply in July.<br />

Attached was an obituary about Manny from the Margate newspaper.<br />

I quote as follows from the article:<br />

Quote: "Game Huntq Conservationist, Movie Star, Manny Laxton<br />

Dies- Manny Laxton's death last week has left the South coast a<br />

poorer place. He was one of those rare, larger than life characters.<br />

After meeting Manny, you never forgot him.<br />

For more than 35 years, he was a professional hunter and led<br />

safaris all over southern and central Africa. One of his biggest<br />

regrets was that he never got to see gorillas in the wild.<br />

He went to Rwanda, saw pygmies, heard and even smelled the<br />

gorillas, but never saw them. However, Manny was also an ardent<br />

conservationist, having owned seven game farms solely for the<br />

conservation of animals. ln the early '60s, Manny was instrumental<br />

in getting the cages and enclosures at the Johannesburg Zoo<br />

rebuilt. He also used to regularly check up on circus animals with<br />

members of the \PCA. He acted in many movies and even had a<br />

contract to go to Hollywood. However, an explosion on the set,<br />

which almost cost him an eye, cut short his film career.<br />

After selling their business (arms, ammunition, camping and fishing<br />

equipment) Manny and his wife, Stella, retired to Margate in<br />

1977. They bought a property in the heart of the town, known as<br />

'Eensame Kasteel', which they renamed 'lagtersrus".<br />

ln March, 1997, the Laxtons celebrated their 52nd wedding<br />

anniversary. They have two sons- well-known musician, Julian,<br />

who lives in Johannesburg and lonathan a Margate businessman.<br />

Jonathan said the family had, for years, been telting Manny to<br />

write a book about his life. "During the past few months he has<br />

been making notes. Hopefully we can collate these."<br />

On May 18, 1997, Manny, aged 79, was rushed to Margate<br />

Hospital where he died later that night.<br />

He also left behind two daughters-in-law, Karen and penny, four<br />

grandchildren, Kayshya, Lloyd, Morgan and Margot and a stepson,<br />

David, who lives in the USA."<br />

We, members of the former Margate Safari Net, remember well<br />

our favorite pastlme and its leader and Silent Key, Manny Laxton,<br />

and his faithful XYL, Stella, who passed away in October, 1997.<br />

Unfortunately, Manny's obituary does not include his World War ll<br />

experiences or his ham radio activities. The young folks today are<br />

very active with their computers, and cellular phones. Perhaps if<br />

they ever experienced an international radio net such as the<br />

Margate Safari Net, they might shift their activities to ham radio,<br />

or at least include ham radio in their activities<br />

THE BOR<strong>ED</strong> DIRECTORS<br />

The American Radio Relay League has always considered itself<br />

loyal to the principles of democracy. lts governing body, the<br />

Board of Directors, is elected by the membership in the<br />

League's I 5 divisions. Originally it was I6 divisions, when<br />

Canada was a part of it. The Canadian General Manager was<br />

a full-fledged director with voting powers, except on issues<br />

concerning only the U.S. The constitution did not specifically<br />

deny him a vote on such issues, but it was customary for him<br />

to abstain. However, I recall several instances in which the<br />

CGM cast a vote and was challenged by one or more of the<br />

U.S. directors. Canada was thus a part of the ARRL "field<br />

organization " until sometime in the 80's when the office of<br />

Canadian Director (the CGM trtle was abandoned some time<br />

after WWll)was abolished and Canada formed its own amateur<br />

radio membership society. lt still remains, however, a part<br />

of the National Traffic System with the eastern provinces forming<br />

their own region net, the midwestern and western<br />

provinces a part of U.S. region nets. I only knew of two<br />

Canadian directors, both from the eastern, most populated<br />

part of the country: Alec Reid, VE2BE, from Montreal and Noel<br />

Eaton (call?) from Toronto. Both were good personal friends.<br />

My very best friend of all time among the directors was Harry<br />

Engwicht, W6HC. I first met Harry at the time of a Board<br />

meeting, perhaps in the fifties, when he was a vice director of<br />

the Pacific Drvision under Ray Cornell, WdZ - who was also a<br />

personal friend. Harry and I "hit it off ' from the very first and I<br />

was delighted when he became a full director succeeding Ray.<br />

By the time I succeeded Ed Handy as communications manager<br />

in 1967 we had established full rapport. both officially and<br />

personally. He was responsible for my attendance at several<br />

Pacific Division conventions, one of which was in Hawaii. In<br />

each case I spent much trme with him and his family, wife<br />

Olive and daughters Christy and Susan at their home in San<br />

Jose. We traveled together to Hawaii and throughout much of<br />

the rest of his division, and on his trips east to attend directors<br />

meetings we spent much time together. Between times of personal<br />

get-togethers we kept a weekly TCC schedule and supplemented<br />

it with much personal chitchat. We called each<br />

other UOG (you old goat) and referred to General Manager<br />

Budlong as the "GWF' (Great White Father).<br />

We HQ staff people were not allowed to speak at Board meetings<br />

unless requested by a director. Harry and I had a system<br />

of signals which would permit me to speak up at any time. lf<br />

the matter being discussed concerned the Communications<br />

Department, he would look at me. lf I nodded, it meant I<br />

wished to add my comments; if I shook my head, it meant I<br />

felt no need or wish to comment. Any time he did not look at<br />

me and I wished to comment, I would cough to get his attention.<br />

We were careful, however, not to use this device to<br />

exce55.<br />

On one occasion Harry and I discussed, before the meeting, a<br />

measure which was sure to arise to which I was vigorously<br />

opposed. I don't remember what it was about, but Harry,<br />

although he had no strong feelings about it, promised to support<br />

my stand. During a recess lwas called into conference<br />

with some of the directors supporting the measure and discovered<br />

it was not at all what I thought, causing me to reverse<br />

my stand. The meeting reconvened before I had a chance to<br />

tell Harry I had changed my mind and I could not get his<br />

attention. When the motion was put forward he arose and<br />

bitterly opposed it. One of the directors with whom I had conferred<br />

then asked for my comments and I said I had no objection<br />

to it, and it was passed. Harry glared at me. He was cool<br />

with me for several weeks afterward, but we "made up" after<br />

I pointed out that our apparent disagreement would have the<br />

beneficial effect of dispelling any notion on the part of the<br />

other directors that lwas Harry's 'pet.' This was the only rift<br />

in our long personal friendship and it was a short and minor<br />

one.<br />

The friendship ended on a tragic note. During our many TCC<br />

schedules I had much trouble receiving Harry's signal, and vice<br />

versa, and he determined to erect an antenna which would<br />

make his signal stronger and also enhance reception of mine.<br />

This involved a 60-foot telescoping tower. When the job was<br />

almost complete and he had the tower cranked up its maximum<br />

height it suddenly collapsed, crushing an arm at the<br />

elbow. He was rushed to the hospital where his arm was<br />

amputated, but too late. Bone fragments had entered his<br />

bloodstream, causing cardiac arrest.<br />

I had a curious feeling of guilt; after all, he had been putting<br />

up the tower because of me. Olive completely rejected this,<br />

said enhancing our TCC schedule was only one of the reasons<br />

for the project, and that if he had been more careful it wouldn't<br />

have happened. So I was left with just another feeling of<br />

grief at the passing of a friend. There have been many of<br />

them.<br />

Backing up a bit, I attended two Board of Directors meetings<br />

when lwas "subbing' for Ed Handy in the early 40,s. At that<br />

time, hardly any of the directors paid any attention to me. Doc<br />

Woodruff was president and chairman at my first meeting, in<br />

May of 1942. At that meeting there was a highly-contested<br />

election for president. The candidates were Doc Woodruff, the<br />

incumbent, and George Bailey, W1KH. The two candidates<br />

were almost exact opposites in character. Doc was a quiet,<br />

soft-spoken, mostly-unappreciated genius. George was an outspoken,<br />

extroverted executive with great administrative expertise<br />

who had served as vice president. There were 16 voting<br />

directors (in this case the CGN/ did vote). The incumbent president-chairman<br />

did not vote except to break a tje.<br />

The first balloting produced a tie. and the charrman abstained.<br />

Several more ballots were conducted, with recesses between<br />

them, all producing the same result. Finally, George withdrew<br />

and Woodruff was declared re-elected. I had the impression<br />

that George's candidacy was a spur-of-the-moment thing in<br />

an effort to get the quret, soft-spoken Woodruff out of the<br />

chair. Two years later, at the next presidential election, Bailey,<br />

after a considerable campaign, was elected easily.<br />

My attendance at those two Board meetings, in 1942 and<br />

1943, followed a tradition that lasted until a couple of years<br />

before my retirement in 1978. Ed Handy had been a key frgure<br />

at HQ in the 20 s and 30's, a vice president and a member of<br />

the Board's Executive Committee. His position on the headquarters<br />

staff was considered very high, even above other<br />

department heads, for in addition to being a vice president he<br />

was required to attend Board meetings and write an annual<br />

report on CD operations to be included in the annual reports<br />

of the president, directors, general manager and other officers<br />

of the League. His annual report was usually longer than any<br />

of them, taking up quite a bit of space in the book and going<br />

into great detail. Those early years of the CD under Ed Handy's<br />

regime were quite comfortable ones for him, but by the time I<br />

came aboard in 1938 his prestige was beginning to crumble<br />

and his personal morale showing signs of deterioration,<br />

accompanied by extreme nervousness symptoms. These symptoms<br />

only added to the disdain for which he was beginning to<br />

be held by many of the directors and other staff members.<br />

Shortly after WWll he was stripped of his vice presidency, put<br />

under the direction of the general manager and removed from<br />

the Executive Committee. ln partial recompense he was made<br />

an honorary vice president, a position wrth a minimum of<br />

influence and no specific duties.<br />

But the traditional separate annual report of the communica-<br />

tions manager to the Board continued well into my own<br />

regime. Ed was still highly respected in the field and continued<br />

his high dedication to his job, although the symptoms of nervous<br />

breakdown continued to increase. Despite the effective<br />

demotions he still had supporters on the Board. Nevertheless,<br />

prior to each Board Meeting he spent many hours before and<br />

after normal office hours, in his office, hammering on his old<br />

No. 5 Underwood typewriter, clearing his throat loudly, coughing<br />

20 times per minute. He Iived in perpetual fear of Board<br />

action against his department, sometimes instigated by<br />

General Manager Budlong, who was his avowJd enemy, but<br />

the week or so before the directors arrived for their annual<br />

meeting in May was a time of extreme stress. I often wondered<br />

how he could survive the pressure, most of it self-generated;<br />

but he always did.<br />

During the late 40's, 50's and into the 60's I was a sometimesamused,<br />

often-distressed spectator to this scene. Despite occasional<br />

annoyances, especially when he butchered my copy for<br />

QST or a bulletin to put my words into his (l eventually refused<br />

to put my name to copy I considered so butchered), I retained<br />

my admiration for his dedication and considerable executive<br />

ability and my feeling of close friendship and sympathy for his<br />

person. ln my opinion, the League could never have achieved<br />

the high position it now holds without him.<br />

It was Harry Engwicht who coined the term " bored directors,,,<br />

not l. I thought the term not really apropos, not because I had<br />

a high opinion of the Board, but because it really didn t apply.<br />

The Board considered itself an august body of policymakers,<br />

but persistently meddled in headquarters management, especially<br />

where the conduct of the Communications Department<br />

was concerned. When K. B. Warner was general manager he<br />

skillfully manipulated the Board while simultaneously maintaining<br />

its respect, somewhat to the amusement of most of the<br />

more discerning staff members. His manipulations, however,<br />

were dedicated effectrvely to the overall betterment of the<br />

League. When Warner died suddenly in 1948 and Budlong<br />

took over, the manipulation continued. especially in the persecution<br />

of Ed Handy and the CD; but Budlong was not a<br />

Warner. His actions were often outwardly antagonistic on a<br />

personal basis, or dedicated to his own personal advantage.<br />

He was qurte effective during the first few years of his regime,<br />

but lapsed into heavy drinking and, after a few disgraceful<br />

performances in the field, during which time the headquarters<br />

was in effect managed by his understudy, John Huntoon, was<br />

forced to retire. He died shortly afterward.<br />

Although Budlong obviously felt Ed Handy was unfit to head<br />

an important department of the headquarters and almost succeeded<br />

in getting the Board to believe this-and although he<br />

transferred this same attitude to me as Handy's understudy, I<br />

was fully aware of Budlong s capacity toward leadership and<br />

don't mean to paint him as a vrllain. lt is hard to say what<br />

caused the flaws in his personality that led him to vindictiveness<br />

and malice, and to a discerning person the high intelligence<br />

and capacity for leadership were obvious, but his effectiveness<br />

dwindled to the point where he had to be replaced,<br />

and young John Huntoon, who had stood behind him during<br />

the dwindling period, was his obvious successor.<br />

Under Huntoon, the fortunes of the headquarters and the<br />

League in general took a definite turn for the better. He had<br />

joined the headquarters staff as an assistant secretary in ,l939,<br />

very shortly after I became second operator at W1AW. He had<br />

been a favorite of the Board of Directors throughout the latter<br />

stages of K.B. Warner and the full term of Arthur Budlong,<br />

doing a great job as an assistant secretary and, in Budlong,s<br />

final couple of years, as assistant general manager. He took<br />

full and effective charge of the headquarters, engineered the<br />

move from La Salle Road in West Hartford to the WlAW property<br />

in Newington, almost overnight gaining the respect of the<br />

headquarters staff and the Board - a respect that had been<br />

ebbing during Budlong's last days.<br />

Headnote - Many hobbies like amateur radio do not have a well<br />

documented "history." This "history" was compiled from many<br />

sources (see endnote); some of them are contradictory. This history<br />

is incomplete and should be regarded as a work in progress<br />

There is an absence of YL, minorities, disabled hams and hams<br />

from the U.S. territories in this history for they are historically<br />

under-represented in ham radio.<br />

V V Series for the QCWA Journal. This Series is based the<br />

Novice H istorical Society s website, www. Novice. bappy.com,<br />

where over 230 American hams, as of early-Fall of 2009, have<br />

shared their Novice stories and photos. lf you are an American<br />

Our Series began in the Spring 2008 issue discussing the structure<br />

of new Novice license which was first authorized on July 1,<br />

1951. ln Summer 2008, the second article iooked at 1951<br />

Novices. Then in the third, fourth and fifth articles. respectively,<br />

we looked at the early-1950s, mid-1950s and late-1950s<br />

Novices. ln article six we focused on what it would take for a<br />

Novice to earn the DX Century Club (DXCC) award (Spring,<br />

2009). ln the last article we discussed how Bill Tippett, W4ZV<br />

KN4RID in 1958 achieved this honor with 102 QSLs. Bill also<br />

earned a 110 country endorsement as a Novice (see sticker). He<br />

confrrmed 5 more countries as a Novice; making a total of 1 15<br />

countries. For Bills record to be broken, over I15 confirmed<br />

countries will be required.<br />

Now in article eight, we will discuss some Bills known competition<br />

who were in on the chase to be the first Novice to earn the<br />

DXCC. With Bill being the first Novice to DXCC, one would naturally<br />

ask - how long did Bill's record stand? Who were his competitors<br />

and how close were they? We can mention only Bills<br />

documented competitors. There probably were others who were<br />

not mentioned in QST magazine of that period or otherwise not<br />

known to us. There are likely other documents that have not<br />

been made available to us. We have repeatedly asked hams that<br />

have knowledge and documentation of the issues we address to<br />

come forth. Few have. lf you have documentation, please let us<br />

know. We will publish a web update of this topic on our website<br />

www. Novice. baoov.com.<br />

American Radio Relay League (ARRL) did not have a Novice<br />

endorsement for its DXCC award. They report they have no<br />

records which indicate who Bill's competitors were.<br />

lf one was a DXer reading QST in 1957 and 'i958 which discussed<br />

the possibility of a Novrce DXCC, given the great propagation<br />

of Cycle 19, one would expect at least a few other<br />

Novices to follow BillS achievement. Before Bill earned the first<br />

Novice DXCC, QST said there were Novices who worked 80 to<br />

85 countries QST (Nov. 1957, pp.72). lt is uncertain, if OST's DX<br />

Editor Rod Newkirk, W9BRD, meant worked and confirmed or<br />

just worked 80-85 countries. Rod speculated about who would<br />

be the first Novice DXCC several times in 1957 and 1958. These<br />

Novice History - The Chase to be the First Novice DXCC<br />

speculations likely encouraged many Novices to try to become<br />

the first DXCC. We wrote Rod in late-2007 in an attempt to get<br />

clarification on this and other questions but we did not receive a<br />

reply.<br />

The annual DXCC list in May 1960 OST reported Christopher<br />

Bennion, KNllVT, of Riverside, CT, later K1lVl, earned the DXCC<br />

award with i00 countries (pp.98) Bill's research, which much of<br />

this article is based on, names Chris as the second Novice to<br />

earn the DXCC. Since Chris is no longer in the FCC database, we<br />

were unable to contact him for an interview.<br />

Bill was curious who the third DXCC was and embarked on a<br />

search of annual DXCC lists published in QST; looking for<br />

WN#****, KN#***, WV2*** and WV6*** callsigns. He had a<br />

hypothesis that - Novices who earned the DXCC, did so in a<br />

high sunspot cycle. Bill and Chris earned their DXCCs at the high<br />

of Cycle 19.<br />

Tony Estep, KTONY formerly KNOLTB, was Bill5 competitor to be<br />

the first Novice to DXCC in 1958 (August ,l958, OST, pp. 66). At<br />

one point, QST said Tony was the frontrunner to be the first<br />

Novice DXCC. However, Tony did not submit his QSLs earned as<br />

a Novice until 9 years later; by which time he was a General.<br />

While Tony has not yet written us a Novice story, we have been<br />

in touch with him. Tony says he did not initially submit his cards<br />

for he got distracted with other things. Tony only submitted<br />

QSLs with his Novice callsign on them which made him eligible<br />

to be listed as a Novice DXCC. He was awarded the DXCC on<br />

May 26,1967, certificate #9133, 102 countries. Tony Estep was<br />

the third Novice to appear on the DXCC List.<br />

August 1967, Ol prrnted a claim from George P Cherney,<br />

WNSTND in Lorain, OH, that he has worked I13 countries and<br />

confirmed 105 as a Novice (pp.87). George used a Johnson<br />

Ranger transmitter with 16 crystals, Collins 75 A-4 receiver,<br />

homebrew 15M yagi (OST, Aug , 1967:87). George was admitted<br />

into DXCC with 105 confirmed countries in Sept. 1967 (QST,<br />

Sept., '1967 , pp.93; Dec., 1967 , pp. 104). He mistaken y was<br />

again listed in December 1968. He was probably the fourth<br />

Novice to earn the DXCC. George is not currently in the FCC<br />

database. We did find him in Lorain. We wrote him but did not<br />

get a reply, nor did the letter come back marked - Return to<br />

)et luer.<br />

lf we were to further test Bills hypothesis, we should look at the<br />

Cycles 21 and 22. By Cycle 23, the Novice license had ended.<br />

FCC had stopped issuing distinct Novice callsigns in 1976,<br />

WN#***, KN#***, 'v^vv2*** or WV6***, before Cycle 21's<br />

peak. After 1976, we could not tell who was and was not a<br />

Novice, unless they submitted late using a distinct Novice callsign.<br />

Bill hypothesis that Novices who earned the DXCC did so<br />

during a high sunspot cycle has some limited support, two<br />

cycles. We would have preferred more data but we can only<br />

work with what we have.<br />

There were a few Novices who were mentioned in OST at the<br />

time who were in on the chase to be the first Novice DXCC.<br />

September 1958 OST reported David A. Reitz, KN6ZBV of Fair<br />

Oaks, CA worked 1 I7 countries with 93 confirmed (pp. Zt). OSf<br />

had declared David to be the frontrunner for be the Novice to<br />

DXCC (Sept. 1958, pp.71). There is no information available on<br />

what Davids final Novice tally was. He upgraded to K6ZBV<br />

David is no longer in the FCC database. We found a person with<br />

the same name but his wife said he was not the person we<br />

seek; he is too young.<br />

March .1958 QST reported KNSEEW Francis P Galinas in Detroit,<br />

Ml worked 63 countries (pp. 66). Francis is now K8EEW. We<br />

wrote Francis in late-2008 and did not get a reply.<br />

Chuck Coleman, ll, KNSLZO, later K5LZO (sk) was another<br />

Novice in on the hunt to be the first Novice DXCC (QST, Aug.,<br />

1958, pp. 67). We attempted to contact Chucks widow and did<br />

not get a reply.<br />

William Ocva, who was KN0LFY was in on the chase to be the<br />

first Novice DXCC. He upgraded to KOLFY and is now N1GL.<br />

Like many Novices on the chase, William did not earn his DXCC<br />

until he was a General William earned the DXCC in 1959 as a<br />

General with 173 confirmed countries (OST, 1959, pp. 110,<br />

122).\,Ne wrote him in late-2008 requesting an interview but did<br />

not get a reply"<br />

Tony Rogozinski, KN5LMl, now W4OI, was in on the chase too.<br />

Tony was l4years old and lived in Carlsbad, NM. As a Novice he<br />

managed to work 65 countries. See Tony's story posted on the<br />

Novice H istorica I Society, www. Novice. bappy. com.<br />

While not in on the chase to be the first Novice to DXCC, an<br />

interesting aside is that Laura Sobon, KD4OZC, in Raleigh, NC<br />

was reported by QST as the youngest ham to DXCC, age 9;<br />

when she was an Extra (Jan. 1994, pp. 89).<br />

We must emphasize we have only discussed documented competitors.<br />

There certainly have been several hams who have contacted<br />

us about the race to be first Novice to DXCC and other<br />

milestones in Novice history (1951-2000). Unfortunately without<br />

documentation, we can not print their recollections as a historical<br />

fact. Memories are not history. ln most cases, when hams<br />

contact us with their memories of historical events in which we<br />

have access to documentation, in almost every case we discover<br />

their memories are inaccurafe. We do not want to discourage<br />

hams coming to us with their ideas. We do want to point out<br />

Member Supplies<br />

Membership Certificates are numbered in serial order and are issued to each member. Numbers are not reissued except to<br />

the same member to whom they were firct issued. There is no charge for these certificates.<br />

e QCWA Gold Certificates celebrate the 50th anniversary of licensing. lssued without charge to eligible members upon proof<br />

of year of first license.<br />

r Gold Certificates are issued in five-year increments; 55, 60, 65, and 7O-year certificates free of charge to eligible members.<br />

Special awards are issued for 75 years and higher.<br />

o Fifty-Year Continuous Licensing Gold Certificate available to eligible members. Requires submission of proof of continuous<br />

licensing. Applications are available from QCWA Headquarters.<br />

. OCWA Century Club Certificate is issued to QCWA members whose age, when added to their number of years as a QCWA<br />

member totals 100 or more.<br />

o Meritorious Award Certificate is issued by Headquarters upon request of any active QCWA chapter. One such award is<br />

authorized for each chapter each year. The award may be given to recognize unusual dedication to QCWA or amateur radio.<br />

The Activities Manager issues QCWA Operating Award Certificates to QCWA members. Proof of eligibility is required.<br />

o QCWA Worked 50 States Awards are issued to QCWA members who have contacted members in each state of the union.<br />

. QCWA Worked 100 Members Awards are issued to QCWA members who have contacted at least 100 QCWA members.<br />

r OCWA Worked 50 Chapters Awards are issued to QCWA members who have contacted members of 60 chapters.<br />

. QCWA Worked 500 Members Awards are issued to QCWA members who have contacted 500 QCWA members.<br />
