New Growth Opportunity: the CIS<br />
Russia has close economic, cultural and historical ties to the other<br />
countries of the CIS. Hence it is natural for Russian companies, and<br />
<strong>VimpelCom</strong> is no exception here, to consider the countries of the CIS as an<br />
area for expansion, as they can more easily adapt to local conditions. Given<br />
this background, we are confident that the similarities with the Russian<br />
market will result in our profitable expansion throughout the region.<br />
Despite certain cultural and historical similarities, the countries of the CIS<br />
are each unique in the size of their territory, population and in the amount<br />
of natural resources they possess. Their economies also differ from each<br />
other in terms of the level of industrialization, productivity, education of<br />
workforce and, consequently, in terms of GDP per capita and disposable<br />
income.<br />
Most of the CIS countries have a sufficient base from which they may<br />
achieve stable economic growth and improvements in the standard of<br />
living. Growth in GDP in these countries in recent years was in the range<br />
of 5-10%. Growth in mobile communications was much higher, reflecting<br />
the fact that mobile phone usage has become more widely accepted in<br />
these countries. The countries of the CIS also have varying levels of<br />
subscriber/SIM card penetration rates – Tajikistan’s and Uzbekistan’s<br />
penetration rates range between 3% and 4%, the penetration rates in<br />
Georgia, Armenia and Azerbaijan are approximately 20%, Kazakhstan’s and<br />
Belarus’s penetration rates are around 40%, Ukraine’s penetration rate is<br />
over 60% and Russia now has close to 90% penetration.<br />
<strong>VimpelCom</strong> currently has operations in five countries of the CIS – Russia,<br />
Kazakhstan, Tajikistan, Ukraine and Uzbekistan – and we are looking for<br />
further opportunities in other CIS countries. As the economies of the CIS<br />
continue to develop, we believe that there is great potential for growth in<br />
the region through a combination of subscriber growth and increased usage<br />
of mobile communications.<br />

Россия имеет тесные экономические, культурные и исторические связи<br />
с другими странами СНГ. Поэтому вполне естественно, что российские<br />
компании, и ВымпелКом не является исключением, рассматривают страны<br />
СНГ как область расширения своей деятельности, где им сравнительно легко<br />
адаптироваться к местным условиям. С учетом этого, мы уверены, что<br />
сходство с российским рынком позволит нам успешно продвигать свой<br />
бизнес в странах СНГ.<br />
При всем культурном и историческом сходстве, каждая из стран СНГ<br />
уникальна в смысле размеров ее территории, населения и запасов природных<br />
ресурсов. Их экономики также отличаются друг от друга в отношении<br />
уровня развития промышленности, производительности труда,<br />
квалификации рабочей силы и, как следствие, по объему ВВП на душу<br />
населения и покупательной способности.<br />
Большинство стран СНГ имеют прочную экономическую базу, на основе<br />
которой они могут достигнуть устойчивого экономического роста и увеличения<br />
уровня жизни. За последние годы рост ВВП в этих странах<br />
составлял 5–10%. Рост мобильной связи был гораздо выше, отражая тот<br />
факт, что мобильный телефон в этих странах становится товаром<br />
массового спроса. Страны СНГ имеют разные уровни проникновения<br />
сотовой связи. В Таджикистане и Узбекистане он составляет 3–4%, в Грузии,<br />
Армении и Азербайджане приблизительно 20%, в Казахстане и Беларуси –<br />
около 40%, в Украине – свыше 60%, а Россия приблизилась к уровню<br />
проникновения 90%.<br />
В настоящее время ВымпелКом ведет операционную деятельность в пяти<br />
странах СНГ – в России, Казахстане, Таджикистане, Украине и Узбекистане –<br />
и мы ищем возможности для продвижения в другие страны СНГ. Мы уверены,<br />
что по мере роста экономики этих стран будет раскрываться<br />
значительный потенциал роста индустрии мобильной связи как за счет<br />
увеличения числа абонентов, так и за счет более интенсивного<br />
использования связи.<br />
Executing Business Strategy:<br />
Poised for Continued Performance<br />
<strong>VimpelCom</strong> has successfully adjusted its strategy to the changing<br />
conditions in the Russian market. During <strong>2005</strong>, SIM card penetration in<br />
Russia grew from 51.2% to 86.6%. The market in Russia is approaching<br />
saturation and, as such, has become a mature market in a majority of the<br />
regions where we operate. In light of this, the Company made appropriate<br />
changes in executing its strategy in Russia. First, we changed our focus<br />
from subscriber growth to subscriber loyalty and retention; second, we<br />
shifted from an emphasis on SIM card market share to revenue market<br />
share; and finally, we decided to concentrate less on “subscribers” and<br />
instead focus more on “active subscribers,” whom we define as those who<br />
made a chargeable transaction in the past three months.<br />
These changes in focus had the desired effect: the Company increased<br />
revenue market share in Russia (by 2 percentage points according to<br />
independent research) and improved profitability both on the OIBDA and<br />
net income levels.<br />
In terms of geographical expansion, <strong>VimpelCom</strong> has been very successful in<br />
the countries of the CIS. In addition to Kazakhstan, where <strong>VimpelCom</strong><br />
began operating in September 2004, <strong>VimpelCom</strong> now operates in Ukraine,<br />
Tajikistan and Uzbekistan. The total population of our licensed territories<br />
in the CIS outside of Russia increased more than sixfold in just one year and<br />
is now approximately 96 million, compared to approximately 15 million at<br />
the end of 2004.<br />
In Russia, <strong>VimpelCom</strong> operates in 78 out of 89 regions. However, the<br />
Company still does not have a regional license for the Far East super-region,<br />
which contains 15 regions. During the past two years, we have acquired<br />
two telecommunications companies in the Far East, including a company in<br />
Sakhalin in July <strong>2005</strong>. Due to these acquisitions, we now operate in 4 of the<br />
15 regions in the Far East super-region. In 2006, <strong>VimpelCom</strong> will continue<br />
to work with the regulator to receive an operating license and increase our<br />
presence in the Far East super-region.<br />
The quality of wireless services continues to be increasingly important in<br />
the telecommunications industry, particularly in well penetrated markets<br />
where non-voice services are becoming significant. One of the major<br />
factors behind our success in <strong>2005</strong> has been a growing awareness among our<br />

что в большинстве регионов, где мы работаем, это уже вполне зрелый рынок.<br />
Поэтому Компания сделала соответствующие изменения в акцентах в ходе<br />
реализации своей стратегии в России. Во-первых, мы сместили центр нашего<br />
внимания с роста числа абонентов на удержание абонентов и повышение<br />
их лояльности; во-вторых, мы стали уделять основное внимание не доле<br />
рынка по числу SIM карт, а доле рынка по полученной выручке; и последнее,<br />
мы решили меньше концентрироваться на абонентах вообще, и больше<br />
уделять внимания активным абонентам. Активными абонентами мы называем<br />
тех, кто приносил доходы Компании в последние три месяца.<br />
Эти изменения принесли желаемый результат: Компания увеличила долю рынка<br />
по выручке (на 2 пункта по данным независимого исследования) и увеличила<br />
уровень прибыльности как по величине OIBDA, так и по чистой прибыли.<br />
Географическая экспансия ВымпелКома в странах СНГ успешно развивается.<br />
Кроме Казахстана, где ВымпелКом начал осуществлять операционную<br />
деятельность с сентября 2004 года, Компания сейчас работает в Украине,<br />
Таджикистане и Узбекистане. Общее число жителей на наших лицензионных<br />
территориях СНГ за пределами России увеличилось в шесть раз в течение<br />
только одного года и составляет на данный момент примерно 96 миллионов<br />
по сравнению с 15 миллионами на конец 2004 года.<br />
В России ВымпелКом ведет операционную деятельность в 78 из 89 регионов.<br />
Однако Компания до сих пор не имеет лицензий на оказание телекоммуникационных<br />
услуг на Дальнем Востоке, где находятся 15 регионов. В течение<br />
последних двух лет мы приобрели две телекоммуникационные компании на<br />
Дальнем Востоке, включая компанию на Сахалине в июле <strong>2005</strong> года.<br />
Благодаря этим приобретениям мы сейчас работаем в 4 из 15 регионов<br />
Дальнего Востока. В 2006 году ВымпелКом продолжит взаимодействие<br />
с регулирующими органами с целью получения операторской лицензии<br />
и расширения нашего присутствия на Дальнем Востоке.<br />
