Americas proposed an energy and environment hemispheric research<br />
initiative that looked at three specific models: (1) <strong>the</strong> Alberta<br />
Oil Sands Technology and Research Authority (AOSTRA);<br />
(2) a project funded by <strong>the</strong> Bill and Melinda Gates Foundation<br />
that included Amyris Biotechnologies (a University of California<br />
at Berkeley startup) <strong>to</strong> develop a syn<strong>the</strong>tic malaria drug distributed<br />
in <strong>the</strong> developing world on a not-for-profit basis, but whose<br />
bio-fuel applications were sold commercially; and (3) <strong>the</strong> International<br />
Energy Agency’s so-called implementing agreements.<br />
<strong>The</strong> rationale for doing so was <strong>to</strong> avoid <strong>the</strong> dilemma whereby<br />
governments invest heavily in both basic and applied research,<br />
as well as provide generous loan guarantees during <strong>the</strong> commercialization<br />
phase, but often have no intellectual property<br />
rights <strong>to</strong> <strong>the</strong> successfully developed technologies. This phenomenon<br />
inhibits <strong>the</strong> technology’s subsequent dissemination.<br />
