The Project capital cost for the investment plan is an estimated US$4.7 billion.
2.4 Project Workforce

The estimated peak construction workforce for the Project, according to CB&I, is approximately
7,000 personnel, with a distribution of supervisor-senior staff, operators, and contractors. Total
workers are projected to be approximately 10,780, and with turnover, could go as high as 15,000
at CB&I. This does not include subcontractor workers or miscellaneous labor.
The existing refinery has approximately 420 Ecopetrol staff. Additional contractual personnel
provide various services, especially maintenance-related work. In addition, there are
approximately 900 people currently working at the project site. The current total Project
workforce is approximately 1,425, and is made up of 118 direct workers, including small teams
in Bogotá and Houston, plus 1,307 indirect workers.
The present estimated number of staff for the refinery operations after expansion is 500.
