buildings. ‘We need a much better<br />

understanding of how buildings<br />

perform,’ he said.<br />

is still not suffi ciently developed<br />

to instil the confi dence needed, he<br />

added: ‘The funding is probably<br />

insuffi cient for more complex<br />

properties, for example those with<br />

solid walls.’<br />

Construction Minister Mark Prisk<br />

defended government policy by<br />

saying ministers had to ‘get the right<br />

balance between [the application of]<br />

nudging regulation while ensuring<br />

we don’t tie [industry’s] hands [on<br />

innovation].’<br />
