Paul King, said people should be<br />

banned from selling their homes<br />

if they don’t meet clearly defi ned<br />

energy effi ciency targets.<br />

In his view, it is the only way<br />

that the government will meet<br />

its own legally binding target of<br />

cutting carbon emissions by 80%<br />

in the built environment by 2050.<br />

King said that the government<br />

needs to tell people that, in 10<br />

years’ time, all homes need to<br />

reach a certain level of energy<br />

effi ciency. He added: ‘It would<br />

send a powerful message. It h<strong>as</strong><br />

to happen.’<br />

But Energy Minister Greg<br />

Barker responded: ‘That’s like the<br />

government saying, “we don’t<br />

trust you to do this”. We’re trying<br />

to get away from that mindset.<br />

We’re trying to empower people<br />

to make them part of the solution<br />

and get them on board.’<br />
