Each <strong>of</strong> these programs will be assessed against<br />
several common characteristics, some <strong>of</strong> which<br />
were discussed in Chapters 1 and 2. Key to<br />
accommodating the various players’ needs is<br />
the concept <strong>of</strong> harmonization—working to<br />
establish common ground in terms <strong>of</strong> both military<br />
and programmatic requirements. Industrial<br />
teaming describes how industry participates<br />
and works together in these cooperative<br />
efforts. The program’s management structure<br />
provides the mechanism to arrive at <strong>of</strong>ten difficult<br />
decisions. Technology transfer aspects are<br />
significant in most cooperative programs and<br />

require close and careful attention. Cooperative<br />
programs are inherently more complex and call<br />
for business management efforts that are not<br />
needed in national programs. Finally, each<br />
program has a human dimension—the “glue”<br />
that builds trust, binds, and motivates the team<br />
and provides the means to work through<br />
problems as they arise.<br />

in Figure 4-1 on page 4-49.
