Tradition continues to be
an integral aspect of the
change of command
process at the Naval War
College. Rear Adm. James P.
‘Phil’ Wisecup, the 52nd
president of the Naval War
College, was joined by family
and friends at an informal
gathering to unveil his por-
trait on March 29.
Professor John Hattendorf,
chairman of the Maritime
History Department
and director for the Naval
War College Museum,
opened the ceremony by
explaining the tradition of
the portrait and how the
NWC president was only
one of four positions in the
Navy to be honored with
such distinction.
In order to grasp a sense of
the details involved in creating
a portrait, the artist, Gerald
York, spoke on his desire
to “capture the essence of
the subject in a timeless
presence.” This encouraged
him to use the portrait
of Commodore Stephen B.
Luce, the founder of the
Naval War College, as inspi-
