CANDY H. CONKLIN NAPS Administrative Officer The Naval Academy Preparatory School (NAPS) Battalion of Midshipman Candidates hosted Lt. Cmdr. Christina Dalmau as the keynote speaker in their 2011 Character Development Lecture series on March 24. Dalmau is currently the Director of the Officer Department at Naval Nuclear Power Training Command in Goose Creek, S.C., as well as a distinguished alumnus of the NAPS Class 1994. A recent winner of the Capt. Joyce Bright Hancock Leadership award, she returned to provide the NAPS midshipman candidates insight to her challenges, accomplishments and experiences with the Naval Academy as well as the naval nuclear power community. CFC luncheon cites record contributions By BOB KREKORIAN NAVSTA Public Affairs Staff Naval Station (NAVSTA) Newport and its tenant commands were among other federal agencies in Rhode Island (RI) and southeastern Massachusetts (SEMA) recognized for their outstanding performance during the 2010 RI/SEMA Combined Federal Campaign (CFC) at an awards luncheon, March 23, at the Officers’ Club. Pledges and contributions from NAVSTA and its tenant commands totaled $499,951. This sum repre- sents almost 43 percent of the total dollars raised in Rhode Island and Southeastern Massachusetts, and more than 53 percent of the total dollars raised in Rhode Island. Overall, the 2010 RI/SEMA CFC pledges and contributions totaled $1.16 million, an extraordinary accomplishment, and a more than 3.5 percent increase in giving above the 2009 campaign, officials said. “This is the fourth year that we have raised at least one million dollars,” said Vincent Marzullo, chairman, Local Federal Coordinating Committee. The 2007 RI/SEMA CFC raised over one million dollars; 2008, $1.1 million; and 2009, $1.127 million. Data from the 2010 Campaign, provided by Elizabeth Comeau, director, 2010 RI/SEMA CFC, showed a donor participation rate of 28.3 percent. A total of 5,168 contributors out of a total of 18,258 federal civilian, military, and postal employees raised $1,166,330. The average donation was $225. In a most informative session, he presented his research to a standing room only crowd at the Naval War C ollege Museum’s Eight Bells Lecture held on March 28. W ellgrounded Cole in the issuesasso- ciated with the People’s Liberation Army Navy (PLAN), Cole set the stage by listing the national security goals for China and then discussed the concerns PLAN has over the issues of Taiwan, the South China Sea, and the Sea Lanes of Communication (SLOCs. Taiwan is only 81 nautical miles from China at its closest point of approach. It lies within what is considered the “first island chain” for China. Yet, more significantly, China considers most of the South China Sea to be within its territory, he said. Rear Adm. James P. ‘Phil’ Wisecup, the 52nd president of the Naval War College, was joined by family and friends at an informal gathering to unveil his portrait on March 29. Professor John Hattendorf, chairman of the Maritime History Department and director for the Naval War College Museum, opened the ceremony by explaining the tradition of the portrait and how the NWC president was only one of four positions in the Navy to be honored with such distinction. In order to grasp a sense of the details involved in creating a portrait, the artist, Gerald York, spoke on his desire to “capture the essence of the subject in a timeless presence.” This encouraged him to use the portrait of Commodore Stephen B.
