changes helm<br />

James P. ‘Phil’ Wisecup as<br />

president of the U.S. Naval<br />

War College (NWC) during<br />

a change of command ceremony<br />

at Naval Station <strong>Newport</strong><br />

on March 30.<br />

Guest speaker, Chief of<br />

Naval Operations (CNO)<br />

Adm. Gary Roughead,<br />

praised Wisecup’s accomplishments<br />

during his<br />

tenure and welcomed<br />

Christenson as the 53rd<br />

NWC president.<br />

“(Rear Adm. Wisecup)<br />

has brought to the Naval<br />

War College the valuable<br />

perspective of an operator<br />

who understands the world<br />

of policy, and he inherently<br />

understands how these initiatives<br />

further the development<br />

of our nation’s leaders,<br />

not just our <strong>Navy</strong>’s,”<br />

said Roughead. “We will<br />

need critical thinkers for<br />

the tests we face, and<br />

(Wisecup) has set about<br />

building them here in <strong>Newport</strong><br />

with unmatched ingenuity<br />

and drive.”<br />

Wisecup assumed command<br />

of NWC on Nov. 6,<br />

2008, and led the college<br />

through a period of program<br />

expansion and<br />

increased international<br />

engagement. Roughead<br />

described the growth in<br />

quality and range of opera-<br />

tional courses that filled a<br />

critical professional need<br />

for the <strong>Navy</strong>. Wisecup’s<br />

leadership reinvigorated<br />

the <strong>Navy</strong>’s Global Title X<br />

War Game series and in<br />

2009 executed the most<br />

successful International<br />

Seapower Symposium,<br />

where 100 nations and 92<br />

chiefs of service gathered in<br />

<strong>Newport</strong> to cultivate global<br />

maritime partnerships.<br />

Wisecup will report to his<br />

next assignment as the<br />

<strong>Navy</strong>’s Inspector General,<br />

and he has been confirmed<br />

for appointment to the rank<br />

of vice admiral.<br />

During his career, Wisecup<br />

also served as commander,<br />

Carrier Strike<br />

Group Seven (Ronald Reagan<br />

Carrier Strike Group);<br />

commander, U.S. Naval<br />

Forces Korea; and as director<br />

of the White House Situation<br />

Room. He is a 1998<br />

graduate of NWC’s resident<br />

academic program.<br />

Wisecup read his orders<br />

and ordered his flag hauled<br />

down before relinquishing<br />

command to Christenson,<br />

who recently left his position<br />

as president of the<br />

Board of Inspection and<br />

Survey (INSURV)<br />

thanked Christenson for<br />

the change he drove at<br />

During Christenson’s 30year<br />

career, he has served<br />

as commander of Carrier<br />

Strike Group 12 (Enterprise<br />

Carrier Strike Group), and<br />

he has deployed eight times<br />

on seven different ships.<br />
