changes helm

James P. ‘Phil’ Wisecup as
president of the U.S. Naval
War College (NWC) during
a change of command ceremony
at Naval Station Newport
on March 30.

Adm. Gary Roughead,
praised Wisecup’s accomplishments
during his
tenure and welcomed
Christenson as the 53rd
NWC president.
“(Rear Adm. Wisecup)
has brought to the Naval
War College the valuable
perspective of an operator
who understands the world
of policy, and he inherently
understands how these initiatives
further the development
of our nation’s leaders,
not just our Navy’s,”
said Roughead. “We will
need critical thinkers for
the tests we face, and
(Wisecup) has set about
building them here in Newport
with unmatched ingenuity
and drive.”
Wisecup assumed command
of NWC on Nov. 6,
2008, and led the college
through a period of program
expansion and
increased international
engagement. Roughead
described the growth in
quality and range of opera-

tional courses that filled a
critical professional need
for the Navy. Wisecup’s
leadership reinvigorated
the Navy’s Global Title X
War Game series and in
2009 executed the most
successful International
Seapower Symposium,
where 100 nations and 92
chiefs of service gathered in
Newport to cultivate global
maritime partnerships.
Wisecup will report to his
next assignment as the
Navy’s Inspector General,
and he has been confirmed
for appointment to the rank
of vice admiral.
During his career, Wisecup
also served as commander,
Carrier Strike
Group Seven (Ronald Reagan
Carrier Strike Group);
commander, U.S. Naval
Forces Korea; and as director
of the White House Situation
Room. He is a 1998
graduate of NWC’s resident
academic program.
Wisecup read his orders
and ordered his flag hauled
down before relinquishing
command to Christenson,
who recently left his position
as president of the
Board of Inspection and
Survey (INSURV)

Roughead said as he
thanked Christenson for
the change he drove at

During Christenson’s 30year
career, he has served
as commander of Carrier
Strike Group 12 (Enterprise
Carrier Strike Group), and
he has deployed eight times
on seven different ships.
