It is structured in terms of six strategic goals, each contributing directly to the achievement of the aims articulated in Swinburne in 2015: w to enhance learning outcomes for Swinburne students w to improve employment outcomes for Swinburne students w to strengthen Swinburne’s research position w to strengthen Swinburne’s domestic profile and market position through effective external engagement w to position Swinburne as an international university w to strengthen client focus through effective business systems 2.2 University Council and statutory boards The University Council derives its powers from the Swinburne University of Technology Act (1992), and it is the governing body of the University. The Chair of Council is the University Chancellor, the titular and ceremonial head of the University. Council delegates authority to the Vice-Chancellor to be the University’s Chief Executive Officer with responsibility for educational and administrative affairs. However, Council retains important overarching responsibilities that include: w approving the University’s mission and strategic directions, and ensuring that long-term and short-term planning occurs w approving the University’s business plans and annual budgets, and ensuring financial viability and systems for financial control w providing oversight of University management and commercial operations w monitoring the University’s performance against its strategic goals and objectives The Academic Board and Board of TAFE Studies oversee the quality of academic programs for the University’s Higher Education and TAFE sectors, respectively (Section 3.3). 2.3 University management Swinburne has two teaching divisions (Higher Education and TAFE) supported by four corporate service areas (Figure 2.1). Each division and corporate area is represented on the University’s senior management body, the Executive Group. The Higher Education Division, in turn, comprises six faculties, a branch-campus at Kuching in East Malaysia (Sarawak) and the Divisional Office.
