Develop the new performance planning and development system during 2008, following and in parallel with extensive staff consultation – this work is supported by a $2.5M Workplace Productivity Program grant, with Ernst & Young as the implementation partner, and it may be complemented by a new University budget model that rewards organisational units performing strongly. 3.9 Performance planning and development Attainment of the Swinburne in 2015 goals will require highly-motivated and highlyperforming staff. A culture of excellence must be fostered, and for this reason the University is soon to introduce a new approach to performance planning and development that builds on exisitng practice. It will apply to all staff, and include: w negotiated development of individual performance plans with (mostly) auditable, quantitative performance targets based on such things as stakeholder satisfaction data, progression rates and research metrics w regular meetings between staff and their managers to monitor progress and address issues w salary bonuses for the best-performed staff (for example, in a particular year highperforming staff might receive a bonus of up 10%) w an option for staff to have their bonus paid to a University account to support their teaching, research or professional development w use of proprietary software to facilitate the alignment of individual performance plans with unit plans and the University’s strategic directions, and to ensure secure data flows, data access and effective reporting Professional development for all personnel is integral to the approach in this area. Some of this is directed centrally to ensure strategic alignment, but much is managed at faculty and corporate unit level for appropriate contextualisation (Section 5.9).
Swinburne University of Technology Cycle 2 AUQA audit portfolio Page 25 3.10 Compliance with external standards and protocols With the adoption by MCEETYA of revised National Protocols for Higher Education Approval Processes in 2006, the University initiated a self-review to ensure full compliance (and compliance with the National Guidelines) when operation took effect in January 2008. Swinburne also complies with the Education Services for Overseas Students Act (ESOS Act) and the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students (the National Code), as well as the AVCC Provision of Education to International Students Code of Practice and Guidelines for Australian Universities (Sections 5.2 – 5.5). 3.11 Policies and procedures During 2006, the University embarked on a major review of its Policies and Procedures Directory to: w establish a simpler format for policies and procedures, and a more succinct, user-friendly style of writing w reduce the number of policies and procedures to gain better integration between related areas of activity, and reduce duplication and inconsistency w ensure that policies and procedures are up-to-date and consistent with the National Protocols and Guidelines and other statutory requirements w establish a software platform that better supports the incorporation of graphic images into policies and procedures, and provides improved search functionality The new Directory software platform was established late in 2007, and the review is ongoing. To date, the number of policies and procedures has been reduced from 400 to 330, and more than 50 have undergone major redevelopment using an improved template. Many others have been appreciably revised. Priorities for action 22. Clarify responsibility for the regular review of compliance with important standards and protocols across the University.
