GOALS: PUBLIC FACILITIES AND SERVICES<br />
1. <strong>Kern</strong> <strong>County</strong> residents and businesses should receive adequate and cost effective<br />
public services and facilities. The <strong>County</strong> will compare new urban development<br />
proposals and land use changes to the required public services and facilities<br />
needed for the proposed project.<br />
2. Promote an urban growth pattern in areas where adequate public service<br />
infrastructure exists or can be provided.<br />
3. Distribute the cost <strong>of</strong> new services or facilities equitably among the beneficiaries.<br />
4. Provide coordination between public entities to ensure infrastructure standards and<br />
equitable fiscal support.<br />
5. Ensure that adequate supplies <strong>of</strong> quality (appropriate for intended use) water are<br />
available to residential, industrial, and agricultural users within <strong>Kern</strong> <strong>County</strong>.<br />
6. Provide a healthful and sanitary means <strong>of</strong> collecting, treating, and disposing <strong>of</strong><br />
sewage and refuse for the residents and industries <strong>of</strong> <strong>Kern</strong> <strong>County</strong>.<br />
7. Facilitate the provision <strong>of</strong> reliable and cost effective utility services to residents <strong>of</strong><br />
<strong>Kern</strong> <strong>County</strong>.<br />
8. Provide recreation opportunities for all citizens <strong>of</strong> <strong>Kern</strong> <strong>County</strong> while avoiding<br />
duplication between jurisdictions.<br />
9. Serve the needs <strong>of</strong> industries and <strong>Kern</strong> <strong>County</strong> residents in a manner that does not<br />
degrade the water supply and the environment and protect the public health and<br />
safety by avoiding surface and subsurface nuisances resulting from the disposal <strong>of</strong><br />
hazardous wastes, irrespective <strong>of</strong> the geographic origin <strong>of</strong> the waste.<br />
10. Ensure landfill capacity for <strong>Kern</strong> <strong>County</strong> residents and industries.<br />
11. Reduce residential contamination <strong>of</strong> groundwater by encouraging sanitary sewer<br />
systems.<br />
12. Provide a balanced system <strong>of</strong> parks and recreational facilities to meet <strong>Kern</strong><br />
<strong>County</strong>=s diverse needs, and clearly define responsibility for the provision <strong>of</strong> these<br />
facilities.<br />
13. Provide a variety <strong>of</strong> park and recreation programs that <strong>of</strong>fer safe, equitable, and<br />
balanced recreation opportunities for all residents and visitors.<br />
